An Act to encourage, foster and facilitate the industrial and economic development of the Commonwealth by promoting the education at institutions of higher learning of residents of this State; and to this end to create a political subdivision of the Commonwealth to be known as the State Education Assistance Authority and to define its powers and duties; to grant powers to the Authority to further the objectives of the act; to provide that no debt of the Commonwealth or of any political subdivision other than the Authority created by this act shall be incurred by the acts and undertakings of the Authority; to authorize all agencies, officers and employees of the Commonwealth and of its political subdivisions to cooperate with and contribute property to the Authority; to appropriate funds to the Authority; ana to proviae jor matters in connection with the foregoing.

Chapter 496

An Act to amend and reenact §§ 37-254, as amended, 37-259 and 37-260 of the Code of Virginia, relating generally to licensing and regulation by the State Hospital Board of certain private institutions for the care of mentally ill persons, alcoholics and drug addicts; and to amend the Code by adding thereto sections numbered 37-258.1, 37-258.2 and 37-258.8, so as to set forth grounds for revocation or suspension of licenses; to provide for appeal from such revocation or suspension or from refusal to grant license; to permit the Board to obtain injunctions against unlawful operation of such institutions and violations of regulations; and to increase the penalty for continuation of a violation.

Chapter 500

An Act to require and provide for the safe operation of certain motorboats on the waters of this State over which the State now has or hereafter obtains jurisdiction; and to this end to define terms, to vest administration of the act in the Commission of Game and Inland Fisheries; to provide for the transfer and reimbursement of certain funds; to require motorboats to be numbered and to set forth how applications therefor shall be made; to impose fees; to require warning devices and safety equipment upon certain motorboats; to authorize the Commission of Game and Inland Fisheries to make rules and regulations in connection with the act; to exempt certain motorboats,; to prohibit certain acts and provide penalties for violations; to require reports and the furnishing of assistance in certain cases; to regulate towing and water skiing in connection with the operation of motorboats; to provide for the regulation of regattas and races; to provide for enforcement of the act; and to provide for other matters in connection with the foregoing.
