An Act to amend the Code of Virginia by adding thereto a section
numbered 16.1-148.1, so as to permit localities to establish and oper-
ate joint regional juvenile and domestic relations courts, and to pro-
vide for payment of salaries of judges and personnel of such courts.

Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia be amended by adding thereto a section
numbered 16.1-143.1 as follows:
§ 16.1-143.1. The governing bodies of any city or county or of any
group of cities or counties or cities and counties may establish and operate
a joint regional juvenile and domestic relations court. The contribution
of each such locality to the expenses of maintaining and operating such
court shall be in accordance with agreement between such governing
bodies. The salaries of the judges, associate judges, substitute judges,
clerks, deputy clerks and other employees of such courts shall be fixed by
the Compensation Board, and shall be paid by the State out of the appro-
priations in the general appropriation act for criminal charges.
The judges, associate judges, or substitute judges shall be appointed
for a term of four years by the judges of the courts of record having
jurisdiction within the area served by such court.
f the appointment is to be made by two or more judges and they
cannot agree, such fact shall be certified to the Chief Justice of the
Supreme Court of Appeals who shall thereupon designate a judge of some
other circuit or corporation court to sit with such judges in considering
the appointment, which appointment shall then be made by a majority of
the judges sitting.
