CHAPTER 455
An Act to authorize the State Board of Education, in its discretion, sub-
ject to the approval of the Governor, to sell certain water rights and
common land owned by Virginia State College and to provide for the
application of the proceeds of such sale.

Be it enacted by the General Assembly of Virginia:
1. That the State Board of Education be, and is hereby, in its discretion,
subject to the approval of the Governor, authorized to sell and convey to
the city of Petersburg, Virginia, all of the water rights and 5/30 interest
In common land owned by Virginia State College which were acquired
by deed dated October sixteenth, nineteen hundred twenty-two between
John N. Stearns & Company, a corporation, and Virginia Normal and
Industrial Institute, a corporation (now Virginia State College), which
deed was recorded in the Clerk’s Office of the Circuit Court of Chester-
field County, Virginia, on the sixth day of November, nineteen hundred
twenty-two, in deed book number one hundred sixty-nine, at page one
hundred sixty-three. The sale price of said property shall be in such
amount as may be agreed upon by the State Board of Education and the
city of Petersburg and the terms of such sale shall be cash in hand paid
upon delivery of a deed of conveyance, which deed shall be executed in
the name of the Commonwealth of Virginia, State Board of Education,
by the President of the State Board of Education, and shall be approved
as to form and substance by the Attorney General.
The proceeds of such sale shall be paid into the general fund of the
State treasury.
2. Anemergency exists and this act is in force from its passage.
