Chapter 385

Chapter 386

An ACT to amend the Code of Virginia by adding in Title 37A entitled "Loan and Financing Organizations" (added to the Code by Chapter 370, Acts 1944), a new chapter numbered 166A 2 entitled "Virginia Building and Loan Law" consisting of 62 new sections numbered 4168-b 1 through 4168-b 61, to provide generally for the conduct of what is commonly known as building and loan business and for the authorization, regulation and supervision of everyone proposing to engage or engaging in such business; and to such end, to recodify the laws governing what are commonly known as building and loan associations; to provide for the administration of the laws governing the conduct of the business; to provide for punishment of, or penalties upon any person conducting such business without warrant of law, and also of or upon anyone for violations of certain provisions thereof or of lawful rules issued, orders entered or actions taken in the administration thereof; to provide for consolidation or merger of two or more such associations, for conversion from a State to a Federal association and vice versa, and for the respective rights, obligations and other consequences arising thereupon; to repeal certain specific designated act or acts relating to the same subject matter; and to repeal all other pertinent acts or parts of acts insofar as irreconcilably inconsistent.

Chapter 387

An ACT providing for the acquisition, construction, enlargement, improvement, operation and maintenance of camping and recreational facilities, defined herein, in State parks now or hereafter under the control and supervision of the Virginia Conservation Commission; conferring powers and imposing duties upon the Virginia Conservation Commission; authorizing the issuance by such Commission of revenue bonds of the State, payable solely from earnings of such facilities, to pay the cost of acquiring, constructing, enlarging, or improving such facilities; providing that no debt of the State shall be incurred in the exercise of any of the powers granted by this act; providing for the collection of fees and charges for the payment of such bonds and for the payment of the cost of maintaining, repairing and operating such facilities; making such revenue bonds exempt from taxation and authorizing the issuance of revenue refunding bonds.

An ACT to provide for the development, use and maintenance of a war memorial in the City of Radford, and to that end to authorize and empower, the City of Radford and the School Board of such city to contract with each other and with certain associations in relation to a certain athletic field as a memorial; to prescribe the rights, powers, duties, and obligations of the parties to, and under, such contract; to authorize contributions and donations to be made to, and accepted for, such memorial and to prescribe how same shall be disposed of; and to authorize the city to provide for the use of such memorial.

Chapter 399

An ACT to provide for the control, prevention and abatement of pollution in the waters of the State; and to that end to amend the Code of Virginia by inserting therein a new chapter numbered 63-B entitled "State Water Control Law", containing 26 new sections numbered 1514-b 1 through 1514-b 26, creating a State Water Control Board, and defining its powers, duties and functions; providing for the terms and qualifications of the members, and setting forth certain purposes, defining certain terms; reserving certain rights and declaring public policy; authorizing issuance, revocation or amendment of certain rules, regulations, orders and certificates by the Board; providing for appeal to appropriate courts from certain actions of the Board; providing for the control and abatement of pollution from sewage and industrial wastes, vesting in the Board and State Health Department certain powers in relation to sewerage treatment works; providing for the imposition and collection of certain charges; providing certain penalties for violations and appropriating funds.

Chapter 400

An ACT to provide for a revision and recodification of the Code of Virginia and to that end to provide for a Commission charged with the duty of performing such work, authorizing it to enter into contracts for the necessary work and directing it to report to the General Assembly for adoption or rejection of its work; providing for the numbering to be employed in the Code, providing certain authority as to the arrangement of subject matter, the number of volumes, the distribution of the finished work; to provide for a continuing system of keeping such revision current; and to make an appropriation.
