regarding the advisability of establishing a certain radio network in Virginia

‘Be it enacted by the General Assembly of Virginia:

1. The State Board of Education is authorized and directed to
undertake an educational and engineering survey to determine the ad-
visability of establishing a state-wide FM (frequency modulation) radio
network to be used by colleges, schools, and other educational agencies
In improving instruction in the public schools and for the general infor-
mation of the public through the use of radio. The State Board of Ed-
ucation shall report its findings to the Governor and General Assembly
aS soon as may be.
