An ACT to amend and re-enact Section 153 of the Tax Code of Virginia, as heretofore amended, relating to carnivals, shows, circuses, menageries, and other like amusements, so as to require their registration and the giving of an appropriate bond.

An ACT to amend and re-enact sections 683 and 684, as heretofore amended, 685, and 686 of the Code of Virginia, relating to compulsory school attendance, records and reports and the duties of certain officers relating thereto, and providing penalties for violations; and to further amend the said Code by adding thereto a new section numbered 686-a, providing for the enforcement of compulsory attendance laws and penalties for violations.

Chapter 380

An ACT to confer upon the State Highway Commissioner the power of eminent domain for the purpose of condemning certain lands and materials for use in the construction, reconstruction, alteration, maintenance and repair of the public highways of the State, to prescribe the procedure therefor, to provide for the taking of lands and materials in certain cases before the institution of condemnation proceedings, to provide for compensating owners and lessees of lands and materials taken pursuant to this act, and to repeal all acts and parts of acts inconsistent herewith.

Chapter 381

An ACT to amend and re-enact Section 233-a of the Tax Code of Virginia, requiring the State Corporation Commission to certify assessments, or statements of assessments, of certain property of public service corporations as defined in Section 153 of the Constitution of Virginia, so as to show the character, value and location of such property with reference to certain districts in counties, which now have a county executive form of government and prescribing duties of public service corporations and commissioners of the revenue, and the clerk of said commission, with reference to such assessments and statements, so as to make the provisions of such section applicable to any county which now has a county manager form of county organization and government provided for in Sections 2773-n 1 to 2773-n 56, both inclusive, of the Code of Virginia.

Chapter 382

An ACT to amend and re-enact section 230 of the Tax Code of Virginia, as heretofore amended, relating to special taxes on certain classes of public service companies and others for rate-making and other purposes.

Chapter 383

An ACT to establish as a permanent record, and a valid method of recording and indexing delinquent lands in the county of Northampton, a certain card system record thereof, recently set up in the clerk’s office of the circuit court of said county.

Chapter 384

An ACT to prescribe the compensation of clerks of courts, and city sergeants, in cities of this Commonwealth having a population of over sixty-five thousand and not exceeding one hundred thousand inhabitants, according to the last preceding United States census; to provide for the payment of such compensation and the expenses of office of such officers; to impose certain duties on the State Compensation Board; to provide for the appointment and compensation of jailors in such cities; to prescribe the powers and duties of such jailor, and to confer certain powers on the city manager in such cities in relation to the jail and jailor; and to repeal chapter 302 of the Acts of the General Assembly of 1932, approved March 24, 1932, and all other acts and parts of acts in-consistent herewith to the extent of such inconsistency.

Chapter 385

An ACT to authorize school boards of counties to anticipate the payment, in whole or in part, of loans obtained from the literary fund.

Chapter 386

An ACT to enable counties, cities and towns to borrow money and issue bonds therefor; prescribing the mode of procedure for, and regulating the issuance of such bonds, and providing for the payment thereof; authorizing agreements with the holders of such bonds and providing for the remedies of such holders; also to secure the benefits of any agency of the United States of America, now or hereafter created, delegating powers to contract debts; and repealing inconsistent provisions of all laws, general or special, of the Commonwealth.

Chapter 389

An ACT to amend and re-enact Section 1, as heretofore amended, of an act entitled ‘‘An act to abolish all school districts in the counties of Roanoke, Pittsylvania and Pulaski, and establish each such county as the unit for all school purposes except representation; to prescribe the composition of the county school boards of said counties; to transfer to, and vest in the county school boards all property acquired, and in any way held, for the use of special town school districts in said counties; to require the county school boards to assume, and provide for the payment of all bonds and other valid obligations of all school districts; to prohibit the issuing of any bonds or creating of any other form of indebtedness as a charge against any school districts; to prohibit district levies for any school purpose; to provide for county levies for all necessary school purposes, including capital expenditures and the payment of indebtedness; to provide for transferring to the county school boards all balances of school funds in the hands of, or standing to the credit of school districts and/or special or separate town district school boards; to repeal all acts and parts of acts in conflict with any of the provisions of this act, and to provide for approval of this act by the school boards and boards of supervisors of said counties before the same shall become effective.’’

Chapter 393

An ACT to provide that all delinquent land books in the office of the treasurer of any city having a population of not less than sixty-five thousand nor more than one hundred thousand, according to the last preceding United States census, in which lists of delinquent real estate were recorded under the provisions of Chapter 424 of the Acts of the General Assembly of 1936, shall be transferred to the clerk’s office in which lists of delinquent real estate were theretofore recorded, and shall be of the same force and effect as if originally recorded in said clerk’s office; to provide that the treasurer of any such city shall continue to collect the delinquent levies listed in said books so returned to the clerk’s office, as provided by law, subject to the provision that the council or other governing body of any such city may appoint delinquent tax collectors to collect such delinquent levies and fix their compensation; to prescribe the powers of such delinquent tax collectors; and to repeal chapter 424 of the Acts of the General Assembly of 1936, approved March 30, 1936.

Chapter 394

An ACT to amend the Tax Code of Virginia by adding thereto a new section numbered 262-b, authorizing and empowering the boards of supervisors and other governing bodies of certain counties to require permits for the construction, repair and improvement of buildings and structures to be obtained from the commissioners of the revenue, in certain cases, and to prescribe penalties for violations.

An ACT to authorize and empower certain counties, and parts thereof, and certain cities and towns, either adjacent to or adjoining certain cities, to consolidate with any such city into a single city.

An ACT to provide a complete form of county organization and government for counties in this State adjoining a county having a density of population of 600 or more per square mile according to the last preceding United States Census, and to prescribe the conditions upon which such form of county organization and government shall become effective in any such county and may thereafter be discontinued.

Chapter 399

An ACT providing for the acquisition, construction, improvement, operation, and maintenance of certain bridge and ferry and tunnel projects defined herein; conferring powers and imposing duties on the State Highway Commission; authorizing the issuance by such commission of revenue bonds of the State, payable solely from earnings of such projects, to pay the cost of such projects and improvements thereof; providing that no debt of the State shall be incurred in the exercise of any of the powers granted by this act; providing for the collection of tolls for the payment of such bonds, and for the cost of maintenance, operation and repair of such projects; prescribing conditions upon which such projects shall become free from tolls; appropriating certain funds for the purposes of this act; making such bonds exempt from taxation and making them eligible for certain investments; providing for condemnation; and authorizing the issuance of revenue refunding bonds.

Chapter 402

An ACT to provide for the respective jurisdictions and powers of the United States and the Commonwealth of Virginia over lands in the Shenandoah National Park acquired by the United States, the effect of which is to modify the jurisdiction ceded to the United States over certain parts of said lands as set forth in Section 7 of Chapter 371 of the Acts of 1928, and over other parts as set forth in Section 19-a of the Code of Virginia.
