Chap. 375.—An ACT to provide for the creation of a Commission on reapportion-
ment to assist the General Assembly in the reapportionment of the Common-
wealth into Senatorial and House Districts, to prescribe the duties and functions
of such commission, and to appropriate to the said commission the sum of
$2,000, or so much thereof as shall be required, for expenses of the commission
and the members thereof. [H B 48]

1. Beit enacted by the General Assembly of Virginia as follows:
Section 1. To assist the General Assembly in the reapportion-
ment of the Commonwealth into Senatorial and House districts in
nineteen hundred and forty-two, as provided by Section forty-three of
the Constitution of Virginia, there is hereby created a commission on
reapportionment. The said commission shall consist of three members
appointed by the President of the Senate from the membership of
the Senate, and six members appointed by the Speaker of the House
of Delegates from the membership of the House of Delegates. As
nearly as practicable a member of the commission shall be from each
Congressional District.
Section 2. The Commission shall consider the present apportion-
ment of the Commonwealth into Senatorial and House Districts and
shall make such study as shall be necessary to ascertain what changes,
if any, should be made in such apportionment to remove any in-
equalities and inequities which may be found therein. The Commis-
sion shall during the course of its study hold such meetings and public
hearings as shall seem to it to be desirable, and shall, at least ninety
days prior to the next regular session of the General Assembly, sub-
mit to the Governor and to the members of the General Assembly a
report containing the findings and recommendations of the Commis-
sion, together with such bill or bills as shall be required to carry its
recommendations into effect.
Section 3. The members of the Commission shall serve without
compensation, but shall be paid the actual expenses incurred by
them in the performance of their duties hereunder, the aggregate
amount thereof, however, not to exceed the sum of one thousand
dollars to be paid out of the contingent fund of the House and Senate.
The sum of one thousand dollars is hereby appropriated, out of any
moneys in the State treasury not otherwise appropriated, to the
Commission to provide for the expenses of the Commission and the
members thereof. The said amount, or so much thereof as shall be
required, shall be paid and disbursed by the State Treasurer on war-
rants of the Comptroller issued upon vouchers signed by the chairman
of the Commission hereby created, or such other person or persons as
the said Commission shall designate for such purpose.
