Chap. 374.—An ACT to permit the State Board of Education to except certain
counties from the requirement of paying the minimum of twenty per centum
of total teachers’ salaries for the school year 1939-40, in order to receive certain
State appropriations, and to approve and ratify the action of the said State
board in distributing State school funds to said counties for previous years.

1. Beit enacted by the General Assembly of Virginia, That the
State Board of Education be, and it is hereby, authorized and em-
powered to except any county from the requirement, in order to
receive certain State appropriations, of paying the minimum of
twenty per centum of total teachers’ salaries from local schools funds
for the school year nineteen hundred and _ thirty-nine—nineteen
hundred and forty, and to determine what per centum of total teachers’
salaries shall be paid for the said school year by such county, when it
appears to the satisfaction of the said State board that such county,
having a ratio of assessed to actual value of property assessable for
school purposes as great as the average for the counties of the State
as determined by the State Department of Taxation, and after having
provided a levy or cash appropriation for schools equal to the average
for the counties of the State, is unable to pay from local school funds
as much as twenty per centum of said total teachers’ salaries. All
acts of the State Board of Education relating to the distribution of
State school funds to such counties for previous years are hereby
ratified, confirmed and approved.
2. An emergency existing, this act shall be in force from its
passage.
