Chap. 331.—An ACT to authorize and direct the State Board of Agriculture and
Immigration to acquire land in the county of Rockingham and to establish
thereon and maintain and operate a laboratory for the diagnosis of diseases of
livestock and poultry and for other purposes, to appropriate funds to carry out
the provisions of this Act, and to prescribe the conditions under which such
appropriation shall become available. [S B 81]

1. Beit enacted by the General Assembly of Virginia, as follows:
Section 1. The State Board of Agriculture and Immigration is
hereby authorized, empowered and directed, subject to the further
provisions of this act, to acquire the necessary land at some suitable
location in the county of Rockingham, to be selected by the said
State board, and to construct thereon and maintain and operate a
laboratory for the diagnosis of diseases of livestock and poultry, and
for such other uses and purposes as may be determined by the said
board.
Section 2. In order to provide funds to carry out the provisions
of this act there is hereby appropriated to the State Board of Agri-
culture and Immigration, out of any funds in the State treasury not
otherwise appropriated, the sum of five thousand dollars, to be used
for acquiring the necessary land and for constructing thereon and
equipping and furnishing the said laboratory; and, in addition thereto,
there is likewise appropriated to the said State board for the mainte-
nance and operation of such laboratory when so established the
further sum of five thousand dollars, or so much thereof as may be
necessary for said purpose, for each year of the biennium beginning
July first, nineteen hundred and forty.
Section 3. The appropriation herein made shall become available
for expenditure only when satisfactory proof is furnished the Governor.
that the sum of five thousand dollars has been provided and made
available by the political subdivisions adjacent to the proposed loca-
tion for use in the construction and equipment of such laboratory.
This appropriation is to be made only when the Governor certifies
that it will not create or add to any deficit under the appropriation
law for the biennium beginning July first, nineteen hundred and forty
and ending June thirtieth, nineteen hundred and forty-two.
