Chapter 693

An Act creating the Chesapeake Bay Ferry District; providing for the creation of the Chesapeake Bay Ferry Commission as the governing board of said district; authorizing the acquisition, construction, operation and maintenance by the said commission of a project to provide vehicular and passenger ferry service between the city of Hampton and the county of Northampton, between the counties of Princess Anne and Northampton, and between certain other points within the boundaries of the said district where such ferry service would form a connecting link in the system of State highways, and consisting of such vessels, termini, approaches, buildings and equipment necessary or convenient for the operation thereof as may be determined by said commission; conferring powers and imposing duties on said commission, including the power and authority to acquire by purchase, condemnation or gift, any ferry, or the facilities of any ferry line or ferry service, in whole or in part, within the boundaries of the said district; authorizing the issuance by the said commission of ferry revenue bonds of said district, payable solely from earnings, to pay the cost of such project; providing that no debt of the said district, of the State or of any county, city, district, or political subdivision thereof, shall be incurred in the exercise of any of the powers granted by this Act; providing for the collection of tolls for the payment of such bonds and for the costs of maintenance, operation and repair of such project; providing for the execution of a trust indenture to secure the payment of such bonds without mortgaging or encumbering such project; authorizing the issuance of revenue bonds; prescribing the conditions upon which said project shall -reduce tolls; making such project and bonds exempt from taxation, and prohibiting under certain conditions, the construction, maintenance or operation of competing means of transit between points within the boundaries of the said Chesapeake Bay Ferry District.

Chapter 704

An Act to amend the Code of Virginia by adding in Title 33 an Article numbered 12, containing sections numbered 33-255.45 through 33-255.66 so as to facilitate the movement of vehicular traffic in the Commonwealth of Virginia by providing for the construction, reconstruction, maintenance, repair, improvement, management and operation of a turnpike project extending generally from the termination point of the West Virginia Turnpike on the Virginia-West Virginia line near Bluefield, Virginia, in a generally Southeasterly direction to the termination point of the proposed North Carolina Turnpike on the Virginia-North Carolina State line near Mt. Airy, North Carolina; creating a political subdivision of the Commonwealth to be known as “Old Dominion Turnpike Authority” and defining its powers and duties: granting to the authority power to acquire necessary real and personal property and to exercise the power of eminent domain; providing for financing the construction of such project by the issuance of revenue bonds of the authority, payable solely from tolls and other revenues; providing that no debt of the Commonwealth shall be incurred in the exercise of any such powers; providing for the collection of tolls and other revenues to pay such bonds and interest thereon and the cost of reconstruction, maintenance, repair, improvement, management and operation of such project; exempting from taxes and assessments such project and such bonds and the income therefrom; authorizing the issuance of revenue refunding bonds; and prescribing the powers and duties of the authority in connection with the foregoing and the rights and remedies of the holders of bonds issued under the provisions of this Act.

An Act to amend and reenact §§ 4-10, 8-204, 14-5, 14-80, 14-47, 14-57, as amended, 14-186, 14-187 as amended, 19-198, 22-67, as amended, and 54-58 of the Code of Virginia, relating generally to reimbursement for certain expenses, and respectively, to allowances to witnesses testifying before the Alcoholic Beverage Control Board, pay and mileage of jurors, the general rate of mileage, the mileage to be received by the members, officers and employees and legislative committees of the General Assembly, the traveling expenses and hotel bills of circuit judges, the compensation of individual members of boards of supervisors, allowances to witnesses for the Commonwealth, allowances to other witnesses and how and by whom entered, compensation and mileage of jurors in criminal cases and when and by whom paid, salary of members of county school boards generally, and compensation of members and secretary and treasurer of the Board of Bar Examiners and the expenses of the examinations conducted by that Board; to amend the Code of Virginia by adding thereto new sections numbered 14-5.1 through 14-5.5, to regulate travel on State and local governmental business, and compensation for the expenses in connection therewith; and to repeal §§ 14-46 and 14-58 of the Code of Virginia, relating, respectively, to mileage of Judges of the Supreme Court of Appeals and of circuit courts, and to the mileage of members of the boards of supervisors; and to repeal all acts or parts of acts in conflict therewith.
