An ACT to amend an act entitled an act to incorporate the town of Independence, in the county of Grayson, approved March 27, 1934, by adding thereto a new section numbered 7-a, providing how persons convicted of violating town ordinances may be required to work on the streets and roads in said town.
An ACT to provide a new charter for the town of Leesburg, in the county of Loudoun, Virginia. and to repeal all prior acts and amendments thereto creating a charter for the said town.
An ACT to validate, ratify and confirm certain bonds issued by the town of Farmville January 1, 1931, and known as Series J Utility Refunding Bonds, principal due January 1, 1961, redeemable at the option of the town after 5 years from date of issue.
An ACT to amend and re-enact section 56 of an act entitled ‘“‘an act to provide a new charter for the town of Lexington, Rockbridge county, Virginia, and to repeal all acts or parts of acts in conflict therewith,”
An ACT to amend an act entitled an act to incorporate the town of Fries, in Grayson county, Virginia, approved December 21, 1901, as here- tofore amended, by adding thereto a new section numbered section 22, providing for the establishment of a water commission for the said town, and prescribing the powers and duties of the said commission; requiring the said commission under certain conditions, to construct, operate and maintain water or sewerage systems, or both, in ’ subdivisions of the said town; and fixing the powers and duties of the council with respect to the construction, maintenance and operation of such system or systems.
An ACT to amend and re-enact section 63 of chapter 34 of the Acts of the General Assembly of 1918, entitled an act to provide a charter and special form of government for the city of Norfolk and to repeal the existing charter of said city, approved March 14, 1906, and the several acts amendatory thereof, approved respectively March 12, 1908, March 14, 1908, March 7, 1912, March 13, 1912, March 13, 1914, March 17, 1914, March 24, 1914, March 25, 1914, March 25, 1914, February 5, 1915, March 4, 1916, March 11, 1916, March 16, 1916, March 17, 1916, March 20, 1916, March 20, 1916, and March 20, 1916, and all other acts and parts of acts inconsistent with this act so far as they relate to the said city of Norfolk, approved February 7, 1918, so as to prescribe the conditions under which officers and employees of the division of fire and the division of police may be discharged.
An ACT to amend and re-enact Chapter 344, Acts 1930, entitled "an act to amend the Code of Virginia by adding thereto ten new sections, numbered 3074-a to 3074-i, both inclusive, authorizing and empowering cities and incorporated towns in this Commonwealth to acquire by lease, purchase or condemnation proceedings any land within, or (with the consent of the local authorities where such land is situated) without the limits of said cities or towns for the purpose of establishing and maintaining municipal airports or aviation landing fields, and to establish, construct, improve, equip, maintain and operate said airports or landing fields, and to provide for the procedure in cases of condemnation and the extent of title acquired; authorizing the lease by the said cities or incorporated towns of the whole or portions thereof to individuals or corporations and the operation of the same, or any part thereof, on such terms and subject to such conditions as may be provided by the local legislative body of said city or incorporated town, and the lease thereof to the government of the United States upon nominal or other rental, or without consideration for aviation, mail delivery or other aviation purposes."
An ACT to amend and re-enact sections 22 and 23 of an act entitled "an act to provide a new charter for the town of Farmville," approved February 10, 1890, as amended by chapter 162 of the Acts of the Assembly of 1912, approved March 16, 1912, said sections relating to the issuance of bonds; to provide for the issuance of serial bonds; to prescribe the procedure for issuing refunding bonds; and to validate all bonds now outstanding.
An ACT to amend and re-enact Section 27 of an act entitled “An act to provide a new charter for the city of Roanoke and to repeal the existing charter of said city and the several acts amendatory thereof, and all other acts or parts of acts inconsistent with this act so far as they relate to the city of Roanoke,” approved March 22, 1924, as heretofore amended, said section relating to the civil and police justice.
An ACT to amend and re-enact section 34 of an act entitled an act to amend and re-enact an act, relating to the charter of the city of Harrisonburg, Virginia, approved March 3, 1896, as heretofore amended, so as to authorize the appointment of a city trial justice, substitute trial justice and clerk of the trial justice court for the city of Harrisonburg, and prescribing the terms of office, jurisdiction, duties and compensation of such trial justice, substitute trial justice and clerk; prescribing fees to be charged and collected by said trial justices and clerk.
An ACT to provide a new charter for the town of Altavista, Campbell county, Virginia; to repeal all acts, or parts of acts in conflict therewith; and to validate all contracts heretofore or hereafter made by the present council and government while in office not inconsistent with this charter or the Constitution and general laws of this State.
An ACT to repeal the two sections numbered 29 of an act entitled, "an act to provide a new charter for the town of Waynesboro, Virginia, and to repeal all acts or parts of acts in conflict therewith," approved March 26, 1928, and to amend said act by adding thereto and inserting therein in lieu of the sections repealed, two new sections numbered 29 and 29-a, providing for the issuance of bonds, the laying of levies, and the appropriation of moneys.
An ACT to amend and re-enact Sections 8 and 17, as heretofore amended, of Chapter 4 of an act entitled “an act to provide a charter for the city of Petersburg,” approved March 11, 1875, in relation to lien on real estate for taxes, and the collection of taxes on real estate.
An ACT to authorize the city of Hampton, Virginia, to borrow money and issue bonds in the amount of $10,000.00 to be used in the purchase of a site and paying for certain skilled labor incident to the building of an armory in said city, in conjunction with a United States Work’s Progress Administration Project, and to require the council of said city annually to levy taxes to pay the interest thereon and to create a sinking fund to redeem the principal thereof at maturity.
An ACT to provide a new charter for the town of Vinton, Virginia, and to repeal all acts or parts of acts in conflict therewith.
An ACT to amend and re-enact Section 2854 of the Code of Virginia, as heretofore amended, relating to courthouses, clerk’s offices, jails, and other public property.
An ACT to amend and re-enact Section 117 of an act entitled "An act to provide a new charter for the town of Blackstone, in the county of Nottoway, and to repeal all other acts or parts of acts in conflict therewith," approved March 27, 1914, said section being in relation to issuing bonds.
An ACT to amend and re-enact section 410 of the Code of Virginia and to repeal section 409 of the Code of Virginia, both sections relating to the powers and duties of the Director of the Division of Grounds and Buildings.
An ACT authorizing the appointment by the board of supervisors of any county, county planning commission for said county, defining the duties of said planning commission and authorizing the appropriation of county funds for the purpose of carrying on the work of said commission.
An ACT to amend and re-enact Section 52 of an act entitled an act to provide a new charter for the city of Radford, and to repeal all other acts or parts of acts in conflict therewith, approved March 15, 1910, in relation to borrowing money, and letting of certain contracts
An ACT to authorize the council of the town of South Boston to issue bonds of the town of South Boston in an amount not exceeding fifty thousand dollars ($50,000), and to provide for the levy of a tax to pay the interest on said bonds and retire the same as they mature.
An ACT to authorize and empower the State Board of Education to sell, transfer and convey certain real estate, together with buildings thereon, situated in the city of Petersburg, and to provide for the disposition of proceeds derived from the sale of such property.
An ACT providing for the formation of non-profit corporations to be known as Electric Cooperatives, for the purpose of promoting and encouraging the fullest possible use of electric energy in this State by making electric energy available at the lowest cost consistent with sound economy and prudent management of such cooperatives; providing for the rights, powers and duties of such cooperatives; authorizing and regulating the issuance of bonds and other obligations by such cooperatives, and providing for the payment of such obligations and the rights of the holders thereof; and providing when the State Corporation Commission may require electric utility companies to make electric energy available to communities not now served.
An ACT to amend and re-enact Sections 5, 14, 27 and 33, as heretofore amended, of an act entitled “An act to amend and re-enact an act entitled an act to incorporate the town of South Norfolk, in the county of Norfolk, approved September 11, 1919, as heretofore amended, which town has since become the city of South Norfolk; and to provide a charter for the city of South Norfolk,’ approved March 20, 1924, Section 5 relating to the election of councilmen and other city officers, Section 14 to the trial justice of the city and his jurisdiction, Section 27 to borrowing money, and Section 33 to appeals from the trial justice: and to further amend said act by adding thereto a new section numbered 42-a, relating to time for bringing action against city for damages; and to repeal Section 1l-a thereof.
An ACT to amend and re-enact Sections 2, 4, 5, 7, 8, 9 and 39 of an act entitled “an act to amend and re-enact an act appointing trustees for the town of Christiansburg, in the county of Montgomery, and for other purposes, giving said town a charter, approved January 7, 1833,” approved March 16, 1916, said sections relating to the election, qualification and terms of, and vacancies in, certain municipal officers, so as to provide for the election of the town sergeant.
An ACT to create and provide for the Hampton Roads Sewage Disposal Commission; to provide for the appointment and removal of the members thereof; to fix their compensation; to prescribe the rights, powers and duties of the said Commission; to authorize and empower the said Commission to acquire, own, construct, reconstruct, replace, improve, repair, maintain, operate and use trunk, intercepting and outlet sewers, pumping and ventilating stations, treatment plants or works and other plants and structures to relieve waters in Hampton Roads and Chesapeake Bay and in certain rivers and creeks and certain other tributaries, from pollution and to prevent the pollution of the same; to authorize the making of certain contracts and agreements with and by counties, cities and towns; and to appropriate to the said commission the sum of fifteen thousand dollars for the purpose of carrying out the provisions of this act.
An ACT to amend and re-enact Section 13, as heretofore amended, of an act entitled, “An act to provide a new charter for the town of Front Royal, Warren County, Virginia, and to repeal all acts or parts of acts in conflict herewith,” approved March 11, 1916, relating to taxes and licenses.
An ACT to amend an act entitled “an act to provide a new charter for the town of Blackstone, in the county of Nottoway, and to repeal all other acts or parts of acts in conflict therewith,’ approved March 27, 1914, as heretofore amended, by adding thereto, and inserting in Article V thereof, a new section numbered 27-a, providing for compensation to the members of the council.
An ACT to provide a charter for the town of Haysi, in Dickenson County, Virginia.
An ACT to amend and re-enact sections 5904-b, 5904-c and 5904-e, of the Code of Virginia, as heretofore amended, relating to county courts, so as to provide for jurisdiction and procedure in actions in detinue, attachments and garnishments, and to provide for the disposition of fees collected by, and for the expenses of, the clerk of such court.
An ACT to amend and re-enact Section 81-a of an act entitled “an act to provide a new charter for the city of Richmond,” approved March 24, 1926, as heretofore amended, in relation to the Department of Public Utilities.
An ACT to amend and re-enact section 19 of an act entitled "an act to authorize and empower educational institutions of the State to erect buildings and to make other improvements to their plants and for such purpose to borrow or accept money under the provisions of an act of the Congress of the United States, known as the National Industrial Recovery Act, approved June 16, 1933, and any acts amendatory thereof, and any acts supplemental thereto and revisions thereof, and any further acts of the Congress of the United States, and to issue bonds and certificates of indebtedness and other obligations; to provide funds for the payment of the principal of and the interest on the same and to secure such payment; and to authorize and empower said institutions to lease with or without the privilege of purchase buildings and projects constructed pursuant to the provisions of said National Industrial Recovery Act and any acts amendatory thereof and any acts supplemental thereto and revisions thereof, and any further act of the Congress of the United States, and to acquire and convey such real estate or other property as shall be required for such buildings and projects, approved September 12, 1933, so as to extend the effective date of certain provisions of said act until July 1, 1938.
An ACT to amend and re-enact Section 19 of an act entitled “an act to provide a new charter for the city of Richmond,” approved March 24, 1926, as heretofore amended.
An ACT to amend an act entitled an act to provide a new charter for the town of Waynesboro, Virginia, and to repeal all acts or parts of acts in conflict therewith, approved March 26, 1928, by adding thereto a new section numbered 4l-a, to provide for the school board of said town to borrow money for the purpose of erecting school houses and to issue bonds therefor.
An ACT to amend and re-enact Section 51 of an act entitled “an act to provide a new charter for the town of Galax, situated in part in the county of Carroll and in part in the county of Grayson, and to repeal all other acts inconsistent with this act,’ approved February 25, 1922, said amendment providing for licensing, or prohibiting the holding of, shows, circuses, carnivals, fairs, et cetera, in said town, or within one mile thereof.
An ACT validating, ratifying, approving, and confirming certain bonds and other instruments or obligations heretofore issued, and validating, ratifying, approving, and confirming certain proceedings heretofore taken, by counties, cities, towns, school districts, school boards, and sanitary districts in, and educational institutions of, this Commonwealth.
An ACT to amend and re-enact Section 20 of an act entitled “an act to provide a new charter for the city of Richmond,” approved March 24, 1926, as heretofore amended

An ACT to amend Section 26 of an act entitled “An act to provide a new charter for the town of Shenandoah, and to repeal all other acts inconsistent with this act”, approved March 17, 1926, so as to confer additional powers on the council of the said town.
An ACT to amend and re-enact Section 3079 of the Code of Virginia, as heretofore amended, in relation to purposes for which cities and towns may issue bonds, and the amount of such bonds.
An ACT to authorize and empower the town of Cape Charles to establish, construct, maintain and operate public landings, wharves, harbors and docks within the town or within two miles of the corporate limits thereof; to acquire by condemnation or otherwise, riparian and other rights for such purposes; to charge and collect duties or fees for the use thereof; to that end, to dredge or deepen harbors and rivers and any portions thereof; to prescribe rules and regulations for the protection and use of such properties; and to impose penalties for violations thereof.
An ACT to authorize the Governor of Virginia to convey to the City of Richmond for the purpose of widening Belvidere Street, a certain strip or parcel of land adjacent thereto, now being a part of the State Penitentiary property, in return or exchange for two other parcels of land contiguous to the Penitentiary property, to be conveyed to the Commonwealth, and to authorize the State Prison Board to use and utilize said last mentioned two parcels in connection with the Penitentiary and remove from the first mentioned strip or parcel of land all buildings, structures, and walls now situated thereon and reconstruct same.
An ACT to amend the Code of Virginia by adding thereto a new section numbered 3015-a, authorizing the councils or other governing bodies of cities to permit certain encroachments on the streets and alleys thereof.
An ACT to authorize the trustees of the Shenandoah Valley Academy, at Winchester, to sell and convey to the purchasers, certain lands of said Academy, situated in the western section of said city, the title to which is in said trustees; to authorize said trustees to make and enforce building regulations and to enter into contracts concerning the laying out and grading of certain streets; and to authorize said trustees to apply the proceeds of such sales to the payment of part of the costs of grading such streets and the installation of water and sewer lines, and, to the payment of certain indebtedness of said Academy.
An ACT to amend and re-enact Section 3 and 18 of an act entitled "An act to provide a charter for the city of Buena Vista", approved February 15, 1892, as amended, in relation to certain officers, and to repeal Section 22 of said act, as amended.
An ACT to provide a new charter for the town of Appalachia, Virginia, and to repeal all acts or parts of acts in conflict therewith, and all former charters and amendments thereof, of said town.
An ACT to amend the Code of Virginia by adding to chapter 109-a thereof a new section numbered 2773-n 57, limiting the frequency of elections in counties as to the adoption of certain forms of county organization and government and as to changes of forms of county organization and government.
An ACT to amend and re-enact Section 101, as heretofore amended, of an act entitled "An act to incorporate the city of Newport News, in the county of Warwick, and to provide a charter therefor"

An ACT to amend the Tax Code of Virginia by adding to Chapter 16 thereof a new section numbered 233-a, requiring the State Corporation Commission to certify assessments, or statements of assessments, of certain property of public service corporations as defined in Section 153 of the Constitution of Virginia, so as to show the character, value and location of such property with reference to certain districts in counties, which now have an executive form of government and prescribing duties of public service corporations and commissioners of the revenue, and the clerk of said commission, with reference to such assessments and statements.
An ACT to authorize and empower the board of supervisors of Richmond county to lease in whole or in part county buildings not necessary for county purposes, and to assign rents accruing therefrom to persons contributing funds for constructing such buildings.
An ACT to amend an act entitled, “An act to provide a new charter for the town of Strasburg, in the county of Shenandoah, and to repeal all acts or parts of acts in conflict therewith”, approved February 25, 1922 by adding thereto a new section numbered Section 17-a, authorizing the council to levy certain license taxes.
An ACT to amend and re-enact an act entitled “An act to authorize and empower the board of supervisors of counties adjacent to counties having a density of population in excess of five hundred inhabitants per square mile, to lay a special levy annually, for fire protection’
An ACT to amend and re-enact Section 1, and Section 8 as heretofore amended, of an act entitled “An act to establish a corporation court for the city of Radford, in Montgomery county”
An ACT to provide that, in any suit or action in which the title to any lot which was sold, and conveyed to the purchaser, by the trustees of the town of Lovingstown, under the provisions: of “An act establishing a town on the lands of James Loving, in the county of Nelson’, passed January 24, 1809, is brought in question, proof of the continuous actual possession of said lot by the claimants thereof, under color of title or claim of right, through a period of at least fifty years shall raise a prima facie presumption that the building requirements of said act, or of a certain act amendatory thereof, were complied with.
An ACT to authorize the county school board of Giles County to pay John Eaton $250.00 to reimburse him in part for hospital expenses incurred by him for injuries received while in the performance of his duties as janitor and caretaker of the Pearisburg high school building.
An ACT to amend and re-enact an act entitled an act to authorize the councils of the cities to provide for the cutting of weeds and other foreign growth on vacant property, approved March 23, 1928, as heretofore amended, so as to confer like powers upon boards of supervisors of certain counties and councils of towns.
An ACT to amend and re-enact Section 33 of an act entitled, “An act to provide a new charter for the City of Richmond”
An ACT to amend and re-enact Section 7 of an act entitled “An act create a State Highway Commission; to provide for a chairman thereof and to prescribe the powers, duties and the compensation of the commission and chairman; and to provide for a State Highway Commissioner; to create road construction districts; to provide for the apportionment among them of road construction funds, and to provide for road construction, improvement, maintenance and preservation, also to repeal Sections 1962, 1963, 1964, 1965, 1966, 1967, 1968, 1969, 1974 and 1975 of the Code of Virginia, and to repeal an act entitled an act to amend and re-enact an act entitled an act to establish a State Highway Commission; to define its powers and duties; the term of office, salary and qualifications of the commissioner; to authorize the commission to call into consultation the professors of engineering in certain State institutions, and appropriating money to carry the provisions of this act into effect, approved March 6, 1906; to provide for the appointment of a commission, and fixing their term of office; to give to said commission the power of eminent domain, the power to make and enforce rules and regulations governing the traffic and use of the State highway system, not in conflict with the laws of this State, and to prescribe penalties for the violations of such rules and regulations, approved September 5, 1919, and to repeal all other sections of the Code and acts or parts of acts inconsistent with this act”, approved March 24, 1922, as heretofore amended, said section relating to construction districts and the apportionment and allocation of construction funds, and to further amend the said act by adding thereto a new section numbered 5-a, establishing a primary system of State highways and providing for additions to the same.
An ACT to amend and re-enact sections 12, 13, 14 and 15 of an act entitled “An act to provide a new charter for the town of Salem, Virginia, and to repeal all acts or parts of acts in conflict therewith”
An ACT to amend and re-enact Section 395 of the Tax Code of Virginia, as heretofore amended, in relation to delinquent State taxes.
An ACT to authorize the board of supervisors of Roanoke county, the council of the city of Roanoke, the council of the town of Salem in Roanoke county, and the council of the town of Vinton in Roanoke county to severally appropriate sums not in excess of $5,000.00 for each such political sub-division, to be used for the purpose of commemorating the hundredth anniversary of the establishment of Roanoke county.
