An ACT to amend and re-enact. Section 2, as heretofore amended, of an act entitled “An act to create the Northern Virginia Park and Planning District; to provide for the creation and powers of the Northern Virginia Park and Planning Commission, including the making of a plan for the development of said district; the regulation of the subdivision of land within said district; the regulation of buildings in planned streets within said district; and other matters relating to the making, protecting and preserving the integrity of and carrying out the said plan for the said district; and providing for the levying of a tax and the expenditure thereof for carrying out the purposes of said commission”
An ACT to amend and re-enact Section 16 of an act entitled ‘An act to provide a new charter for the city of Alexandria, Virginia”
An ACT to amend and re-enact Section 1 of Chapter 10, of an act entitled “An act to incorporate the city of Danville’, approved February 17, 1890, as heretofore amended, so as to authorize the council of the said city to create and fill the office of director of public safety and to prescribe certain of the powers and duties of such director; to impose certain powers and duties upon such director when appointed; to abolish the board of police commissioners; and to provide for a referendum to determine whether the amendment and re-enactment of said Section 1 of Chapter 10 of the said act shall become effective.
An ACT to authorize the board of supervisors of Orange County to acquire land at Locust Grove and to erect thereon a community building and provide furniture and fixtures therefor.

An ACT to amend and re-enact Section 11, as heretofore amended, of an act entitled ‘An Act to provide a charter and special form of government for the city of Hampton, and to repeal the existing charter of said city, formerly the town of Hampton, approved May 23, 1887, and the several acts amendatory thereof, approved, respectively, February 29, 1892; February 24, 1896; March 3, 1898; January 13, 1900; January 30, 1900; February 23, 1901; the two acts of May 15, 1903; March 2, 1914; March 9, 1916, and the act of December 26, 1903, which became a law without the Governor’s signature; and all other acts and parts of acts inconsistent with this act, so far as they relate to the city of Hampton.’
An Act to amend and re-enact Sections 4 and 26 of the charter of the city of Charlottesville
An ACT to amend and re-enact Section 2773-a of the Code of Virginia, relating to the application of Sections 2773-a to 2773-n, both inclusive, of the Code of Virginia, constituting a portion of Chapter 109-A of the said Code, relating to certain optional forms of county organization and government, so as to make such sections, subject to approval of a majority of the qualified voters of such county, applicable to any county having less than sixty square miles of high land or land above low water line or mark.
An ACT to amend and re-enact Section 9 of an act entitled ‘“‘An act to incorporate the town of Broadnax, in Brunswick and Mecklenburg Counties, Virginia.”
An ACT validating certain outstanding indebtedness of the Town of Phoebus, Virginia, and authorizing said Town of Phoebus, Virginia, to borrow money and issue bonds for the purpose of refunding such indebtedness and to require the council of said town annually to levy taxes to pay the interest on the said new bonds and to create a sinking fund to redeem the principal thereof at maturity.
An ACT to authorize the State Hospital Board to convey to J. A. Overbay all the right, title and interest of the Southwestern State Hospital and the Commonwealth of Virginia in and to two certain tracts of land near Marion in Smyth County, and to use the money received from such sale in the purchase of certain other lands in said county.
An ACT to amend the Code of Virginia by adding thereto a new Section numbered 2769, fixing the compensation and mileage of members of boards of supervisors of counties, and to repeal Section 2769-a of the Code of Virginia, relating to the same subject.
An ACT to amend and re-enact Section 5 of an Act entitled 'An Act to provide for the recordation of plats of subdivision of land located in or within five miles of cities of a population in excess of one hundred and fifty thousand according to the last United States census, for the vacation thereof, for the construction of public improvements therein and for the rights of such cities in connection therewith'
An ACT to amend and re-enact sections 19f, 28a, 29 and 37 of an act entitled an act to provide a new charter for the City of Richmond
An ACT to authorize certain counties, cities and towns in this State to establish one or more mosquito control districts; to provide for a commission for each such district so established and to grant and define the powers and duties of each such commission; to provide funds and authorize the levy of taxes to carry on the mosquito control work in each such district so established; and to repeal chapter 464 of the acts of the General Assembly of Virginia of 1930, approved March 27, 1930, relating to the establishment of mosquito control districts.
An ACT to amend and re-enact Section 1 of Chapter IX of an act entitled ‘‘An act to incorporate the City of Danville’
An ACT to provide a new charter for the town of Clinchport, Virginia.
An ACT to authorize and empower certain counties, and parts thereof, and certain cities and towns, either adjacent to or adjoining certain cities, to consolidate with any such city into a single city.
An ACT to provide a new charter for the town of Holland, in the county of Nansemond, and to repeal the charter provided for said town by chapter 1047 of the Acts of the General Assembly of 1899-1900, approved March 7, 1900, and all amendments thereof, or of any part thereof.
An ACT to provide a new charter for the town of Iron Gate, Alleghany County, Virginia; to repeal all acts, or parts of acts in conflict therewith: and to validate all contracts heretofore or hereafter made by the present council and government while in office not inconsistent with this charter or the Constitution and general laws of this State; and to repeal all former charters of the town of Iron Gate.
An ACT to amend and re-enact Section 2 of an act entitled ‘An act to provide for the creation of sanitary districts in any county adjacent to a city having a population of thirty thousand, or more, according to the latest United States census; to prescribe the powers and duties of the boards of supervisors of such counties as to the acquisition, construction, maintenance and operation of water supply, sewerage, heat, light, power and gas systems in such districts; to provide for the issuance of bonds to raise funds for establishing of such public utilities in such districts, and to provide for the maintenance thereof, and for the payment of such bonds.’
An ACT to amend and re-enact Section 4987-f of the Code of Virginia, as heretofore amended, relating to the jurisdiction of trial justices.
An ACT to amend an act entitled ‘“‘An Act to provide a new charter for the town of Front Royal, Warren county, Virginia, and to repeal all acts or parts of acts in conflict herewith.’’
An ACT to authorize the board of supervisors of any county adjoining a city having a population of not less than 100,000 nor more than 150,000 inhabitants, to release, upon certain conditions, the liability for interest, penalties and accrued costs on unpaid county and district taxes upon real estate for the year 1939 and all previous years, and to release officers charged with the collection of such taxes from liability for such interest, penalties and costs, upon certain conditions.
An ACT to amend and re-enact Section 64-a of an act entitled ‘“‘An Act to incorporate the city of Newport News, in the county of Warwick, and to provide a charter therefor.’”, approved January 16, 1896, relating to certain juvenile officers.
An ACT to amend and re-enact Section 2688 of the Code of Virginia, relating to the rearrangement, increase and diminution, and the change of names, of magisterial districts in counties.
An ACT to amend and re-enact Section 8, as heretofore amended, of Chapter III of an act entitled ‘An act to provide a charter for the city of Petersburg.’
An ACT to amend and re-enact Section 4 of an act entitled ‘‘An act to provide a new charter for the town of Waynesboro, Virginia, and to repeal all acts or parts of acts in conflict therewith.”, approved March 26, 1928, relating to the powers of the said town, so as to make further provisions with reference to town cemeteries.

An ACT to amend and re-enact Section 2725 of the Code of Virginia, relating to the power of boards of supervisors of counties with respect to county buildings, so as to authorize the board of supervisors or other governing body of any county to locate, build and keep in repair county buildings, and to locate and construct, on the same lot on which is located the courthouse, clerk’s office, jail or public high school, a suitable building for a county or regional free library or library system, and office buildings.
An ACT to amend the Code of Virginia by adding thereto a new section to be numbered Section 3083-a, relating to bond issue elections in any town situated partly in two or more counties, and providing for the ordering, holding and certifying of such elections.

An ACT validating certain outstanding indebtedness of the City of Hampton, Virginia, incurred for the dredging of Hampton Harbor and certain outstanding indebtedness of the City of Hampton, Virginia, incurred for the purchase of a site for a City Hall and the building of a City Hall in the City of Hampton, Virginia, and authorizing said city to borrow money and issue bonds for the purpose of refunding such indebtedness and certain funds to the general fund of the said city, and to require the council of said city annually to levy taxes to pay the interest thereon and the principal thereof at maturity.
An Act to Authorize the Transfer of Certain Roads Between the Primary and Secondary Systems of State Highways in Augusta County
An ACT to amend and re-enact Section 233-a of the Tax Code of Virginia, requiring the State Corporation Commission to certify assessments, or statements of assessments, of certain property of public service corporations as defined in Section 153 of the Constitution of Virginia, so as to show the character, value and location of such property with reference to certain districts in counties, which now have a county executive form of government and prescribing duties of public service corporations and commissioners of the revenue, and the clerk of said commission, with reference to such assessments and statements, so as to make the provisions of such section applicable to any county which now has a county manager form of county organization and government provided for in Sections 2773-n 1 to 2773-n 56, both inclusive, of the Code of Virginia.
An ACT to amend and re-enact Section 12 of an act approved February 12, 1894, as heretofore amended, incorporating the Town of Tappahannock in The County of Essex.
An ACT to amend and re-enact Section 3079 of the Code of Virginia, as heretofore amended, relating to the purposes for which cities and towns may issue bonds, and to the amount of such bonds.
An ACT to make the city of Fredericksburg a part of the 15th judicial circuit; to establish a circuit court for said city and prescribe the time for holding terms thereof; to make the judge of the 15th judicial circuit the judge of the said circuit court; to prescribe the jurisdiction of said circuit court; to transfer to said circuit all suits, actions, proceedings and matters pending in the corporation court; to provide for the clerk and other officers of said circuit court, and a Commonwealth’s attorney for said city; and to transfer to the clerk’s office of said circuit court and make parts of the records therein, all record books, papers and records of and in the clerk’s office of the corporation court; and to provide when this act shall be in force.
An ACT to prescribe the compensation of clerks of courts, and city sergeants, in cities of this Commonwealth having a population of over sixty-five thousand and not exceeding one hundred thousand inhabitants, according to the last preceding United States census; to provide for the payment of such compensation and the expenses of office of such officers; to impose certain duties on the State Compensation Board; to provide for the appointment and compensation of jailors in such cities; to prescribe the powers and duties of such jailor, and to confer certain powers on the city manager in such cities in relation to the jail and jailor; and to repeal chapter 302 of the Acts of the General Assembly of 1932, approved March 24, 1932, and all other acts and parts of acts in-consistent herewith to the extent of such inconsistency.
An ACT to provide a new charter for the town of Vienna, in Fairfax county, and to repeal an act entitled ‘‘An act to incorporate the town of Vienna, in Fairfax county.’’
An ACT to amend and re-enact Section 5220 of the Code of Virginia, as heretofore amended, relating to the alteration and vacation of streets and alleys.
An ACT to amend and re-enact Section 8, as heretofore amended, of an act entitled ‘‘An act to amend and re-enact the charter of the town of Culpeper,”’
An ACT to enable counties, cities and towns to borrow money and issue bonds therefor; prescribing the mode of procedure for, and regulating the issuance of such bonds, and providing for the payment thereof; authorizing agreements with the holders of such bonds and providing for the remedies of such holders; also to secure the benefits of any agency of the United States of America, now or hereafter created, delegating powers to contract debts; and repealing inconsistent provisions of all laws, general or special, of the Commonwealth.
An ACT to amend and re-enact Section 3 of an act entitled ‘‘An act to incorporate the town of Louisa, in Louisa county.’’
An ACT to amend and re-enact Section 4987-f, as heretofore amended, of the Code of Virginia, relating to the jurisdiction of a trial justice, so as to require any officer making an arrest, upon the request of the person arrested, to take him before a justice of the peace or other officer having power to grant bail for the purpose of being admitted to bail for his appearance before such trial justice.

An ACT to authorize the governing bodies of certain counties to require and make reasonable charges for permits to place poles, wires and sub-surface structures under, along, in or across certain roads and streets, and to enforce such ordinances by appropriate penalties; and to prescribe what may be done when any such permit is refused or is granted conditionally.
An ACT to amend and re-enact Section 2773-n 14 of the Code of Virginia, relating to the department of law enforcement in counties having the county executive form of government.
An ACT to amend and re-enact Section 1 of Chapter 10 of an act entitled “An act to incorporate the city of Danville.”, approved February 17, 1890, as amended by Chapter 403 of the Acts of the General Assembly of 1932, approved March 30, 1932, relating to the board of police commissioners and police officers of said city. : [H B 542]
An ACT to amend and re-enact Section 2854 of the Code of Virginia, as heretofore amended, relating to courthouses, clerks’ offices, jails, and other public property.
An ACT to amend and re-enact Sections 5887 and 5888 of the Code of Virginia, as heretofore amended, relating to circuit courts for counties and cities and the division of the State into judicial circuits, so as to provide a circuit court for the City of Martinsville and to include such court in the Seventh Judicial Circuit, and to add the City of Fredericksburg heretofore provided with a circuit court and included in the Fifteenth Circuit.
An ACT to permit the use and leasing of school buildings and grounds in Scott County for fairs, carnivals and similar exhibitions; to prescribe the terms upon which buildings and grounds may be so used and leased; to provide for the disposition of rents received therefrom; and to repeal Chapter 361, Acts of 1936.
An ACT to provide a new charter for the town of Blacksburg, in the county of Montgomery, and to repeal the charter provided for said town by Chapter 156 of the Acts of the General Assembly of 1912, approved March 12, 1912, and all amendments thereof, or of any part thereof.
An ACT to name the bridge across the Dan River in Pittsylvania County on alternate U. S. Highway Route 29 the “George W. Robertson Bridge.”
An ACT to amend and re-enact Section 717 of the Code of Virginia, as amended, relating to the display of flags at public schools, so as to require each public school in the Commonwealth to be provided with a flag of the United States and necessary equipment; to provide for the payment thereof; to require instruction concerning the history of the flag and the principles for which it stands including the Bill of Rights; and to eliminate reference to the flag of Virginia.
An ACT to provide a new charter for the Town of Kenbridge, in the County of Lunenburg, and to repeal all acts or parts of acts in conflict therewith.
An ACT to amend and re-enact Section 24, as-héretofore amended, of Chapter 39 of the Acts of the General Assembly of 1932, approved February 20, 1932, which chapter provided a new charter for thé City; of Winchester, so as to provide for a civil and police justice for said City.
An ACT to amend and re-enact an act entitled “An Act to authorize the board of supervisors or other governing body, of any county adjoining a city having a population of more than 100,000 and less than 150,000, according to the last preceding United States census, to levy a special assessment in any magisterial district for fire protection, lights, drainage and other improvements, and to validate levies heretofore made for such purposes,” approved February 9, 1940, so as to bring certain additional counties within the provisions of the act.
An ACT to amend and re-enact an act entitled “An act to authorize the Governor of Virginia to lend to Williamsburg, Incorporated, the old speaker’s chair and the ‘warming machine’ which were, before the removal of the State capitol to Richmond, a part of the furniture of the capitol at Williamsburg, upon the complete restoration of the old capitol building, at Williamsburg.”
An ACT to amend and re-enact Sections 4, 7 and 8 as heretofore amended, of an act entitled “An act to provide for a new charter for the town of Farmville.”, approved February 10, 1890, relating to the mayor and councilmen of the said town, and to further amend the said act by adding thereto a new section numbered 11-b, authorizing the appointment and fixing the compensation of bail commissioners therein.
An ACT to amend and re-enact Section 2704-a of the Code of Virginia, relating to residence requirements of certain county officers.
An ACT to authorize the Fredericksburg Normal and Industrial Institute to dispose of its property and distribute its assets.
An ACT to amend an act entitled “An act to provide a charter and special form of government for the City of Norfolk and to repeal the existing charter of said city, approved March 14, 1906, and the several acts amendatory thereof, approved respectively March 12, 1908, March 14, 1908, March 7, 1912, March 13, 1912, March 13, 1914, March 17, 1914, March 24, 1914, March 25, 1914, March 25, 1914, February 5, 1915, March 4, 1916, March 11, 1916, March 16, 1916, March 17, 1916, March 20, 1916, March 20, 1916, March 20, 1916, and all other acts and parts of acts inconsistent with this act so far as they relate to the said City of Norfolk,” approved February 7, 1918, as heretofore amended, by adding thereto a new section numbered 86 (a) regulating the maturities of serial bonds hereafter issued by the City of Norfolk.
An ACT to amend an act entitled “An Act to incorporate the Town of Stuart, in the County of Patrick.”, approved November 22, 1884, as heretofore amended, by adding thereto a new section numbered Section 14-a, so as to authorize the council, under certain conditions, to permit the establishment of a cemetery within said town, or the enlargement of any existing cemetery.
An ACT to provide a new charter for the town of Chincoteague, Accomack County, Virginia; to repeal all acts, or parts of acts in conflict therewith; and to validate all contracts heretofore or hereafter made by the present council and government while in office not inconsistent with this charter or the Constitution and general laws of this State; and to repeal all former charters of the town of Chincoteague.
An ACT to amend and re-enact Section 1, Section 6 as heretofore amended, and Section 10 of an act entitled “An Act to incorporate the town of Boone Mill, in the County of Franklin, Virginia.”
An ACT to authorize and empower the Board of Visitors of the College of William and Mary in Virginia to sell and convey a certain strip of land in the City of Williamsburg.
An ACT to provide a new charter for the Town of North Tazewell, in the County of Tazewell, and to repeal all acts or parts of acts in conflict therewith.
An ACT to amend and re-enact Chapter 476 of the Acts of the General Assembly of 1926, approved March 25, 1926, relating to assessments upon abutting land owners for certain improvements, in certain cities, so as to bring under the provisions thereof any city having a population of not less than 140,000 nor more than 150,000, and any city having a population of not less than 50,000 nor more than 60,000, all according to the last preceding United States census.
An ACT to provide a circuit court for the City of Bristol ; to provide that it shall constitute a part of the twenty-third judicial circuit, and that the judge of that circuit shall be judge of the new court; to provide for fixing the number and times for holding the terms of the court; and to provide when the foregoing provision shall become effective.
An ACT to provide a new charter for the Town of Chatham, in the County of Pittsylvania; to validate all contracts heretofore or hereafter made by the present governing body and council while in office, not inconsistent with this new charter or the Constitution and general laws of this State; and to repeal all acts or parts of acts in conflict with this act.
An ACT to amend and re-enact sections 19b, 28, 28a, 80 and 105 of an act entitled an act to provide a new charter for the city of Richmond, approved March 24, 1926, as heretofore amended, and to amend said act by adding thereto seven new sections numbered 63a, 63b, 63c, 63d, 63e, 96a and 96b so as to provide for leave of absence for officers and employees of the city of Richmond serving: in the military and naval forces of the United States of America, the production of books and records of taxpayers for examination by assessing officers of the city of Richmond for the purpose of enforcing the tax and revenue laws of the State and ordinances of the City of Richmond, the refund of taxes and charges erroneously assessed by the city of Richmond and paid and the exoneration from the payment of unpaid erroneous assessments and the assessment of omitted taxes, penalties and interest, the creation of a separate department of the government of the city of Richmond to secure and promote public health and sanitation and to prescribe its powers and duties.
An ACT to amend an act entitled “An Act to provide a new charter for the City of Lynchburg, Virginia.”, approved March 21, 1928, as amended, by adding a new section numbered 38-a, so as to provide when publication of ordinances unnecessary.
An ACT to authorize the Board of Supervisors of Spotsylvania county to convey to the United States of America, or any agency or instrumentality thereof, a certain parcel of land constituting a part of the road running between the National Cemetery to the Park Service Building, adjacent to the City of Fredericksburg.
An ACT to provide a new charter for the City of Fredericksburg, Virginia, and to repeal the existing charter of the said city, and all other acts or parts of acts in conflict therewith.
