An ACT to amend and reenact Section 6, Section 7 and Section 12, of Chapter 22 of the Acts of Assembly of 1946, approved February 18, 1946, relating to the creation of a commission known as “The Peninsula Airport Commission”, and providing for the establishment and operation of airports and air navigation facilities by such commission, and prescribing the rights, powers, duties and functions of such commission, and of the counties, cities and towns for which such commission was created.
An ACT to authorize the Board of Supervisors of the county of Roanoke to transfer to The Roanoke County Public Health Association, Incorporated, either by gift, sale or lease, all or part of the lands, buildings and appurtenances now used or usable by The Roanoke Coanty, Public Health Association, Incorporated, in its operation of the Mercy House in Roanoke County, to place certain restrictions upon such transfer, and to exclude this bill from the provisions of certain named Acts.
An ACT to amend Chapter 64, Acts of Assembly 1895-1896, approved January 16, 1896, which incorporated the city of Newport News, in the county of Warwick, by adding a new section numbered 29-a, relating to powers of the city as to limited access streets.
An ACT to amend and reenact Sections 3, 10, 11, 17, 20, 23, 27, 28, 29, 33, and 42 of Chapter 473 of the Acts of Assembly of 1942, approved April 6, 1942, which chapter provided a new charter for the town of Blacksburg in the county of Montgomery, and the amended sections relating to the powers, duties, functions and procedure of the council, the annual budget, the appointment of town officials and employees, audits of the town’s finances, the subdivision of lands, and town planning and zoning.
An ACT to amend and reenact Section 23 of Chapter 280 of the Acts of Assembly of 1932, approved March 24, 1932, and providing a new charter for the city of Alexandria, by empowering the city manager to employ department heads and by authorizing the council to make grants in aid of the Alexandria Bicentennial Commission.
An ACT to provide a new Charter for the town of Claremont, in Surry county, and to repeal Slane e 32, as amended, of the Acts of Assembly of 1885-86, approved January 16, [S 203]

An ACT to amend and reenact Section 1, as amended, of Chapter 10 of an act entitled “An Act to incorporate the city of Danville.”
An ACT to prohibit certain acts in relation to the property of certain political subdivisions ; to provide a penalty therefor; and to confer jurisdiction upon certain courts.
ACT to amend Chapter 64, as amended, of the Acts of Assembly 895-1896, approved January 16, 1896, which chapter provided a charter for the city of Newport News, by adding thereto a new section numbered 108-a, to provide for the annual assessment and equalization of assessments of real estate, in lieu of the methods prescribed by general law, and to repeal certain acts.
An ACT to amend the act entitled "An act to provide a charter and special form of government for the city of Norfolk and to repeal the existing charter of said city, approved March 14, 1906, and the several acts amendatory thereof, approved respectively March 12, 1908, March 14, 1908, March 7, 1912, March 13, 1912, March 13, 1914, March 17, 1914, March 24, 1914, March 25, 1914, March 25, 1914, February 5, 1915, March 4, 1916, March 11, 1916, March 16, 1916, March 17, 1916, March 20, 1916, March 20, 1916, March 20, 1916, and all other acts and parts of acts inconsistent with this act so far as they relate to the said city of Norfolk," approved February 7, 1918, as heretofore amended, is hereby amended, by inserting therein sixteen new sections creating a port authority for said city, prescribing the powers, duties and functions thereof, authorizing such authority to borrow and issue bonds for its corporate purposes and authorizing the city of Norfolk to appropriate funds for the operation of such port authority, and to transfer to it the maintenance and operation of certain facilities owned by the
An ACT to amend Chapter 184 of the Acts of Assembly of 1934, approved March 27, 1934, which provided for the management, control, maintenance and operation of the Virginia Museum of Fine Arts by adding a new section numbered l-a conveying certain rights to the Museum.
An ACT to provide a new charter for the city of Richmond; to Section 5931 of the Code of Virginia relating to compensation of certain officers, er 90 of the Acts of Assembly of 1926, approved March 2, 1926, relating to civil justices in certain cities, and Chapter 318 of the Acts of Assembly of 1926, approved March 24, 1926, which provided a new charter for the city of Richmond and all amendments thereto.
An ACT to provide a new charter for the town of Bowling Green, and to repeal Chapter 144 of the Acts of Assembly of 1902-3-4, approved April 10, 1903, which provided a charter therefor, and all amendments thereto.
An ACT to repeal Sections 24, 25, 26, 27, 28, 29, 30 and 31 of Chapter 171 of the Acts of Assembly of 1899-1900, in effect January 22, 1900, which chapter provided a new charter for the town of Abingdon in the county of Washington, the sections having been added to the chapter by Chapter 408 of the Acts of Assembly of 1926, approved March 24, 1926, to create the Central School District for the town of Abingdon; to prescribe conditions under which such repeal shall be effective; and, in the event such repeal becomes effective, to abolish such Central School District and its board of trustees, and to provide that the town of Abingdon shall then become a special school district for representation on the county school board, with one member on such board.
An ACT to amend and reenact Sections 1, 5, 7, 11 and 12 of Chapter 386 of the Acts of Assembly of 1940, approved April 1, 1940, enabling counties, cities and towns to borrow money and issue bonds therefor; prescribing the mode of procedure for, and regulating the issuance of such bonds, and providing for the payment thereof; authorizing agreements with the holders of such bonds and providing for the remedies of such holders; also to secure the benefits of any agency of the United States of America; now or hereafter created, delegating powers to contract debts; and repealing inconsistent provisions of all laws, general or special, of the Commonwealth.
An ACT to require the governing bodies of certain counties to furnish telephone service to certain county officers.
An ACT to amend and reenact Sections 5222-b, 5222-c, 5222-d, 5222-e, and 5222-f of the Code of Virginia, and to further amend the Code of Virginia by adding thereto two new sections numbered 5222-j and 5222-k, the amended and new sections relating to the subdivision of lands, authorizing regulations providing for public improvements on lands to be subdivided, and providing for the enforcement of the requirements of the chapter and to except certain counties from the provisions of this act and of pter 211-A of the Code of Virginia.
An ACT to authorize the town of Lawrenceville in the county of Brunswick to grant and convey, in exchange for other property, certain real estate no longer needed for town purposes; and to repeal chapter 50, Acts of Assembly, Extra Session, 1947, approved January 30, 1947, relating to the same matters.
An ACT to amend and reenact Section 10 of Chapter VIII of Chapter 819 of the Acts of Assembly of 1897-98, approved March 3, 1898, which provides a new charter for the Town of Berryville, the section relating to levies.

An ACT to amend Chapter 576, as amended, of the Acts of Assembly of 1896, approved March 3, 1896, and being the charter of the city of Harrisonburg, Virginia, by amending and reenacting section 23 so as to reduce the council majority requisite to approve appropriations and borrowings and by adding sections 65-a and 65-b so as to authorize the council to construct sewerage, water and electrical systems and to issue bonds to provide funds therefor and by adding section 65-c authorizing the imposition and collection of an amusement tax and by repealing section 37 relating to payments from the treasury.
An ACT to repeal er 37 of the Acts of Assembly, Extra Session, 1945, approved April 5, 1945, which created Bermuda Sanitary District in Chesterfield County.
An ACT to amend and reenact Section 2854 of the Code of Virginia, as amended, relating to courthouses, clerks’ offices, jails, and other public property.
An ACT to provide for the establishment of a State Public Buildings Commission, to prescribe the powers and duties of the Commission; and to establish a procedure for the orderly planning and construction of State buildings, in or adjacent to the city of Richmond.

An ACT to amend and reenact Section 11 of Chapter 435 of the Acts of Assembly of 1926, approved March 24, 1926, the chapter providing a new charter for the town of Floyd, and the section relating to the levy and collection of taxes.
An ACT to provide for the creation of a metropolitan commission for certain areas of the State; to prescribe its powers and duties; to authorize the governing bodies of certain counties, cities and towns to enter into certain contractual relations with and contribute funds to such commission; to provide for the entry of certain other political subdivisions into such commission; to authorize certain school boards to enter into certain contractual relations with such commission.
An ACT to amend and reenact Section 59 of Chapter 382 of the Acts of Assembly of 1934, approved March 29, 1934, which provided a new charter for the city of Hopewell, said section relating to the school d.

An ACT to authorize the county of Grayson to appropriate funds to the town of Independence for the purchase of fire fighting equipment
An ACT to amend and reenact Sections 5 and 6 of Chapter 280, as amended, of the Acts of Assembly of 1932, approved March 24, 1932, being the charter of the city of Alexandria and to add thereto a section numbered 6-a, all dealing with the special election to determine whether members of the council shall be elected at large or by wards.
An ACT to authorize counties, cities and towns to meet the require- ments of local cooperation as expressed in Acts of Congress and Congressional documents providing for River and Harbor and Flood Control projects of the United States; for such purpose to confer upon counties, cities and towns the power and authority to acquire by lease, purchase, gift or condemnation lands and rights in lands which land and rights may be provided, free of cost to the United States, for such projects to exercise certain additional powers and authority in connection therewith, to make contributions in money or property for certain purposes, and to save harmless the United States against certain claims for damages arising out of projects and work incident thereto; and to ratify and affirm resolutions and ordinances heretofore adopted by counties cities and towns with respect to such matters.
An ACT to amend Chapter 34, Acts of Assembly of 1918, approved February 7, 1918, as amended, which provided a charter and special form of government for the city of Norfolk, by adding a new section numbered 69-a, to empower the city of Norfolk to adopt a budget on a 6 months’ or 18 months’ basis and to make appropriations and levy and impose taxes accordingly or on a calendar year basis.
An ACT to amend and reenact Chapter 143 of the Acts of Assembly of 1908, approved March 5, 1908, and being the charter of the town of Haymarket by setting out an accurate description of its boundaries.
An ACT to amend and reenact Section 94, as heretofore amended, of an act entitled, “An Act to incorporate the city of Newport News in the county of Warwick, and to provide a charter therefor”, approved January Sixteen, 1896, the said section relating to the election of the city attorney; powers and duties generally; statements of claim against city for negligence; and empowering the city, in its discretion, to elect an assistant city attorney; powers and duties generally.
An ACT to amend the Code of Virginia by adding two new sections numbered 5905-a and 5905-b to create a corporation court in the city of Waynesboro and to provide for the election of a judge therefor.

An Act to amend and reenact §§ 32-276, 32-278, 32-285, and 32-288 of the Code of 1950, so as to provide that the provisions of Chapter 14, including §§ 32-276 through 32-290 of Title 32 of Code of 1950, relating to Hospital or Health Center Commissions, shall be applicable to cities as well as to counties and towns.
AN ACT to amend and reenact §§ 11 and 31 of Chapter 289 of the Acts of Assembly of 1934, approved March 27, 1934, so as to broaden the powers of the Council of the City of Staunton respecting real estate, and the board of health and department of public welfare, to restrict the requirement that ordinances be published, to empower the Council to levy certain taxes, and to make permissive a certain provision as to public ways.
An Act to amend and reenact §§ 1 and 4 of Chapter 177 of the Acts of Assembly of 1942, approved March 11, 1942, and continued in effect by § 15-705 of the Code of 1950, so as to enlarge the class of counties affected.
AN ACT to authorize the conveyance of certain property of the State to the town of Farmville; to prescribe the terms and conditions thereof; and to authorize the expenditure of certain funds.
AN ACT to provide additional methods of vacating certain streets or alleys or parts thereof; to establish certain presumptions in connection therewith; to prescribe the effect of such procedure, and to limit the effect thereof as to public streets or alleys.
AN ACT providing for the incorporation as bodies corporate and politic of "park authorities" for certain counties and municipalities; prescribing the rights, powers and duties of such authorities; and authorizing such authorities to acquire, construct, reconstruct, improve and extend parks; to confer certain powers, rights and duties upon certain political subdivisions in relation to parks.

AN ACT to amend and reenact §§ 2.08, 3.05, 5.05, 5.09, 5.11, 6.19, 6.20, 7.05, 8.08, 9.14, 9.15, 12.05, 12.06, 17.12, 19.10 and 20.06 of Chapter 116 of the Acts of the General Assembly of Virginia of 1948 providing a new charter for the City of Richmond concerning the powers of the Council of the City of Richmond relating to public works, utilities and properties; the nomination and election of clerks of courts of record in said city; the duties of the city manager; the functions of the bureau of purchasing; the sale of property by the purchasing agent; the capital budget; the certification of funds; the authentication of bonds; the powers and duties of the director of finance; residence of officers and employees; the preference allowed in the employment of war veterans and promotions thereof; the grading of streets; the assessment of the cost of certain public improvements against abutting landowners; the changing of district boundaries established by zoning regulations; the jurisdiction of the traffic court; and the interest of city officers and employees in contracts with the city.
An Act to amend the charter of the city of South Norfolk, relating to the issuance of bonds and creating a sinking fund.
AN ACT to provide a new charter for the town of Abingdon; and repealing all former charters and all acts and parts of acts in conflict with the new charter.
AN ACT to incorporate and provide a charter for the Town of Whaleyville in the County of Nansemond.
AN ACT to provide a charter for the Town of Montross, in the county of Westmoreland, Virginia.
AN ACT to amend and reenact § 15-605 of the Code of 1950 relating to bonds of counties.
AN ACT to amend and reenact § 1-13 of the Code of 1950 relating to rules of construction by reenacting it in 35 sections as follows: 1-13 through 1-13.34 so as to make certain verbal changes and to add a rule of construction.
AN ACT to amend and reenact § 88-A of an act entitled “An Act to provide a new charter for the City of Lynchburg, Virginia’, approved March 21, 1928, as heretofore amended, relating to when publication of ordinances unnecessary, and to further amend such act, as amended, by adding two sections numbered 38-D and 88-E, respectively, empowering the council to exercise the rights and privileges conferred upon the Lynchburg Redevelopment and Housing Authority by the Housing Authorities law, and empowering the council to limit the depth of excavations and regulating the rights and duties of adjoining property owners as to lateral support of land.
AN ACT to amend and reenact § 39-4 of the Code of 1950, relating to jurisdiction of justices of the peace, so as to enlarge the powers of justices of the peace on county property within the corporate limits of certain cities under certain conditions.
AN ACT to amend and reenact §§ 5, 7, 14, 15, 27 and 52 of Chapter 34, Acts of Assembly of 1918, approved February 7, 1918, as heretofore amended, which chapter provided a charter and special form of government for the City of Norfolk, which sections relate to the composition of the Council, vacancies in the Council, legislative procedure, emergency measures, ballots and method of voting in recall elections, and the creation of departments, respectively; and to provide the conditions upon which this Act shall become effective.
AN ACT to amend an act entitled “An Act to incorporate the City of Danville’, approved February 17, 1890, by adding in Chapter VII, thereof a section numbered 1-b, relating to the taxation of corporations, businesses and trades, and levy of such additional taxes as are not prohibited by the laws of the state.
AN ACT to amend and reenact §§ 11, 54, 68, 68-a, and 64, as amended, of Chapter 64 of the Acts of Assembly of 1896, approved January 16, 1896, which provided a new charter for the city of Newport News, in the county of Warwick, § 11 relating to certain officers of the city, § 54 relating to powers of the city generally; and §§ 68, 68-a, and 64 relating to certain justices of certain courts, so as to provide for a change in titles of certain justices; to provide for forfeiture of certain money and equipment to the city of Newport News; to designate the duties of certain officers; and to add a new section, numbered 64-a, so as to provide a bailiff for a certain court.
AN ACT to authorize the board of county supervisors of the county of Warwick to construct, maintain and operate certain harbor facilities; to prescribe the powers of the board in connection therewith.
AN ACT to transfer the jurisdiction and control of certain parcels of land through and along the Virginia Truck Experiment Station in Princess Anne County from the Board of Directors thereof to the State Highway Commission, and to authorize the latter Agency to use said parcels of land as a part of State Highway Route Number 13.
AN ACT to amend and reenact § 17-186 of the Code of 1950, relating to corporation or hustings courts in certain cities so as to designate a certain court.
AN ACT to provide a new charter for the Town of Blacksburg in the County of Montgomery, and to repeal the existing charter of the Town, and all former charters and amendments thereto.
AN ACT to amend and reenact § 63 of Chapter 34 of the Acts of Assembly of 1918, approved February 7, 1918, which provided a charter and special form of government for the City of Norfolk, as said section has been heretofore amended, said section relating to supervision in Divisions of Police and Fire.
AN ACT to amend Chapter 196 of the Acts of Assembly of 1890, entitled “An Act to provide for a new charter for the town of Farmville”, approved February 10, 1890, as amended, by adding thereto a new section, numbered 11-c, authorizing the appointment and firing the compensation of justices of the peace therein.
AN ACT to consolidate, subject to certain conditions, the county of Warwick, the county of Elizabeth City, including the town of Phoebus, the city of Hampton, and the city of Newport News, or certain of such political subdivisions and to provide, subject to certain conditions, a charter for the consolidated city of Virginia, Virginia.
AN ACT to amend and reenact § 3 of Chapter 64, of the Acts of Assembly of 1922, approved February 25, 1922, which provided a new charter for the city of Suffolk, so as to authorize the council to appoint advisory boards or commissions; and to further amend such act by adding a section numbered 2-j3, authorizing the establishment, construction, improvement, enlargement, maintenance and operation of places for the parking or storage of vehicles by the public and the acquisition of property for such purposes and a section numbered 2-n authorizing the establishment, construction, improvement, enlargement, maintenance and operation of a sewage disposal system and the acquisition of property for such purposes, the borrowing of money and the issuance of bonds therefor, and the collection of fees, rents and charges for the use thereof, and prescribing certain powers and duties of the city council.
An Act to amend and reenact §§ 5, 6, 10,11, 18, 20, 21, 31, 88, 40, 41, 42, 44, 45, 50, 51, 60, 66 and 67 of Chapter 3 of the Acts of Assembly of 1948, approved February 11, 1948, which provided a new charter for the city of Waynesboro, the sections relating, respectively, to powers of the city; zoning; disqualification for office; regulation of meetings of the council; appointment of certain officials; appointment, term of office and removal of city manager; powers and duties of city manager; election, terms of office, powers and duties, and compensation of certain officers of the city; the annual budget; sinking fund; bond issues; appropriation ordinance and levy of taxes; unencumbered balances in treasury; how claims against the city are paid; how special assessments made; audit of accounts of city officers; conducting of investigations by the council; planning for future development for the city; and powers of city policemen; and to repeal §§ 22, 39 and 46 of such act relating, respectively, to assigning of administrative duties by the council; contracts for public improvements and certain limitations on contracts, agreements or other obligations.
An Act to amend and reenact § 15-130 of the Code of 1950 relating to notice to be given in annexation proceedings; to provide that service shall be on each member of the board of supervisors instead of on the board as a body.
AN ACT to amend and reenact § 2-188 of the Code of 1950 relating to performance of services for counties and cities by Auditor of Public Accounts so as to provide for central system of accounts and accounting.
AN ACT to provide a new Charter for the city of Hopewell and to repeal acts in conflict herewith.
AN ACT to amend and reenact § 13 of Chapter 278 of the Acts of Assembly of 1898-94, approved February 15, 1894, being the charter of the town of Ashland, the section relating to powers and authority of the mayor, so as to provide for a police justice and his powers and jurisdiction,
AN ACT to authorize consolidation of certain counties, cities and towns into a single city or a single county.
AN ACT to amend and reenact § 74 of Chapter 34 of the Acts of Assembly of 1918, approved February 7, 1918, which provided a charter and special form of government for the city of Norfolk, said section relating to the City Treasurer.
AN ACT to provide a new charter for the city of Martinsville, Virginia; and to repeal Chapter 69 of the Acts of Assembly of 1942, approved February 25, 1942, which provided a charter for such city.
An Act to amend and reenact § 15-67 of the Code of 1950, relating to incorporation of towns.
AN ACT to authorize the governing bodies of certain cities to appoint a board of assessors; to provide for the annual assessment of property in such cities; and the manner by which relief from assessments so made may be had, and to provide for an emergency.
AN ACT to authorize the city of Norfolk to transfer and convey certain property to the Commonwealth of Virginia; to prescribe the uses to which such property may be put.
AN ACT to provide a new charter for the city of Alexandria, Virginia, and to repeal Chapter 280 of the Acts of Assembly of 1982, entitled “An Act to provide a new charter for the city of Alexandria, Virginia”, approved March 24, 1982, and acts amendatory thereto.
An Act to amend the Code of 1950 by adding a section numbered 15-222.4, providing that a charter provided by Act of Assembly for a consolidated city composed of certain counties, cities, and towns may be used in lieu of a consolidation agreement as a basis for consolidation of such counties, cities and towns, and to amend and reenact §§ 15-222.8 and 15-224 of the Code of 1950 relating to provisions of consolidation agreements and plans and to order for election.
AN ACT to authorize the State Board of Education to relocate the Division in the city of Norfolk of the Virginia State College, to authorize the city of Norfolk to convey to the Commonwealth of Virginia certain property for that purpose, to authorize the State Board of Education to accept on behalf of the Commonwealth such property so conveyed, and to authorize the conveyance to the city of Norfolk of certain property now owned by the Commonwealth in exchange therefor.
AN ACT to amend and reenact §§ 58-839 and 58-844 of the Code of 1950 relating to county, district, city and town levies so as to provide for certain minimum levies.
AN ACT to prescribe the compensation of clerks of courts in cities of this Commonwealth having a population of not less than 85,000 inhabitants nor more than 40,000 inhabitants, according to the United States census of 1940; to provide for the payment of such compensation and the expenses of office of such officers, and to impose certain duties on the State Compensation Board.
AN ACT to provide a new charter for the Town of Amherst; and to repeal the existing charter and amendments

Proposing amendment to Section 98 of the Constitution of Virginia
AN ACT to amend and reenact § 15-220 of the Code of 1950, relating to consolidation of certain counties and cities, so as to broaden the application thereof.
AN ACT to allow the town of Wytheville to use, for certain public purposes, a certain lot in such town; and to vest title to such lot in such town.
AN ACT to provide when the results of the Census of 1950 shall become effective as to certain classifications employed in the Acts of Assembly and Code of Virginia.
AN ACT to amend and reenact § 15-766 of the Code of 1950, relating to alteration and vacation of streets and alleys.
AN ACT to amend and reenact § 9, as amended and § 36 of Chapter 217 of the Acts of Assembly of 1918, relating, respectively, to election of mayor and the levying of license tares, in the city of Clifton Forge.
AN ACT to provide a new charter for the town of Haymarket and to repeal Chapter 873 of the Acts of Assembly of 1948, approved March 31, 1948.
AN ACT to authorize the Board of Visitors of the Medical College of Virginia to convey with certain covenants a parcel of land, with improvements thereon to the Richmond Eye Hospital, Incorporated.
AN ACT to enact a new section 33-50.2 to the 1950 Code of Virginia providing for payment of three hundred dollars per mile for maintenance, improvement, construction and reconstruction of streets in incorporated towns of less than thirty-five hundred population or for the State Highway Commission of Virginia to maintain, improve, construct or reconstruct streets in such

AN ACT to authorize the Virginia Military Institute to enter into a contract with and to convey to the Town of Lexington, Virginia, so much of ‘The Island’, located at East Lexington, Virginia, as may be necessary for the Town of Lexzington’s sewage disposal plant site.
AN ACT to amend and reenact § 33-141 of the Code of 1950, relating to the powers of local road authorities for the establishment of new roads and the alteration or change in the location of any road now in the secondary system of State Highways and abandonment of roads in the said secondary system.
