An Act to amend and reenact § 88-50.1 of the Code of Virginia, to provide for the exclusion from the annual limitation all roads transferred under the provisions of § 85-27 of the Code of Virginia and all roads maintained by the State Highway Department which are subsequently annexed by an incorporated town of less than 8500 population.

An Act creating the Chesapeake Bay Ferry District; providing for the creation of the Chesapeake Bay Ferry Commission as the governing board of said district; authorizing the acquisition, construction, operation and maintenance by the said commission of a project to provide vehicular and passenger ferry service between the city of Hampton and the county of Northampton, between the counties of Princess Anne and Northampton, and between certain other points within the boundaries of the said district where such ferry service would form a connecting link in the system of State highways, and consisting of such vessels, termini, approaches, buildings and equipment necessary or convenient for the operation thereof as may be determined by said commission; conferring powers and imposing duties on said commission, including the power and authority to acquire by purchase, condemnation or gift, any ferry, or the facilities of any ferry line or ferry service, in whole or in part, within the boundaries of the said district; authorizing the issuance by the said commission of ferry revenue bonds of said district, payable solely from earnings, to pay the cost of such project; providing that no debt of the said district, of the State or of any county, city, district, or political subdivision thereof, shall be incurred in the exercise of any of the powers granted by this Act; providing for the collection of tolls for the payment of such bonds and for the costs of maintenance, operation and repair of such project; providing for the execution of a trust indenture to secure the payment of such bonds without mortgaging or encumbering such project; authorizing the issuance of revenue bonds; prescribing the conditions upon which said project shall -reduce tolls; making such project and bonds exempt from taxation, and prohibiting under certain conditions, the construction, maintenance or operation of competing means of transit between points within the boundaries of the said Chesapeake Bay Ferry District.

AN ACT to amend and reenact § 10, as amended, of Chapter 180 of the Acts of Assembly of 1884, approved February 19, 1884, amended and reenacted by Chapter 52 of the Acts of Assembly of 1888, approved January 30, 1888, which chapter provided a charter for the town of South Boston, so as to provide for the assessment of the cost of making and improving the walkways upon then existing streets, and improving and paving then existing alleys, and for either the construction, or for the use of sewers.
An Act to amend and reenact §§ 33-255.41 and 33-255.68 of the Code of Virginia, relating to certain miscellaneous provisions concerning, respectively, the Richmond-Petersburg Turnpike Authority, and the Old Dominion Turnpike Authority, so as to eliminate the requirement for these Authorities to make an annual report to the General Assembly.

An Act to make the city of Waynesboro a part of the twenty-ninth judicial circuit; to establish a circuit court for said city; to make the judge of the twenty-ninth judicial circuit the judge of said circuit court; to prescribe the jurisdiction of said circuit court; to transfer to said circuit court all suits, actions, proceedings and matters pending in the corporation court; to provide for the clerk, city sergeant and Commonwealth’s attorney of said circuit court; to transfer to the clerk’s office of said circuit court and make parts of the records therein, all record books, papers and records of and in the clerk’s office of said corporation court.
AN ACT to amend Chapter 116 of the Acts of the General Assembly of 1948, providing a new charter for the City of Richmond by adding a new chapter to the charter numbered 5-1 titled Department of Purchases and General Services, consisting of sections numbered 5-1.1 through 5-1.5, establishing a department of purchases and general services in the government of the city of Richmond and prescribing the powers and duties thereof, to repeal 8§ 5.09 through 5.12, as amended, of said chapter, to amend and reenact § 5.18, as amended, and §§ 12.07 and 12.08 of said chapter, all dealing generally with the purchase, lease and disposal of supplies, materials, equipment and services for the city of Richmond and the making of contracts, and to amend and reenact § 11.10 of said chapter, relating to the bureau of traffic safety of the department of public safety of the city of Richmond.
An Act to amend Chapter 44 of the Acts of Assembly of 1982, approved March 26, 1982, which provided a charter for the town of Scottsville, by adding a section numbered 18-a, providing for appointment by the council of a justice of the peace for the town.
An Act to amend and reenact § 29-188.1, as amended, of the Code of Virginia, relating to certain requirements for licensing dogs in certain political subdivisions and making the same permissive as to cities.

An Act to amend and reenact § 2 of Chapter 12 of an act entitled “An act to provide a new charter for the city of Portsmouth”
AN ACT to authorize the city of Norfolk to acquire personal property or real property located within the city of Norfolk, by purchase, gift, condemnation, or otherwise, for the purpose of conveying the same to the College of William and Mary in Virginia or to the Norfolk Division thereof and further authorizing said city to convey property real or personal to said College or Norfolk Division thereof where such conveyance is in the best interest of the city.
