An Act to provide for the organization of a Parking Authority as a public body and body politic and corporate by the city of Norfolk, in the Commonwealth of Virginia; authorizing and empowering the Authority to acquire, construct, reconstruct, equip, improve, extend, enlarge, maintain, repair and operate off-street parking facilities; providing for the issuance of revenue bonds of the Parking Authority, payable solely from revenues, to pay all or any part of the cost of such parking facilities; granting to the Authority power to acquire necessary real and personal property; providing for the imposition and collection of rates, rentals, fees and charges for the use of and for the services furnished by the parking facilities; authorizing the issuance of revenue refunding bonds; exempting from taxation and assessment such bonds and the parking facilities and the income therefrom; and prescribing the powers and duties of the Authority in connection with the foregoing and the rights and remedies of the holders of any bonds issued under the provisions of this act.

An Act to amend and reenact §§ 2.04, 4.08, 6.07, 7.05, 9.11, 9.12, 10.02, 13.03, 14.03 and 15.10, as severally amended, of Chapter 536 of the Acts of Assembly of 1950, as amended, which Chapter provided the charter for the city of Alexandria, the sections relating to powers of the City Board of Review of real estate assessments, appropriation and tax ordinances, form of bonds, duties of city planning commission concerning zoning, powers of council in relation to zoning, vacancies on council, alternative condemnation procedures, powers and duties of city collector, and school board; and to further amend Chap 536 of the Acts of Assembly of 1950, by adding a section numbered 5.28 providing for a deputy city treasurer.

An Act creating the Virginia College Building Authority as a public body corporate and a political subdivision and an agency and instrumentality of the Commonwealth of Virginia and prescribing its membership, powers and manner of proceeding; authorizing the Authority to issue its bonds payable solely from revenues including rentals and contract payments to provide funds to pay the cost of certain projects at educational institutions of the Commonwealth all as defined in this Act; authorizing the Authority and any educational institutions to make leases or contracts with respect to any project or projects; authorizing such educational institutions to charge and collect rents, fees and charges for the use of such projects and any existing facilities, to charge and collect student building fees and other student fees and to pledge the same and any other available funds of such educational institutions to pay the rentals under a lease or the contract payments under a contract; providing that bonds of the Authority shall not constitute a debt of the Commonwealth or any agency or instrumentality thereof; providing for the execution of a trust indenture to secure the payment of such bonds; making such projects and bonds exempt from taxation within the Commonwealth; making such bonds lawful investments and requiring the approval of the General Assembly for the issuance of bonds and the making of leases or contracts.
An Act to amend and reenact §§ 8.05, 5.01, 6.02 and 6.05 of Chap 147 of the Acts of Assembly of 1962, ‘approved February 28, 1962, which provided for the consolidation of Princess Anne County and the city of Virginia Beach and a charter for the new city of Virginia Beach, and to amend said chapter by adding a section numbered 8.07, the amended and new sections relating, respectively, to powers of the city council, the fiscal year of the city, purposes for which bonds or notes may be issued, authority for issuance of bonds and to the annual assessment of real estate.

An Act to amend and reenact §§ 4.2 and 5 of Chapter 862 of the Acts of Assembly of 1958, approved March 29, 1958, which provided a charter for the town of Dublin, county of Pulaski, Virginia, relating to composition of council, qualifications of mayor and councilmen, elections and other officers.

An Act to amend and reenact § 186(a) of Chapter 84, Acts of the General Assembly of 1918, approved February 7, 1918, as amended, which provided a charter and special form of government for the City of Norfolk, relating to the power of eminent domain and the procedure therefor, so as to provide for the designation of the time for commissioners to meet and to change certain references to State Code sections contained therein to the present existing State Code sections.
An Act to amend and reenact 8§ 28, as amended, 28-f and 24, as amended, of Chapter III of Chapter 157 of the Acts of Assembly of 1908, approved March 10, 1908, which provided a charter for the city of Portsmouth, relating, respectively, to powers of the council, condemnation proceedings and the passing of ordinances.

An Act to amend and reenact § 58-811.1, as amended, of the Code of Virginia, relating to assessment for taxation of certain new buildings.
An Act to amend and reenact §§ 3 and 5 of Chapter 892 of the Acts of Assembly of 1962, which created the Alexandria Port Commission, the sections relating, respectively, to definitions under the act and to the powers of the Commission; and to amend the said chapter by adding a section numbered 21, relating to the authority of the Commission to own and operate certain properties.
