AN ACT to amend an act entitled “An act to incorporate the town of Saltville’, approved February 7, 1896, by adding a section numbered 2-a, so as to provide for the dissolution of the special town school district, and how same may be accomplished; and to repeal certain acts.
AN ACT to amend and reenact § 3, as amended, § 18, and § 14, as amended, of Chapter 145 of the Acts of Assembly of 1887-8, which incorporated the town of Rocky Mount, and which sections related to administration, taxes, and powers of the mayor; and to add to such chapter a section numbered 3-a, providing under certain conditions for the adoption of the town manager form of government in such town.
AN ACT to amend and reenact § 1 of Chapter 98 of the Acts of Assembly of 1940, approved February 27, 1940, relating to the creation of mosquito control districts, so as to make the same applicable to all counties and cities of the State.

AN ACT to amend and reenact §§ 3 and 12-a, as amended, of Chapter 161 of the Acts of Assembly of 1926, approved March 17, 1926, which chapter was continued in effect by § 21-120 of the Code of Virginia, relating to sanitary districts in certain counties so as to authorize the provisions of motor vehicle parking lots in traffic congested areas.
AN ACT to amend and reenact §§ 838-88 and 38-89 of the Code of 1950, relating to power and authority of the State Highway Commission as to limited access highways, so as to require the Commissioner to extinguish certain easements in connection with such highways.
An Act to amend an act entitled “An Act to incorporate the City of Danville’, approved February 17, 1890, by adding a section in Chapter V numbered 7-a, relating to trial of misdemeanors by police justice in absence of accused.
AN ACT to repeal Article 1 of Chapter 25 of Title 15 of the Code of 1950 such article containing 8 sections numbered 15-891 through 15-898, relating to regional planning commissions; and to amend the Code of 1950 by adding an article numbered 1.1 in Chapter 25 of Title 15, the new article containing 9 sections numbered 15-891.1 through 15-891.9 providing for regional planning commissions, their creation, powers, duties, membership, expenses, terms of office and adoption of plans.
An Act to amend and reenact §§ 8, 4, 5, as amended, and §§ 9, 18, 15, 16, 17, 18, 25, 26, 88, 50, 51, 65, 67, 68, 71, 78, 75, and 79-A of Chapter 157 of the Acts of Assembly of 1908, approved March 10, 1908, as amended, which provided a charter for the city of Portsmouth, relating to administration, and government, composition of council, terms of elective officers, the mayor, procedure for removal of a mayor, vacancies in the council, election and appointment of officers and boards by the council, officers of the council, restrictions on legislative powers of the council, powers of council and boards, use of streets, public ways and grounds, sale of city rights, assessment of property, taxation of abutting land owners, liens upon abutting land, the fire department, investigation of fires, destruction of buildings to prevent the spread of fires, city officers, officers of the council, justices of the peace, and deputy high constables; to amend such chapter by adding a section numbered 35-A and chapters numbered IX, consisting of sections numbered 1 through 26, and XIV, consisting of sections numbered 1 and 2, for the regulation of taxicabs, for the election, qualification, powers, duties, jurisdiction, and procedure of, and clerk to, the civil and police court, and to prescribe the duties and powers of a city manager, respectively; and to repeal §§ 6, 8, 21, 22, 54, 55, 56, 57, 58, 59, 60, 62, 68, 64, 66, 70 and 72, and Chapter IX, consisting of sections numbered 1 through 17, of such Chapter.
AN ACT to amend and reenact § 3 of Chapter 328 of the Acts of Assembly of 1946, approved March 27, 1946, which provided a new charter for the town of Pearisburg, so as to prescribe the terms of office of the members of the council of such town.
AN ACT to amend and reenact § 15-850 of the Code of 1950, relating to county boards of zoning appeals and appeals therefrom and to amend the Code by adding a new section numbered 15-850.1 providing for appeals in certain counties to the governing body of the county.
AN ACT to provide a new charter for the Town of Parksley, Accomack County, Virginia; to repeal all acts, or parts of acts in conflict therewith; to validate all contracts heretofore or hereafter made by the present council and government while in office not inconsistent with this charter or the Constitution and general laws of this State; and to repeal all former charters of the town of Parksley, including Chapter 362 of the Acts of Assembly of 1916, approved March 20, 1916, as amended.
An Act to amend Chapter 280, as amended, of the Acts of Assembly of 19382, approved March 24, 1932, being the Charter of the City of Alexandria, Virginia by adding thereto a new section numbered 41-a, to empower the City of Alexandria to impose, levy and collect a consumer or subscriber tax upon the amount paid for public utility services.

AN ACT to amend and reenact § 32 of Chapter 481 of the Acts of Assembly of 1942, approved April 7, 1942 which chapter provided a new charter for the city of Fredericksburg, relating to power of taxation of the city council,
AN ACT to amend and reenact § 2, as amended, of Chapter 396 of the Acts of Assembly of 1899-1900, approved February 17, 1900, which chapter provided a new charter for the town of Smithfield, the section relating to officers of the town and salary of the mayor, so as to remove limitations applicable to certain officers and to raise the maximum salary that may be paid the mayor; and to validate certain actions.
An Act to amend an act entitled “An Act to incorporate the town of Virginia Beach, in the county of Princess Anne, Virginia”; approved March 6, 1906, as amended, by adding a section numbered 6-b which section relates to the tax rate in the town of Virginia Beach, Virginia.
AN ACT to amend Chapter 168 of the Acts of Assembly of 1874-75, approved March 11, 1875, as amended, which provided a charter for the city of Petersburg, by adding a section numbered 2-c in Chapter IV relating to fixing salaries of certain officers of the city.
An Act to authorize and empower the Governor to execute in the name of the Commonwealth of Virginia a deed conveying, subject to the jurisdictional and other limitations and reservations contained in § 7-21 and § 7-25 of the Code of Virginia of 1950, to the United States of America, a certain parcel of land located at Dam Neck Mills, Princess Anne County, Virginia.
AN ACT to amend and reenact §§ 5, 14, 15, 20, 22, 27 and 82 of Chapter 384 of the Acts of Assembly of 1946 approved March 28, 1946, which provided a new charter for the City of Charlottesville, as amended, relating to the duties of the Council, the mayor and city manager of the city; the powers of taxation thereof; the assessment of real estate for taxation; the issuance of bonds by the city; the creation of a floating debt, and borrowing in anticipation of revenue.
AN ACT to amend Chapter 34, Acts of Assembly of 1918, approved February 7, 1918, as amended, which provided a charter and special form of government for the city of Norfolk, by adding three sections numbered 87 (a), 88 (a) and 143 (a), providing for assessments upon abutting landowners for certain improvements, the assessment and equalization of assessments of real estate for taxation, and pension funds, respectively.

AN ACT to amend chapter 168 of the Acts of Assembly of 1874-75, approved March 11, 1875, as amended, which provided a charter for the city of Petersburg, by adding a section numbered 6-a in Chapter III of such charter, the section relating to power of city council in acquiring and operating parking lots.
An Act to amend and reenact § 26 of Chapter 809 of the Acts of Assembly of 1920, approved March 19, 1920, which provided a charter for the city of Bristol, the section relating to the city treasurer of the city; and to amend said act by adding a new section numbered 4-a, conferring power on the city of Bristol to require connection with the sewerage system and to impose and collect fees, rents and charges for water and sewer services.
AN ACT to amend and reenact §§ 15-824 and 15-825 of the Code relating to appointment of zoning commissions and boards of zoning appeals.
AN ACT to repeal §§ 5 and 9 of an act entitled “An Act to provide a new charter for the town of Liberty, to extend its limits and change the name to Bedford City’, approved March 8, 1890, as amended, which town is now designated Bedford, the sections relating to removal of officers and duties of mayor; and to amend such act by adding two sections numbered 41 and 42, the sections relating to town manager and to departments, officers and employees of town government.
AN ACT to amend Chapter 11 of the Acts of Assembly of 1947, approved January 29, 1947, as amended, which provided a new charter for the town of Phoebus, by adding a section numbered 4-c conferring certain additional powers upon the town.
An Act to amend and reenact § 63, as amended, of Chap 576 of the Acts of Assembly of 1895-6, approved March 8, 1896, relating to taration by the town of Harrisonburg, such chapter being the charter of Harrisonburg.

AN ACT to empower the County of Greensville to build a health center in the courthouse square.
ACT to amend the Code of 1950 by adding a section numbered 15-152.1, so as to stay all annexation proceedings until July one, nineteen hundred fifty-two, with certain exceptions.
AN ACT to provide a new charter for the town of Glen Lyn, in Giles county; and to repeal the court charter of such town and Chapter 165 of the Acts of Assembly of 1930, approved March 20, 1930, which provided a charter for such town.
