An ACT to amend and re-enact Sections 5 and 19, as heretofore amended, of an act entitled “An act to amend and re-enact an act entitled an act to incorporate the town of South Norfolk, in the county of Norfolk, approved September 11, 1919, as heretofore amended, which town has since become the city of South Norfolk; and to provide a charter for the city of South Norfolk.”, approved March 20, 1924, said sections relating to the councilmen, mayor and other officers of the city; and to further amend the said act by adding a new section numbered 20-a, authorizing the council to establish and maintain a system of pensions, a plan for group insurance for city employees, under certain circumstances; and to repeal Section 12 of said act, being Section 12 of the charter of the city of South Norfolk.
An ACT to amend and re-enact Sections 7, 16 and 21 of an act entitled “An act to provide a new charter for the town of Occoquan and to repeal all other acts inconsistent with this act.”, approved March 22, 1930, relating to meetings of the town council ; and to further amend the said act by adding a new section numbered 18-a, authorizing the town to levy license taxes on certain motor vehicles.
An ACT to amend and re-enact Section 2773-n 4 of the Code of Virginia, as heretofore amended, relating to boards of supervisors of counties operating under the county executive form of government.
An ACT to amend and re-enact Sections 11, 63 and 64, as heretofore amended, of an act entitled "An Act to incorporate the City of Newport News, in the County of Warwick, and to provide a charter therefor."
An ACT to amend, as heretofore amended, and to re-enact sections 4804 and 4805, of the Code of Virginia, relating to the appointment of conservators of the peace and policemen at certain places, so as to add any place which is deemed by the court to be essential to National or State defense, and to increase the penalty of the requisite bond to be given in certain cases, and to provide for disposition of any fees or mileage received by them.
An ACT to provide that in every county of the Commonwealth in which one-fourth of its area has since January 1, 1941, been acquired for a military reservation, the sheriff shall maintain an office in charge of a clerk, and to prescribe how such clerk shall be compensated.
An ACT for the relief of the Town of Phoebus, with respect to certain taxes paid into the State treasury, and to appropriate funds for this purpose.
An ACT to abolish the special town school district of the Town of Falls Church, in Fairfax County, except for the purpose of representation on the county school board; to provide for the transferring of all property owned by or held for the use of said town school district, including all funds standing to the credit of the district, to the county school board; to provide that all outstanding bonds and other valid obligations of said district shall constitute valid obligations of said county; to provide for levying taxes for the payment of such bonds and obligations; and to provide that if and when it shall be determined in the manner prescribed by law, that the Town of Falls Church has sufficient population to constitute it a city of either the first or second class, the schools within the boundaries thereof shall be under the jurisdiction of the county school board of Fairfax County, and the school taxes thereafter levied upon the property within such boundaries, shall be annually levied and collected by the city and paid over to the county.
An ACT to amend and re-enact Sections 7 and 17 of an act entitlec "An act to provide a new charter for the City of Alexandria, Virginia."

An ACT to amend and re-enact Section 1945 of the Code of Virginia as heretofore amended, relating to appointment of judges of juvenile and domestic relations courts, to provide that in any city having a population of more than 25,000 and lying wholly within a county having a population of more than 58,000, according to the last preceding United States census, the judge of such court need not be a person licensed to practice law.

An ACT to amend and re-enact section 3008, as amended, of the Code of Virginia, relating to attorneys and assistant attorneys for the Commonwealth for cities, so as to provide for a second assistant attorney for the Commonwealth in certain cities, to provide for the election, term of office and compensation of such assistant attorney for the Commonwealth, and to abolish the office of assistant attorney for the Commonwealth heretofore provided for in the charters of such cities and to terminate the terms of office of all persons now holding such offices.
An ACT to amend Article 2 of an act entitled 'An Act to incorporate the town of Phoebus, in Elizabeth City County.'
An ACT to authorize and empower the Board of Supervisors of any county which adjoins a county having a population of 1,000 per square mile, or more, as shown by the last preceding United States Census, to appoint an executive secretary; to prescribe the powers and duties of such executive secretary; to prescribe the powers and duties of the board of supervisors and certain other county officers in relation thereto; to prohibit certain county officers, employees and other persons from being interested in transactions in which the county is interested, and making such transactions void; and to repeal all acts and parts of acts inconsistent with this act.

An ACT to amend and re-enact Section 242 of the Tax Code of Virginia, as amended, in relation to general reassessments of real estate in cities and counties, and making an appropriation to enable the Department of Taxation to render advisory aid and assistance.
An ACT to provide a new charter and special form of government for the City of Charlottesville ; to provide for continuation of certain ordinances ; to repeal Chapters 109 and 411 of the Acts of Assembly of nineteen hundred twenty-two, approved, respectively, February 28 and March 24, 1922, and all acts amendatory thereof, to repeal Chapter 1012 of the Acts of Assembly of 1899-1900, approved March 3, 1900, and all acts amendatory thereof, all relating to the same matters; and to repeal certain other acts and parts of acts.
An ACT to amend and re-enact Section 2925 of the Code of Virginia so as to provide the manner in which certain cities may request the General Assembly to grant to them a special form of government.
An ACT to authorize the counties of Warwick, Elizabeth City and York, the cities of Newport News and Hampton, and the town of Phoebus, or any two or more of them, to create a commission, to be known as “The Peninsula Airport Commission”, for the purpose of establishing and operating airports and air navigation facilities for such counties, cities and towns; and to prescribe the rights, powers, duties and functions of such commission when so formed, and of the counties, cities and towns for which such commission is created.
An ACT to provide how fire departments and fire companies may be established in counties; to authorize the governing bodies of certain counties or towns to enter into contracts with the governing bodies of certain other counties or towns, concerning fire protection in such counties and towns; to prescribe the limitations of liability when any fire department or fire company is operating outside the limits of the county or town wherein it was established or formed; to authorize the governing bodies of counties to provide for compensation to firemen injured, or the families of firemen killed, and to appropriate money for such purpose, and for other purposes in connection with the maintenance and operation of such fire departments or companies; and to repeal all acts and parts of acts in conflict with this act.
An ACT to amend and re-enact Sections 5 and 14, as amended, Chapter 91 of the Acts of Assembly of 1919, approved September 11, 1919, which incorporated and provided a charter for the City of South Norfolk, and to amend the charter, as amended, by adding a new section numbered 43-a, the amended and new sections relating to election, term and compensation of certain officers, and collection of, and appeal from, local and special assessments.
An ACT to amend and re-enact Section 9 of an act entitled ‘An act to relieve counties of Virginia of, and to assist certain cities and towns in, the maintenance and improvement, including construction and reconstruction, of certain roads, causeways, streets, bridges, landings and wharves; to establish a secondary system of State highways; for such purpose to prescribe the rights, powers, duties, and authority of the local road authorities, the State Department of Highways, the State Highway Commission, and the State Highway Commissioner; to prohibit certain local levies; to appropriate and allocate funds for the purpose of this act; to provide for elections in counties for withdrawal from the provisions of this act; and to repeal acts and parts of acts in conflict herewith.”
An ACT to provide for the annual assessment and equalization of assessments of real estate in certain counties, by boards of real estate assessments; to provide for the appointment of the members of such boards and their terms of office; to prescribe their powers and duties, and provide for their compensation; and to prescribe remedies for persons aggrieved by any such assessments.
An ACT to amend the Code of Virginia by adding thereto two new sections numbered 2743-a and 3034-a, conferring certain powers upon governing bodies of counties, cities and towns with respect to grass, weeds and other growth on vacant lots, and to repeal Chapter 3 of the Acts of Assembly of 1938, approved February 18, 1938, as amended, relating to the same subject.
An ACT to authorize the State Highway Commissioner, with the approval of the Governor, to exercise the power of eminent domain to acquire, for temporary use and operation by the State Highway Department, certain ferries, steamboats, docks, wharves, facilities and equipment used in operating the same, under circumstances where the owners or operators are unable or unwilling to operate same.
An ACT to authorize the governing bodies of certain counties to release certain penalties, interest and costs on real estate property taxes, under certain conditions.

An ACT to amend the Code of Virginia by adding a new chapter numbered 211-A and nine new sections numbered from 5222-a to 5222-i, both inclusive, all of which sections are embraced in such new chapter, the object of which is to provide for the regulating by the governing bodies of counties, cities, and towns, of the subdivision of lands within their territorial limits or adjacent thereto, into lots, streets and alleys and other public areas; to provide for the making and recording of plats of such subdivisions, and certain certificates with respect thereto; to provide how such regulations and plats shall be approved, and how such plats may be vacated; and to repeal sections 5217, 5218, 5219, 5220, 5221 and 5222 of the Code of Virginia, and Chapter 150 of the Acts of Assembly of 1922, approved March 10, 1922, and Chapter 468 of the Acts of Assembly of 1924, approved March 21, 1924, relating to the same matters, and all acts amendatory thereof, or of any part or parts thereof.
An ACT to amend and re-enact Section 16A of Chapter 57 of the Acts of Assembly of 1940, approved February 20, 1940, which provided a new charter for the town of Wise, the section relating to who eligible to appointment for certain offices.
An ACT to authorize and empower the board of supervisors of any county adjoining any city within or without this State having a population of more than one hundred twenty-five thousand according to the last preceding United States census to establish a department of public utilities, and to authorize any such Board to employ personnel and to make rules and regulations for the operation of such department.
To authorize the council of the Town of Farmville to appropriate town funds for the purchase or erection and maintenance of a memorial to certain veterans.
An ACT to amend and re-enact Section 12 of Chapter 486 of the Acts of Assembly of 1891-92, approved February 29, 1892, incorporating the Town of Glasgow, the section concerning the powers of the Council in relation to the levy and collection of taxes.
An ACT to amend and re-enact Section 1 of Chapter 45 of the Acts of Assembly, Extra Session, 1945, approved April 5, 1945, relating to the regulation by certain counties and towns of taxicabs and other motor vehicles used for transportation of passengers for a consideration.
An ACT to amend and re-enact Sections 14 and 15 of an act to provide a new charter for the City of Richmond, approved March 24, 1926; to amend and re-enact Section 27-a of said act, as amended by an act approved March 22, 1930; and to amend and re-enact Section 29 of said act, as amended by an act approved March 19, 1942; in relation to the composition of the City Council and terms of office of members thereof, the powers and duties of the city purchasing agent and heads of departments, and the number and election of trustees of the city school board.
An ACT to amend Chapter 101 of the Acts of Assembly of 1922, approved February 25, 1922, which chapter provided a new charter for the town of Galax, by adding a new section numbered 67, relating to subdivisions within the town or within one mile thereof.
An ACT to provide a new charter for the Town of Middletown, in Frederick County, Virginia; and to repeal all acts or parts of acts in conflict herewith.
