An ACT to define the term “public uses,’ to repeal all acts or parts of acts in conflict herewith, and to provide for condemnation, purchase, and gift of property in cities and towns.
AN ACT to authorize the State highway commission to include in the State highway system certain streets and roads in incorporated towns and cities of thirty-five hundred (3,500) inhabitants or less.
An ACT to authorize the boards of supervisors of counties in which cities having a population of more than one hundred thousand, according to the last United States census, are located, to improve, maintain and repair streets, roads and avenues, acquired by such cities, by dedication or otherwise.

An ACT to amend chapter 141 of the acts of assembly of 1875, entitled an act to incorporate the town of Glade Spring, in the county of Washington, by adding thereto three new sections, to be numbered 8, 9 and 10.
An ACT to provide for the recordation of plats of subdivision of land located in or within not more than two miles of any incorporated town, for the vacation thereof, for the construction of public improvements therein and for the rights of such incorporated towns in connection therewith.
An ACT to authorize the council of the town of Blackstone, Virginia, appropriate money to buy, build, rent and maintain armories for such military companies as may have their company stations and existence in the town of Blackstone, Virginia.
An ACT to amend and re-enact section 33 of chapter 161 of the acts of assembly of 1918, entitled an act to provide a new charter for the town of Pocahontas, in the county of Tazewell, and to repeal all other acts or parts of acts in conflict therewith.

AN ACT to amend and re-enact sections 1 and 2 of the charter of the town of Fairfax as originally enacted by chapter 282 of the acts of assembly of 1892, and last amended by chapter 476 of the acts of assembly of 1920 and to provide for a referendum on the question of the adoption of said amendments.
An ACT to amend chapter 482 of the 1928 acts of general assembly of Virginia, entitled “An act to provide a new charter for the town of Waynesboro, Virginia, and to repeal all acts or parts of acts in conflict therewith, by adding a new section thereto, to be known as section 4-a, sub-section 37, providing for the establishment of zoning districts. An ACT authorizing the board of supervisors of counties adjoining incorporated cities and towns with a population of 100,000, or more, to levy a tax for removal of night soil and to enter into contract with persons, firms or corporations to remove night soil, and prescribe how he or they should be paid for said services.

An ACT to provide a method for incorporating Arlington county into a city of the first class, to be known and designated as the city of Arlington; to prescribe a form of government for said city, and provide for organization thereunder; to designate the courts to have jurisdiction thereover; and to designate the officers of said city and fix their terms of office.
An ACT to amend and re-enact section 13 of an act approved July 11, 1870, providing a charter for the town of West Point, in King William county.
AN ACT to provide a new charter for the town of Stony Creek, in the county of Sussex, and to repeal all acts or parts of acts in conflict herewith, and to declare all contracts and obligations heretofore or hereafter made by the council and government of the town of Stony Creek and all powers heretofore or hereafter exercised by them, while in office, to be legal and valid.
An ACT to amend and re-enact section 47 of chapter 199 of the acts of assembly of 1832-33, entitled “An act appointing trustees for the town of Christiansburg, in the county of Montgomery, and for other purposes,” as amended.
An ACT to amend and re-enact sections 8 and 12 of an act entitled an act to amend the charter of the city of Portsmouth, approved March 10, 1908, by adding a new chapter, in the place of chapter 9 of said charter, in relation to civil and police justice, providing for his election and qualifications, and prescribing his powers, duties, jurisdiction, term of office, and compensation, and repealing chapter 9 of said charter, as provided by an act of the general assembly of Virginia, approved March 12, 1912, as amended by an act approved March 16, 1918, and repealing all acts, parts of acts, and charter provisions inconsistent with this act, so far as they relate to the city of Portsmouth, and to abolish the offices of civil justice and police justice in said city, approved March 23, 1926, and to add a new section thereto to be known as section 18, providing for the appointment of a clerk to the civil and police justice and prescribing the powers and duties of such clerk.

An ACT to authorize the council of the town of South Boston to issue bonds of the town of South Boston in an amount not exceeding fifty thousand dollars ($50,000), and to provide for the levy of a tax to pay the interest on said bonds and to retire the same as they mature, and to validate the issuance of all indebtedness of said town issued in anticipation of uncollected taxes in the years 1931 and 1932, to be funded from the proceeds of said bonds.
An ACT to amend the Code of Virginia by adding thereto six new sections, numbered 2684-a to 2684-f, both inclusive, in relation to authorizing two or more adjoining counties to consolidate, and prescribing the requirements and procedure to be followed.
An ACT to amend the Code of Virginia by adding to chapter 109-a thereof fifty-six new sections numbered 2773-n 1 to 2773-n 56, both inclusive, relating to the organization and government of counties, and providing for complete forms of county organization and government different from that provided for in article VII of the Constitution of Virginia, sections 110 to 115, both inclusive thereof, to become effective in any county in Virginia when submitted to the qualified voters thereof in an election held for such purpose and approved by a majority of those voting thereon, as is authorized by section 110 of the Constitution.
An ACT to amend and re-enact an act entitled an act to authorize the governor of Virginia to lend to Williamsburg, incorporated, the old speaker’s chair and the “warming machine” which were before the removal of the State capitol to Richmond, a part of the furniture of the old capitol at Williamsburg, upon the complete restoration of the capitol building at Williamsburg
An ACT to provide for the creation of sanitary districts in the counties of this State; to prescribe the powers and duties of the boards of supervisors of such counties as to the acquisition, construction, maintenance and operation of water supply, sewerage, heat, light, power and gas systems in such districts; to provide for the issuance of bonds to raise funds for establishing of such public utilities in such districts, and to provide for the maintenance thereof, and for the payment of such bonds.
An ACT to amend an act entitled “an act to incorporate the town of Appalachia, in the county of Wise,” approved March 1, 1906, by enacting, and incorporating therein, a new section to be designated as section 3-b, relating to the appointment of a police justice for said town.
An ACT to create an armory commission for the State of Virginia and specify its authority and duties; to authorize said commission to construct and maintain armories, drill and training areas for the National Guard and Naval Militia and their various units; to authorize municipalities, counties, and the State and others to co-operate in and about the construction of armories and providing drill and training areas and to assist in paying therefor; and to authorize municipalities and counties to convey to the State of Virginia lands owned by them on which to construct armories, whether such lands already be used for parks or other purposes.
An ACT to amend an act entitled an act to incorporate the town of Wakefield, approved April 2, 1902, as heretofore amended, so as to add thereto a new section designated section 18-a, relating to authorizing the said town to acquire and control a cemetery.
An ACT to amend and re-enact section 231 of the Tax Code of Virginia, in relation to duty of division superintendents of schools to furnish boundaries of school districts to public service corporations.
An ACT to amend and re-enact section 4 of an act entitled an act to incorporate the town of Falls Church, in the county of Fairfax, approved March 30, 1875, as heretofore amended, said section being in relation to the town council.
An ACT to repeal an act entitled “An act to create for the county of Norfolk a commission of roads and bridges, and to prescribe the powers and duties of such commission, and thereby to provide for controlling, constructing and keeping in repair the public roads and bridges within said county, and for acquiring, establishing, altering and vacating roads and bridges therein; and to repeal an act entitled an act for working and keeping in repair the public roads in Norfolk county, approved February 18, 1890, as amended by acts approved February 26, 1908, and March 14, 1910, respectively, and also to repeal an act entitled an act for working and keeping in repair the public roads in Norfolk county, approved February 1, 1894,” approved February 1, 1915, and all amendments of such act; and to require the commission of roads and bridges for the county of Norfolk to turn over all equipment, materials, machinery, maps, plats, books, records, moneys and all other county property in its possession or under its control as such commission, including any money in its hands, to the board of supervisors of Norfolk county.

An ACT to authorize additions to the location of State highway route 39 in and around the city of Williamsburg.
An ACT to amend and re-enact sections 3, 20 and 31 of an act entitled an act to provide a new charter for the town of Bluefield, Virginia, and to repeal all acts or parts of acts in conflict therewith
An ACT to amend and re-enact sections 5904-b, 5904-c, 5904-e, 5904-f and 5904-g of the Code of Virginia, which are in relation to county courts in counties having a density of population in excess of 500 inhabitants per square mile as shown by the last United States census; and to repeal section 5904-d of said Code relating to said courts.

An ACT to prescribe the jurisdiction of the State of Virginia over lands in Virginia, acquired by, and/or under the control of, the United States, over matters and things arising on, and over persons and property of persons residing on, such lands.
An ACT to amend an act entitled an act to provide a new charter for the city of Roanoke and to repeal the existing charter of said city and the several acts amendatory thereof, and all other acts or parts of acts inconsistent with this act, so far as they relate to the city of Roanoke, approved March 22, 1924, by adding thereto a new section numbered section 17-a prescribing the duties of the attorney for the Commonwealth in certain cases.
An ACT to authorize the town council of the town of St. Paul, Wise county, to refund outstanding bonds of said town, issued on behalf of said town.
An ACT to amend and re-enact section 10 of an act entitled "An act to incorporate the town of Clover, in Halifax county," approved December 14, 1895, and any and all acts amendatory of said section, which relates to the rate of tax levy for said town.
An ACT to authorize the board of supervisors of Campbell county to construct and maintain sidewalks along the public roads and highways in such county.
An ACT to amend and re-enact sections 5-a and 6 of an act entitled "an act to provide a new charter for the town of Shenandoah, Virginia, and to repeal all other acts inconsistent with this act,’ approved March 17, 1926, as heretofore amended, and to further amend said act by adding thereto a new section to be numbered section 26-a.
An ACT to authorize any incorporated town in this State to provide for the election or appointment of a justice of the peace for such town, and to prescribe his powers and duties.
An ACT to invest in boards of supervisors of counties adjoining and abutting any city, within or without this State, having a population of 125,000 or more, as shown by United States census, and in boards of supervisors of counties adjoining any county which adjoins and abuts any such city and has a density of population of 500 or more to the square mile, the same powers and authority now vested in, or hereafter conferred upon, common councils of cities and towns, and to repeal an act entitled an act to invest in boards of supervisors of counties adjoining and abutting a city with a population of 125,000 or more inhabitants, as shown by United States census, the same powers and authority now vested or hereafter conferred upon common councils of cities and towns, approved March 4, 1920, and any and all acts amendatory thereof.
An ACT to permit the board of visitors of the College of William and Mary to dispose of certain parcels of land and improvements thereon in the city of Williamsburg.
An ACT to provide a new charter for the town of Lexington, Rockbridge county, Virginia, and to repeal all acts or parts of acts in conflict therewith.
An ACT to provide a new charter for the city of Winchester and to repeal the existing charter of said city and the several acts amendatory thereof, and all other acts or parts of acts inconsistent with this act so far as they relate to the city of Winchester.
An ACT to amend and re-enact sub-section (z) of section 2, and section 7 of chapter sixty-four of the Acts of nineteen hundred and twenty-two, entitled an act to provide a new charter for the city of Suffolk and to repeal the existing charter of said city and the several acts amendatory thereof and all other acts and parts of acts inconsistent with this act, so far as they relate to the said city of Suffolk
An ACT to provide a new charter for the town of Gordonsville, Virginia; to repeal all acts or parts of acts in conflict therewith; and to validate all contracts heretofore or hereafter made by the present council and government while in office not inconsistent with this charter or the Constitution and general laws of this State.
An ACT to amend and re-enact section 34 of an act entitled an act to amend and re-enact an act, relating to the charter of the city of Harrisonburg, Virginia, approved March 3, 1896, so as to authorize the council of the said city to elect a justice of the peace for the city of Harrisonburg, in addition to the officers mentioned in section 34 of said charter.
An ACT to amend and re-enact sections 10, 11 and 15 of an act entitled an act to provide a charter and special form of government for the city of Hampton, and to repeal the existing charter of said city, formerly the town of Hampton, approved May 23, 1887, and the several acts amendatory thereof, approved, respectively, February 29, 1892, February 24, 1896, March 3, 1898, January 13, 1900, January 30, 1900, February 23, 1901, the two acts of May 15, 1903, March 2, 1914, March 9, 1916, and the acts of December 26, 1903, which became a law without the governor’s signature; and all other acts and parts of acts inconsistent with this act, so far as they relate to the city of Hampton, approved March 16, 1920, section 15, of which as heretofore amended.
An ACT to vest in the State board of education certain property and property rights formerly vested in the board of trustees of the State teachers college at Farmville, formerly known as the State female normal school for women at Farmville, and in the board of the Virginia teachers colleges; and to authorize the State board of education to convey its right, title and interest in and to a certain lot of land, and a perpetual easement over another lot of land, to the town of Farmville.
An ACT to amend and re-enact sections 2 and 5 of article II of an act entitled an act to incorporate the town of Phoebus in Elizabeth City county, approved January 22, 1900, as heretofore amended, and to amend said act by adding thereto a new section numbered section 7.
An ACT to repeal an act entitled “an act to incorporate the town of Tacoma, in Wise county, Virginia, approved March 6, 1890.”
An ACT to amend and re-enact sections 4, 5, 7 and 15 of an act entitled “an act to provide a new charter for the town of Abingdon, Virginia, and to repeal all other acts with reference thereto,” in effect January 22, 1900, and to further amend said act by adding thereto three new sections, to be numbered 32, 33 and 34.
An ACT to provide a new charter for the city of Williamsburg, and to repeal all acts and parts of acts in conflict therewith.
An ACT authorizing the town of South Hill, Virginia to convey to J. A. Holmes and Lewis Jones, certain portions of Virginia street, in said town.
An ACT to provide a new charter for the town of Big Stone Gap, Wise county, Virginia, and to repeal all acts, or parts of acts in conflict therewith.
An ACT to amend and re-enact sections 35 and 65, as heretofore amended, of an act entitled “an act to provide a new charter for the town of Covington, in the county of Alleghany, and to repeal all other acts with reference thereto,” approved April 2, 1902, the sections here amended being in relation to the town council, and to repeal all acts and parts of acts in conflict.
An ACT to provide for increasing the membership of the council of the city of Radford; and to require a unanimous vote of said council in certain cases.
An ACT to provide a new charter for the city of Fredericksburg, Virginia, and to repeal the existing charter of said city, and all other acts or parts of acts in conflict herewith.
An ACT to validate and confirm the sale and grant from the town of Orange, Virginia, to J. Newton Marshall, of a certain lot of land in the town of Orange, Virginia, in consideration of money and the releases by said Marshall of certain rights and privileges, said property having ceased to be used for public purposes.
An ACT to provide for the assessment and equalization of the assessment of real estate in cities containing more than one hundred and seventy thousand inhabitants.
An ACT to amend and re-enact section 2854 of the Code of Virginia, as heretofore amended, relating to courthouses, clerk’s offices, jails and jailors.
An ACT to empower the council of the city of Martinsville to provide certain limited compensation to members of the council and to members of certain committees thereof, for specified services; and to empower said council to appoint a committee or board to make purchases for said city and to audit and authorize the payment of accounts against the city within limitations and under regulations as prescribed by said council, and to perform other functions in regard to the conduct of the municipal affairs of said city.
An ACT to amend and re-enact chapter 201 of the Acts of 1930, entitled an act to amend and re-enact subsection (b) of section 34 of chapter 64 of the Acts of 1922, entitled an act to provide a new charter for the city of Suffolk, and to repeal the existing charter of said city and the several acts amendatory thereof and all other acts and parts of acts inconsistent with this act, so far as they relate to the said city of Suffolk, approved February 25, 1922, and to add eight new and additional subsections to said section 34, to be known and designated as subsections (c), (d), (e), (f), (g), (h), (1) and (j), with reference to the sale of real estate delinquent for the nonpayment of city taxes, purchase by the city, redemption of land so sold, saving to persons under disability, deed to purchaser, title of purchaser, title of city, and sale for the nonpayment of local assessments, etc., approved March 22, 1930, and to add subsection (k) to the said section 34, in relation to a delinquent tax collector.
An ACT to amend and re-enact section 3 of an act entitled an act to incorporate the town of Brookneal, in the county of Campbell, approved February 20, 1908, as last amended by an act approved March 24, 1926.
An ACT to validate, ratify, and confirm an order of the circuit court of Shenandoah County incorporating the town of Toms Brook, in the said county to validate the boundaries of the said town as set out in the said order, to validate an election held in pursuance of said order; all the ordinances of the council of said town and all official acts of the mayor of said town, and its council; to provide that said town shall have certain officers chosen by the council, and that the elective officers shall be elected for a term of four years instead of two years, as now provided by general law.
An ACT to invest the boards of supervisors of counties adjoining and abutting a city with a population of 25,000 or more inhabitants, as shown by the United States census, with the power to install and maintain proper lights on the streets and highways in the villages and built-up portions of such counties, and to pay for the same out of the county fund, and to repeal an act entitled an act to invest the boards of supervisors of counties adjoining and abutting a city with a population of thirty thousand or more inhabitants, as shown by the United States census, with the power to install and maintain proper lights on the streets and highways in the villages and built-up portions of such counties, and to pay for the same out of the county fund, approved February 16, 1918.
An ACT to amend and re-enact sections 2, 3, 7, 10 and 12 of an act entitled "an act to provide a new charter for the town of Front Royal, Warren county, Virginia, and to repeal all acts or parts of acts in conflict herewith," approved March 11, 1916, as heretofore amended.
An ACT to amend and re-enact section 1, chapter 10, of an act entitled an act to incorporate the city of Danville, approved February 17, 1890, as heretofore amended.
An ACT to amend and re-enact subdivision 8 of section 86 of chapter 34 of the acts of 1918, entitled 'an act to provide a charter and special form of government for the city of Norfolk and to repeal the existing charter of said city, approved March 14, 1906, and the several acts amendatory thereof, approved respectively March 12, 1908, March 14, 1908, March 7, 1912, March 13, 1912, March 13, 1914, March 17, 1914, March 24, 1914, March 25, 1914, March 25, 1914, February 5, 1915, March 4, 1916, March 11, 1916, March 16, 1916, March 17, 1916, March 20, 1916, March 20, 1916, and March 20, 1916, and all other acts and parts of acts inconsistent with this act so far as they relate to the said city of Norfolk,' approved the 7th day of February, 1918, relating to temporary loans by the city of Norfolk.

An ACT to amend and re-enact section 26 of chapter 473 of the Acts of the General Assembly of 1924, entitled an act to provide a new charter for the city of Roanoke and to repeal the existing charter of said city and the several acts amendatory thereof, and all other acts or parts of acts inconsistent with this act, so far as they relate to the city of Roanoke, approved March 22, 1924.
An ACT to authorize and empower the school board of the city of Roanoke to sell and dispose of certain real estate to the city of Roanoke for public street purposes.
An ACT to amend the Code of Virginia by adding a new section numbered 2727-k relating to raising money for county purposes, so as to provide that certain counties may have a unit levy for certain purposes.
An ACT to amend and re-enact section 4988 of the Code of Virginia relating to trial justices, as last amended by an act approved March 24, 1930
An ACT to provide a new charter for the town of Remington and to repeal all other acts inconsistent with this act.
An ACT to authorize the acquisition by the town of Falls Church of that portion of the water system of Arlington county which lies within the limits of said town.
