An ACT to amend and re-enact sections 1 and 2 of an act entitled 'An act to abolish all school districts in the counties of Roanoke, Pittsyl-vania and Pulaski, and establish each such county as the unit for all school purposes except representation; to prescribe the composition of the county school boards of said counties; to transfer to, and vest in the county school boards all property acquired, and in any way held, for the use of special town school districts in said counties; to require the county school boards to assume, and provide for the payment of all bonds and other valid obligations of all school districts; to prohibit the issuing of any bonds or creating of any other form of indebtedness as a charge against any school district; to prohibit district levies for any school purpose; to provide for county levies for all necessary school purposes, including capital expenditures and the payment of indebtedness; to provide for transferring to the county school boards all balances of school funds in the hands of, or standing to the credit of school districts and/or special or separate, town district school boards; to repeal all acts and parts of acts in conflict with any of the provisions of this act, and to provide for approval of this act by the school boards and boards of supervisors of said counties before the same shall become effective,' approved March 31, 1932, so as to bring the county of Fairfax, within the terms of this act, to continue the town of Herndon as a separate school district for representation only, and to continue the town of Falls Church, as a separate school district and to exclude the same from the terms of this act.
An ACT to constitute the town of Kilmarnock in Lancaster county a separate school district for the purpose of representation on the county school board of said county; to require the trustee electoral board of said county to appoint a member of the county school board from said town; and to provide what compensation such member shall receive.
An ACT to authorize the board of directors of Eastern State Hospital, at Williamsburg, to convey a certain portion of the real estate belonging to the said hospital, to the city of Williamsburg as a site for a unified sewerage disposal plant.
An ACT to empower the boards of supervisors of the counties to release the liability for interest, penalties and accrued costs on unpaid county and district taxes for any year or years prior to and including the year nineteen hundred and thirty-two if such taxes are paid prior to June fifteenth, nineteen hundred and thirty-four, and to release the county treasurers and/or clerks of court of counties in which the board of supervisors have taken such action from liability for such penalties, interest and costs in all cases where taxes are paid prior to June fifteenth, nineteen hundred and thirty-four.

An ACT to amend and re-enact sections 4, 9, and 18-a, of an act of the General Assembly of Virginia, approved on the 22nd day of March, 1924, entitled an act to provide for a new charter for the city of Roanoke, to repeal the existing charter of said city and the several acts amendatory thereof, and all other acts or parts of acts inconsistent with this act, so far as they relate to the city of Roanoke.

An ACT to amend chapter 73 of the Code of Virginia by adding a new section thereto, to be designated as section 1777-a, authorizing the issuance of refunding bonds by drainage districts under certain circumstances; providing for the sale or other disposition of such bonds and the application of the proceeds thereof; for the assessment of levies for the payment of such bonds, and the adjustment of such levies and of levies made for the payment of any bonds of any such district which may not be so refunded; authorizing any such drainage district to enter into contracts and agreements with the United States government or any subdivision or agency thereof, for the purpose of securing aid in the matter of refunding outstanding bonds of such district; and to repeal all acts and parts of acts in conflict herewith.
An ACT to amend and re-enact section 38 of an act entitled an act to provide a new charter for the city of Lynchburg, Virginia, approved March 21, 1928, as heretofore amended, defining the powers of the council of said city and relating to when certain ordinances shall be published and take effect.
An ACT to amend an act entitled an act to incorporate the town of Boone Mill, in the county of Franklin, Virginia, approved April 11, 1927, by adding a new section thereto to be designated as section 8-a, providing how persons convicted of violating town ordinances may be punished ; to amend and re-enact section 9 of the said act, said section being in relation to the rate of tax the town may levy; and to provide for a referendum on the question of the adoption of said amendment.
An ACT to amend and re-enact section 6 of chapter 294 of the Acts of Assembly of 1849, entitled an act to extend the limits of, and provide for electing trustees for, the town of Marion, in the county of Smyth, and vesting them with certain corporate powers, passed March 15, 1849, as heretofore amended.
An ACT to authorize and empower the town of Norton, to convey to Dave Doby and Ada Doby all its right, title and interest in a certain part of the land included in the old High Knob road, in exchange for a certain part of their land located in said town, and, to convey to T. P. Ford and Annie S. An ACT to amend and re-enact section 31 of an act entitled an act to provide a new charter for the city of Radford, and to repeal all other acts or parts of acts in conflict therewith, approved March 15, 1910, relating to collecting the city revenues.
An ACT to authorize and empower the mayor and council of the town of Vienna, in the county of Fairfax, to compromise with Katrina Hine Echols its claim to the real estate and the proceeds of the sale of portions thereof, formerly owned by the late Charles DeLano Hine, and to authorize either of the parties to bring suit against the other, in the circuit court of Fairfax, for the partition of said real estate in the event the said parties cannot voluntarily agree as to the division thereof.

An ACT to amend and re-enact section 7 of chapter 5, and section 2 of chapter 10, of an act entitled an act to incorporate the city of Danville, approved February 17, 1890, as heretofore amended, relating to the civil justice and justices of the peace for said city.

An ACT to prohibit the sale or receipt of second hand heating or plumbing fixtures or supplies, electrical fixtures or wiring, gas fixtures or appliances, water faucets, pipes, locks, bath tubs, or other second hand fixtures of whatever kind or description pertaining to a building without a permit; to require persons engaged in the buying and selling of such articles to keep permanent records of such transactions and the names and descriptions of the persons participating in the same; to require junk dealers and dealers in such second hand personal property to make reports of such transactions; to exempt certain persons from the provisions of this act; to require the books and premises of all persons affected by this act to be open to police inspection; and to prescribe penalties for the violation of the provisions of this act; and to define dealers within the meaning of this act.

An ACT to provide a new charter for the city of Hopewell and to repeal the existing charter of said city and the several acts amendatory thereof and all other acts or parts of acts inconsistent with this act so far as they relate to the city of Hopewell.

An ACT to amend and re-enact section 350 of the Tax Code of Virginia, as heretofore amended, relating to the receipt and disbursement of money paid to county treasurers for the accounts of the Commonwealth and the counties.
An ACT to authorize the State Highway Commission to expend out of funds appropriated to it derived from the tax on motor vehicle fuels the sum of $25,000, for the maintenance and improvement of airplane and airship landing fields owned or leased and operated on a non-profit basis by the counties, cities and towns of the State; and to empower the counties of the State to acquire, establish and operate airplane and airship landing fields.
An ACT to amend and re-enact sections 2, 16, 19, 21, 22 and 28 of an act entitled an act to provide a charter and special form of government for the city of Hampton, and to repeal the existing charter for said city, formerly the town of Hampton, approved May 23, 1887, and the several acts amendatory thereof, approved, respectively, February 29, 1892; February 24, 1896; March 3, 1898; January 13, 1900; January 30, 1900; February 23, 1901; the two acts of May 15, 1903; March 2, 1914; March 9, 1916, and the act of December 26, 1903, which became a law without the Governor’s signature; and all other acts and parts of acts inconsistent with this act so far as they relate to the city of Hampton, approved March 16, 1920, as heretofore amended; to repeal section 23 of the said act; and to provide for the effect of said repeal; and to prescribe the conditions upon which the said amendments and the said repeal shall become effective.
An ACT to amend and re-enact Sections 80, 81 and 82 of an act entitled “an act to provide a new charter for the city of Portsmouth,” approved March 10, 1908, as amended by an act approved March 10, 1922, relating to the sinking fund commissioners of the said city.
An ACT to amend section 297 of the Tax Code of Virginia relating to the collection of city or town taxes or levies on property in installments.
An ACT to amend and re-enact an act entitled “An act to amend and re-enact the charter of the town of Culpeper,” approved January 11, 1898, as heretofore amended.

An ACT validating certain outstanding indebtedness for street paving of the city of Hampton, Virginia, and authorizing said city to borrow money and issue bonds for the purpose of refunding such indebtedness, and to require the council of said city annually to levy taxes to pay the interest thereon and to create a sinking fund to redeem the principal thereof at maturity.
An ACT to authorize the issuance of refunding bonds by cities and towns; to prescribe a mode of procedure therefor; to provide for the payment of such bonds; to validate all bonds so refunded; to prescribe various details pertinent to the subject matter of this act; to provide that any such city or town may avail itself of the provisions of the Act of Congress relating to bankruptcy and municipal debt readjustment; and to declare an emergency.
An ACT to provide for the compensation of city sergeants in cities having a population of not less than 120,000 nor more than 150,000 according to the last United States census; and cities having a population between 40,000 and 44,000; to prescribe the method of fixing and paying salaries and the expenses of the operation of their offices; to provide for the payment of such salaries and expenses; to provide for the collection of certain fees and charges by and for city sergeants and for the disposition of the same; to provide for the maintenance of prisoners in jails in cities and for food, clothing and medicine for such prisoners
An ACT to amend and re-enact Section 2942 of the Code of Virginia, as heretofore amended, in relation to the councils of cities and towns under the city or town manager plan, so as to provide for certain charter amendments.
An ACT to amend and re-enact section 2757 of the Code of Virginia, in relation to powers of boards of supervisors to establish and maintain public sewers.
An ACT to authorize and empower the county of Henrico in this Commonwealth to acquire by purchase lands situate in said county for the purpose of establishing and maintaining an airport, or aviation landing field, and to establish, construct, improve, equip, maintain, and operate said airport or landing field, and to authorize the lease by the said county of the whole or portions thereof, to individuals or corporations, for the operation of the same, or any part thereof, on such terms and subject to such conditions as may be provided by the board of supervisors of said county; to authorize the lease of the whole or a part thereof to the government of the United States upon a nominal or other rental, or without consideration, for aviation, mail delivery, or other aviation purposes.
An ACT to provide a new charter for the town of South Hill, in Mecklenburg county, Virginia, and to repeal an act entitled an act to incorporate the town of South Hill, Mecklenburg county, Virginia, approved February 16, 1901, and all acts amendatory thereof.
An ACT to amend the Code of Virginia by revising and consolidating into a new chapter, to be numbered 23-a and to be entitled "The State Library - and Certain Other Libraries," the general statutes of the Commonwealth relating to the State Library, its board and employees, and certain other libraries and to that end to amend, re-arrange, re-enact and add to certain of said statutes and to repeal others, more specifically to add new Code sections numbered 347-a, 361, and 363, to amend and re-enact Section 348 of the Code of Virginia, to re-number Sections 366, 364, 360, 363, 361, 353, 354, 355, 362, 350, 367 and 3074 of the Code of Virginia, as Sections 349, 350, 351, 352, 353, 354, 355, 356, 357, 358, 359, 360, 362, 364, and 365 of the Code of Virginia, to amend certain of said sections and as amended and re-numbered to re-enact the same; to amend, number and re-enact Chapter 231 of the Acts of 1918, as heretofore amended as Section 354 of the Code; to revise, number and re-enact Chapter 230 of the Acts of 1928, as Section 355 of the Code; to revise, number and re-enact Chapter 13 of the Acts of 1924, as heretofore amended as Section 365 of the Code of Virginia; and to repeal Sections 349, 350, 351, 352, 353, 354, 355, 357, 359, 360, 361, 362, 363, 364, 365, 366, 367, 3074 and 3445 of the Code of Virginia as they exist prior to the taking effect of this act, and to repeal Chapter 231 of the Acts of 1918 as heretofore amended; to repeal Chapter 230 of the Acts of 1928; and to repeal Chapter 13 of the Acts of 1924, as heretofore amended.
An ACT to amend and re-enact section 3l-a as amended, and section 46 of an act entitled 'an act to provide a new charter for the city of Roanoke and to repeal the existing charter of said city and the several acts amendatory thereof, and all other acts or parts of acts inconsistent with this act so far as they relate to the city of Roanoke,' approved March 22, 1924, section 3l-a being in relation to the bail commissioners, and section 46 in relation to the sinking fund commission, and to declare an emergency.
An ACT to amend and re-enact section 105 of an act entitled an act to provide a new charter for the city of Richmond, approved March 24, 1926, as heretofore amended.
An ACT to provide a new charter for the city of Martinsville, Virginia, and to repeal all acts and parts of acts in conflict with this act.
An ACT to validate the action of the town of Culpeper, acting through its properly constituted authorities, in the sale of certain property belonging to the town of Culpeper to V. Von Gemmingen, who was town manager of the town of Culpeper, by deed dated February 11, 1932.
An ACT to authorize the city of Petersburg to acquire a tract of land in Prince George County, known as the “Crater Farm” and the land adjacent thereto, together with the museum thereon and the contents of such museum, and thereafter to use or dispose of the same for the best interest of the said city.
An ACT to amend and re-enact section 16 of an act entitled an act to provide a new charter for the city of Alexandria, Virginia, approved March 24, 1932, relating to filling vacancies.
An ACT to amend and re-enact section 15 of an act entitled an act to amend and re-enact all acts creating and amending the charter of the city of Charlottesville, and to provide a charter and special form of government for the said city, and to repeal all acts and parts of acts inconsistent with this act, so far as they relate to the city of Charlottesville, approved March 24, 1922, relating to certain powers of the city council, and to further amend the said act by adding thereto a new section to be numbered section 26%, authorizing the city council to appoint a city jailor and such deputy jailors as may be necessary and to fix their compensation, and prescribing the powers and duties of such jailors.
An ACT to amend and re-enact sub-sections (f), (i), (j) and (k) of section 29 of chapter 64 of the acts of 1922, entitled an act to provide a new charter for the city of Suffolk and to repeal the existing charter of said city and the several acts amendatory thereof and all other acts or parts of acts inconsistent with this act so far as they relate to the said city of Suffolk
An ACT to amend and re-enact Section 3102 of the Code of Virginia, as heretofore amended, in relation to civil and police justices, civil justices and judges of municipal courts, so as to provide for the payment of certain taxes and costs in removals.
An ACT to amend and re-enact sections 4 (37), 7, 42 (d), 50 (e) and 55 of an act entitled an act to provide a new charter for the city of Bristol, and to repeal all acts or parts of acts in conflict therewith, approved March 19, 1920, as heretofore amended.
An ACT to amend and re-enact section 1, article 3 of an act entitled an act to incorporate the town of Phoebus in Elizabeth City county, approved January 22, 1900, as heretofore amended.
