Chapter 4

An ACT to amend an act entitled "An act to authorize and empower educational institutions of the State to erect buildings and to make other improvements to their plants and for such purpose to borrow or accept money under the provisions of an Act of the Congress of the United States, known as the National Industrial Recovery Act, approved June 16, 1933, and any acts amendatory thereof, and any acts supplemental thereto and revisions thereof, and any further Act of the Congress of the United States, and to issue bonds and certificates of indebtedness and other obligations; to provide funds for the payment of the principal of and the interest on the same and to secure such payment; and to authorize and empower said institutions to lease with or without the privilege of purchase buildings and projects constructed pursuant to the provisions of said National Industrial Recovery Act and any acts amendatory thereof and any acts supplemental thereto and revisions thereof, and any further Act of the Congress of the United States, and to acquire and convey such real estate or other property as shall be required for such buildings and projects," approved September 12, 1933, as heretofore amended, so as to grant and confirm the power of educational institutions under said act and the title thereof, to borrow money from and issue bonds to others than the United States of America.

Chapter 5

An ACT to amend and re-enact an act entitled “An act to authorize councils and other governing bodies of cities, towns, and counties to make ordinances prohibiting the driving of motor vehicles, engines and trains in such cities, counties, and towns by persons while under the influence of alcohol, brandy, rum, whiskey, gin, wine, beer, lager beer, ale, porter, stout or any other liquid, beverage or article containing alcohol, or under the influence of any other self-administered intoxicant or drug of whatsoever nature; to prescribe the minimum punishment which may be imposed and to provide for the revocation of the rights of persons convicted of violating any such ordinances to drive any such motor vehicle, engine or train,” approved March 30, 1936.

An ACT to amend and re-enact Section 4211 of the Code of Virginia, relating to deposits of bonds and securities with the Treasurer of Virginia by insurance, guaranty, indemnity and other like companies, so as to permit the deposit by domestic companies of such bonds and securities in excess of the amount required by this section, which excess deposit shall be for the protection of all its policyholders.

An ACT to amend the Code of Virginia by adding thereto a new section numbered 2769-a, fixing the compensation and mileage of members of boards of supervisors of counties, and to repeal section 2769 of the Code of Virginia relating to the same subject.

An ACT to amend and re-enact section 72 of the Tax Code of Virginia, as heretofore amended, in relation to the taxation of bonds of counties, cities and towns, and other political subdivisions of this State, so as to bring within the provisions of that section the bonds, certificates of indebtedness, and other obligations hereafter issued by State educational institutions under the provisions of Chapter 49 of the Acts of Assembly of 1933, as amended.

Chapter 11

An ACT to provide for the establishment, purchase, construction, maintenance and operation of a radio or teletype system or any combination thereof, to be used for transmitting and receiving messages for the detection of crime and the apprehension of criminals, and for other police purposes.

An ACT to amend an act entitled “An act to incorporate the town of Independence, in the county of Grayson, Virginia,’ approved March 27, 1934, by adding thereto a new section numbered Section 19, providing for the establishment of a water commission for the said town and prescribing the powers and duties of the said commission; requiring the said commission under certain conditions, to construct, operate and maintain water or sewerage systems, or both in the said town; and fixing the powers and duties of the council with respect to the construction, maintenance and operation of such system or systems.

An ACT to authorize and ratify a conveyance by the State Highway Commissioner of the interest of the Commonwealth in a certain strip or parcel of land in Albemarle county, Virginia, which is no longer needed for highway purposes, to the Albemarle Oil and Gas Company, Incorporated, in exchange for a parcel of land which has been conveyed by the Albemarle Oil and Gas Company, Incorporated, to the Commonwealth of Virginia and which is needed for highway purposes.

Chapter 18

An ACT to authorize the State Highway Commissioner to convey to the Chester Realty Development Corporation a certain parcel of real estate in Chesterfield county, no longer needed for public use, in exchange for a parcel of land now owned by the Chester Realty Development Corporation.

Chapter 19

An ACT to authorize the State Commission on Conservation and Development to transfer and convey to the United States of America any and all right, title and interest which the said commission and the Commonwealth of Virginia has in and to lands known as and constituting Richmond Battlefield Parks, and to repeal chapter 285 of the Acts of the General Assembly of 1934, and all acts and parts of acts inconsistent with this act.

Chapter 20

An ACT to authorize the town of South Boston to issue bonds of the town of South Boston in an amount not exceeding the sum of fifty thousand dollars ($50,000.00) for the purpose of constructing a high school building, and to provide for the levy of a tax to pay the interest on said bonds and retire the same as they mature.

Chapter 21

An ACT to authorize the State Board of Public Welfare to buy, lease, own and operate property, real and personal, for the use and benefit of dependent, delinquent or defective persons under its care, supervision or control, and to expend funds appropriated, allocated or granted for such purposes by the United States, or any instrumentality or agency thereof, or by the State of Virginia, or any of its political subdivisions, or donated or provided by private persons or others, and to sell, convey or lease any such property.

An ACT to amend and re-enact section 11 of an act entitled "An act to continue the board of charities and corrections under the name of State Board of Public Welfare; to provide for the composition and maintenance of said board; to prescribe its powers, duties and compensation; to provide how the officers, assistants and employees of the board may be appointed and compensated; to authorize the board to create a children’s bureau; to provide how county and city boards of public welfare must or may be appointed, with certain exceptions, and to prescribe the powers and duties of such local boards; to authorize such local boards to appoint local superintendents of public welfare, and to prescribe the powers, duties and compensation of such superintendents if and when appointed; also to repeal sections 1888 to 1902, inclusive, of the Code of Virginia," approved February 27, 1922, so as to provide for the payment by the State of certain allowances to the State Board of Public Welfare for the maintenance of children in receiving or detention homes operated by the board.

Chapter 36

An ACT to amend and re-enact section 3 of an act entitled “An act to create and provide for the Hampton Roads Sewage Disposal Commission; to provide for the appointment and removal of the members thereof; to fix their compensation; to prescribe the rights, powers and duties of the said commission; to authorize and empower the said commission to acquire, own, construct, reconstruct, replace, improve, repair, maintain, operate and use trunk, intercepting and outlet sewers, pumping and ventilating stations, treatment plants or works and other plants and structures to relieve waters in Hampton roads and Chesapeake bay and in certain rivers and creeks and certain other tributaries, from pollution and to prevent the pollution of the same; to authorize the making of certain contracts and agreements with and by counties, cities and towns; and to appropriate to the said commission the sum of fifteen thousand dollars for the purpose of carrying out the provisions of this act,” approved March 27, 1936, so as to add to the area coming under the provisions thereof and of said act, the waters in and around the eastern and western sides of Accomac and Northampton counties.
