Chapter 8

An ACT empowering the councils or other governing bodies of cities and towns to release the liability and liens for interest, penalties and accrued costs on unpaid taxes due such cities and towns for any year or years to and including 1932, provided such taxes are paid within one hundred and twenty days after this act is in force.

An ACT to empower the boards of supervisors of the counties to release the liability for interest, penalties and accrued costs on unpaid county and district taxes for any year or years prior to and including the year nineteen hundred and thirty-two if such taxes are paid prior to June fifteenth, nineteen hundred and thirty-four, and to release the county treasurers and/or clerks of court of counties in which the board of supervisors have taken such action from liability for such penalties, interest and costs in all cases where taxes are paid prior to June fifteenth, nineteen hundred and thirty-four.

Chapter 15

An ACT to amend and re-enact sections 1, 4, 5 and 7 of an act entitled an act to provide for the creation of sanitary districts in any county adjacent to a city having a population of thirty thousand, or more, according to the latest United States census; to prescribe the powers and duties of the boards of supervisors of such counties as to the acquisition, construction, maintenance and operation of water supply, sewerage, heat, light, power and gas systems in such districts; to provide for the issuance of bonds to raise funds for establishing of such public utilities in such districts, and to provide for the maintenance thereof, and for the payment of such bonds, approved March 27, 1930, so as to provide for the creation of sanitary districts in any county in the State and to provide for the issuance of sanitary district bonds.

Chapter 18

An ACT to empower and direct the Director of the Division of Markets with the approval of the Commissioner of Agriculture and Immigration to establish and promulgate official standard grades for dark fire-cured tobacco in green order; to provide for the inspection, grading and marking of dark fire-cured tobacco in green order, the appointment of inspectors and the fixing of their compensation, the fixing of fees and the collection thereof; and to prohibit violations of this act and to prescribe penalties.

An ACT to appropriate the sum of two thousand dollars to the Division of Statutory Research and Drafting for the employment of stenographic and clerical help, and to pay other expenses of said division.

Chapter 20

An ACT to declare the courthouse square, on which is located the courthouse, clerk’s office, jail and other public buildings of Richmond county, in the village of Warsaw, Virginia, a part of each of the several magisterial districts of the county of Richmond, for the purpose of the trial of civil and criminal warrants by the justices of the peace of Richmond county, and the granting of bail by the bail commissioner thereat.

An ACT to amend an act entitled an act to relieve counties of Virginia of, and to assist certain cities and towns in, the maintenance and improvement, including construction and reconstruction, of certain roads, causeways, streets, bridges, landings and wharves; to establish a secondary system of State highways; for such purpose to prescribe the rights, powers, duties, and authority of the local road authorities, the State Department of Highways, the State Highway Commission, and the State Highway Commissioner; to prohibit certain local levies; to appropriate and allocate funds for the purpose of this act; to provide for elections in counties for withdrawal from the provisions of this act; and to repeal acts and parts of acts in conflict herewith, approved March 31, 1932, by adding thereto a new section to be designated as 11-a, providing the manner in which any county withdrawing from the operation of said act may bring itself back under the operation thereof.

An ACT to authorize and empower the treasurer of Wise county, with the consent and approval of the board of supervisors, to sell for cash before maturity, any bonds of said county or of its districts, owned and held in any sinking fund of said county, and to exchange such bonds which have not matured for bonds which have matured; to ratify and validate purchases of certain bonds by said treasurer, and to declare any such bonds so sold or exchanged, valid and binding obligations of said county or magisterial district on behalf of which originally issued.

An ACT to amend and re-enact sections 4, 10 and 12 of an act entitled an act to provide for the creation of sanitary districts in counties of the State adjoining a city having a population, according to the last preceding United States census, of one hundred and seventy thousand inhabitants or more; to prescribe the powers and duties of the boards of supervisors of such counties as to the construction, acquisition, maintenance and operation of water supply, sewerage, heat, light and power and gas systems in such districts; and to provide for the issuance of county bonds; to provide funds for establishing and operating such public utilities in said sanitary districts, approved March 17, 1926, as heretofore amended, so as to provide for the issuance of district bonds instead of county bonds as provided in said act.

An ACT to amend and re-enact a portion of an act entitled 'An act to appropriate the public revenue for the two years ending, respectively, on the thirtieth day of June, 1933, and the thirtieth day of June, 1934,' approved March 18, 1932, the portion amended and re-enacted being a part of the said act making an appropriation to the State Commission on Conservation and Development for acquisition of area for the Shenandoah National Park.

Chapter 51

An ACT to amend and re-enact sections 1 and 2 of an act entitled 'An act to abolish all school districts in the counties of Roanoke, Pittsyl-vania and Pulaski, and establish each such county as the unit for all school purposes except representation; to prescribe the composition of the county school boards of said counties; to transfer to, and vest in the county school boards all property acquired, and in any way held, for the use of special town school districts in said counties; to require the county school boards to assume, and provide for the payment of all bonds and other valid obligations of all school districts; to prohibit the issuing of any bonds or creating of any other form of indebtedness as a charge against any school district; to prohibit district levies for any school purpose; to provide for county levies for all necessary school purposes, including capital expenditures and the payment of indebtedness; to provide for transferring to the county school boards all balances of school funds in the hands of, or standing to the credit of school districts and/or special or separate, town district school boards; to repeal all acts and parts of acts in conflict with any of the provisions of this act, and to provide for approval of this act by the school boards and boards of supervisors of said counties before the same shall become effective,' approved March 31, 1932, so as to bring the county of Fairfax, within the terms of this act, to continue the town of Herndon as a separate school district for representation only, and to continue the town of Falls Church, as a separate school district and to exclude the same from the terms of this act.

Chapter 52

An ACT to constitute the town of Kilmarnock in Lancaster county a separate school district for the purpose of representation on the county school board of said county; to require the trustee electoral board of said county to appoint a member of the county school board from said town; and to provide what compensation such member shall receive.

An ACT to authorize and empower the State Board of Education to waive or modify certain statutory limitations and restrictions on making loans from the literary fund to county and city school boards, and to confer on the State Board of Education discretionary powers in lending money from the literary fund to school boards, for the purpose of enabling school boards to meet, to comply with and to take advantage of the provisions of an act of the Congress of the United States, known as the National Industrial Recovery Act, approved June 16, 1933.

An ACT to promote public health, safety, morals and general welfare by providing for the construction and supervision of safe and sanitary dwellings and apartments, and for the renting thereof at reasonable rentals; the elimination of unsanitary and dangerous housing conditions; authorizing the incorporation of limited dividend housing companies, and prescribing the powers, rights and duties thereof; creating a State board of housing for the purpose of encouraging, approving, assisting, supervising and regulating such activities, prescribing and defining the powers and duties of board, including supervisory and regulatory powers, over limited dividend housing companies engaged in such activities, authorizing the board to fix within certain limits rentals of housing accommodations furnished by limited dividend housing companies.

Chapter 58

An ACT to authorize and empower any two or more of the counties and/or cities and/or towns of this Staté, through their respective governing bodies, to contract with each other for, or concerning, the acquisition, construction, maintenance and operation of sewers, pumping stations, ventilation stations, treatment plants or works and other plants and structures deemed proper to prevent the pollution of the streams and other waters within and adjacent to such counties, cities and towns, and to provide in such contracts for the appropriation of such monies as may be deemed necessary for such purposes.

Chapter 63

An ACT to secure for the people of Virginia benefits under Title II of the National Industrial Recovery Act, relating to public works and construction projects, thereby co-operating with the President in national recovery; to provide for receiving, on behalf of the Commonwealth of Virginia, of grants and advances from the United States under the National Industrial Recovery Act for projects for construction, repair and improvement of public highways and bridges, and for the expenditure of same; and for the repayment of advances from the motor vehicle fuel tax.

An ACT to amend an act entitled "An act to provide for licensing dealers in motor fuel; to require certain reports by such dealers and certain other persons; to levy a tax upon motor fuel; to provide for its collection; to appropriate the revenue raised by the same; to prescribe penalties for violations; and to repeal an act of the General Assembly entitled, an act to levy a tax upon motor vehicle fuel; to provide for its collection; to appropriate revenue raised by the same, and to prescribe penalties, approved March 26, 1923, and to repeal all acts amendatory thereof, and all other acts and parts of acts in conflict with the provisions of this act," approved March 23, 1932, by adding thereto a new section numbered section 8-a, providing for refunds of motor vehicle fuels in certain cases.
