1. Be it enacted by the General Assembly of Virginia, That section
thirty-five hundred and fourteen of the Code of Virginia be amended
and re-enacted so as to read as follows:
Section 3514. When no fee allowed officer—No officer shall be en-
titled to payment out of the treasury for services rendered in a proceed-
ing against any person for disobedience of the process of a court.
Whenever more than one indictment shall. be made against the same
person or persons, at any term of a court for offenses growing out of
the same transaction when all of said offenses could have been properly
included in a single indictment, no payment shall be made out of the
treasury to the Commonwealth’s attorney or clerk for services rendered
in connection with the trial on, or other disposition of, any of said in-
dictments in excess of one.
2. An emergency existing, this act shall be in force from its passage.
