An ACT to amend and re-enact Section 4385 of the Code of Virginia, relating to the condemnation of property in certain cases.
An ACT to authorize the council of the City of Williamsburg and the board of supervisors of the County of James City, to convey or lease to Colonial Williamsburg, Incorporated, its successors and assigns, certain property owned by the said city and county.
An ACT to amend Chapter 83 of the Virginia Code of 1936 (Michie) relating to the State Highway Commission and System, by adding thereto three new sections numbered 1969-e (2), 1969-e (3) and 1975-a (1), and to enact said three new sections into law, all of said sections relating to the State Highway Commission, its powers and duties, and the regulation of the use of the highways
An ACT to empower and direct the State Highway Commission to re-locate a part of State Highway Route 12, in the counties of Rockingham and Augusta, and to transfer the portion of present Route 12 re-located, to the secondary system of highways.

An ACT to amend and re-enact Section 2 of an act entitled “An act to provide a general road law applicable in all the counties of the Commonwealth; to provide for the location, construction, maintenance, control, jurisdiction, and supervision over all the public roads in the Commonwealth other than roads in the State highway system; to provide for the county and district road funds and the disbursement thereof and accounting therefor; to authorize the employment by the several counties of a county road engineer or a county manager; to provide for free advice and aid from the State highway commission; to authorize elections in the several counties to determine as to the employment of a county road engineer or county manager; to repeal Sections 1976, 1977, 1978, 1979, 1980, 1981, 1982, 1983, 1984, 1985, 1986, 1987, 1988, 1989, 1990, 1991, 1992, 1993, 1994, 1995, 1996, 1997, 1998, 1999, 2000, 2001, 2003, 2004, 2005, 2006, 2007, 2008, 2009, 2010, 2011, 2012, 2013, 2014, 2015, 2016, 2017, 2018, 2019, 2020, 2021, 2022, 2023, 2024, 2025, 2026, 2027, 2028, 2029, 2030, 2031, 2032, 2033, 2034, 2035, 2036, 2037, 2038, and 2039, of the Code of Virginia; to repeal all special road laws applicable in any of the counties of the State; to repeal all acts or parts of acts, general or special, so far as inconsistent with this act”
An ACT to amend and re-enact Section 9 of Chapter 403 of the Acts of the General Assembly of Virginia of 1922, Approved March 24, 1922, as heretofore amended, the said chapter being an act to create a State Highway Commission and for other purposes, said section a kL to contracts.
An ACT to authorize and empower the town of Cape Charles to establish, construct, maintain and operate public landings, wharves, harbors and docks within the town or within two miles of the corporate limits thereof; to acquire by condemnation or otherwise, riparian and other rights for such purposes; to charge and collect duties or fees for the use thereof; to that end, to dredge or deepen harbors and rivers and any portions thereof; to prescribe rules and regulations for the protection and use of such properties; and to impose penalties for violations thereof.
An ACT to amend and re-enact Section 3033 of the Code of Virginia, in relation to powers of councils of cities and towns and to the fire departments of cities and towns rendering aid beyond the corporate limits.
An ACT to repeal Section 80 of Chapter 342 of the Acts of the General Assembly of 1932, approved March 26, 1932, and known, designated and cited as the Motor Vehicle Code of Virginia.
An ACT to authorize the State Highway Commission to provide sidewalks and walkways for pedestrian traffic, and to make the provisions of general law with respect to certain roads and highways applicable to such sidewalks and walkways.
An ACT to amend and re-enact Section 222 of the Tax Code of Virginia, as heretofore amended, relating to taxes on corporations which operate steamships, steamboats, or other floating property for the transportation of passengers or freight.
An ACT to amend and re-enact Section 3146 of the Code of Virginia, in relation to the Commission and Commissioner of Fisheries, so as to provide that the office of the Commissioner of Fisheries shall be in the city of Newport News.
An ACT to amend and re-enact Section 33, as amended, of Chapter 342 of the Acts of the General Assembly of 1932, approved March 26, 1932, and known, designated and cited as the Motor Vehicle Code of Virginia, relating to registration fees.
An ACT to amend and re-enact Section 2071 of the Code of Virginia, as heretofore amended, in relation to penalties for crossing or attempting to cross any bridge or ferry without paying toll and for the operator of a bridge or ferry, demanding more than the lawful toll.
An ACT to amend chapter 342 of the acts of the General Assembly of 1932, approved March 26, 1932, and known, designated and cited as the Motor Vehicle Code of Virginia, by adding thereto a new section numbered 35-c, prescribing the fees for certificates of registration and license plates for certain trucks, trailers and semi-trailers used solely for transporting well-drilling machinery.
An ACT to provide for the creation of a division of the State Corporation Commission, to be known as Division of Aeronautics, as a means for the administration, by the State Corporation Commission, of the functions hereby, heretofore, or which may hereafter be, conferred upon the commission for the licensing of airports, air pilots, et cetera, and for the promotion of aviation in the public interest; to impose taxes upon gasoline purchased in the State and used for propelling airplanes and other aircraft operated intrastate; to provide for payment into a special fund of all gasoline taxes, to the extent of the tax imposed by this law, collected under the general gasoline tax by the Motor Vehicle Division, which under the present, or any future, law would be refundable to the operators of airplanes and other aircraft if demand were made therefor; to provide for the expenditure of the special fund so accumulated by the State Corporation Commission for the administration by the commission, through the said division, of the laws pertaining to aviation as now or as may be hereafter enacted and jurisdiction for the administration thereof conferred on the said commission; to provide for the expenditure by the said State Corporation Commission of the surplus of the fund so created, left after the expenses of administration, for the construction, maintenance and improvement of air-ports and landing fields, to which the public shall have access, with she cooperation of the State Highway Department, or otherwise as may be determined, and for the promotion of aviation in the interest of operators and in the interest of the public; and to appropriate funds for the aforesaid purposes.
An ACT to amend the Code of Virginia by adding thereto a new section numbered Section 3665, to provide for the appointment of a harbor-master for the port of Reedville, in the county of Northumberland and define his jurisdiction, powers and duties, and to provide for his compensation and for fees to be charged by him.
An ACT for the relief of Willie Brown, Josephus Brown, and the estate of Patrick Henry Brown.
An ACT to amend chapter 67 of the Code of Virginia by adding thereto a new section numbered 1607-a, providing for the inspection under the applicable provisions of said chapter, of all tourist camps, and all filling stations and other premises in connection with which shall be maintained water closets or rest-rooms for the convenience of the traveling public, and for punishment for obstructing officers.
An ACT to amend and re-enact Section 6438 of the Code of Virginia, as heretofore amended, in relation to lien of employees of transportation, etc., companies, so as to make it apply to individuals, partnerships and unincorporated associations as well as incorporated companies.

An ACT to amend and re-enact Section 1 of an Act entitled “An act to define motor vehicle carriers and transportation brokers; to provide for the regulation, supervision, and control of persons, firms, corporations, and associations, owning, controlling, operating, or managing motor vehicles used for the transportation of persons or property for compensation on the public highways of this State, and of transportation brokers; to provide for the regulation of the rates thereof; to provide for and/or regulate and/or control the operation of, and the charges, rates, or services imposed by any person, firm, or corporation operating motor vehicles for compensation over the highways of this State; to provide for the enforcement of this act and for the punishment of violations thereof; and to repeal chapter 359 of the Acts of 1932, and all statutes and/or acts, or parts of statutes and/or acts, in conflict with the provisions of this act”
An ACT to amend and re-enact Sections 2 and 6 of an act entitled an act to authorize the State Highway Commissioner to acquire, by gift, purchase, condemnation, or otherwise, scenic easements, or in lieu thereof parcels of land, on either side or both sides of the roadway or highway from a point at or near Jarman’s Gap and extending generally in a southwesterly direction to the North Carolina line, which roadway or highway the State Highway Commissioner has been heretofore authorized to convey to the United States, and which has been set apart and designated by the United States as the proposed Shenandoah-Great Smoky Mountains National Parkway; and to authorize the State Highway Commissioner to transfer, assign and convey to the United States said scenic easements, or land, so acquired, approved March 12, 1936, said Section 2 defining scenic easement and designating said roadway as the Blue Ridge Parkway, and Section 6 vesting the Highway Commissioner with the power of eminent domain; to change the section number of said Section 6 to Section 5 and to prescribe the procedure in condemnation proceedings for the acquisition of the roadway or parkway and lands or scenic easements adjacent thereto.
An ACT to amend and re-enact Section 7 of an act entitled “An act create a State Highway Commission; to provide for a chairman thereof and to prescribe the powers, duties and the compensation of the commission and chairman; and to provide for a State Highway Commissioner; to create road construction districts; to provide for the apportionment among them of road construction funds, and to provide for road construction, improvement, maintenance and preservation, also to repeal Sections 1962, 1963, 1964, 1965, 1966, 1967, 1968, 1969, 1974 and 1975 of the Code of Virginia, and to repeal an act entitled an act to amend and re-enact an act entitled an act to establish a State Highway Commission; to define its powers and duties; the term of office, salary and qualifications of the commissioner; to authorize the commission to call into consultation the professors of engineering in certain State institutions, and appropriating money to carry the provisions of this act into effect, approved March 6, 1906; to provide for the appointment of a commission, and fixing their term of office; to give to said commission the power of eminent domain, the power to make and enforce rules and regulations governing the traffic and use of the State highway system, not in conflict with the laws of this State, and to prescribe penalties for the violations of such rules and regulations, approved September 5, 1919, and to repeal all other sections of the Code and acts or parts of acts inconsistent with this act”, approved March 24, 1922, as heretofore amended, said section relating to construction districts and the apportionment and allocation of construction funds, and to further amend the said act by adding thereto a new section numbered 5-a, establishing a primary system of State highways and providing for additions to the same.
An ACT to authorize the County School Boards of Tazewell County and of Buchanan County to provide for the free transportation of both elementary and high school pupils in said counties and to authorize the Board of Supervisors of said counties to raise money for such purpose by a county school levy in addition to that authorized by section six hundred and ninety-eight-a of the Code of Virginia.
An ACT to authorize the Governor of Virginia to convey to the City of Richmond for the purpose of widening Belvidere Street, a certain strip or parcel of land adjacent thereto, now being a part of the State Penitentiary property, in return or exchange for two other parcels of land contiguous to the Penitentiary property, to be conveyed to the Commonwealth, and to authorize the State Prison Board to use and utilize said last mentioned two parcels in connection with the Penitentiary and remove from the first mentioned strip or parcel of land all buildings, structures, and walls now situated thereon and reconstruct same.
An ACT to provide a new ‘charter’ for the town of Round Hill; in
An ACT to amend and re-enact Section 395 of the Tax Code of Virginia, as heretofore amended, in relation to delinquent State taxes.
An ACT to authorize the superintendent ot the state penitentiary, upon certain conditions and in his discretion, to deliver to the custody of officers of other States, of the United States and of the District of Columbia, prisoners in his custody, for transportation to such other States or the District of Columbia for trial or as witnesses in criminal cases in the courts thereof; and to authorize said superintendent and his deputies to receive and retain in custody for trial or as witnesses in criminal cases in Virginia prisoners of said District, of other States, or of the United States, delivered to him by the officers thereof; and to provide for the custody of all such or similar prisoners while in transit in or through Virginia.
An ACT to amend and re-enact. Section 2, as heretofore amended, of an act entitled “An act to create the Northern Virginia Park and Planning District; to provide for the creation and powers of the Northern Virginia Park and Planning Commission, including the making of a plan for the development of said district; the regulation of the subdivision of land within said district; the regulation of buildings in planned streets within said district; and other matters relating to the making, protecting and preserving the integrity of and carrying out the said plan for the said district; and providing for the levying of a tax and the expenditure thereof for carrying out the purposes of said commission”
An ACT to amend and re-enact Section 5 of an act entitled, “An act to provide for licensing dealers in motor fuel; to require certain reports by such dealers and certain other persons; to levy a tax upon motor fuel ; to provide for its collection; to appropriate the revenue raised by the same; to prescribe penalties for violations; and to repeal an act of the General Assembly entitled, ‘An act to levy a tax upon motor vehicle fuel; to provide for its collection; to appropriate revenue raised by the same; and to prescribe penalties’, approved March 26, 1923, and to repeal all acts amendatory thereof, and all other acts and parts of acts in conflict with the provisions of this act”, approved March 23, 1932.
An ACT to amend and re-enact Section 4804 of the Code of Virginia, as heretofore amended, relating to the appointment and powers of conservators of the peace at watering places, natural caverns, universities and colleges, so as to provide for the appointment of conservators of the peace with like powers at airports.
An ACT to amend and re-enact Section 13, of an act entitled "An act to amend and re-enact all acts creating and amending the charter of the city of Charlottesville and to provide a charter and special form of government for the said city, and to repeal all acts and parts of acts inconsistent with this act, so far as they relate to the city of Charlottesville"
An ACT to provide that no rule or regulation of the State Highway Commission or the State Highway Commissioner shall prevent the operation of certain motor vehicles on a part of Route No. 2 of the State highway system.

An ACT to revise, consolidate, amend and codify the general laws of Virginia relating to mines, mining, quarries, quarrying, the Division of Mines, and the State Mine Inspector
An ACT to add to the primary system of State highways one mile of road extending from Bloxoms Corner to Route 168 in Elizabeth City County, Virginia, being a part of Route 616 and, to transfer from the primary system of State highway three miles of road extending from Bloxoms Corner to Grand View in Elizabeth City County, Virginia, being a part of Route 167.
An ACT to repeal an act entitled ‘‘an act to provide for protection of school children upon the streets and highways, when being transported to and from school by buses and other vehicles”
An ACT to add to the primary system of State highways certain roads in the several State parks, and to add to the secondary system of State highways certain roads leading from State highways to public school buildings.
An ACT to authorize and direct the State Highway Commission to take into the secondary system of State highways certain roads in and adjacent to the Prince Edward State Forest, the Surrender Grounds State Forest and Cumberland State Forest under certain conditions.
An ACT to amend and re-enact Section 8, as heretofore amended, of an act entitled ‘An act to relieve counties of Virginia of, and to assist certain cities and towns in, the maintenance and improvement, including construction and reconstruction, of certain roads, causeways, streets, bridges, landings and wharves; to establish a secondary system of State highways; for such purpose to prescribe the rights, powers, duties, and authority of the local road authorities, the State Department of Highways, the State Highway Commission, and the State Highway Commissioner; to prohibit certain local levies; to appropriate and allocate funds for the purpose of this act; to provide for elections in counties for withdrawal from the provisions of this act; and to repeal acts and parts of acts in conflict herewith.'
An ACT to amend and re-enact Section 5 of an Act entitled 'An Act to provide for the recordation of plats of subdivision of land located in or within five miles of cities of a population in excess of one hundred and fifty thousand according to the last United States census, for the vacation thereof, for the construction of public improvements therein and for the rights of such cities in connection therewith'
An ACT to amend and re-enact Section 111, as heretofore amended, of Chapter 342 of the Acts of the General Assembly of 1932, approved March 26, 1932, and known, designated and cited as the Motor Vehicle Code of Virginia, relating to the size of vehicles and loads.
An ACT to amend and re-enact Section 17 of the Virginia Operators’ and Chauffeurs’ License Act relating to revocations and suspensions of operators’ and chauffeurs’ licenses and the conditions under which such licenses may be restored.
An ACT to authorize the State Highway Commission to construct, maintain and repair a certain road in the town of Halifax, county of Halifax, as a part of the primary system of State highways, and to authorize and empower the board of supervisors of said county to convey the necessary right of way for the said road.
An ACT providing for the acquisition, construction, improvement, operation, and maintenance of certain bridge and ferry and tunnel projects defined herein; conferring powers and imposing duties on the State Highway Commission; authorizing the issuance by such commission of revenue bonds of the State, payable solely from earnings of such projects, to pay the cost of such projects and improvements thereof; providing that no debt of the State shall be incurred in the exercise of any of the powers granted by this act; providing for the collection of tolls for the payment of such bonds, and for the cost of maintenance, operation and repair of such projects; prescribing conditions upon which such projects shall become free from tolls; appropriating certain funds for the purposes of this act; making such bonds exempt from taxation and making them eligible for certain investments; providing for condemnation; and authorizing the issuance of revenue refunding bonds.
An ACT to authorize and empower the Virginia Conservation Commission to convey to the former grantors thereof, their heirs, devisees, assigns or successors in title, certain lands in Smyth county acquired by the said Commission as a right of way for a road from Lee Highway to Hungry Mother State Park, and no longer needed for such purpose.
An ACT to authorize and empower the State Highway Commission to construct, improve and maintain a certain State highway lying within the corporate limits of the City of Williamsburg, and incorporate the same into the primary system of State highways.
An ACT to authorize and direct the State Highway Commission to accept a ferry across the James River at Hatton in Albemarle County, and to maintain and operate such ferry as a connecting link in the State system of highways.
AN ACT to authorize the State Highway Commission to lend or rent equipment to cities, towns, counties, or school boards
An Act to Authorize the Transfer of Certain Roads Between the Primary and Secondary Systems of State Highways in Augusta County
An Act to Amend and Re-Enact Section 9 of an Act Relating to the Maintenance and Improvement of Certain Roads, and to Add a New Section Numbered 11-b Authorizing the Transfer of Roads from the Secondary System to the Primary System of State Highways
An ACT to amend the Code of Virginia by adding thereto a new section numbered 19-(d), relative to sites for post offices or for services incidental to postal work; to provide certain reservations; and to declare an emergency.
An ACT to require the trial justice of each and every county through any part of which both State Highways, number one and number two pass, to appoint a clerk; to prescribe the powers and provide for the compensation of such clerks, and to fix their terms of office.
An ACT to name the bridge across the Chickahominy River at Barretts Ferry, connecting Charles City and James City counties, the ‘‘Chickahominy Bridge.”’
An ACT to amend an act entitled ‘‘An act to provide a new charter for the town of Herndon, in the county of Fairfax, and to repeal an act entitled ‘An act to incorporate the town of Herndon, in the county of Fairfax’
An ACT to require all motor carriers holding certificates and/or permits issued by the State Corporation Commission to purchase motor fuel in Virginia commensurate with the mileage traveled in this State; to require such motor carriers to make reports to the State Corporation Commission; to provide for the revocation or suspension of such certificate and permit and to prescribe for the punishment for violation thereof.
An ACT to appropriate the sum of $5,000.00, or so much thereof as may be necessary, to be used by the Virginia Conservation Commission in connection with the proposed establishment by the United States in Tennessee, Kentucky and Virginia of the ‘Cumberland Gap National Historical Park’, and to confer upon the said commission certain powers in connection with such proposed park.
An ACT to amend and re-enact section 19 of the Code of Virginia, as heretofore amended, ceding to the United States certain jurisdiction over lands acquired for certain purposes.

An ACT to amend and re-enact Sections 1, 3, 9 and 14, as heretofore amended, of Chapter 212 of the Acts of the General Assembly of 1932, approved March 23, 1932, and entitled ‘‘An act to provide for licensing dealers in motor fuel; to require certain reports by such dealers and certain other persons; to levy a tax upon motor fuel; to provide for its collection; to appropriate the revenue raised by the same; to prescribe penalties for violations; and to repeal an Act of the General Assembly entitled, an act to levy a tax upon motor vehicle fuel; to provide for its collection, to appropriate revenue raised by the same, and to prescribe penalties, approved March 26, 1923, and to repeal all acts amendatory thereof, and all other acts and parts of acts in conflict with the provisions of this act.”
An ACT to amend the Code of Virginia by adding thereto a new section, numbered 19-c, relating to the cession by the Commonwealth of Virginia to the United States of jurisdiction over certain lands in Virginia.
An ACT to authorize and empower the City of Williamsburg, Virginia, acting by and through its Mayor and Council, to grant to the United States of America, subject to certain conditions, restrictions and reservations, a perpetual easement in certain streets, alleys and other lands in the City of Williamsburg, Virginia, for the construction, maintenance and operation of a permanent vehicular tunnel forming a part of the right of way for the Colonial Parkway through the said city; and to approve, ratify and confirm the execution by the City of Williamsburg of a certain agreement between the said city and the United States of America with respect to such easement.
An ACT to name the bridge on State Highway No. 7 across the Shenandoah River, in Clarke County, the ‘Castleman’s Ferry Bridge.’
An ACT to levy a tax upon fuel used in internal combustion engines for the generation of power to propel motor vehicles
An Act to appropriate the public revenue for the two years ending respectively on the thirtieth day of June, 1941, and the thirtieth day of June, 1942, to prescribe the provisos, terms, conditions and provisions with respect to the items of appropriation, and their payment, and to repeal all acts wholly in conflict with this act, and all parts of all acts inconsistent with this act to the extent of such inconsistency.
An ACT to authorize and empower the Chairman of the State Highway Commission to execute, in the name of the Commonwealth, deeds conveying sections of roads or other property deemed no longer necessary for the uses of the State Highway System
An ACT to authorize the State Highway Commission of Virginia to relocate a certain section of Route 8 of the primary system of State highways.
An ACT to amend Chapter 342 of the Acts of the General Assembly of 1932, approved March 26, 1932, and known, designated and cited as the Motor Vehicle Code of Virginia, by adding thereto a new section numbered 52-a, prescribing maximum speeds at which motor vehicles may be driven in certain cities and prescribing penalties for violations of the provisions of the section, and add two new paragraphs (e) and (f) to Section 67 pertaining to special regulations applicable on streets and highways laned for traffic.
An ACT to amend and re-enact sections 19f, 28a, 29 and 37 of an act entitled an act to provide a new charter for the City of Richmond
An ACT to amend and re-enact Section 8-a of an Act entitled, ‘‘An Act requiring persons, firms, corporations and associations owning, controlling, operating or managing motor vehicles used as common carriers for the transportation of persons and/or property for compensation on the public highways of this State to obtain registration plates or markers, and prescribing and imposing certain taxes and/or license fees and/or charges and providing for the collection, payment and disposition of the same, and providing for the enforcement of this act and for punishment of violations thereof,’’ approved March 26, 1932.
An ACT to authorize and empower the State Highway Commission to construct, reconstruct, improve, maintain and repair, as a part of the primary system of State highways, a new section of road running by, around, or partially around, the town of Salem in Roanoke County.
An ACT to amend the Tax Code of Virginia by adding a new section thereto, to be numbered Section 216-b, in relation to the taxation of persons, firms, associations and corporations engaged in the business of operating motor vehicles for the transportation of persons or property, or both, over fixed routes within the limits of any city or town within this State.
An ACT to provide a new charter for the town of Gate City, in the county of Scott, and to repeal all acts and parts of acts inconsistent therewith, and to provide for a referendum.
An ACT to authorize the Commissioner of Public Welfare to enter into agreements with other states for the interstate transportation and support of poor and indigent persons under certain conditions, and to make uniform the law relating thereto.
An Act to amend and re-enact Sections 1, 3, 4, 6, 9, 13 and 14 of an act entitled ‘An Act to regulate outdoor advertising outside of the corporate limits of cities and incorporated towns in sight of public highways; to provide for licensing persons engaged in the business of outdoor advertising and for the issuance of permits for advertisements and advertising structures; to prohibit certain advertisements and advertising structures and to provide for the removal of advertisements and advertising structures illegally posted, displayed, erected, used or maintained; to prescribe the powers and duties of certain officers relating thereto; and to prescribe penalties for violations of this act.’
AN ACT to amend and re-enact Section 109 of Chapter 342 of the Acts of General Assembly of 1932, approved March 26, 1932, and known, designated, and cited as the Motor Vehicle Code of Virginia, as heretofore amended, in relation to Official Inspections and Official Inspection Stations, and to add a new section to the Motor Vehicle Code numbered 53-1 relative to the speed of motor vehicles on roads along the borders of certain towns.
An ACT to amend and re-enact Section 22, as heretofore amended, 24, and 58, as heretofore amended, of Chapter 94 of the Acts of the General Assembly of 1934, approved March 7, 1934, and known, designated and cited as the Alcoholic Beverage Control Act
An ACT to name the bridge across Hazel River in Culpeper County approximately one mile north of Rixeyville on route number 29 of the State Highway System the ‘Major John R. Kerrick Bridge.'
An ACT to prescribe the conditions for and method of abandoning parts of the secondary highway system which it is necessary to flood in impounding the waters of a stream for purposes of a water supply for a municipally owned water works system; to impose on the city or town owning said system the duty of relocating, furnishing the right of way for and constructing a road in lieu of that to be abandoned, all subject to the approval of the State Highway Commission and to provide that title to such relocated highway or road shall vest in the Commonwealth as a part of the secondary highway system, and all public rights in the abandoned road shall vest in said city or town.
An ACT to amend and re-enact Section 35, as heretofore amended, of Chapter 342 of the Acts of the General Assembly of 1932, approved March 26, 1932, and known, designated and cited as the Motor Vehicle Code of Virginia, in relation to registration, license and other fees, and to add a new Section 35-a, relating to the cooperation by the State Highway Commission with the Public Roads Administration and the American Association of State Highway Officials.
An ACT to amend and re-enact Sections 52 and 62, as heretofore amended, of Chapter 342 of the Acts of the General Assembly of 1932, approved March 26, 1932, and known, designated and cited as the Motor Vehicle Code of Virginia, said sections relating to powers of local authorities and to speeds and other prohibited acts.
An ACT to name that portion of the State highway system which connects the cities of Fredericksburg and Williamsburg, being parts of Routes 2, 30 and 60, the ‘Washington’s Burgess Route’
An ACT to provide a method whereby a board of supervisors may discontinue an old road where a new road has been or is constructed to take its place.
An ACT to amend and re-enact Section 2 of an act entitled ‘An Act to define motor vehicle carriers and transportation brokers; to provide for the regulation, supervision, and control of persons, firms, corporations, and associations, owning, controlling, operating, or managing motor vehicles used for the transportation of persons or property for compensation on the public highways of this State, and of transportation brokers; to provide for the regulation of the rates thereof; to provide for and/or regulate and/or control the operation of, and the charges, rates, or services imposed by any person, firm, or corporation operating motor vehicles for compensation over the highways of this State; to provide for the enforcement of this act, and for the punishment of violations thereof; and to repeal Chapter 359 of the Acts of 1932, and all statutes and/or acts, or parts of statutes and/or acts, in conflict with the provisions of this act,’ approved March 9, 1936, as heretofore amended.
An ACT to amend and re-enact Section 4743 of the Code of Virginia, relating to casting dead animals into a road, so as to make it unlawful to transport a dead animal along a public road or street except in a closed container or vehicle from which no odor can escape, and to prescribe penalties for violations thereof.
An ACT to provide for the addition to the primary system of State highways, for certain purposes, of certain roads, on and adjacent to the lands of the Virginia Agricultural and Mechanical College and Polytechnic Institute.
An ACT to name the bridge across Pigg River in Pittsylvania County on State Highway Route 40 the “Stanhope Hurt Bridge”.
An ACT to amend and re-enact Section 35, as heretofore amended, of Chapter 342 of the Acts of the General Assembly of 1932, approved March 26, 1932, and known, designated and cited as the Motor Vehicle Code of Virginia, said section relating to the registration fees.
An ACT to authorize and empower the Governor to execute in the name of the Commonwealth a deed conveying, subject to the jurisdictional limitations and reservations contained in Section 19-a of the Code of Virginia, to the United States of America two parcels of vacant and unappropriated land containing twenty-three and six-tenths acres and thirty-seven and six-tenths acres, respectively, situate in Rocky Knob Area in Patrick County.
An ACT to authorize the State Highway Commission to construct, maintain and repair, as a part of the primary system of State highways, a new section of road running by or around the town of South Boston in Halifax County.
An ACT to add to the primary system of State Highways, Chesapeake Avenue, from LaSalle Avenue to Pear Avenue, in Elizabeth City County, Virginia, being a part of Route No. 1510, and to name said highway the Merrimac-Monitor Memorial Highway.
An ACT to confer upon the State Highway Commissioner the power of eminent domain for the purpose of condemning certain lands and materials for use in the construction, reconstruction, alteration, maintenance and repair of the public highways of the State, to prescribe the procedure therefor, to provide for the taking of lands and materials in certain cases before the institution of condemnation proceedings, to provide for compensating owners and lessees of lands and materials taken pursuant to this act, and to repeal all acts and parts of acts inconsistent herewith.
An Act to amend and re-enact an act entitled, ‘‘An Act to provide for the creation of a division of the State Corporation Commission, to be known as Division of Aeronautics, as a means for the administration, by the State Corporation Commission, of the functions hereby, heretofore, or which may hereafter be, conferred upon the commission for the licensing of airports, air pilots, et cetera, and for the promotion of aviation in the public interest; to impose taxes upon gasoline purchased in the State and used for propelling airplanes and other aircraft operated intrastate; to provide for payment into a special fund of all gasoline taxes, to the extent of the tax imposed by this law, collected under the general gasoline tax by the Motor Vehicle Division, which under the present, or any future, law would be refundable to the operators of airplanes and other aircraft if demand were made therefor; to provide for the expenditure of the special fund so accumulated by the State Corporation Commission for the administration by the commission, through the said division, of the laws pertaining to aviation, as now or as may be hereafter enacted and jurisdiction for the administration thereof conferred on the said commission; to provide for the expenditure by the said State Corporation Commission of the surplus of the fund so created, left after the expenses of administration, for the construction, maintenance and improvement of airports and landing fields, to which the public shall have access, with the cooperation of the State Highway Department, or otherwise as may be determined, and for the promotion of aviation in the interest of operators and in the interest of the public; and to appropriate funds for the aforesaid purposes,”’ approved March 31, 1938, so as to make the act apply to both intrastate and interstate commerce.
