An ACT to amend and re-enact Section 2, as heretofore amended, of Chapter 415, Acts 1932, approved March 31, 1932, relating to the establishment of the secondary system of State highways and providing for the maintenance and improvement thereof, so as to provide additional notice to the public and to the several boards of supervisors of certain hearings and of certain actions by the Department of Highways.
An ACT to amend and re-enact Section 112, as heretofore amended, of Chapter 342 of the Acts of the General Assembly of 1932, approved March 26, 1932, and therein designated as the Motor Vehicle Code of Virginia, said section relating to trailers and towed vehicles, so as to exempt motorcycles from the requirements of this section, and requiring that a licensed operator shall remain at the controls of the towed vehicle while it is in motion.
An ACT to authorize and direct the State Highway Commission to transfer from the primary to the secondary system of State highways a certain road in Rockingham county, and to transfer from the secondary to the primary system of State highways a certain other road in the said county.
An ACT to amend the Code of Virginia, by adding a new section, numbered 4326-b, to Chapter 172 thereof, which relates to fire, marine, casualty, liability and indemnity insurance companies, so as to permit motor vehicle liability insurance policies to include medical, surgical, ambulance or hospital payments endorsements or by contract, with the named insured under a motor vehicle liability policy included, with others, in the coverage.
An ACT to establish a boundary line between the District of Columbia and the Commonwealth of Virginia, and to provide for the cession by the Commonwealth of Virginia to the United States of America of certain jurisdiction over lands acquired by the United States or any of its governmental agencies located in the counties adjoining the said boundary line of the District of Columbia.
An ACT to amend:and re-enact Chapter 69 of the Acts of the General Assembly of 1932, approved February 27, 1932, as heretofore amended, conferring certain powers on boards of supervisors of certain counties, so as to confer like powers on boards of supervisors of certain other counties, and to give publicity to ordinances proposed to be enacted under the authority of this act.
An ACT to amend and re-enact Section 3623 of the Code relating to taking of pilots by vessels entering and traveling in the Virginia waters of Chesapeake Bay, Hampton Roads, and in the navigable rivers which flow into said waters, and by seagoing vessels traveling in and leaving said waters; and to repeal Section 3624 of the Code relating to the requirements of vessels taking pilots at certain points or ports in said waters.
An ACT to authorize the State Highway Commissioner to accept from the United States, or any department or agency thereof, grants of land upon which the United States has constructed any recreational waysides ; to contract with the United States, or any such agency, to maintain and operate same out of any funds available, and to authorize the Highway Department to establish, construct, and maintain similar recreational waysides.
An ACT to amend and re-enact Section 1 of an Act designated as Chapter 403 of the Acts of 1922, as amended by an Act designated as Chapter 210 of the Acts of 1934, (said Section 1 of said Act being designated in Michie’s unofficial Code as Section 1969-a),—said section relating to the creation of the State Highway Commission, the appointment of the Chairman and members thereof, their terms, meetings, and compensation,—so as to reorganize said Commission and enlarge the number of its members from five to nine, and to provide for the appointment of one member of said Commission (other than the Chairman) from each of the eight road construction districts of the State.
An ACT to amend and re-enact Section 7 of Chapter 385 of the Acts of the General Assembly of 1932, approved March 29, 1932, relating to issuing permits and licenses to minors, to drive motor vehicles.
An ACT to authorize and empower the board of supervisors of any county adjoining any city within this State having a population of more than 190,000, and the board of supervisors of any county having an area of more than 1,000 square miles and a population of more than 60,000, all according to the last preceding United States census, to provide and operate bus and transportation lines within such county and into any adjoining city; to avail itself of any bus or busses or vehicle owned by the county or county school board of such county; to employ the necessary operators, clerks, dispatchers, repairmen and other services, including guaranty and liability services, for the operation and maintenance of such bus and transportation lines; to empower the State Corporation Commission to regulate the operation of said bus and transportation lines; to appropriate from any fund under control of any such board of supervisors money for the purchase, maintenance and operation of such bus and transportation lines and to lay a levy in such county for the purpose of raising any necessary funds for such purpose.
An ACT to amend and re-enact Section 4743 of the Code of Virginia as heretofore amended, in relation to the disposal of certain maimed, diseased disabled and infirm animals, and the bodies of dead animals.
An ACT to — and re-enact Sections 6 and 7 of Chapter 212 of the Acts of 1932, as amended, being an Act to provide for licensing dealers in motor fuel ; to require certain reports by such dealers and certain other persons ; to levy a tax upon motor fuel; to provide for its collection; to appropriate the revenue raised by the same; to prescribe penalties for violations : and to repeal an act of the General Assembly entitled, an act to levy a tax upon motor vehicle fuel ; to provide for its collection; to appropriate revenue raised by the same, and to prescribe penalties, approved March 26, 1923, and to repeal all acts amendatory thereof, and all other acts and parts of acts in conflict with the provisions of this act; approved March, 1932, as amended; said sections relating to the distribution of proceeds of the motor fuel tax, and to refunds thereof under certain circumstances.
An ACT to authorize individuals, partnerships, associations or corporations organized, operating or doing business under State laws to act as issuing agents for the sale and issue of obligations of the United States upon designation by the Secretary of the Treasury.
An ACT to repeal Sections 36 and 41 of Chapter 342 of the Acts of the General Assembly of 1932, approved March 26, 1932, and known, designated and cited as the Motor Vehicle Code of Virginia, said sections relating to chauffeurs’ licenses, and dealers receiving vehicles for which certificates of title have been issued to others to report to division.
An ACT to authorize the State Highway Commission, under certain conditions, to construct, reconstruct, improve, maintain and repair as a part of the primary system of State highways, a new section of road in Elizabeth City county.
An ACT to require certain motor carriers to purchase certain motor fuel in Virginia or, in lieu thereof, to make certain payments into the State treasury ; to require certain reports to be made by such carriers; to provide for the administration of this act by the State Corporation Commission ; to prescribe remedies for the enforcement of this act and penalties for violations; and to repeal Chapter 198 of the Acts of the General Assembly of 1940, approved March 13, 1940.
An ACT to provide a new charter for the town of Chincoteague, Accomack County, Virginia; to repeal all acts, or parts of acts in conflict therewith; and to validate all contracts heretofore or hereafter made by the present council and government while in office not inconsistent with this charter or the Constitution and general laws of this State; and to repeal all former charters of the town of Chincoteague.
An ACT to authorize the State Highway Commission to complete the construction of State Highway No. 336 in the City of Richmond.
An ACT to amend and re-enact Section 5, as heretofore amended, of Chapter 385 of the Acts of the General Assembly of 1932, approved March 29, 1932, and therein designated as the Virginia Operators’ and Chauffeurs’ License Act, relating to persons to whom a license shall not be issued.
An ACT to authorize the state Highway Commission to designate proper signs at the points on the roads in the State system where the Appalachian Trail crosses said roads, and to expend, out of its appropriation, the necessary amount for such purpose.
An ACT to provide a new charter for the Town of North Tazewell, in the County of Tazewell, and to repeal all acts or parts of acts in conflict therewith.
An ACT to amend and re-enact Section 9 of Chapter 415, Acts of 1932, approved March 31, 1932, and relating to the establishment of the secondary system of State highways and providing for the maintenance and improvement thereof, so as to determine the population of incorporated towns and cities by the last preceding United States census in lieu of the census of 1920.
An ACT to amend and re-enact Section 61, as amended, of the Motor Vehicle Code of Virginia, said section relating to reckless driving, so as to require all vehicles to come to a full stop whenever a school bus is taking on or discharging passengers, and to provide that violation of certain laws shall constitute reckless driving.
An ACT to amend and re-enact Section 2 of Chapter 380 of the Acts of the General Assembly of 1940, approved April 1, 1940, relating to the exercise of the power of eminent domain by the State Highway Commissioner, said section prescribing the procedure therefor.
An ACT for the relief of Annette Houston Harlow
An ACT to amend and re-enact sections 19b, 28, 28a, 80 and 105 of an act entitled an act to provide a new charter for the city of Richmond, approved March 24, 1926, as heretofore amended, and to amend said act by adding thereto seven new sections numbered 63a, 63b, 63c, 63d, 63e, 96a and 96b so as to provide for leave of absence for officers and employees of the city of Richmond serving: in the military and naval forces of the United States of America, the production of books and records of taxpayers for examination by assessing officers of the city of Richmond for the purpose of enforcing the tax and revenue laws of the State and ordinances of the City of Richmond, the refund of taxes and charges erroneously assessed by the city of Richmond and paid and the exoneration from the payment of unpaid erroneous assessments and the assessment of omitted taxes, penalties and interest, the creation of a separate department of the government of the city of Richmond to secure and promote public health and sanitation and to prescribe its powers and duties.
An ACT to authorize the council of the town of South Boston to issue bonds of the town of South Boston in an amount not exceeding seventy-five thousand dollars ($75,000) for general street improvement, and to provide for the levy of a tax to pay interest on said bonds and retire the same as they mature.
An ACT to amend and re-enact Section 28 of Chapter 159 of the Acts of the General Assembly of 1928, approved March 10, 1928, relating to discontinuance of gates across public roads; and to repeal Section 27 of said chapter, relating to the same matter.
An ACT to amend and re-enact Chapter 573 of the Acts of 1926 entitled “An Act to regulate the parking of vehicles in the Capitol Square, and to protect the grass therein.”
An ACT to provide a new charter for the Town of Chatham, in the County of Pittsylvania; to validate all contracts heretofore or hereafter made by the present governing body and council while in office, not inconsistent with this new charter or the Constitution and general laws of this State; and to repeal all acts or parts of acts in conflict with this act.
An ACT to amend and re-enact Section 7, as heretofore amended, of Chapter 403, Acts of 1922, approved March 24, 1922, relating to the creation of the State Highway Commission and the office of State Highway Commissioner, and to the powers, functions and duties thereof, and providing for certain construction districts and for the allocation of highway funds, said section relating to construction districts and allocation of funds.
An ACT to abolish the existing Division of Motor Vehicles in the Department of Finance and the office of Director of the Division of Motor Vehicles; to establish, in the Department of Finance, Department of State Police and a new Division of Motor Vehicles; to provide for a Superintendent of the Department of State Police and a Commissioner of the Division of Motor Vehicles ; and to declare what powers and duties of the Director of the Division of Motor Vehicles and the said division shall be transferred to and exercised or performed by the Superintendent of the Department of State Police and the Department of State Police and what powers and duties shall be transferred to and exercised or performed by the Commissioner of the Division of Motor Vehicles and the Division of Motor Vehicles.
An ACT to relieve the owners and operators of motor vehicles, trailers and semi-trailers used for agricultural or horticultural purposes from certain requirements of law with respect to registering and licensing such vehicles, under certain conditions, to prescribe the rights and duties of the owners, lessees and operators of such vehicles with respect to fuel tax refunds, and to repeal provisions of law inconsistent with this act.
An ACT to authorize the Board of Supervisors of Spotsylvania county to convey to the United States of America, or any agency or instrumentality thereof, a certain parcel of land constituting a part of the road running between the National Cemetery to the Park Service Building, adjacent to the City of Fredericksburg.
Proposing amendment to Section 73 of the Constitution of Virginia:
An ACT to name the bridge over the Banister River near Chatham, in Pittsylvania County, on U. S. Route No. 29 the “Rawley White Martin Memorial Bridge.”
An ACT to authorize the State Board of Education, with the approval of the President of the State Teachers College at Radford, to enter into a contract of lease with the Atlantic Greyhound Lines in connection with its bus terminal at Radford, Virginia.
An ACT to regulate the acquisition of motor vehicle tires, and to prescribe penalties.
An ACT to provide for refunds of portions of registration and license fees for motor vehicles, trailers and semi-trailers when such vehicles cannot be operated for lack of tires and tubes.
An ACT to direct the State Highway Commission to transfer a certain road from the primary to the secondary, and a certain other road from the secondary to the primary system, both being State highways.
creating the Elizabeth River Tunnel District; providing for the creation of the Elizabeth River Tunnel Commission as the governing body of said district; authorizing the construction, operation and maintenance by said commission of a project to provide a vehicular connection between the cities of Portsmouth and Norfolk, Virginia, and consisting of a tunnel or tunnels under the Elizabeth River or a bridge over and a tunnel under the south branch of the Elizabeth River and a tunnel under or a bridge over the east branch of the Elizabeth River, as determined by said commission, which project may include the existing Norfolk County Ferries if acquired as authorized herein; authorizing the county of Norfolk and the city of Portsmouth to sell and convey, and the commission to acquire, maintain, and operate, and to compensate the said county and city for loss of revenue from, the existing Norfolk County Ferries; conferring powers and imposing duties on said commission; authorizing the issuance by said commission of tunnel revenue bonds of said district, payable solely from earnings, to pay the cost of such project; providing that no debt of said district, of the State or of any county, city district or political subdivision thereof shall be incurred in the exercise of any of the powers granted by this act; providing for the collection of tolls for the payment of such bonds and for the cost of maintenance, operation and repair of such project; providing for the execution of a trust indenture to secure the payment of such bonds without mortgaging or encumbering such project; authorizing the issuance of revenue refunding bonds, prescribing the conditions upon which such project shall become free from tolls; making such project and such bonds exempt from taxation, and prohibiting, under certain conditions, the construction or maintenance of competing means of transit between the cities of Norfolk and Portsmouth.
An ACT to amend and re-enact Section 62, as heretofore amended, of Chapter 342 of the Acts of the General Assembly of 1932, approved March 26, 1932, and cited as “The Motor Vehicle Code of Virginia’, so as to prescribe further reductions in speed limits, in the interest of greater safety, and to provide for further reductions thereof, under certain circumstances, by executive order.

An ACT to amend and re-enact Section 116, as heretofore amended, of Chapter 342 of the Acts of the General Assembly of 1932, approved March 26, 1932, and therein designated as the Motor Vehicle Code of Virginia, said section relating to the weighing of vehicles, so as to require the collection of weighing fees by the court in which any violator of the weight requirements may be convicted.
An ACT to amend Chapter 415, Acts 1932, approved March 31, 1932, as heretofore amended, relating to the establishment of the secondary system of State highways and providing for the maintenance and improvement thereof, by adding thereto a new section designated Section 11-d, providing for a reduction in the funds to be received by the counties which have withdrawn from the operation of said chapter, under certain conditions.
An ACT to name that part of State Highway 349, in the town of Halifax, between its intersection with route 501 and route 360, heretofore known as Court House Road, the “Edmunds Boulevard.”
An ACT to amend and re-enact Sections 7, 16 and 21 of an act entitled “An act to provide a new charter for the town of Occoquan and to repeal all other acts inconsistent with this act.”, approved March 22, 1930, relating to meetings of the town council ; and to further amend the said act by adding a new section numbered 18-a, authorizing the town to levy license taxes on certain motor vehicles.
An ACT to amend and re-enact Section 78 of the Motor Vehicle Code of Virginia, prescribing the duty of drivers of other vehicles with respect to police and fire department vehicles.
An ACT to authorize the State Highway Commission to acquire certain roads, streets, rights of way and other additional land in Arlington county, and to construct thereon State highways which will become parts of the primary system of State highways, and, when one of such highways is opened for traffic, to transfer to the County of Arlington a portion of State Route 237 to be included in the county highways of the said county.
An ACT to authorize and empower the State Highway Commissioner to execute in the name of the Commonwealth deeds conveying residue parcel of land deemed unnecessary for the uses of the Blue Ridge Parkway ; provide:
An ACT to amend and re-enact Section 4 of Chapter 415, Acts of 1932, approved March 31, 1932, and relating to the establishment of the secondary system of State highways and providing for the maintenance and improvement thereof, so as to provide that all funds spent for the maintenance and improvement of the secondary system of State highways in any fiscal year shall not be less than 30% of the funds available for expenditure by the State Highway Commission in such fiscal year for the maintenance and improvement of both the primary and secondary systems.
An ACT in relation to traffic regulations to facilitate the movement over public highways and streets of troops, military vehicles and material affecting national defense and prescribing the powers, duties and responsibilities of the Governor and other officials and agencies with respect thereto.
An ACT to provide a new charter for the Town of Kenbridge, in the County of Lunenburg, and to repeal all acts or parts of acts in conflict therewith.
An ACT to regulate the operation of trailer camps and trailer parks and the parking of trailers, in certain counties of the State, and to impose penalties for violations of the provisions of this act.
An ACT to provide for and authorize the State Highway Commission to designate, construct, maintain and improve limited access highways in the State of Virginia.
An ACT to amend Chapter 415, Acts 1932, approved March 31, 1932, as heretofore amended, relating to the establishment of the secondary system of State highways and providing for the maintenance and improvement thereof, by adding thereto a new section, designated Section 11-c, authorizing the State Highway Commission to transfer, within certain limits, roads, bridges and streets from the primary system to the secondary system of State highways.
An ACT to name the bridge across the Rappahannock River at Fredericksburg, constituting a portion of Route 3 of the State highway system, “Chatham Bridge.”
An ACT to amend and re-enact Sections 2, 18, 20, 21, 26, 28, 29, 38, 43 and 113 of the Motor Vehicle Code of Virginia, as amended, relating to the definition of certain terms, to the registration of motor vehicles, trailers and semi-trailers, to title certificates, registration certificates and license plates, and to the powers, rights and duties of the Director of the Division of Motor Vehicles and of certain other persons with respect to motor vehicles, trailers and semi-trailers, to encumbrances thereon, and to the ownership, transfer, operation and weights thereof, and defining certain offenses.
An ACT to amend and re-enact Section 23, as heretofore amended, of Chapter 385 of the Acts of the General Assembly of 1932, approved March 29, 1932, and therein designated as the Virginia Operators’ and Chauffeurs’ License Act, relating to violations of license provisions.
An ACT to authorize the State Highway Commission to cooperate, for certain purposes, with the Public Roads Administration and the American Association of State Highway Officials.
An ACT to authorize the State Highway Commission to provide by-passes through or around cities and incorporated towns, and to make the provisions of general law with respect to certain roads and highways applicable to such by-passes.
An ACT to authorize the board of supervisors or other governing body of any county to adopt ordinances requiring licenses from and imposing license taxes upon trailer camps in such county, and to enforce the provisions of such ordinances by appropriate penalties.
An ACT to revise and clarify certain provisions of law relating to the registration, taxing and licensing of motor vehicles, trailers and semi-trailers, and to arrange such provisions in orderly sequence; to provide a system of registering, taxing and licensing motor vehicles, trailers and semi-trailers not designed and used for the transportation of passengers, based on the gross weight of such vehicles when loaded; to impose a road tax on the gross receipts of persons operating certain motor vehicles, trailers and semi-trailers for compensation, under certain conditions and with certain exemptions; to provide a system for the registration of certain motor vehicles, trailers and semi-trailers not otherwise required by law to be registered in Virginia.
An ACT to amend and re-enact Section 8-a of the Motor Fuel Tax Act of Virginia, said section relating to refund of tax on motor fuel exported from this State.
An ACT to name the bridge across New River, at Bluff City, in the county of Giles, on State Highway Route 8, the Anderson E. Shumate Memorial Bridge.
An ACT to amend and re-enact Section 8, and Section 53 as amended, of the Motor Vehicle Code of Virginia, Section 8 so as to eliminate the fee in cases of arrest as well as conviction, Section 53 so as to include both sides in determining character of the highway.
An ACT to prescribe the respective powers and duties of the State Highway Commission, the State Highway Commissioner, the governing bodies of the several counties, and the owners and occupiers of certain dams, with respect to such dams; to prescribe penalties ; and to repeal certain provisions of law inconsistent with this act.
An ACT to authorize the State Highway Commission to purchase, out of funds apportioned to the Fredericksburg construction district for highway construction purposes, the James Madison Bridge across the Rappahannock River.
An ACT to amend and re-enact Section 13 of Chapter 385 of the Acts of the General Assembly of 1932, approved March 29, 1932, and therein designated as the Virginia Operators’ and Chauffeurs’ License Act, relating to issuance and revocation of licenses, and prescribing penalties.
An ACT to amend and re-enact Section 37 of the Motor Vehicle Code
An ACT to authorize the governing bodies of certain counties to require and make reasonable charges for permits to place poles, wires and sub-surface structures under, along, in or across certain roads and streets, and to enforce such ordinances by appropriate penalties; and to prescribe what may be done when any such permit is refused or is granted conditionally.
An ACT to prescribe the powers and duties of the Governor and of other State officers, agents and employees with respect to the purchase, use, storage, maintenance and repair of State-owned motor vehicles, and means for the enforcement of rules and regulations prescribed with respect thereto; to ratify certain actions heretofore taken under certain executive orders and regulations; and to appropriate certain funds for the purposes of this act.
An ACT to authorize the State Highway Commission to name any bridge across any stream in any county, town or city and on any State Highway, upon the request of the governing body of such county, town or city, under certain circumstances and upon certain conditions.
An ACT to amend and re-enact Section 10, as heretofore amended, of Chapter 385 of the Acts of the General Assembly of 1932, approved March 29, 1932, and therein designated as the Virginia Operators’ and Chauffeurs’ License Act, relating to examination of applicants and expiration of licenses.

An ACT to appropriate, out of the special highway fund, in addition to the amount appropriated in the general Appropriation Act for the biennium, July 1, 1942 to June 30, 1944, the sum of $150,000 to the “Highway Sinking Fund” provided for by this act, so as to provide sufficient funds to liquidate, discharge, and pay off, principal and interest, all of the highway certificates of indebtedness outstanding; to provide for the payment of these obligations by the “Commissioners of the Sinking Fund”, and for investment and management by them of all moneys in the “Highway Sinking Fund”, and of the securities therein, and to provide for the revision of all existing highway sinking funds.
An ACT to amend and re-enact Section 62, as amended, of Chapter 342, Acts of 1932, approved March 26, 1932, short title of which is “The Motor Vehicle Code of Virginia”
An ACT to amend and re-enact Section 112, as heretofore amended, of Chapter 342 of the Acts of the General Assembly of 1932, approved March 26, 1932, and therein designated as the Motor Vehicle Code of Virginia, said section, as amended by Chapter 384 of the Acts of 1942, covering the operation of trailers and towed vehicles.

An ACT to amend and re-enact Sections 7 and 10, as amended, of Chapter 385 of the Acts of Assembly of 1932, approved March 29, 1932, relating to issuing permits and licenses to minors, to drive motor vehicles, and to examination and licensing of applicants for certain licenses.
An ACT to regulate the operation in certain respects of certain automotive vehicles under certain circumstances with a view to promotion of the greater safety of life, limb and property: and to such end, to provide for the administration and enforcement of the provisions thereof; to confer certain powers and to impose certain duties upon certain public officials and agencies ; to provide for the suspension and revocation of licenses, registrations and license plates under certain circumstances; to provide for the making of rules and regulations by certain public officials and agencies within the guiding principles prescribed thereby in connection with the administration and enforcement thereof; to provide for furnishing of certain security under certain circumstances on the part of persons involved in automotive vehicle accidents ; to provide for furnishing proof of financial responsibility as to the future under certain circumstances on the part of persons involved in automotive vehicle accidents; to prescribe the terms and conditions upon which requisite security or proof may be supplied by bond, deposit or insurance policies ; to provide for assignment of risks amongst insurance carriers under certain circumstances ; to prescribe certain penalties; to repeal expressly certain specified act or acts: to repeal generally all inconsistent acts or parts of acts; to make certain appropriations ; and to prescribe certain effective date or dates.
An ACT to amend Chapter 212 of Acts of Assembly of 1932, approved March 23, 1932, as amended, by adding a new section numbered 8-b relating to filing applications for refunds of gasoline tax, to clarify the law as to the time within which the application is to be filed.
An ACT to authorize governing bodies of counties and cities to provide for licensing bicycles; to prescribe fees therefor; to require license plates or tags to be procured and attached, and to prescribe penalties for operating a bicycle without a license plate or tag attached thereto.
An ACT to amend and re-enact Sections 4, 18 as amended, 25 and 28 as amended, of Chapter 342 of the Acts of Assembly of 1932, approved March 26, 1932, known as “The Motor Vehicle Code of Virginia”
An ACT to amend and re-enact Section 8 of Chapter 6, as amended, of an act entitled ‘An Act to incorporate the City of Danville.”
An ACT to ratify the action of the Governor of Virginia and the Chairman of the Virginia Conservation Commission in entering into a compact with the Commonwealth of Kentucky and the State of Tennessee relating to the establishment of the Cumberland Gap National Historical Park, and to authorize the Virginia Conservation Commission to carry out the provisions of said compact.
