An ACT to authorize and empower the State Highway Commission of i poe to pay to cities and incorporated towns having a population of 3500 of more for maintenance, improvement, construction or reconstruction of all streets within the corporate limits which are not a part or extensions of the State highway Primary system, the sum of three hundred dollars per mile annually, provided, such streets meet certain specifications as to width of right of way and hard surface; and to provide for allocation for such expenditure from funds available for maintenance and construction of the State highway primary system; that the amount herein prescribed per mile shall increase or decrease annually in the same ratio that such available primary funds for all highway purposes shall increase or decrease relative to the fiscal year ending June 30, 1948.

An ACT to create a special fund and to provide for the payment into such fund of all aviation fuel taxes, to the extent of the tax imposed by law, collected by the Motor Vehicle Division, and for the payment into such fund of all funds accumulated from certain fees imposed under the laws of this State, to provide for the expenditure of the special fund so accumulated by the State Corporation Commission for the administration by the Commission, through the Division of Aeronautics, of the laws pertaining to aviation, as now or as may be hereafter enacted and jurisdiction for the administration thereof conferred on the said Commission; to provide for the expenditure by the said State Corporation Commission of the surplus of the funds so created left after the expenses of the administration for the construction, maintenance and improvement of airports and landing fields, to which the public shall have access, all in accordance with applicable laws; and for the promotion of aviation in the interest of operators and in the interest of the public and to provide against the diversion of such fund for other than aviation purposes.

AN ACT to amend and reenact §§ 85 and 86 of Chapter 34 of the Acts of Assembly of 1918, approved February 7, 1918, as amended, which provided a new charter for the City of Norfolk, relating, respectively, to sinking fund commissioners and bond issues, and to amend the Chapter by adding a section numbered 2 (c), so as to permit the city to aid in the financing of the construction of bridges within the city constructed by the State or any public agency or political subdivision thereof.
AN ACT to transfer the jurisdiction and control of certain parcels of land through and along Blue Ridge Sanatorium, in Albemarle County, from the State Board of Health to the State Highway Commission, and to authorize the latter agency to use said parcels of land as a part of State Highway Route Number 20.
