An ACT to authorize the State Highway Commission to acquire by purchase, condemnation, or gift, ferries which are connecting links in the State highway systems, and to purchase all equipment and other things necessary for the establishment of new ferries to become connecting links in the State highway systems, and to operate or lease the same, and to repeal Chapter 453 and Chapter 449 of the Acts of Assembly of Virginia of 1924.
An ACT to define air carriers and air transportation brokers; to provide for the regulation, supervision, and control of persons, firms, corporations, and associations, owning, controlling, operating, or managing aircraft used for intrastate air transportation of persons or property for compensation or hire or the carriage of mail by aircraft in the air space of this State, and of air transportation brokers, whether such commerce moves wholly by aircraft or partly by aircraft and partly by other forms of transportation; to provide for the regulation of the rates thereof; to provide for and/or regulate and/or control the operation of, and the charges, rates, or services imposed by any person, firm, or corporation operating aircraft for compensation in the air space of this State; to provide for the enforcement of this act, and for the punishment of violations thereof.

An ACT to amend and re-enact Section 7, as amended, of Chapter 212 of the Acts of Assembly of 1932, approved March 26, 1932, providing for licensing dealers in motor fuels, levying a tax upon motor fuels, et cetera, Section 7 relating to refunds of taxes paid on motor fuels.
An ACT to repeal Sections 3616, 3617, 3628, 3629, 3632 and 3641 of the Code of Virginia, relating to pilots and piloting; and to amend the Code of Virginia by adding in Chapter 142, two new sections numbered 3616 and 3617, relating to pilots and piloting; and to amend and re-enact Sections 3631 and 3645 of the Code of Virginia, relating to the same subject.
An ACT to authorize cities and towns and certain counties of this State, either directly or in conjunction with the State Highway Commission, to comply with the provisions of present or future Federal-aid Road Acts.
An ACT to transfer jurisdiction and control of a part of the land here- to-fore devoted to the use of the Virginia State School for Colored Deaf and Blind Children to the State Highway Commission to be used as a part of State Highway Route No. 610, Elizabeth City County.

An ACT to transfer the jurisdiction and control of a certain tract of land in Roanoke County from the State Board of Health to the State Highway Commission and to authorize the latter agency to use said land for highway purposes.
An ACT to amend and re-enact Section 6, as amended, of Chapter 342 of the Acts of Assembly of 1932, approved March 26, 1932, short title of which is “The Motor Vehicle Code of Virginia”, the section relating to certain powers and duties of the Commissioner of the Division of Motor Vehicles and the Superintendent of State Police, respectively.
An ACT to amend and re-enact Section 2, as amended, of Chapter 129 of the Acts of Assembly of 1936, approved March 9, 1936, known as the Motor Vehicle Carriers Act, relating to certain exemptions from operation of act.
An ACT to further the interests of national security by authorizing the State Highway Commission at the request of the Army and Navy Departments, Public Roads Administration or other agency of the United States, to construct and maintain or cooperate in the construction and maintenance of flight strips, airfields, and roads leading thereto and to acquire by gift, purchase, or the exercise of the power of eminent domain such property as may be needed for such purposes; to authorize the conveyance of such flight strips, airfields and roads to, or the use of the same by, the United States; and to authorize the sale and conveyance of property acquired, but no longer needed, for such flight strips, airhelds or roads, and to declare an emergency.
An ACT to eliminate the roads, streets, causeways, bridges, landings and wharves in certain towns from the secondary system of State highways and to vest jurisdiction and control over them in the local authorities.
An ACT to require and to provide for the effectuation and maintenance of certain public liability and property damage insurance on vehicles engaging in transportation of school pupils and personnel to and from schools.
An ACT to authorize the State Highway Commissioner to maintain all roads within the boundaries of State parks.
An ACT to amend and re-enact Section 2 of Chapter 431 of the Acts of Assembly of 1938, approved April 1, 1938, relating to composition and appointment of the State Registration Board of Contractors.
An ACT to authorize the State Highway Commissioner to acquire by gift, purchase or condemnation land, easements, rights of way or ether interest in land adjacent to or near land needed for any highway project and to convey the same to public utility companies to be used by them in lieu of other land, easements, rights of way or other interest in land owned by them but needed for such highway project; to give the State Highway Commissioner certain powers with respect to such property.
An ACT to authorize the governing bodies of certain counties to require licenses and impose and collect license taxes on certain motor vehicles used as taxicabs or for the transportation of passengers for a consideration.
An ACT to amend and re-enact Section 3 of Chapter 355 of the Acts of the General Assembly of 1942, prescribing, for the State Corporation Commission and the State Highway Commission, certain powers and duties relating to aviation and aviation facilities.
An ACT to amend Chapter 380 of the Acts of the Assembly of 1940, as amended, relating to the exercise of the power of eminent domain by the State Highway Commissioner, so as to add a new section thereto, designated as Section 7, providing certain remedies to landowners whose property has been entered upon by the State Highway Commissioner under Section 4 and Section 6 of Chapter 380 of the Acts of Assembly of 1940, as amended.
An ACT to amend and re-enact Section 222 of the Tax Code of Virginia, as amended, relating to taxes on corporations which operate steamships, steamboats, or other floating property for the transportation of passengers or freight.
An ACT to amend and re-enact Section 28 of an act entitled "An Act to incorporate the city of Newport News, in the county of Warwick, and to provide a charter therefor."
An ACT to authorize and empower the city of Norfolk to make or cause to be made surveys, borings, studies, estimates and other necessary preliminary investigations, including the preparation of plans and specifications, to determine the practicability and feasibility of constructing a tunnel or tunnels under the Elizabeth River, or any of its branches, and/or a bridge or bridges over the Elizabeth River or any of its branches, to provide a vehicular connection between the city of Norfolk and the city of Portsmouth, and to appropriate the necessary funds therefor, not to exceed the sum of $100,000

An ACT to amend and re-enact Chapter 364 of the Acts of 1944, approved March 31, 1944, relating to the expenditure by the Virginia Conservation Commission of moneys received from the United States as a result of the condemnation of certain lands in the Seashore State Park for use as a part of Fort Story.
An ACT to empower railroads and certain other public service corporations to make gifts or donations to war funds, community funds, and other charities or charitable institutions.

An ACT to authorize any county to assume and pay any outstanding indebtedness of any magisterial district or districts thereof, incurred for the purpose of constructing public roads which were subsequently taken over by the State, provided such assumption be approved by the qualified voters of the county; to provide for a referendum thereon; and to provide for the levying of taxes for the payment of such obligations.

An ACT to amend and re-enact Section 2724-b of the Code of Virginia, relating to boards of supervisors providing funds for working roads in the counties, so as to include water and sanitary systems.
An ACT to amend and re-enact Sections 5, 8, 10, 23 and 24, as amended, of Chapter 385 of the Acts of Assembly of 1932, as amended, approved March 29, 1932, and known, designated and cited as the “Virginia Operators’ and Chauffeurs’ License Act”, relating to what persons shall not be licensed; applications for operators’ and chauffeurs’ licenses to drive motor vehicles, expiration dates thereof; violation of license provisions and making false statements; punishment.
An ACT to authorize the governing bodies of certain counties to improve certain private roads upon certain terms and under certain circumstances.
An ACT to amend and re-enact sections 5, 8, 10 and 11 of Chapter 406 of the Acts of Assembly of 1944, said chapter of said act being known, designated and cited as the “Virginia Motor Vehicle Dealer Licensing Act”, relating to license fees, use of unimproved lots and premises, grounds for denying, suspending or revoking licenses, and refusal of license; noties is hearing.
An ACT to amend and re-enact Sections 16, 25, 32 and 44 of Chapter 384 of the Acts of Assembly of 1944, approved March 31, 1944, and known, designated and cited as the “Virginia Motor Vehicle Safety Responsibility Act”, relating to revocation of licenses of operators of motor vehicles, judgments arising out of the operation of motor vehicles, suspension of licenses of operators of motor vehicles, and reports of accidents arising out of the operation of motor vehicles.
An ACT to amend and re-enact Section 9 of an act entitled ‘An act to relieve counties of Virginia of, and to assist certain cities and towns in, the maintenance and improvement, including construction and reconstruction, of certain roads, causeways, streets, bridges, landings and wharves; to establish a secondary system of State highways; for such purpose to prescribe the rights, powers, duties, and authority of the local road authorities, the State Department of Highways, the State Highway Commission, and the State Highway Commissioner; to prohibit certain local levies; to appropriate and allocate funds for the purpose of this act; to provide for elections in counties for withdrawal from the provisions of this act; and to repeal acts and parts of acts in conflict herewith.”
An ACT to establish a boundary line between the District of Columbia and the Commonwealth of Virginia and to consent that, subject to certain reservations and conditions, exclusive jurisdiction over certain lands shall be in the United States; and to repeal Chapter 267 of the Acts of 1942, approved March 19, 1942.
An ACT to amend the Code of Virginia by adding a new chapter numbered 211-A and nine new sections numbered from 5222-a to 5222-i, both inclusive, all of which sections are embraced in such new chapter, the object of which is to provide for the regulating by the governing bodies of counties, cities, and towns, of the subdivision of lands within their territorial limits or adjacent thereto, into lots, streets and alleys and other public areas; to provide for the making and recording of plats of such subdivisions, and certain certificates with respect thereto; to provide how such regulations and plats shall be approved, and how such plats may be vacated; and to repeal sections 5217, 5218, 5219, 5220, 5221 and 5222 of the Code of Virginia, and Chapter 150 of the Acts of Assembly of 1922, approved March 10, 1922, and Chapter 468 of the Acts of Assembly of 1924, approved March 21, 1924, relating to the same matters, and all acts amendatory thereof, or of any part or parts thereof.
An ACT to authorize the State Highway Commission to improve certain private roads and certain town streets and roads upon certain terms and under certain circumstances.
An ACT to provide the manner in which local funds shall be contributed to match Federal Highway funds for the construction or improvement of Federal or State Highways within urban places when such matching is required, and how such highways shall be marked and signed.
An ACT to amend and re-enact Section 62, as amended, of Chapter 342 of the Acts of Assembly of 1932, as amended, approved March 26, 1932, and known, designated and cited as the “Motor Vehicle Code of Virginia’, relating to the fixing of speed limits on the highways.
An ACT to authorize the Governor on behalf of the Commonwealth of Virginia to convey to the United States of America certain marsh lands or interests therein on the sea side of the counties of Accomack and Northampton, for the construction, operation and maintenance of a channel for small boats.

An ACT authorizing and empowering the Governor to execute in the name of the Commonwealth of Virginia a deed conveying, subject to certain jurisdictional and other limitations, conditions and reservations, to the United States of America certain submerged lands containing 3,400 acres, more or less, situate in Hampton Roads, Western Branch Magisterial District, Norfolk County, Virginia.
An ACT to provide a new charter for the Town of Chase City, in the County of Mecklenburg, and to repeal the existing charter of the town, and all other acts inconsistent with this act.
An ACT to provide a new charter for the Town of Wytheville, in the County of Wythe, and to repeal the charter which was provided for said town by Chapter 56 of the Acts of Assembly of 1910, approved February 26, 1910, and all acts and parts of acts amendatory thereof, or of any part thereof, and all other acts in conflict with the provisions of this act.
An ACT to impose a road tax on certain motor carriers operating over the highways of this State; to provide for credits on such tax; to require reports to be made by such carriers; to provide for the administration of this act by the State Corporation Commission; to prescribe remedies for the enforcement of this act and penalties for violations thereof; and to repeal Chapter 108 of the Acts of the General Assembly of 1942, approved March 6, 1942.
An ACT providing for the acquisition, construction, enlargement, improvement, operation and maintenance of camping and recreational facilities, defined herein, in State parks now or hereafter under the control and supervision of the Virginia Conservation Commission; conferring powers and imposing duties upon the Virginia Conservation Commission; authorizing the issuance by such Commission of revenue bonds of the State, payable solely from earnings of such facilities, to pay the cost of acquiring, constructing, enlarging, or improving such facilities; providing that no debt of the State shall be incurred in the exercise of any of the powers granted by this act; providing for the collection of fees and charges for the payment of such bonds and for the payment of the cost of maintaining, repairing and operating such facilities; making such revenue bonds exempt from taxation and authorizing the issuance of revenue refunding bonds.
An ACT to authorize the State Highway Commission to construct and maintain platforms, walkways or other facilities for the use of persons desiring to fish from bridges in the State highway system.
An ACT to authorize the State Hospital Board to sell and convey certain lands, of the Western State Hospital in or near Staunton, Virginia.
An ACT to appropriate the public revenue for the two years ending respectively on the thirtieth day of June, 1947, and the thirtieth day of June, 1948.
An ACT to amend and re-enact Sections 35, 35-b, 35-d, 36, and 36-c of Chapter 342 of the Acts of Assembly of 1932, as heretofore amended by Chapter 377 of the Acts of 1942, said chapters of said acts and amendments thereto being known and designated as the “Motor Vehicle Code of Virginia”, and to further amend said Act by adding thereto a new section to said Motor Vehicle Code designated as Section 35-aa, said sections amended and added relating to fees for registration, licenses of motor vehicles, reduction of fees after certain periods, registration of dealers; fees therefor; gross receipts taxes upon certain motor vehicle carriers, registration of certain vehicles; fees therefor ; certain reciprocal agreements; to amend and re-enact Section 5 of Chapter 212 of the Acts of 1932, as amended, and being known as the “Motor Fuel Tax Act”; and to amend ‘and re-enact Section 4 of Chapter 307 of the Acts of Assembly of 1940, known as the “Use Fuel Tax Act’, the latter two sections relating to the taxes upon motor fuels; and to amend and re-enact Chapter 153 of the Acts of Assembly of nineteen hundred and forty-two relating to the apportionment of the motor fuels tax.
An ACT to authorize the State Hospital Board to grant and convey to The Brunswick-Balke-Collender Company, an easement for a railroad siding over and across the property of the Southwestern State Hospital at Marion, Virginia.
An ACT to authorize the State Highway Commissioner, with the approval of the Governor, to exercise the power of eminent domain to acquire, for temporary use and operation by the State Highway Department, certain ferries, steamboats, docks, wharves, facilities and equipment used in operating the same, under circumstances where the owners or operators are unable or unwilling to operate same.
An ACT to amend and re-enact Chapter 155 of the Acts of the General Assembly of 1942, being “an act to authorize the State Highway Commission to provide by-passes through or around cities and incorporated towns, and to make the provisions of general law with respect to certain roads and highways applicable to such by-passes”

An ACT to amend the Motor Vehicle Code of Virginia by adding a new section numbered 109-a, prohibiting the unauthorized taking, possession or use of certain stickers, forms or pavers issued in connection with the inspection of motor vehicles, and prescribing penalties therefor.
An ACT to amend Chapter 342 of the Acts of Assembly of 1932, approved March 26, 1932, as amended, such chapter being known and designated as “The Motor Vehicle Code of Virginia”, by adding thereto a new section designated Section 24, relating to the service of process on non-residents and residents who depart from this State.
