An ACT to amend and re-enact section 378 of the Tax Code of Virginia, relating to the collection of taxes and levies.
An ACT to amend and re-enact section 5111 of the Code of Virginia, as heretofore amended, relating to divorces and dissolution of marriages, maintenance of parties, care, custody and maintenance of children, and property rights.
An ACT to authorize the town of South Hill, in Mecklenburg county, to abandon a portion of Lunenburg avenue and convey the same to G. L. Smith and the heirs of Nannie R. Smith, deceased, in exchange for a certain strip of land to be added to the said Lunenburg avenue.
An ACT to amend and re-enact section 3 of an act entitled an act authorizing the State Commission on Conservation and Development to acquire by the exercise of the right of eminent domain in condemnation proceedings or by gift, devise, purchase or any other lawful means for the transfer of title, the lands described therein, for public parks or for public park purposes, approved March 23, 1932, so as to authorize the State Commission on Conservation and Development under certain conditions to transfer said lands or a part thereof to the United States of America.
An ACT making it unlawful for any person to go upon or remain upon the lands or premises of another, except for certain purposes, after having been forbidden to do so by the owner or other person in possession or in charge thereof, and prescribing penalties.
An ACT to define the rights of riparian owners, their lessees and licensees, in tiie counties of Westmoreland, Richmond, Lancaster, Northumberland and Prince George in the matter of the selection of positions for blinds from which to shoot ducks, to provide for the protection of such rights; to prescribe the distances at which such blinds may, and may not, be located from the shore line in the different waters of the Commonwealth and from the property line of other persons, the depth of water in which such blinds may be located, and the distances between blinds; to make it unlawful to erect or maintain blinds at certain places in certain waters; to provide for the issuing of licenses to erect and maintain such blinds, and to prescribe the fees to be paid therefor; and to prescribe penalties for violations of the provisions of this act.
An ACT to amend the Code of Virginia by adding thereto a new section, numbered 6457-a, providing that bonds, notes and other evidences of indebtedness secured by deeds of trust, mortgages, or other liens, shall have no priority, one over the other, by priority of assignment or otherwise, unless the instrument creating the lien so provides.
An ACT authorizing the councils or other governing bodies of cities and incorporated towns to provide for municipal planning; providing for the creation, organization and powers of municipal planning commissions.

An ACT to authorize the State Highway Commissioner to acquire, by gift, purchase, condemnation, or otherwise, scenic easements, or in lieu thereof parcels of land, on either side or both sides of the roadway or highway from a point at or near Jarmen’s Gap and extending generally in a southwesterly direction to the North Carolina line, which roadway or highway the State Highway Commissioner has been heretofore authorized to convey to the United States, and which has been set apart and designated by the United States as the proposed Shenandoah-Great Smoky Mountains National Parkway; and to authorize the State Highway Commissioner to transfer, assign and convey to the United States said scenic easements, or land, so acquired.
An ACT to authorize the State Highway Commissioner to convey the interest of the Commonwealth in certain property in Henrico county, which is no longer needed for highway purposes, to Anna E. Wagner, in exchange for a parcel of property now owned by Anna E. Wagner, which is needed for highway purposes.
An ACT to permit the setting of steel traps in Ambherst county at any time.
An ACT to provide that, in any city having a population of not less than sixty-five thousand nor more than one hundred thousand according to the last preceding United States census, all lists of real estate returned delinquent for non-payment of local levies thereon, shall be recorded by the treasurer in delinquent land books to be kept in his office; that no such delinquent list, nor any report of sale of delinquent real estate, by the treasurer shall be recorded in the office of the clerk of any court of such city; that all payments in redemption of any such delinquent real estate shall be made to the treasurer, or the delinquent tax collector; to transfer to, vest in, and impose upon such treasurers all other authority and duties vested by law in, and imposed upon, clerks of courts of such cities, concerning delinquent real estate, except in the matter of making deeds to purchasers thereof, and to provide for the payment of certain fees and compensation to such treasurer; and the payment of the same into their respective city treasuries; to provide for the appointment of delinquent tax collectors and for fixing their salaries, or compensation.
An ACT to provide for a determination and survey of the natural rocks, beds and shoals in the waters of Princess Anne county.
An ACT to amend and re-enact section 6268 of the Code of Virginia, relating to proceedings to subject real estate to the payment of debts and providing for the sale of real estate for other purposes.
An ACT to ratify, confirm and validate a deed of correction from A. W. Ward and wife to the Commonwealth of Virginia, dated August 30, 1935, and duly of record in the clerk’s office of the circuit court of Albemarle county in deed book 229, page 7.
An ACT authorizing the appointment by the board of supervisors of any county, county planning commission for said county, defining the duties of said planning commission and authorizing the appropriation of county funds for the purpose of carrying on the work of said commission.
An ACT to amend and re-enact section thirty-eight hundred and twenty-a of the Code of Virginia relating to the sale, conveyance and transfer by corporations, with certain exceptions, of the whole of their property, including good will, to any person, or corporation authorized to acquire the same, save that a corporation organized to conduct the business of banks, savings banks and/or trust companies, can only sell, convey or transfer such property, including good will, to another domestic corporation organized for the purpose of carrying on the business of a bank, savings bank and/or trust company.
An ACT to amend an act entitled an act to incorporate the town of Independence, in the county of Grayson, approved March 27, 1934, by adding thereto a new section numbered 7-a, providing how persons convicted of violating town ordinances may be required to work on the streets and roads in said town.

An ACT to amend and re-enact section 2454 of the Code of Virginia, in relation to the lien on real estate for taxes and levies.

An ACT to amend and re-enact sections 63 and 64 of an act to incorporate the city of Newport News, Virginia, as amended by act approved March 24, 1920, as amended by act approved March 10, 1928, and to add thereto a new section to be known as section 64-a.
An ACT to authorize the State Commission on Conservation and Development to transfer and convey to the United States of America, or a department, institution or agency thereof, subject to certain conditions, restrictions and reservations, all rights, title and interest which the said commission and the State of Virginia has or may hereafter acquire in and to certain lands in Princess Anne county known and designated as the Virginia Sea Shore State Park.
An ACT to validate certain deeds heretofore executed by corporations which were subsequently dissolved, to which deeds the corporate seal was either not affixed or not attested, or where there were certain imperfections in the certificates of acknowledgment.
An ACT to ratify certain acts of the State Highway Commission and the State Highway Commissioner relating to additions heretofore made to the State Highway System, and the conveyance of certain sections thereof to the United States as parts of the Shenandoah-Great Smoky Mountains National Parkway; to authorize and prescribe future similar conveyances of remaining parts thereof and the acquisition of the lands so conveyed or to be conveyed; to cede to the United States certain jurisdictional powers over said lands in said parkway and to reserve to the Commonwealth of Virginia all other powers and jurisdiction over same.
An ACT to amend and re-enact sections 2, 16, 19, 21, 22 and 28 of an act entitled an act to provide a charter and special form of government for the city of Hampton, and to repeal the existing charter for said city, formerly the town of Hampton, approved May 23, 1887, and the several acts amendatory thereof, approved, respectively, February 29, 1892; February 24, 1896; March 3, 1898; January 13, 1900; January 30, 1900; February 23, 1901; the two acts of May 15, 1903; March 2, 1914; March 9, 1916, and the act of December 26, 1903, which became a law without the Governor’s signature; and all other acts and parts of acts inconsistent with this act so far as they relate to the city of Hampton, approved March 16, 1920, as heretofore amended; to repeal section 23 of the said act; and to provide for the effect of said repeal; and to prescribe the conditions upon which the said amendments and the said repeal shall become effective.
An ACT to amend and re-enact section 1771 of the Code of Virginia, as heretofore amended, relating to assessment tax roll and amount to be assessed; collection of assessments and sale of lands to pay delinquent assessments in drainage districts.
An ACT to authorize the Special Board of Directors of the Southwestern State Hospital, at Marion, to convey certain real estate belonging to said hospital to the Chamber of Commerce of Marion, Incorporated.

An ACT to amend the Code of Virginia by adding thereto a new section numbered 4981l-a, requiring the docketing of judgments obtained by the Commonwealth in courts of record on forfeited recognizances and bonds, and providing for the payment of the fees for such recordation.
An ACT to authorize the Special Board of Directors of the Eastern State Hospital to convey to the city of Williamsburg for cemetery purposes not exceeding one and one-quarter acres of the lands of such hospital.
An ACT to amend and re-enact Sections 18 and 19 of the Code of Virginia, relating to the acquisition of lands by the United States of America, so as to prescribe the rights, powers and jurisdiction of the Commonwealth of Virginia and the United States of America over and with respect to such lands, and persons and property thereon, and transactions, matters and things arising thereon, and to amend the Code of Virginia by adding thereto two new sections numbered 19-a and 19-b, giving the conditional consent of the Commonwealth of Virginia, to the acquisition by the United States of America of certain lands in Virginia, and prescribing the limitations imposed upon and the reservations incident to any transfer of such lands; and prescribing the respective jurisdictions of the Commonwealth of Virginia and of the United States of America over such lands, over persons and property thereon, and over any transactions, matters and things arising thereon; and to repeal certain acts pertaining to the same subject.
An ACT to amend and re-enact Section 4214 of the Code of Virginia, relating to the lien of policyholders on deposits of insurance companies with the State Treasurer and the enforcement thereof.
An ACT to amend and re-enact Sections 8 and 17, as heretofore amended, of Chapter 4 of an act entitled “an act to provide a charter for the city of Petersburg,” approved March 11, 1875, in relation to lien on real estate for taxes, and the collection of taxes on real estate.
An ACT to amend the Code of Virginia by adding thereto two new sections numbered 6437-a and 6437-b, in relation to, and providing a method for, obtaining the release of mechanics liens and other similar liens by the payment of money into court, or by filing bond with security.

An ACT to amend and re-enact Section 14 and Section 20 of an act entitled "An act to revise, collate and codify into one act the general statutes of the Commonwealth relating to building and loan associations, which act shall constitute and be designated and cited as the Virginia building and loan association act, and to repeal all Code sections and all acts and parts of acts inconsistent therewith, and to provide penalties for violations thereof," approved March 5, 1932, as heretofore amended, so as to include the shares of Federal Savings and Loan Associations within the provisions of Section 14 of the Act, and so as to enlarge and extend the powers of Trustees under deeds of trust on real estate securing loans of such associations.
An ACT to provide a charter for the town of Haysi, in Dickenson County, Virginia.
An ACT to authorize and empower the State Board of Education to sell, transfer and convey certain real estate, together with buildings thereon, situated in the city of Petersburg, and to provide for the disposition of proceeds derived from the sale of such property.
An ACT to amend and re-enact section 6 of an act entitled "An act to revise, collate and codify into one act the general statutes of the Commonwealth relating to building and loan associations, which act shall constitute and be designated and cited as the Virginia building and loan association act, and to repeal all Code sections and all acts and parts of acts inconsistent therewith, and to provide penalties for violations thereof," approved March 5, 1932, as heretofore amended, so as to enlarge the powers of building and loan associations to make loans and to authorize such associations to have indebtedness secured by mortgages and deeds of trust, and shares, certificates and deposit accounts of such associations insured under the provisions of the National housing act, and to further amend the said Virginia building and loan association act, as heretofore amended, by adding thereto two new sections, numbered 23-b and 23-c, providing for the conversion of State building and loan associations into Federal savings and loan associations and Federal savings and loan associations into State building and loan associations, prescribing the procedure to be followed, and setting forth the rights, powers, duties, obligations and liabilities of such associations upon conversion.
