An ACT to amend and re-enact Section 71, as amended, of an act entitled “An act to revise, collate and codify into one act the general statutes of the Commonwealth relating to banks and banking, which act shall constitute and be designated and cited as the Virginia banking act and to repeal all acts and parts of acts inconsistent therewith, and to provide penalties for the violations thereof.”
An ACT to declare valid and legal the establishment and organization of housing authorities in the Commonwealth of Virginia under the provisions of the housing authorities law, and all contracts, bonds, notes, agreements, obligations and undertakings of such housing authorities, and all proceedings, acts and things heretofore undertaken, performed or done with reference thereto.

An ACT to validate substitutions of trustees under deeds recorded in Virginia heretofore made in the courts of Virginia without sufficient notice or without any notice to some one or more of the persons interested in the trusts of such deeds, and to validate acts done by such substituted trustees.
An Act to validate sales of real estate in chancery suits brought under Chapter 217 of the Code of Virginia, and deeds made to the purchasers thereof, where the purpose of such suits was to pay off and discharge liens on such real estate superior to the rights of the persons for whose benefit the suits were brought.
An ACT to authorize the town of South Hill, in Mecklenburg county, to convey to Annie Crute Conway a certain parcel of land in said town, in exchange for a certain other parcel of land therein, for the purpose of adjusting certain street lines.

An ACT to amend and re-enact Section 542-a of the Code of Virginia, relating to the recovery of certain fire fighting costs from persons liable therefor, so as to provide that all such costs shall be recoverable by action brought by the State Forester, and to provide for the disposition of funds recovered.
An ACT to establish a boundary line between the District of Columbia and the Commonwealth of Virginia, and to provide for the cession by the Commonwealth of Virginia to the United States of America of certain jurisdiction over lands acquired by the United States or any of its governmental agencies located in the counties adjoining the said boundary line of the District of Columbia.
An ACT to approve and accept from Corinne Lawton Melchers, subject to a retained life estate in the grantor and to certain other conditions and limitations, a deed of gift, dated February 17, 1942, of the estate at Falmouth, Stafford County, Virginia, known as “Belmont”; to provide that when possession is vested in the Commonwealth of Virginia the said property, and any additions thereto and any funds provided as-an endowment in connection therewith, shall be established and maintained in perpetuity as “The Gari Melchers Memorial”, and to provide for the management and control of the said memorial when established.
An ACT to abolish the special town school district of the Town of Falls Church, in Fairfax County, except for the purpose of representation on the county school board; to provide for the transferring of all property owned by or held for the use of said town school district, including all funds standing to the credit of the district, to the county school board; to provide that all outstanding bonds and other valid obligations of said district shall constitute valid obligations of said county; to provide for levying taxes for the payment of such bonds and obligations; and to provide that if and when it shall be determined in the manner prescribed by law, that the Town of Falls Church has sufficient population to constitute it a city of either the first or second class, the schools within the boundaries thereof shall be under the jurisdiction of the county school board of Fairfax County, and the school taxes thereafter levied upon the property within such boundaries, shall be annually levied and collected by the city and paid over to the county.

An ACT to transfer jurisdiction and control of a part of the land here- to-fore devoted to the use of the Virginia State School for Colored Deaf and Blind Children to the State Highway Commission to be used as a part of State Highway Route No. 610, Elizabeth City County.

An ACT to amend the Code of Virginia by adding a new section numbered 5286-a, to provide that trial justices, civil and police justices, and civil justices shall have jurisdiction of proceedings for partition of personal property within certain limits as to value; to provide how such proceedings shall be instituted and conducted; to provide for removals and appeals; and to repeal Chapter 292 of the Acts of Assembly of 1918, approved March 16, 1918, relating to the same matters.

An ACT to authorize the State Hospital Board to convey to the Virginia Lincoln Corporation all the right, title and interest of the Southwestern State Hospital and the Commonwealth of Virginia in and to a certain tract of land near Marion in Smyth county.
An ACT to authorize the Virginia Conservation Commission to use for repurchase from the United States the lands formerly a part of the Seashore State Park such sum as may be received from the United States as a result of the condemnation of certain lands in the Seashore State Park for use as a part of Fort Story, in Princess Anne County, Virginia, and to appropriate to said Commission, to be used for such purposes, any moneys received for said lands so condemned.
An ACT to amend and re-enact Section 541 of the Code, as amended, relating to forests, so as to impose upon the several counties the obligation to make certain annual payments into the State Treasury for the purpose of protection of forests, especially from the ravages of fire, and to prescribe the effective date thereof.
An ACT to authorize and empower the Commission of Game and Inland Fisheries to grant to Virginia Electric and Power Company certain easements of right of way across the State Game Farm in New Kent County, Virginia, for the construction, maintenance and operation of electric transmission lines.
An ACT to amend and re-enact Sections 1, 11, 12-a and 12-b of Chapter 161 of the Acts of Assembly of 1926, approved March 17, 1926, as amended, relating to sanitary districts in certain counties, so as to include additional counties within the provisions of the chapter, to permit investments of sinking funds in certain bonds, to authorize bond issues by small districts within any such sanitary district, and to prescribe the rights of certain persons whose property is taken or used for improvements in sanitary districts and to further amend such chapter by adding thereto a new section numbered 3-a conferring additional powers as to such districts on boards of supervisors.
An ACT to amend and re-enact Sections 3809; 3810 as amended (as Section 3810 and two new sections numbered 3810-a and 3810-b); 3811 as amended; 3822 as amended (as Section 3822 and a new section numbered 3822-a); 3830; 3836; 3851 as amended; 3857 as amended; 3857-a (by transposing part of Section 3857 as being amended into Section 3857-a); 3859; 3866 (as Section 3866 and a new section numbered 3866-a); and 3868, of the Code of Virginia, relating to certain kinds of domestic corporations, so as to make explicit therein, in order to avoid confusion, certain amendments indirectly effected by Section 3 (c) of Chapter 33, Acts 1927, approved April 18, 1927, commonly known as the Reorganization of Government Act, as it was amended by Chapter 71, Acts 1930, approved February 27, 1930, which acts transferred certain duties and functions theretofore imposed upon the Secretary of the Commonwealth to the State Corporation Commission: so as, for future convenience, to subdivide Section 3810 into three sections (the two additional being numbered 3810-a and 3810-b); Section 3822 into two sections (the additional section being numbered 3822-a); Section 3866 into two sections (the additional section being numbered 3866-a): so as to transpose a portion of Section 3857 as being amended to Section 3857-a: and so as to make other purely verbal, formal, and conforming changes for purposes of clarification, brevity, or convenience.
An ACT to amend and re-enact Section 5216-a of the Code of Virginia relating to Notice of Federal Tax Liens on Real Estate.
An ACT to amend and re-enact Section 6299 of the Code of Virginia, as amended, relating to substitution of trustees in certain cases and the procedure therefor.
An ACT to authorize the governing body of certain counties to levy assessments upon property owners in sanitary districts in such counties for the cost of certain public improvements, to prescribe procedure for the assessment and collection of the costs so assessed, and to confer certain powers upon the governing bodies of such counties in connection with the improvements and the assessments so made.
An ACT to authorize and regulate the use of trust receipts and pledges of personal property unaccompanied by possession in the pledgee, and to enact a law with respect thereto which shall be uniform with those of other States.

An ACT to amend Chapter 380 of the Acts of the Assembly of 1940, as amended, relating to the exercise of the power of eminent domain by the State Highway Commissioner, so as to add a new section thereto, designated as Section 7, providing certain remedies to landowners whose property has been entered upon by the State Highway Commissioner under Section 4 and Section 6 of Chapter 380 of the Acts of Assembly of 1940, as amended.
