An ACT to amend and re-enact former Section 49-a of an act entitled ‘“‘An act to revise, collate and codify into one act the General Statutes of the Commonwealth relating to banks and banking, which act shall constitute and be designated and cited as the Virginia Banking Act, and to repeal all Code Sections and all acts and parts of acts inconsistent therewith and to provide penalties for the violations thereof’
An ACT to confer upon the State Highway Commissioner the power of eminent domain for the purpose of condemning certain lands and materials for use in the construction, reconstruction, alteration, maintenance and repair of the public highways of the State, to prescribe the procedure therefor, to provide for the taking of lands and materials in certain cases before the institution of condemnation proceedings, to provide for compensating owners and lessees of lands and materials taken pursuant to this act, and to repeal all acts and parts of acts inconsistent herewith.
An ACT to provide a new charter for the town of Gate City, in the county of Scott, and to repeal all acts and parts of acts inconsistent therewith, and to provide for a referendum.
An ACT to amend the Code of Virginia by adding thereto a new section numbered 5202-a prescribing how valid liens may be obtained on certain livestock and poultry, providing for the method of filing and docketing such liens, and validating certain mortgages, chattel mortgages and deeds of trust, heretofore executed, embracing livestock and poultry, or either.

AN ACT to amend and re-enact Section 265 of the Tax Code of Virginia, as heretofore amended, relating to assessment of land divided among joint owners.
An ACT to amend and re-enact Section 1, as heretofore amended, of an act entitled ‘‘An act to abolish all school districts in the counties of Roanoke, Pittsylvania and Pulaski, and establish each such county as the unit for all school purposes except representation; to prescribe the composition of the county school boards of said counties; to transfer to, and vest in the county school boards all property acquired, and in any way held, for the use of special town school districts in said counties; to require the county school boards to assume, and provide for the payment of all bonds and other valid obligations of all school districts; to prohibit the issuing of any bonds or creating of any other form of indebtedness as a charge against any school districts; to prohibit district levies for any school purpose; to provide for county levies for all necessary school purposes, including capital expenditures and the payment of indebtedness; to provide for transferring to the county school boards all balances of school funds in the hands of, or standing to the credit of school districts and/or special or separate town district school boards; to repeal all acts and parts of acts in conflict with any of the provisions of this act, and to provide for approval of this act by the school boards and boards of supervisors of said counties before the same shall become effective.’’
An ACT to amend and re-enact Section 3820-a of the Code of Virginia, as heretofore amended, relating to the sale, conveyance and transfer by corporations of their property and assets.
An ACT to amend and re-enact Section 5189 of the Code of Virginia, as heretofore amended, relating to docketing conditional sales contracts, and certain other contracts.
An ACT to authorize the Virginia Conservation Commission, with the approval of the Governor and subject to certain conditions and restrictions, to lease to any responsible organization or group of individuals all or any part of certain lands, with improvements and appurtenances, in Fairfax County, Virginia, known as Washington’s Old Mill.
An ACT to amend and re-enact Section 2773-a of the Code of Virginia, relating to the application of Sections 2773-a to 2773-n, both inclusive, of the Code of Virginia, constituting a portion of Chapter 109-A of the said Code, relating to certain optional forms of county organization and government, so as to make such sections, subject to approval of a majority of the qualified voters of such county, applicable to any county having less than sixty square miles of high land or land above low water line or mark.
An ACT to provide a new charter for the town of Wise, in the county of Wise; to validate all contracts heretofore or hereafter made by the present council and government while in office, not inconsistent with this new charter or the Constitution and general laws of this State; and to repeal all acts, or parts of acts, in conflict with this act.
An ACT to authorize the Virginia Conservation Commission, with the approval of the Governor, and subject to certain conditions, restrictions and reservations, to lease to responsible organizations or groups of individuals certain lands or other properties held by it or under its supervision and control, and to grant certain easements over, upon and across such lands or other properties.
An ACT to authorize and empower the Virginia Conservation Commission to execute, jointly with T. Venable Owen and others, a deed or deeds establishing a definite boundary line or lines between the Gallion State Forest and the lands of the said T. Venable Owen and others.
An ACT to amend and re-enact Section 5 of an Act entitled 'An Act to provide for the recordation of plats of subdivision of land located in or within five miles of cities of a population in excess of one hundred and fifty thousand according to the last United States census, for the vacation thereof, for the construction of public improvements therein and for the rights of such cities in connection therewith'
An ACT to validate substitutions of trustees under deeds recorded in Virginia heretofore made in the courts of Virginia without sufficient notice or without any notice to some one or more of the persons interested in the trusts of such deeds, and to: validate acts done by such substituted trustees.

An ACT to authorize and empower the Governor to execute in the name of the Commonwealth a deed conveying, subject to the jurisdictional limitations and reservations contained in Section 19-a of the Code of Virginia, to the United States of America two parcels of vacant and unappropriated land containing twenty-three and six-tenths acres and thirty-seven and six-tenths acres, respectively, situate in Rocky Knob Area in Patrick County.
An ACT to amend and re-enact section 6300 of the Code of Virginia, relating to the execution of trusts where certain trustees have died, resigned, declined to accept the trust, or removed from the State.
An ACT to amend the Code of Virginia by adding thereto a new section numbered 549-a, to provide for the natural reseeding of pine on certain forest land from which timber has been cut
An ACT to provide for the annual appointment of boards of equalization of real estate assessments in certain counties of the Commonwealth.
An ACT to amend and re-enact Section 5220 of the Code of Virginia, as heretofore amended, relating to the alteration and vacation of streets and alleys.
An ACT to amend and re-enact Section 4694 of the Code of Virginia, relating to forfeiture of money and things of value drawn or received or proposed to be drawn in a lottery, so as to include money and personal property used in connection with the promotion, operation and conduct of a lottery or attempted lottery.
An ACT to amend and re-enact Section 35, as heretofore amended, of Chapter 342 of the Acts of the General Assembly of 1932, approved March 26, 1932, and known, designated and cited as the Motor Vehicle Code of Virginia, in relation to registration, license and other fees, and to add a new Section 35-a, relating to the cooperation by the State Highway Commission with the Public Roads Administration and the American Association of State Highway Officials.

An ACT to authorize and empower the Virginia Conservation Commission to convey to the former grantors thereof, their heirs, devisees, assigns or successors in title, certain lands in Smyth county acquired by the said Commission as a right of way for a road from Lee Highway to Hungry Mother State Park, and no longer needed for such purpose.
An ACT to amend and re-enact Sections 2457, 2458, 2464, 2471, 2472, 2477, 2479, 2480, 2481, 2482, 2487, 2489, 2490, 2491, 2493, 2495, 2500, 2501, 2502, 2503, 6267, and 6268 of the Code of Virginia, as heretofore amended, and to repeal Sections 2451, 2452, 2453, 2467, and 2473 of the Code of Virginia, and to repeal Sections 274 and 391 of the Tax Code of Virginia, in relation to delinquent lands and lots.
An ACT to amend and re-enact Section 5428 of the Code of Virginia, as heretofore amended, relating to examination, confirmation and recordation of the reports of Commissioners and the return of vouchers to fiduciaries.
An ACT to amend and re-enact section 19 of the Code of Virginia, as heretofore amended, ceding to the United States certain jurisdiction over lands acquired for certain purposes.

An ACT to prohibit the State Highway Commission and the State Highway Commissioner from planting or causing to be planted certain plants or weeds on State highway rights of way, to require the said Commission to cause such of said plants or weeds as have been heretofore so planted or caused to be planted to be destroyed, and to authorize certain landowners to destroy or cause to be destroyed certain plants and weeds growing on State highway rights of way.
An ACT to amend and re-enact Section 6564 of the Code of Virginia, as amended, relating to the taking of chattel mortgages on property, provided by Section 6552 of the Code of Virginia to be exempt from execution, to secure loans made for the purchase of the said property.
An ACT to amend and re-enact Section 13 of an act entitled ‘An Act to incorporate the town of Windsor, in the county of Isle of Wight.’
An ACT to validate acknowledgments to deeds of trust, taken by persons who are trustees therein and who are also officers authorized by law to take acknowledgments.
An ACT to authorize the State Hospital Board to convey to J. A. Overbay all the right, title and interest of the Southwestern State Hospital and the Commonwealth of Virginia in and to two certain tracts of land near Marion in Smyth County, and to use the money received from such sale in the purchase of certain other lands in said county.

An ACT to amend the Code of Virginia by adding thereto a new section to be numbered 5216-a, authorizing the filing with clerks of State courts of notices of Federal tax liens, and providing for the recording and indexing of such liens and the clerks’ fees therefor; and to repeal an act entitled ‘An Act to authorize the filing of notices of Federal tax liens with clerks of State courts, and to provide for the recordation and indexing thereof.’
An ACT to amend and re-enact Section 17, as amended, of Chapter 342 of the Acts of the General Assembly of 1932, approved March 26, 1932, and known, designated and cited as the Motor Vehicle Code of Virginia, said section relating to registration cards and certificates of title, so as to give priority to certain repair liens over liens shown on certificate of title.
An ACT to amend and re-enact Section 14, as heretofore amended, and Section 43 of an act entitled ‘‘An act to amend and re-enact an act entitled an act to incorporate the town of South Norfolk, in the county of Norfolk, approved September 11, 1919, as heretofore amended, which town has since become the city of South Norfolk; and to provide a charter for the city of South Norfolk,’’ approved March 20, 1924, Section 14 relating to the trial justice of the city and his jurisdiction, Section 43 to the budget for the fiscal year; and to further amend said act by adding thereto a new section numbered 28-a, providing for liens on real estate for taxes.

An ACT to provide a new charter for the town of Chincoteague, Accomack County, Virginia; to repeal all acts, or parts of acts in conflict therewith; and to validate all contracts heretofore or hereafter made by the present council and government while in office not inconsistent with this charter or the Constitution and general laws of this State; and to repeal all former charters of the town of Chincoteague.
An ACT to validate the recordation of certain deeds, wills, and other instruments and writings heretofore copied on the deed books and will books in the clerks’ offices of certain courts, under certain conditions.
An ACT to authorize and empower the State Hospital Board to grant and convey unto Virginia Electric and Power Company certain electric distribution lines and rights of way therefor on, over and across the property of the Petersburg State Colony in Prince George County, Virginia.
Proposing amendment to Section 73 of the Constitution of Virginia:
An ACT to amend and re-enact Section 6454 of the Code of Virginia, as heretofore amended, relating to liens of landlords and farmers for advances to tenants and laborers.
An ACT to amend and re-enact Section 11, as heretofore amended, of Chapter 527 of the Acts of the General Assembly of 1891-92, approved March 1, 1892, which chapter incorporated the town of Gate City (formerly Estillville), in the county of Scott, relating to levying taxes, and to repeal Chapter 7 of the Acts of the General Assembly of 1912, approved January 30, 1912, relating to the same matter.
An ACT to authorize and empower the State Prison Board to grant to Virginia Electric and Power Company certain easements of right of way on, over and across the State Penitentiary Farm in Goochland County, Virginia.
An ACT to release all liens in favor of the Commonwealth and of the political subdivisions thereof, for taxes and levies assessed prior to 1937, upon any real estate owned by or held in trust for any benevolent or charitable association and acquired solely for lodge purposes or meeting rooms, for any year or years in which such association received no rents, profits or income whatever from said real estate.
An ACT to amend and re-enact an act entitled “An act to authorize the Governor of Virginia to lend to Williamsburg, Incorporated, the old speaker’s chair and the ‘warming machine’ which were, before the removal of the State capitol to Richmond, a part of the furniture of the capitol at Williamsburg, upon the complete restoration of the old capitol building, at Williamsburg.”
An ACT to amend and re-enact Chapter 476 of the Acts of the General Assembly of 1926, approved March 25, 1926, relating to assessments upon abutting land owners for certain improvements, in certain cities, so as to bring under the provisions thereof any city having a population of not less than 140,000 nor more than 150,000, and any city having a population of not less than 50,000 nor more than 60,000, all according to the last preceding United States census.
An ACT to amend and re-enact Section 3876 of the Code of Virginia, as heretofore amended, the said section providing how corporations not organized for profit and in which no capital stock is required may dispose of or encumber property, so as to prescribe how deeds and other instruments shall be executed by such corporations and to validate certain deeds and other instruments heretofore executed by them.
An ACT to regulate the operation of trailer camps and trailer parks and the parking of trailers, in certain counties of the State, and to impose penalties for violations of the provisions of this act.
An ACT to provide, with certain exceptions, for the disposition of property where there is no sufficient evidence that persons have died otherwise than simultaneously, and to make uniform the law with reference thereto.
An ACT to permit the Board of Visitors of the College of William and Mary in Virginia to dispose of a certain tract or parcel of land in Bruton District of York County.
An ACT to amend an act entitled "An act to declare the necessity of creating political subdivisions of the Commonwealth with public and corporate powers to be known as housing authorities to undertake slum clearance and projects to provide dwelling accommodations for persons of low income; to create such housing authorities in cities and in counties; to define the powers and duties of housing authorities and to provide for the exercise of such powers, including acquiring property, borrowing money, issuing bonds and other obligations, and giving security therefor; to provide that bonds of housing authorities shall be legal investments; to provide that housing authorities may obtain the Attorney General’s opinion upon their bonds; to confer remedies on obligees of housing authorities; to authorize cities, towns, counties, and other public bodies and subdivisions to aid housing projects of housing authorities or of the United States of America by conveying or dedicating property, by furnishing parks, playgrounds, streets, roads, water, sewer, or drainage facilities and other improvements and facilities, by exercising certain other powers and by making agreements relating to such aid; to authorize cities, towns, counties and other public bodies and subdivisions to make agreements respecting the exercise of their powers relating to the remedying or elimination of unfit dwellings, to make agreements relating to payments by housing authorities, and to purchase bonds of housing authorities; and to authorize certain cities and counties to pay moneys to housing authorities."
An ACT to amend the Code of Virginia by adding thereto a new section numbered 6071-a, relating to orders of publication in proceedings to enforce liens for taxes assessed upon real estate.
An ACT to amend and re-enact Section 48-a of Chapter 507 of the Acts of the General Assembly of 1928, approved March 27, 1928, as amended by Chapter 263, Acts 1940, approved March 27, 1940, known and cited as the Virginia Banking Act, relating to the limitation on amount of loans made upon real estate security.
An ACT to amend and re-enact Section 669, as heretofore amended, of the Code of Virginia, relating to condemnation of land for school purposes, so as to permit condemnation in counties of parcels of land not exceeding fifteen acres.

An ACT to authorize the board of supervisors or other governing body of any county adjoining any city in this State having a population of more than one hundred and ninety thousand, according to the latest preceding United States census, or any county which has an area of less than seventy square miles of highland, to provide for the annual assessment of the real estate in such county,
An ACT to appropriate the public revenue for the two years ending respectively on the thirtieth day of June, 1943, and the thirtieth day of June, 1944, to prescribe the provisos, terms, conditions and provisions with respect to the items of appropriation and their payment, and to repeal all acts wholly in conflict with this bill, and all parts of all acts inconsistent with this bill to the extent of such inconsistency.

An ACT to validate sales of real estate in chancery suits brought under Section 2503 of the Code of Virginia, or Section 403 of the Tax Code of Virginia, and deeds made to the purchasers thereof, where the bill failed to show that such suit was brought upon authority of the governing body of the county, city or town for whose benefit the suit was brought.
An ACT to amend the Tax Code of Virginia by adding thereto a new section to be numbered 309-a, requiring operators of certain apartment houses annually to file lists of tenants with commissioner of the revenue.
