An ACT to authorize and empower the board of supervisors of any county adjoining any city within or without this State having a population of more than one hundred twenty-five thousand, according to the last preceding United States census, to construct, reconstruct, maintain, alter, improve, add to and operate water supply systems; to acquire by gift, condemnation, purchase, lease or otherwise, water supply and water supply system or systems; to furnish water from any such system to any sanitary district, village, town, community, individual, firm, corporation or partnership; to make charge for the supply of water herein authorized as the board may from time to time determine upon; to lay a levy for the purpose of raising funds for the construction, maintenance, operation, improvement, reconstruction and extension of any such water supply system or systems or to appropriate from the general county fund for such purposes; to contract for a loan and to issue bonds for the purpose of construction, acquisition, reconstruction, improvement, maintenance, extension and operation of any such water supply system on the credit of the county and/or on the basis of net returns from sale of water from such systems and without the credit of the county being pledged, provided that such borrowing power shall not exist, and the loan shall not be contracted for or bonds issued unless and until the action of the board of supervisors determining to construct, maintain and operate or acquire, reconstruct, improve or extend such water supply system shall be certified to the Judge of the Circuit Court of said county and petitioning the said Judge to call an election for the purpose of obtaining the sense of the qualified voters of the county on the question of such loan and bond issue, and prescribing the duties of the Judge of the said Circuit Court of said county; prescribing the duties of the County Electoral Board and the Judges of Election and other election officials and other public officers, and prescribing the duties and powers of the board of supervisors; exempting certain incorporated towns from the operation of this act; and to repeal Chapter 369 of the Acts of the General Assembly of Virginia of 1942, approved April 1, 1942.
An ACT to authorize the counties of Warwick, Elizabeth City and York, the cities of Newport News and Hampton, and the town of Phoebus, or any two or more of them, to create a commission, to be known as “The Peninsula Airport Commission”, for the purpose of establishing and operating airports and air navigation facilities for such counties, cities and towns; and to prescribe the rights, powers, duties and functions of such commission when so formed, and of the counties, cities and towns for which such commission is created.

An ACT to amend and re-enact Section 1, as amended, of Chapter 305 of the Acts of Assembly of 1944, approved March 29, 1944, relating to assessments upon property owners in sanitary districts in certain counties to provide for certain public improvements.
An ACT to authorize the creation of certain districts in certain counties and authorizing the governing bodies thereof to exercise certain powers and perform certain acts therein and adjacent thereto, providing for elections on, and issuance of, bond issues; providing for the adoption of ordinances, levy and collection of taxes, assessments and charges, and the handling thereof; providing for appeals in certain cases to the courts; and authorizing the exercise by such governing bodies of certain powers in relation to public health and safety.
An ACT to amend the Code of Virginia by adding a new section numbered 6454-a, providing for the execution, filing and indexing of chattel deeds of trust on livestock, poultry, farm machinery, and crops; prescribing the kinds of indebtedness that may be secured by such deeds of trust and the character of the liens created thereby; providing how such deeds of trust may be assigned, how foreclosed, and how released; prescribing the fees to be paid clerks of courts for certain services in connection with such deeds of trust; and to repeal Chapter 336 of the Acts of Assembly of 1936, approved March 27, 1936, relating to borrowing money from production credit associations, and Section 5202-a of the Code of Virginia, relating to chattel mortgages on livestock or poultry.

An ACT to provide a new charter for the Town of Wytheville, in the County of Wythe, and to repeal the charter which was provided for said town by Chapter 56 of the Acts of Assembly of 1910, approved February 26, 1910, and all acts and parts of acts amendatory thereof, or of any part thereof, and all other acts in conflict with the provisions of this act.
An ACT to provide for the annual assessment and equalization of assessments of real estate in certain counties, by boards of real estate assessments; to provide for the appointment of the members of such boards and their terms of office; to prescribe their powers and duties, and provide for their compensation; and to prescribe remedies for persons aggrieved by any such assessments.

An ACT to amend and re-enact Sections 4 and 4-j of Chapter 310 of the Acts of 1938, approved March 29, 1938, as amended by Chapter 224 of the Acts of 1942, approved March 14, 1942, relating to the creation of political subdivisions of the Commonwealth with powers to undertake slum clearance and housing projects for persons of low income in urban and rural areas; to provide that such political subdivisions shall be known as redevelopment and housing authorities and to define “farmers of low income”; and to further amend said Chapter 310, as amended, by adding thereto eleven new sections numbered Sections 4-p, 4-q, 4-r, 8-a, 8-b, 8-c, 8-d, 8-e, 8-f, 8-g, and 8-h to clarify provisions relating to slum clearance and housing on farms and in other areas outside of cities; to authorize payments to other political subdivisions; to provide for housing research and study; to authorize redevelopment and housing authorities to clear slums and blighted areas, to acquire real property in connection therewith and make it available for redevelopment by private enterprise or public agencies; to confer certain powers relating to redevelopment projects on cities and other public bodies; and to make obligations issued in connection with redevelopment projects legal investments and security for deposits.
An ACT to amend and re-enact Section 2503-a of the Code of Virginia, relating to proceedings to enforce tax liens on real estate.
An ACT to amend and re-enact Sections 5131, 5132, and 5133, relating, respectively, to annuity tables, the rule of computation, and examples thereunder; and to amend the Code of Virginia by adding four new sections numbered 5133-a 1 through 5133-a 4 relating, respectively, to a table of uniform seniority, the rule for calculation of the interest of joint life tenants in certain estates and examples thereunder, a rule for the computation of certain other interests, and a rule and example for the computation of the present cash value of certain contingent interests.

An ACT to declare the necessity of creating public bodies corporate and politic to be known as hospital authorities to engage in hospital construction, maintenance and operation, to provide for the creation of such hospital authorities; to define the powers and duties of hospital authorities, and to provide for the exercise of such powers, including acquiring property by purchase, gift or eminent domain, and borrowing money, issuing revenue and credit bonds and other obligations, and giving security therefor; and to confer rights upon and provide remedies for obligees of hospital authorities.
An ACT to amend Chapter 101 of the Acts of Assembly of 1922, approved February 25, 1922, which chapter provided a new charter for the town of Galax, by adding a new section numbered 67, relating to subdivisions within the town or within one mile thereof.
An ACT to amend the Code of Virginia by adding a new section numbered 47-a, relating to certain unincorporated associations owning, encumbering, selling and transferring real estate.

An ACT to amend and re-enact Section 49, as amended, of the Game, Inland Fish and Dog Code of Virginia, relating to hunting, fishing or trapping on the property of another.
An ACT to amend the Code of Virginia by adding in Title 37A entitled "Loan and Financing Organizations" (added to the Code by Chapter 370, Acts 1944), a new chapter numbered 166A 2 entitled "Virginia Building and Loan Law" consisting of 62 new sections numbered 4168-b 1 through 4168-b 61, to provide generally for the conduct of what is commonly known as building and loan business and for the authorization, regulation and supervision of everyone proposing to engage or engaging in such business; and to such end, to recodify the laws governing what are commonly known as building and loan associations; to provide for the administration of the laws governing the conduct of the business; to provide for punishment of, or penalties upon any person conducting such business without warrant of law, and also of or upon anyone for violations of certain provisions thereof or of lawful rules issued, orders entered or actions taken in the administration thereof; to provide for consolidation or merger of two or more such associations, for conversion from a State to a Federal association and vice versa, and for the respective rights, obligations and other consequences arising thereupon; to repeal certain specific designated act or acts relating to the same subject matter; and to repeal all other pertinent acts or parts of acts insofar as irreconcilably inconsistent.
An ACT to authorize the State Hospital Board to sell and convey certain real estate in the County of Amherst.
An ACT concerning blighted areas and substandard and insanitary buildings in certain cities of the Commonwealth; providing for the creation of corporations to clear such areas, demolish such buildings and undertake projects for the redevelopment thereof; providing for the supervision of such corporations and approval of such projects and plans for such redevelopment; granting such corporations the power to acquire property for such purposes, to exercise the power of eminent domain, and to sell, lease, exchange or donate such property; and prescribing the powers and duties of councils and city planning commissions of such cities with respect to such redevelopment projects
An ACT to amend and re-enact Section 5562 of the Code of Virginia, as amended, relating to seals and sealed instruments and other writings purporting to convey real estate.
An ACT to authorize the Council of the City of Williamsburg and the Board of Supervisors of the County of James City to release to Colonial Williamsburg, Incorporated, its successors and assigns, certain property located in the City of Williamsburg, and on which the said City and County now have a right of use pursuant to contract between the City, County and Colonial Williamsburg, Incorporated.

An ACT to repeal Section 4440-a of the Code of Virginia prescribing punishment for larceny of certain rubber tires or tubes.
An ACT to amend the Code of Virginia by adding thereto a new section numbered 5191-b, relating to the rights of the parties under certain contracts for the sale of personal property wherein the title thereto or a lien thereon is reserved to secure unpaid purchase money
An ACT to prohibit the using of certain kinds of materials in the making or remaking of mattresses and certain other articles of bedding; to prohibit the selling, leasing, et cetera, of such articles, which have not been sterilized and disinfected; to require every person engaged in sterilizing and disinfecting such articles to obtain a permit to do so; to provide for inspection of certain places; to require certain tags to be placed on certain articles of bedding and certain adhesive stamps to be placed on such tags; to provide for the sale of such stamps and how the proceeds thereof shall be disposed of; to charge the State Board of Health with the administration of this act; and to prescribe penalties for violations.
An ACT to authorize the Board of Visitors of the Virginia School for the Deaf and the Blind to sell a tract of land in or near Staunton, Virginia, and to hold the proceeds of sale as a permanent endowment for such school.
An ACT to amend and re-enact Section 1 of Chapter 237 of the Acts of Assembly of 1942, approved March 14, 1942, relating to continuing boards of real estate assessments in certain counties.
An ACT to describe, define, and officially adopt a system of coordinates for designating and stating the positions of points on the surface of the earth within the Commonwealth of Virginia
An ACT to amend and re-enact Sections 5401, 5404, 5408 as amended, 5409, 5409-a, 5420 as amended, and 5439 as amended, of the Code of Virginia, relating to fiduciaries and their accounts, and the handling and distribution of fiduciary funds and of estates, and to repeal Section 5410 as amended of the Code of Virginia providing how fiduciaries may be compelled to exhibit their accounts.
An ACT authorizing and empowering the Governor to execute in the name of the Commonwealth of Virginia a deed conveying, subject to certain jurisdictional and other limitations, conditions and reservations, to the United States of America certain submerged lands containing 3,400 acres, more or less, situate in Hampton Roads, Western Branch Magisterial District, Norfolk County, Virginia.

An ACT to provide for the supervision, regulation and fixing of premiums, rates and charges for and with respect to insurance against loss or damage by, from or as a result of fire, windstorm, tornado, hail, lightning, explosion, riot and civil commotion on and with respect to risks protected in whole or in part by automatic sprinklers when such risks are insured in connection with an inspection service, other kinds of insurance which fire insurance companies and insurers writing fire insurance are authorized to write on or with respect to such risks, and inland marine insurance on or with respect to risks located in Virginia.

An ACT to repeal Section 549-a of the Code of Virginia, as amended, and Chapter 413 of the Acts of Assembly of 1942, approved April 4, 1942, the section of the Code and act respectively relating to pine seed trees; to amend the Code of Virginia by adding a new section numbered 549-a 1, relating to pine seed trees.
An ACT to authorize the Rector and Visitors of the College of William and Mary in Virginia to convey the title and interest of the College of William and Mary in that property known as the Matthew Whaley School property, situate in the city of Williamsburg.
An ACT to authorize counties, cities and towns to meet the require- ments of local cooperation as expressed in Acts of Congress and Congressional documents providing for River and Harbor and Flood Control projects of the United States; for such purpose to confer upon counties, cities and towns the power and authority to acquire by lease, purchase, gift or condemnation lands and rights in lands which land and rights may be provided, free of cost to the United States, for such projects to exercise certain additional powers and authority in connection therewith, to make contributions in money or property for certain purposes, and to save harmless the United States against certain claims for damages arising out of projects and work incident thereto; and to ratify and affirm resolutions and ordinances heretofore adopted by counties cities and towns with respect to such matters.

An ACT to amend Chapter 62, as amended, of the Acts of Assembly of 1916, approved February 24, 1916, known as the Uniform Land Registration Act, by adding thereto a new section numbered 89-c, providing a method for the removal of property from the operation of the Act, and validating certain orders heretofore made removing property from the operation of the Act.
