An ACT to amend and re-enact Section 227 of the Tax Code of Virginia, as heretofore amended, relating to license tax on telegraph and telephone companies.

An ACT to amend Chapter 6 of an act entitled “An act to provide a charter for the city of Petersburg,’ approved March 11, 1875, as heretofore amended, by adding thereto a new section numbered 7, in relation to bringing actions against the city for damages.
An ACT to amend chapter 342 of the Acts of Assembly of 1932, approved March 26, 1932, as amended, and designated and cited as the Motor Vehicle Code of Virginia, by adding thereto a new section numbered 35-e, in relation to registration fees assessed by cities and towns.
An ACT to amend the Code of Virginia by adding to Chapter 169 thereof a new section to be numbered 4258-1, relating to policies of industrial life insurance and providing provisions which must be contained therein, and provisions which must not be contained therein, and requiring forms of policies to be filed with the State Corporation Commission.
An ACT to amend and re-enact Section 14 and Section 20 of an act entitled "An act to revise, collate and codify into one act the general statutes of the Commonwealth relating to building and loan associations, which act shall constitute and be designated and cited as the Virginia building and loan association act, and to repeal all Code sections and all acts and parts of acts inconsistent therewith, and to provide penalties for violations thereof," approved March 5, 1932, as heretofore amended, so as to include the shares of Federal Savings and Loan Associations within the provisions of Section 14 of the Act, and so as to enlarge and extend the powers of Trustees under deeds of trust on real estate securing loans of such associations.
An ACT to amend and re-enact Section 14 of an act entitled "an act to enable counties, cities and towns to secure the benefits of an act of the Congress of the United States of America, approved June 16, 1933, known as the National Industrial Recovery Act, and any acts amendatory thereof and any acts supplemental thereto and revisions thereof, and any further act of the Congress of the United States of America delegating powers to undertake any purpose or purposes in aid of the financing of which the President of the United States or any other Federal agency is now or hereafter authorized and empowered, through the Federal Emergency Administrator of Public Works or through such other agencies as may be designated or created, to make grants or loans; delegating powers to contract debts, borrow money and issue bonds therefor; prescribing the mode of procedure for, and regulating the issuance of such bonds, and providing for the payment thereof; authorizing agreements with the holders of such bonds and providing for the remedies of such holders; and repealing inconsistent provisions of all laws general or special of the Commonwealth," approved September 7, 1933, so as to extend the effective date of certain provisions of said act until July 1, 1938.
An ACT to amend and re-enact Section 3780 of the Code of Virginia, as heretofore amended, in relation to amending charters and changing location of principal officers of corporations.
An ACT to amend and re-enact section 55 of Chapter 94 of the Acts of the General Assembly of 1934, approved March 7, 1934, and known, designated and cited as the Alcoholic Beverage Control Act, the said section relating to common nuisances; how persons punished for maintaining, or aiding and abetting or knowingly associating with others in maintaining same; bonds.
An ACT to amend and re-enact Section 31 of chapter 247, Acts 1930, relating to permits.
An ACT to amend the Code of Virginia by adding to Chapter 169 thereof four new sections numbered 4251-c, 4251-d, 4251-e, and 4251-f, relating to policies of life insurance and providing provisions which must be contained therein, and provisions which must not be contained therein, permitting provisions required by the laws of the place where the company is organized to be included, and requiring forms of policies to be filed with the State Corporation Commission.
An ACT to amend the Code of Virginia by adding to Chapter 172 thereof a new section numbered 4325-a, defining “title insurance”; and providing for the organization, regulation, supervision and control of title insurance companies.
An ACT to define motor vehicle carriers and transportation brokers; to provide for the regulation, supervision, and control of persons, firms, corporations, and associations, owning, controlling, operating, or managing motor vehicles used for the transportation of persons or property for compensation on the public highways of this State, and of transportation brokers; to provide for the regulation of the rates thereof; to provide for and/or regulate and/or control the operation of, and the charges, rates, or services imposed by any person, firm, or corporation operating motor vehicles for compensation over the highways of this State; to provide for the enforcement of this act, and for the punishment of violations thereof; and to repeal chapter 359 of the Acts of 1932, and all statutes and/or acts, or parts of statutes and/or acts, in conflict with the provisions of this act.
An ACT to amend and re-enact section 15 of an act entitled "an act to provide for the licensing of chauffeurs, and other motor vehicle operators, and for the suspension and revocation of such licenses for certain causes; to fix liability on certain persons for negligence in the operation of motor vehicles on the public highways; and to prescribe penalties for violations of certain provisions of this act," approved March 29, 1932, as heretofore amended, in relation to the operator of a motor vehicle displaying his license upon demand.
An ACT to amend Chapter 94 of the Acts of the General Assembly of 1934, approved March 7, 1934, and known, designated and cited as the Alcoholic Beverage Control Act by the addition of two new sections to be known as Section 40-a and Section 41%.
An ACT to provide additional funds for the operation of the Banking Division of the State Corporation Commission by authorizing and giving the State Corporation Commission power to increase the fees and assessments for examination, supervision, registration and licensing of State banks and trust companies, building and loan associations, industrial loan associations, credit unions and small loan companies, to expend the same and for other purposes.
An ACT to provide a new charter for the town of Altavista, Campbell county, Virginia; to repeal all acts, or parts of acts in conflict therewith; and to validate all contracts heretofore or hereafter made by the present council and government while in office not inconsistent with this charter or the Constitution and general laws of this State.

An ACT to provide for the conservation, protection, improvement and profitable use of agricultural land resources of the State of Virginia
An ACT to amend and re-enact Section 4211 of the Code of Virginia, relating to deposits of bonds and securities with the Treasurer of Virginia by insurance, guaranty, indemnity and other like companies, so as to permit the deposit by domestic companies of such bonds and securities in excess of the amount required by this section, which excess deposit shall be for the protection of all its policyholders.

An ACT to amend and re-enact Section 6438 of the Code of Virginia, as heretofore amended, in relation to lien of employees of transportation, etc., companies, so as to make it apply to individuals, partnerships and unincorporated associations as well as incorporated companies.
An ACT to amend and re-enact Section 1 of an act entitled “an act to regulate investments of domestic life insurance companies”
An ACT to amend and re-enact Section 176 of the Tax Code of Virginia, as heretofore amended, in relation to licenses of contractors, plumbers and steam fitters.
An ACT to give certain persons, firms, associations and corporations a lien for the amount of their charges for cleaning, laundering, dyeing and pressing clothing and other fabrics, and to prescribe how such lien may be enforced.
An ACT to provide for a system of voluntary apprenticeship and the regulation and supervision of apprenticeship agreements; to create an apprenticeship council and the office of secretary of the said council; to define the powers and duties of the said council; and to repeal all acts and parts of acts in conflict with this act.
An ACT to amend and re-enact Section 4 of, and to add sub-divisions | (r) and (s), prescribing certain further exemptions, to an act entitled “an act to prevent unfairness, imposition or fraud in the sale or disposition of certain ‘securities’ herein defined by requiring an inspection thereof, providing for such inspection, supervision and regulation of the business of any persons, association, partnership, or corporation, engaged or intending to engage, whether as principal, broker or agent, in the sale of any such securities in the State of Virginia as may be necessary to prevent unfairness, imposition or fraud in the sale or disposition of said securities, and prescribing penalties for the violation thereof”
An ACT to authorize the town of Virginia Beach in Princess Anne County, to expend money in advertising its resources and advantages.
An ACT to impose a tax on every person, firm or corporation not being a regular retail merchant in the State of Virginia, who shall display samples, goods, wares or merchandise in any hotel room, or in any house rented or occupied temporarily, for the purpose of securing orders for the retail sale of such goods, wares or merchandise so displayed in the State of Virginia.
An ACT to provide that no rule or regulation of the State Highway Commission or the State Highway Commissioner shall prevent the operation of certain motor vehicles on a part of Route No. 2 of the State highway system.
An ACT to amend and re-enact sections 1662, as amended, 1060, and 1664, as amended, of the Code of Virginia, and to add thereto the following new sections; section 1663-a, defining adulterated cosmetics; section 1664-a, defining misbranded cosmetics; section 1664-b, defining false advertisement; section 1664-c, prohibiting the dissemination of false advertisement and the introduction and delivery into commerce of adulterated or misbranded drugs or cosmetics; section 1664-d, providing for the seizure and forfeiture of adulterated and misbranded drugs and cosmetics; and section 1664-e, providing for injunctive relief in certain cases.
An ACT to provide for the protection and promotion of the bee industry in Virginia; to provide for the appointment of a State Apliarist and bee inspectors ; to define the powers and duties of the State Entomologist, State Apiarist and bee inspectors under the provisions of this act; to prescribe penalties; and to repeal Chapter 444 of the Acts of the General Assembly of 1924, approved March 21, 1924.
An ACT to revise, consolidate, amend and codify into a single chapter of the Code of Virginia the laws of Virginia relating to public printing and centralized purchasing
An ACT to create a commission for the purpose of procuring, transporting, and exhibiting the products and natural resources of Virginia at the Golden Gate International Exposition, San Francisco, California in 1939; to prescribe the powers and duties of the said commission.
An ACT to amend and re-enact Section 11 of an act entitled “An act to provide for the incorporation, establishment and operation of loan and savings institutions known as ‘credit unions’ ”
An ACT to provide a new charter for the town of Herndon, in the county of Fairfax, and to repeal an act entitled “An act to incorporate the town of Herndon, in the county of Fairfax”
An ACT to regulate the practice of general contracting in Virginia; to establish a State Registration Board for Contractors and to define its powers and duties; to provide the method of obtaining a certificate of registration to engage in the practice of general contracting, and to fix fees for such certificates; to dispose of the monies raised; to provide the method of suspension and cancellation of such certificate of registration; and to prescribe the punishment for violation of the provisions of this act.
An ACT to amend and re-enact Section 3845 of the Code of Virginia, being in relation to service of process or notice on foreign corporations and societies.
An ACT to amend an act entitled, “An act to provide a new charter for the town of Strasburg, in the county of Shenandoah, and to repeal all acts or parts of acts in conflict therewith”, approved February 25, 1922 by adding thereto a new section numbered Section 17-a, authorizing the council to levy certain license taxes.
An ACT to amend and re-enact Section 176 of the Tax Code of Virginia, as heretofore amended, relating to contractors’, plumbers’ and steamfitters’ licenses, so as to except certain persons, firms or corporations dealing in or erecting tombstones from the operation of the said section.
An ACT to amend and re-enact Section 237 of the Tax Code of Virginia, as heretofore amended, relating to taxes on insurance companies.
An ACT to amend and re-enact an act entitled 'An act to regulate the business of cleaning, dyeing and pressing; defining what constitutes engaging in said business, as well as defining certain other words; creating a State Dry Cleaners Board; empowering and authorizing said board to promulgate rules and regulations; requiring the issuance of licenses by said board as a prerequisite to engaging in said business, and providing penalties for the violation of any of the provisions of this act; and providing that this act shall apply in all cities, and in any counties when two-thirds of the resident persons actively engaged in the cleaning, dyeing and pressing business in such counties petition the State Dry Cleaners Board to be entitled to the benefits of this act, then such counties shall be governed by this act'
An ACT to amend and re-enact Section 23 of Chapter 15 of the Acts of the General Assembly of 1936, approved February 14, 1936, and known, designated and cited as The Alcoholic Beverage Control Act, so as, among other things, to provide a separate license for each separate place of business; when transfer allowed; and requiring that such license be kept posted.
An ACT for the relief of J. Davenport Blackwell, trading as Blackwell Engineering and Construction Company.

An ACT to amend and re-enact Section 23, as amended, of Chapter 342 of the Acts of the General Assembly of 1932, approved March 26, 1932, and known, designated and cited as the Motor Vehicle Code of Virginia, said section relating to non-resident owners and operators of motor vehicles operated in this State.
An ACT to amend and re-enact Sections 5, 6, 7, 8, and 12, as heretofore amended and Section 11, of an act entitled “an act to provide for the examination and certification of professional engineers, architects and land surveyors and to regulate the practice of engineering, architecture and land surveying; to establish their relation to public works and the surveying and plotting of land”, approved March 19, 1920, and to further amend the said act by adding thereto two new sections numbered 17 and 18, relating to prosecutions for violations of the provisions of this act.

An ACT to amend and re-enact Section 6069 of the Code of Virginia with reference to affidavits for orders of publication, and when and by whom such orders may be entered.
An ACT to amend and re-enact Section 1835 of the Code of Virginia, in relation to the Department of Mines, so as to change the name of the said department to the Division of Mines to conform to existing law, and to provide that the State Mine Inspector shall for certain purposes be the inspector of weights and measures and be vested with the authority, and charged with the duties, of inspectors of weights and measures; and to appropriate money to pay the costs and expenses incident to the discharge of his duties as such.
An ACT to amend and re-enact Sections 3159, 3176, 3177, 3178 and 3179 of the Code of Virginia, relating to licenses to take or catch fish for certain purposes.
An ACT to amend and re-enact Section 222 of the Tax Code of Virginia, as heretofore amended, relating to taxes on corporations which operate steamships, steamboats, or other floating property for the transportation of passengers or freight.
An ACT to amend and re-enact Section 1173 of the Code of Virginia, as heretofore amended, relating to creameries, cheese plants, condensed milk plants, ice cream plants, milk distributing plants, and milk and cream buying stations, so as to provide records for proof of payments made for cream and to provide for revocations of licenses for violation of any of the provisions of this section.
An ACT to amend the Code of Virginia by adding thereto a new section numbered 5191-a, providing that re-possession and sale without legal process of personal property sold under a contract whereby the title thereto or a lien thereon is reserved to secure unpaid purchase money, shall operate to cancel and discharge the amount secured by such contract, including ail unpaid purchase money, and providing that said new section shall not affect
An ACT to amend and re-enact Sections 2, 12, and 19 of an act entitled “An act to define motor vehicle carriers and transportation brokers; to provide for the regulation, supervision, and control of persons, firms, corporations, and associations, owning, controlling, operating, or managing motor vehicles used for the transportation of persons or property for compensation on the public highways of this State, and of transportation brokers; to provide for the regulation of the rates thereof; to provide for and/or regulate and/or control the operation of, and the charges, rates, or services imposed by any person, firm or corporation operating motor vehicles for compensation over the highways of this State; to provide for the enforcement of this act, and for the punishment of violations thereof; and to repeal chapter 359 of the Acts of 1932, and all statutes and/or acts, or parts of statutes and/or acts, in conflict with the provisions of this act”
An ACT to amend Section 26 of an act entitled “An act to provide a new charter for the town of Shenandoah, and to repeal all other acts inconsistent with this act”, approved March 17, 1926, so as to confer additional powers on the council of the said town.
An ACT to amend and re-enact Sections 8, 9 and 10 of "An Act relating to public service companies, providing for additional supervision and regulation of their relations and practices with affiliated interests, and declaring an emergency"
An ACT to require non-resident persons, firms, corporations, associations or societies who or which advertise and/or offer for sale any form of insurance or contract of indemnity within the State of Virginia to appoint the Secretary of the Commonwealth and his successor in office as agents upon whom process may be served; to require certain information regarding insurance and contracts of indemnity to be filed with the State Corporation Commission; and to empower the State Corporation Commission to issue, cease and desist orders against persons, firms, corporations, associations, or societies for failure to comply with the provisions of this act.
An ACT to regulate outdoor advertising outside of the corporate limits of cities and incorporated towns in sight of public highways; to provide for licensing persons engaged in the business of outdoor advertising and for the issuance of permits for advertisements and advertising structures; to prohibit certain advertisements and advertising structures and to provide for the removal of advertisements and advertising structures illegally posted, displayed, erected, used or maintained; to prescribe the powers and duties of certain officers relating thereto; and to prescribe penalties for violations of this act.
An ACT to amend and re-enact Section 262 of the Tax Code of Virginia, as heretofore amended, in relation to permits for the construction, repair and improvement of buildings and structures in certain counties.
An ACT to amend and re-enact Section 7-a of an act entitled, “An act to revise, collate and codify into one act the general statutes of the Commonwealth relating to banks and banking, which act shall constitute and be designated and cited as the Virginia Banking Act, and to repeal all Code sections and all acts and parts of acts inconsistent therewith, and to provide penalties for the violations thereof”
An ACT to amend and re-enact Section 9 of Chapter 403 of the Acts of the General Assembly of Virginia of 1922, Approved March 24, 1922, as heretofore amended, the said chapter being an act to create a State Highway Commission and for other purposes, said section a kL to contracts.
An ACT to amend and re-enact Section 17, as amended, of Chapter 342 of the Acts of the General Assembly of 1932, approved March 26, 1932, and known, designated and cited as the Motor Vehicle Code of Virginia, relating to registration cards and certificates of title, so as to prevent transfers of and noting liens on certificates of title to motor vehicles, trailers and semi-trailers which have been levied on and seized by officers.

An ACT to amend and re-enact Sections 7 and 191i of an act entitled “An act to provide a new charter for the City of Richmond”
An ACT to amend and re-enact Section 1215 of the Code of Virginia, as heretofore amended, relating to ice cream and other frozen products.
An ACT to amend and re-enact Section 50, as heretofore amended, of an act entitled "An act to revise, collate and codify into one act the general statutes of the Commonwealth relating to banks and banking, which act shall constitute and be designated and cited as the Virginia Banking Act, and to repeal all Code sections and all acts and parts of acts inconsistent therewith. and to provide penalties for the violations thereof"
An ACT to authorize the governing bodies of counties, cities and towns to adopt ordinances prohibiting or regulating the sale of wine and beer or either of them between certain hours of certain days; to provide for the issuance of retail beer and wine licenses in accordance with the provisions of, and the suspension or revocation of such licenses of persons convicted of violations of, such ordinances.

An ACT to create a State Board of Photographic Examiners; to provide for the appointment, removal, compensation, powers and duties of the members, agents and employees of the said Board; to provide for the examination and registration of persons desiring to practice photography and the licensing of persons, firms, corporations and associations engaging in the practice of photography in this State; to provide for the collection of certain fees for such examinations, registrations, and licenses, and to appropriate moneys derived therefrom; to prohibit certain practices in violation of this act; and to prescribe penalties.
An ACT to amend and re-enact Section 5540 of the Code of Virginia, as amended, in relation to emblements and the protection of lessees.
An ACT to provide additional funds for the operation of the Banking Division of the State Corporation Commission by authorizing the said Commission to increase the fees and assessments for examination, supervision, registration and licensing of State banks and trust companies, building and loan associations, industrial loan associations, credit unions and small loan companies, and to prohibit the imposition of such fees and assessments upon National banks, to repeal all acts and parts of acts inconsistent with this act, and for other purposes.
An ACT to authorize and empower the board of supervisors of any county which adjoins three cities lying wholly within this State, one of which cities has a population of 170,000 or more as shown by the last preceding United States census, to appoint an executive secretary; to prescribe the powers and duties of such executive secretary; to prescribe the powers and duties of the board of supervisors and certain other county officers in relation thereto; and to repeal all acts and parts of acts inconsistent with this act.
An ACT to amend the Tax Code of Virginia by adding thereto a new section numbered 190, in relation to persons, firms and corporations selling goods, wares and merchandise through the use of vending machines placed in manufacturing or other establishments not frequented by the general public, for use of employees in such establishments.
An ACT to amend and re-enact Section 4233 of the Code of Virginia, in relation to restrictions placed upon insurance companies or agents of this State by the laws or regulations of another State.
An ACT to amend and re-enact Section 3265 of the Code of Virginia, relating to taking, catching, picking, canning, packing, buying and selling crabs.
An ACT to amend and re-enact Sections 1257, 1258, 1260, 1261, 1263, 1264, and 1265 of the Code of Virginia as heretofore amended, relating to licensing, bonding, and regulating commission merchants.
An ACT to amend and re-enact Section 192 of the Tax Code of Virginia, as amended, in relation to peddlers’ licenses.
An ACT to amend and re-enact Section 198 of the Tax Code of Virginia, as heretofore amended, in relation to the license taxation of slot machines, vending machines, and slot machine operators.
