An ACT requiring certain corporations and companies of other states to appoint the Secretary of the Commonwealth its attorney for certain purposes, to provide that transacting certain business or soliciting, making or delivering certain contracts in Virginia shall be deemed to be an appointment oi the Secretary of the Commonwealth as attorney for certain purposes, and to prescribe the duties of the Secretary of the Commonwealth when notice or process is served upon him in such cases and the effect of such service.

An ACT to provide that in counties having a certain density of population, persons engaged in the business of selling pistols or revolvers at retail shall register with and obtain certain permits from the chief of police; to require any person desiring to purchase any such weapon to obtain a permit so to do; and to provide that no person obtaining a permit to sell shall sell, give or furnish any such weapon to any person unless he delivers to the dealer a permit. obtained under the provisions of this act; and to prescribe penalties for violations.
An ACT to amend and re-enact Section 4222 of the Code of Virginia, as amended, relating to insurance companies, resident agents, countersignature of insurance contracts, and discriminations by insurance companies and agents, so as to prescribe how contracts issued by mutual companies may be countersigned, and to delete from the section certain language authorizing the Corporation Commission to issue refraining orders.
An ACT to amend and re-enact Sections 44, 82, and 286 of the Tax Code of Virginia, as heretofore amended, in relation to the time for filing tax returns.

An ACT to authorize and empower the Board of Supervisors of any county which adjoins a county having a population of 1,000 per square mile, or more, as shown by the last preceding United States Census, to appoint an executive secretary; to prescribe the powers and duties of such executive secretary; to prescribe the powers and duties of the board of supervisors and certain other county officers in relation thereto; to prohibit certain county officers, employees and other persons from being interested in transactions in which the county is interested, and making such transactions void; and to repeal all acts and parts of acts inconsistent with this act.
An ACT to amend and re-enact Sections 3809; 3810 as amended (as Section 3810 and two new sections numbered 3810-a and 3810-b); 3811 as amended; 3822 as amended (as Section 3822 and a new section numbered 3822-a); 3830; 3836; 3851 as amended; 3857 as amended; 3857-a (by transposing part of Section 3857 as being amended into Section 3857-a); 3859; 3866 (as Section 3866 and a new section numbered 3866-a); and 3868, of the Code of Virginia, relating to certain kinds of domestic corporations, so as to make explicit therein, in order to avoid confusion, certain amendments indirectly effected by Section 3 (c) of Chapter 33, Acts 1927, approved April 18, 1927, commonly known as the Reorganization of Government Act, as it was amended by Chapter 71, Acts 1930, approved February 27, 1930, which acts transferred certain duties and functions theretofore imposed upon the Secretary of the Commonwealth to the State Corporation Commission: so as, for future convenience, to subdivide Section 3810 into three sections (the two additional being numbered 3810-a and 3810-b); Section 3822 into two sections (the additional section being numbered 3822-a); Section 3866 into two sections (the additional section being numbered 3866-a): so as to transpose a portion of Section 3857 as being amended to Section 3857-a: and so as to make other purely verbal, formal, and conforming changes for purposes of clarification, brevity, or convenience.
An ACT to amend and re-enact Section 3783 of the Code of Virginia, as heretofore amended, relating to the creation and increase by corporations of bonded indebtedness to be secured by lien on their property or franchises.

An ACT to authorize and empower domestic insurance companies to comply with the statutes, ordinances and other laws of States (including the District of Columbia), territories, and political subdivisions thereof imposing any license, excise, privilege, premium, occupation or other fees or taxes, and to pay such fees and taxes, and to relieve the directors, trustees, officers, agents and employees of such domestic insurance companies of personal liability by reason of any such payment or determination not to contest any such payment.

An ACT to amend Chapter 34, Acts of Assembly of 1918, approved February 7, 1918, as amended, which provided a charter and special form of government for the City of Norfolk by adding a new section numbered 2-a to empower the City of Norfolk to impose, levy and collect an admission tax on admissions to any public amusement, entertainment, performance, exhibition, sport or athletic event, and validating any such tax heretofore imposed, levied and collected by an ordinance which became effective on and after January 1, 1946.

An ACT to prohibit the using of certain kinds of materials in the making or remaking of mattresses and certain other articles of bedding; to prohibit the selling, leasing, et cetera, of such articles, which have not been sterilized and disinfected; to require every person engaged in sterilizing and disinfecting such articles to obtain a permit to do so; to provide for inspection of certain places; to require certain tags to be placed on certain articles of bedding and certain adhesive stamps to be placed on such tags; to provide for the sale of such stamps and how the proceeds thereof shall be disposed of; to charge the State Board of Health with the administration of this act; and to prescribe penalties for violations.

An ACT to amend the Code of Virginia by adding in Title 37A entitled "Loan and Financing Organizations" (added to the Code by Chapter 370, Acts 1944), a new chapter numbered 166A 2 entitled "Virginia Building and Loan Law" consisting of 62 new sections numbered 4168-b 1 through 4168-b 61, to provide generally for the conduct of what is commonly known as building and loan business and for the authorization, regulation and supervision of everyone proposing to engage or engaging in such business; and to such end, to recodify the laws governing what are commonly known as building and loan associations; to provide for the administration of the laws governing the conduct of the business; to provide for punishment of, or penalties upon any person conducting such business without warrant of law, and also of or upon anyone for violations of certain provisions thereof or of lawful rules issued, orders entered or actions taken in the administration thereof; to provide for consolidation or merger of two or more such associations, for conversion from a State to a Federal association and vice versa, and for the respective rights, obligations and other consequences arising thereupon; to repeal certain specific designated act or acts relating to the same subject matter; and to repeal all other pertinent acts or parts of acts insofar as irreconcilably inconsistent.

An ACT to amend and re-enact Sections 5, 8, 10, 23 and 24, as amended, of Chapter 385 of the Acts of Assembly of 1932, as amended, approved March 29, 1932, and known, designated and cited as the “Virginia Operators’ and Chauffeurs’ License Act”, relating to what persons shall not be licensed; applications for operators’ and chauffeurs’ licenses to drive motor vehicles, expiration dates thereof; violation of license provisions and making false statements; punishment.
