An ACT to authorize the Director of the Division of Markets, with the approval of the Commissioner of Agriculture and Immigration, to co-operate with Federal officials, national, district and State committees and supervisory bodies in establishing and enforcing codes and marketing agreements adopted under the Federal Agricultural Adjustment Act and amendments thereto and other similar Acts of Congress; to make agreements for carrying out the provisions of this act and the Federal Agricultural Adjustment Act and amendments thereto and other similar Acts of Congress; to appoint, supervise and dismiss inspectors and representatives for carrying out the purposes of this act; to receive fees and moneys for carrying out the purposes of this act and to provide for the distribution thereof; to adopt and make effective any or all codes and agreements approved by Federal officials under the Agricultural Adjustment Act and acts amendatory thereto and similar Acts of Congress; to provide that such code or marketing agreement when approved by the Governor shall become effective in intrastate commerce in this State; and to prescribe penalties for violations of this act.
An ACT to amend and re-enact sections sixteen hundred and twenty-four, sixteen hundred and twenty-six, sixteen hundred and twenty-seven, sixteen hundred and thirty-five and sixteen hundred and thirty-seven of the Code of Virginia 1919, some of which have been heretofore amended, all relating to optometry.
An ACT to amend and re-enact section 4211 of the Code of Virginia, as heretofore amended, in relation to deposits of bonds and securities with the Treasurer by insurance, guaranty, indemnity, fidelity, title insurance, security, etc., companies.
An ACT to amend the Code of Virginia by adding to chapter 142 thereof a new section numbered 3615-a, providing that certificates to pilots issued by the Board of Pilot Commissioners shall expire on the 31st day of December, 1934, and on the 31st day of December of each year thereafter, and providing for proration of license taxes.
An ACT to amend the Code of Virginia by adding thereto a new section to be numbered section forty-two hundred and thirty-five-a, prohibiting any person from acting as agent for any unauthorized insurance company or other insurer; defining insurance company or other insurer; providing for penalties for violations; and providing for certain exceptions.
An ACT to amend and re-enact section 7 of an act entitled an act to provide for the incorporation, establishment and operation of loan and savings institutions known as “credit unions,” approved March 27, 1922.

An ACT to provide for a State Boxing and Wrestling Commission, to prescribe its powers and duties, and to provide for the expense of administering this act
An ACT to authorize any building and loan association or company or any savings and loan association or company or any savings bank or any other corporation or association eligible to become a member of any Federal Home Loan Bank to become a member and stockholder of the Federal Home Loan Bank and to borrow money therefrom.
An ACT to amend and re-enact section 35 of chapter 342 of the Acts of the General Assembly of 1932, approved March 26, 1932, and designated and cited as the Motor Vehicle Code of Virginia, in relation to registration fees.
An ACT to amend the Code of Virginia by adding to chapter 151 thereof a new section numbered 3879-a, authorizing members of non-stock corporations created under the provisions of chapter 151 of the Code of Virginia, to hold meetings for the transaction of business of such corporations without the State of Virginia, and to declare all actions heretofore and hereafter taken at such meetings as valid and binding as if such meetings had been held in Virginia.
An ACT to amend and re-enact section 6 of an act entitled an act requiring persons, firms, corporations and associations owning, controlling, operating or managing motor vehicles used as common carriers for the transportation of persons and/or property for compensation on the public highways of this State to obtain registration plates or markers, and prescribing and imposing certain taxes and/or license fees and/or charges and providing for the collection, payment and disposition of the same, and providing for the enforcement of this act and for punishment of violations thereof, approved March 26, 1932.
An ACT to provide additional funds for the operation of the banking division of the State Corporation Commission by authorizing and giving the State Corporation Commission power to increase the fees and assessments for examination, supervision, registration and licensing of State banks and trust companies, national banks, building and loan associations, industrial loan associations, credit unions and small loan companies, to expend the same and for other purposes.
An ACT to require notice when application is made for appointment of receivers, and to provide for appointment of receivers in emergency cases, and to require certain notices, settlements and reports.
An ACT to authorize and empower the council of the city of Hampton to convey all the right, title and interest of the said city in and to a certain portion of Shield street to Virginia Public Service Company in exchange for certain other real estate in said city.
An ACT to amend the Code of Virginia by adding thereto a new section, which new section shall be known as section 3813-a, relating to the vesting of legal titles, in receivership proceedings, to real and personal property, under deeds or conveyances of the corporation, the validity of which is subject to question.
An ACT for the relief of H. B. Wilkins.
An ACT to prohibit the purchase of building materials, supplies and equipment for buildings and structures being erected or constructed or hereafter erected or constructed by, for or on behalf of the Commonwealth and counties, cities, towns, departments, divisions, institutions and agencies thereof from persons employed or acting as architects or supervising architects for such buildings and structures, and from partnerships, associations and corporations in which such persons are financially interested, and to prohibit the sale and supplying of such materials, supplies and equipment by such persons, partnerships, associations and corporations; and to provide penalties for violations of the provisions of this act.

An ACT to amend and re-enact section 3780 of the Code of Virginia, as heretofore amended, in relation to amending charters and changing location of the principal offices, of corporations.

An ACT to amend and re-enact section 188 of the Tax Code of Virginia, as heretofore amended, in relation to the taxation of merchants.
An ACT to amend and re-enact section thirty-eight hundred and twenty-a of the Code of Virginia relating to the sale, conveyance and transfer by corporations, with certain exceptions, of the whole of their property, including good will, to any person, or corporation authorized to acquire the same, save that a corporation organized to conduct the business of banks, savings banks and/or trust companies, can only sell, convey or transfer such property, including good will, to another domestic corporation organized for the purpose of carrying on the business of a bank, savings bank and/or trust company.
An ACT to amend and re-enact sections 4, 5, 15, 18, 20, 21, 22, 25, 29, 35, 37, 38, 39, 42, 50, and 53 of Chapter 94 of the Acts of the General Assembly of 1934, approved March 7, 1934, and known, designated and cited as the Alcoholic Beverage Control Act, so as, among other things, to vest in members of the Virginia Alcoholic Beverage Control Board and persons designated by such board general police authority, to provide that judicial notice shall be taken of regulations of such board, and to further amend the said act by adding thereto the following new sections: Section 38-a, providing for the forfeiture and confiscation of certain automobiles, boats, aircraft and other conveyances; Section 48-a, imposing penalties for failing or refusing to obey certain subpoenas and for disturbing decorum of certain meetings; Section 49-a, providing for regulations and permits relating to transportation of the aforementioned alcoholic liquids, beverages and articles; Section 61-a, providing for introduction of chemical analyses as evidence; and Section 61-b, allowing previous convictions hereunder to be alleged and proved.
An ACT to amend and re-enact sections 381, as amended, 386, 388, 389, 390, 393 and 394 of the Code of Virginia relating to public printing so as to prescribe the powers and duties of the Director of the Division of Purchase and Printing and the Director of the Division of the Budget with reference thereto, and to amend the Code of Virginia by adding thereto a new section numbered 393-a, providing for the editing and printing of reports and publications of departments, officers, boards, commissions and other agencies of the Commonwealth; and to repeal section 280 of the Code of Virginia of 1887, as heretofore amended, relating to the printing and distribution of annual reports.
An ACT to repeal section 17 of an act entitled “an act to encourage thrift and savings amongst industrial classes similar to the encouragement afforded by building and loan associations and to authorize the incorporation of industrial loan associations for the purpose of making small loans to industrial classes on security and at a low rate of interest,” approved February 21, 1920, which said section was added to said act by chapter 46 of the Acts of Assembly of 1934, which is an act approved February 23, 1934; and to provide that such repeal shall not affect any corporation heretofore chartered and now doing business under and by virtue of the authority conferred by the provisions of said section.
An ACT to amend and re-enact Section 1650 of the Code of Virginia, as heretofore amended, relating to the hearing of charges against licensed dentists and the revocation of licenses, so as to permit suspension of licenses, and to prohibit a person whose license is revoked or suspended from practicing dentistry pending a decision upon appeal.
An ACT to amend the Code of Virginia by adding to chapter 167 thereof a new section to be numbered section 4184-a, relating to reports of examinations of insurance companies.
An ACT to provide for the supervision and regulation of the sale, marketing and distribution of tobacco; to create a tobacco commission and provide for local tobacco committeemen and other agencies and employees, and to define and to provide for their functions, duties and powers; to provide for the appointment, suspension, removal, compensation, costs and expenses of said commission, and of committeemen, agencies and employees thereof; to provide for the raising of funds for the administration of this act and for the disposition of the revenue hereunder; to provide a fund to compensate tobacco growers for crop failures and losses from fire; to impose penalties for violation of this act and to provide for the establishment of a compact and agreement between the Commonwealth of Virginia and certain other states for the purpose of regulating and controlling commerce in tobacco in and between the Commonwealth of Virginia and each of such states.
An ACT to authorize courts administering or liquidating the estates of insolvent banks or trust companies operating in Virginia, and upon petition of trustees engaged in the voluntary liquidation of the estates of such insolvents, to require creditors to act with diligence in obtaining satisfaction of claims allowed therein upon penalty of having such claims barred.
An ACT to amend and re-enact Section 35 of an act entitled an act to revise, simplify, rearrange and consolidate into one act which shall constitute and be designated and cited as “The Motor Vehicle Code of Virginia,” the various statutes of the Commonwealth, concerning the registration and licensing of motor vehicles, trailers and semi-trailers, the licensing of chauffeurs, the collection of fees and disposition of funds collected, the operation of vehicles on the public roads, highways, streets, and alleys, the Division of Motor Vehicles and the director of said division, the powers and duties of said division and director, and the penalties for violations of the provisions of certain such statutes; and to repeal all statutes and acts in conflict with the provisions of this act, approved March 26, 1932, as heretofore amended and re-enacted by an act approved March 2, 1934, in relation to registration fees.
An ACT to make it unlawful to erect, or maintain, or permit to be erected, or maintained, along any public highway any false or misleading sign purporting to furnish travel information; to provide for the removal and destruction of such signs under certain circumstances; to prescribe penalties for violations; and to repeal inconsistent acts.
An ACT to validate the action of the town of Culpeper, acting through its properly constituted authorities, in the sale of certain property belonging to the town of Culpeper to V. Von Gemmingen, who was town manager of the town of Culpeper, by deed dated February 11, 1932.
An ACT to amend and re-enact section 4180 of the Code of Virginia, as heretofore amended, relating to the refusal, suspension or revocation of licenses of insurance companies insolvent or violating the law.
An ACT to authorize and provide for the inspection of herring in certain cases, by persons licensed or employed for the purpose, by the Director of the Division of Markets; to provide for the payment of inspection fees, and to appropriate the money derived therefrom; and to make certain certificates of inspection prima facie evidence for certain purposes.
An ACT to authorize the Special Board of Directors of the Southwestern State Hospital, at Marion, to convey certain real estate belonging to said hospital to the Chamber of Commerce of Marion, Incorporated.
An ACT to amend and re-enact sections 1110, 1111, 1112, and 1120 of the Code of Virginia, as heretofore amended, relating to fertilizers.
An ACT to provide a new charter for the town of Vinton, Virginia, and to repeal all acts or parts of acts in conflict therewith.

An ACT to amend the Code of Virginia by adding to chapter 175 thereof a new section to be numbered section 4353-a, relating to investments of industrial sick benefit companies.
An ACT to authorize publishers of newspapers to erect and maintain newspaper route boxes on the rights of way of public roads in rural sections, and to print on such boxes the names of the newspapers to be deposited therein.
An ACT to amend the Code of Virginia by adding thereto two new sections numbered 6437-a and 6437-b, in relation to, and providing a method for, obtaining the release of mechanics liens and other similar liens by the payment of money into court, or by filing bond with security.
An ACT to empower the councils or other governing bodies of cities and towns to release the liability and liens for interest, penalties and accrued costs on unpaid taxes due such cities and towns for any year or years prior to and including the year 1935 provided such taxes are paid within six months after the effective date of this act.
An ACT authorizing the appointment by the board of supervisors of any county, county planning commission for said county, defining the duties of said planning commission and authorizing the appropriation of county funds for the purpose of carrying on the work of said commission.
An ACT to regulate the manufacture of drugs, medicines, toilet preparations, dentifrices and cosmetics; to provide for the issuance and revocation of permits therefor by the Virginia Board of Pharmacy and for hearings on applications for such permits and appeals from the action of said board thereon; and to prescribe penalties.

An ACT to amend and re-enact section 48 of an act entitled an act to revise, collate and codify into one act the general statutes of the Commonwealth relating to banks and banking, which act shall constitute and be designated and cited as the Virginia Banking Act, and to repeal all Code sections and all acts and parts of acts inconsistent therewith, and to provide penalties for the violations thereof, approved March 27, 1928, as heretofore amended, relating to liability of borrowers and loans on stock

An ACT to amend and re-enact Section 47 of Chapter 242 of the Acts of the General Assembly of 1932, approved March 26, 1932, which chapter constitutes, and may be designated and cited as the Motor Vehicle Code of Virginia, said section being in relation to taxing, driving or using a motor vehicle without the owner’s consent, and prescribing penalites therefor.
An ACT to amend and re-enact section 6 of an act entitled "An act to revise, collate and codify into one act the general statutes of the Commonwealth relating to building and loan associations, which act shall constitute and be designated and cited as the Virginia building and loan association act, and to repeal all Code sections and all acts and parts of acts inconsistent therewith, and to provide penalties for violations thereof," approved March 5, 1932, as heretofore amended, so as to enlarge the powers of building and loan associations to make loans and to authorize such associations to have indebtedness secured by mortgages and deeds of trust, and shares, certificates and deposit accounts of such associations insured under the provisions of the National housing act, and to further amend the said Virginia building and loan association act, as heretofore amended, by adding thereto two new sections, numbered 23-b and 23-c, providing for the conversion of State building and loan associations into Federal savings and loan associations and Federal savings and loan associations into State building and loan associations, prescribing the procedure to be followed, and setting forth the rights, powers, duties, obligations and liabilities of such associations upon conversion.
An ACT to amend and re-enact Section 2707 of the Code of Virginia, in relation to supervisors not being interested in certain contracts.
An ACT to amend and re-enact section 56 of an act entitled ‘“‘an act to provide a new charter for the town of Lexington, Rockbridge county, Virginia, and to repeal all acts or parts of acts in conflict therewith,”
An ACT to amend and re-enact Section 4235 of the Code of Virginia, as heretofore amended, as to filing list of agents of insurance companies.
An ACT to amend and re-enact Section 13 of an act entitled ‘act to provide for the compensation of attorneys for the Commonwealth in the counties and cities, county and city treasurers, and county and city commissioners of the revenue, and officers and employees performing the duties of such officers in counties which adopt optional forms of county organization and government; to prescribe the method of fixing and paying their salaries and the expenses of the operation of their offices; to provide for the payment of such salaries and expenses; to provide for the disposition of the fees collected by such officers; to provide for a Compensation Board to administer this act; to provide for the powers, duties and functions of such board; to abolish the State Fee Commission; to appropriate funds for the payment of salaries and expenses and for the administration of this act; and to repeal all acts and parts of acts inconsistent with this act,’ approved March 29, 1934, as heretofore amended, in relation to the salaries and expenses of commissioners of the revenue in cities containing more than 175,000 inhabitants.
An ACT to prohibit any and all institutions owned and operated by the State of Virginia from selling or exchanging seed corn to be used for agricultural purposes in the State of Virginia, unless to such institution or institutions as may be entirely owned and operated by the State of Virginia and entirely supported by State funds.
An ACT to amend and re-enact sections 3780 and 3792 of the Code of Virginia, as heretofore amended, relating to amendments of charters of corporations after organization, and powers to create two or more kinds of stock of corporations, and increase or decrease the stock and providing for redemption of stock or dividends thereon.
An ACT providing for the formation of non-profit corporations to be known as Electric Cooperatives, for the purpose of promoting and encouraging the fullest possible use of electric energy in this State by making electric energy available at the lowest cost consistent with sound economy and prudent management of such cooperatives; providing for the rights, powers and duties of such cooperatives; authorizing and regulating the issuance of bonds and other obligations by such cooperatives, and providing for the payment of such obligations and the rights of the holders thereof; and providing when the State Corporation Commission may require electric utility companies to make electric energy available to communities not now served.
An ACT to amend and re-enact Section 52 of an act entitled an act to provide a new charter for the city of Radford, and to repeal all other acts or parts of acts in conflict therewith, approved March 15, 1910, in relation to borrowing money, and letting of certain contracts
An ACT to amend and re-enact sections 5, 6, 7 and 14 of an act entitled "An act to legalize, regulate and control the ‘manufacture, bottling, sale and disposition of beer, lager beer, ale, porter, wine, similar fermented malt or vinous liquor, and fruit juice, containing one-half of one per centum or more of alcohol by volume, and not more than 3.2 per centum of alcohol by weight; to provide for licensing and taxing manufacturers, bottlers, wholesalers and retailers of such beverages by the State and the counties; cities and towns thereof; to impose an excise tax upon all such beverages; to appropriate a portion ‘of the revenue derived hereunder for the collection of the taxes herein imposed and for the administration of the act; to provide for the dismissal of pending prosecutions for alleged violations of laws heretofore in force declaring illegal the beverages legalized by this act where such prosecutions are founded upon the then illegality of such beverages; to impose penalties for violations of the act; and to repeal all acts and parts of acts in conflict herewith,’ approved August 29, 1933, so as to vest the power to issue, or refuse, licenses and collect license taxes in the Virginia Alcoholic Beverage Control Board, and to further amend the said act by adding thereto a new section numbered 14-a so as to vest in the Virginia Alcoholic Beverage Control Board the same power and authority to suspend and revoke licenses issued hereunder and to control hours and days when beverages herein referred to may and may not be sold as are vested in the board with reference to alcoholic beverages by the Virginia Alcoholic Beverage Control Act.
An ACT to amend and re-enact sections 10 and 17 as amended, of an act entitled “an act to provide for the licensing of chauffeurs, and other motor vehicle operators, and for the suspension and revocation of such licenses for certain causes; to fix liability on certain persons for negligence in the operation of motor vehicles on the public highways; and to prescribe penalties for violations of certain provisions of this act,
An ACT to amend and re-enact Section 222 of the Tax Code of Virginia relating to taxes on corporations which operate steamships, steamboats or other floating property for the transportation of passengers or freight.
An ACT to amend and re-enact sections 4, 7, 9, 13, 15, 19, 20, 20-a and 21 of an act entitled "an act to provide for a State Boxing and Wrestling Commission, to prescribe its powers and duties, and to provide for the expense of administering this act; to authorize and empower counties, cities and towns to determine by ordinance, referendum, or otherwise, when boxing and wrestling contests may be held therein; to provide for boxing and wrestling contests for prizes or purses, or where an admission is charged, and limiting such boxing contests to fifteen rounds and wrestling matches by such rules as may be promulgated by the commission; to prescribe conditions under which licenses shall be issued and contests held; to declare that amateur boxing and wrestling contests conducted heretofore shall be subject to the provisions of this measure and under the sole jurisdiction of such commission in all cases wherein an admission fee is charged spectators to witness such amateur boxing and/or wrestling contests; to provide for licensing and taxing such boxing and wrestling matches and providing for the distribution of the moneys derived therefrom," approved March 29, 1934, said sections being in relation to licenses, permits, compensation of officers, referees, number of bouts of matches, and appropriation of money collected.
An ACT to amend and re-enact Section 13, as heretofore amended, of an act entitled, “An act to provide a new charter for the town of Front Royal, Warren County, Virginia, and to repeal all acts or parts of acts in conflict herewith,” approved March 11, 1916, relating to taxes and licenses.
An ACT to amend and re-enact Section 1 of an act entitled “an act to regulate investments of domestic life insurance companies”
An ACT to amend and re-enact Section 3853 of the Code of Virginia, as heretofore amended, in relation to boards of directors of corporations created under chapter 148 of the said Code, by omitting provisions for change of principal office by action of the board.
An ACT to amend and re-enact section 5191 of the Code of Virginia, relating to release of lien of conditional sales contract.
An ACT to regulate the business of cleaning, dyeing and pressing; defining what constitutes engaging in said business, as well as defining certain other words; creating a State Dry Cleaners Board; empowering and authorizing said board to promulgate rules and regulations; requiring the issuance of licenses by said board as a prerequisite to engaging in said business, and providing penalties for the violation of any of the provisions of this act; and providing that this act shall apply in all cities, and in any counties when two-thirds of the resident persons actively engaged in the cleaning, dyeing and pressing business in such counties petition the State Dry Cleaners Board to be entitled to the benefits of this act, then such counties shall be governed by this act.
An ACT to amend and re-enact section 217-a of the Tax Code of Virginia relating to the assessment and taxation of rolling stock of certificated motor vehicle carriers.
An ACT to amend and re-enact Section 32 of an act entitled 'an act to revise, collate and codify into one act the general statutes of the Commonwealth relating to banks and banking, which act shall constitute and be designated and cited as the Virginia Banking Act, and to repeal all Code sections and all acts and parts of acts inconsistent therewith, and to provide penalties for the violations thereof'
An ACT to amend and re-enact Section 4272 of the Code of Virginia relating to assessment or co-operative life or casualty corporations, companies, societies or associations.
An ACT to amend and re-enact Section 11 of chapter 3 of the acts of the General Assembly at its Extra Session 1933, approved August 29, 1933, the said section relating to powers and duties of the State Tax Commissioner pertaining to the use of stamps, crowns and caps; prescribing the method and manner of evidencing the payment and collection of such tax by manufacturers, wholesalers and retailers of beverages in Virginia, and re-quiring such persons to keep records and make reports; regulating the refund of such taxes; and imposing penalties for violations of this section.
An ACT to provide for the appointment of a commission on the distribution and disposal of surplus State publications; to prescribe the powers and duties of such commission; and to appropriate funds for certain expenses in connection with the distribution and disposal of such publications.
An ACT to permit persons, associations, partnerships, or corporations of the State of Virginia to borrow funds from production credit associations, regional agricultural credit corporation, banks for cooperatives, or the government of the United States or any department, agency or officer thereof, federal intermediate credit banks or any institution which has made arrangements to discount therewith or to procure funds therefrom on the security of the obligation of the borrower and providing a means of securing said loans
An ACT to provide a new charter for the town of Leesburg, in the county of Loudoun, Virginia. and to repeal all prior acts and amendments thereto creating a charter for the said town.
An ACT to amend and re-enact Section 47 of an act entitled “an act to provide a new charter for the town of Clintwood, in Dickenson county,” approved March 3, 1894, in relation to licensing motor vehicle owners.
An ACT to amend and re-enact Sections 31, 36, 36-a, 41 and 51 of the Tax Code of Virginia, as heretofore amended, in relation to income taxes; to amend and re-enact Section 98 of the Tax Code of Virginia, as heretofore amended, in relation to inheritance taxes; to amend and re-enact Section 120-15 of the Tax Code of Virginia in relation to gift taxes; to amend and re-enact Section 216-a of the Tax Code of Virginia, in relation to pipe line transmission corporations; and to amend and re-enact Section 229 of the Tax Code of Virginia, as heretofore amended, in relation to the Taxes on water or heat, light and power corporations.
An ACT to amend and re-enact Section 28 of chapter 94 of the Acts of the General Assembly of Virginia of 1934, approved March 7, 1934, and known, designated and cited as the Alcoholic Beverage Control Act, relating to the collection of the beer excise tax; prescribing the method and manner of evidencing the payment and collection of such tax by manufacturers, bottlers, wholesalers and retailers of beer in Virginia and requiring such persons to keep records and make reports; regulating the refund of taxes; and imposing penalties for violations of this section.
An ACT to amend and re-enact section 2708 of the Code of Virginia prohibiting city and town officers from being interested in contracts with their city or town.
An ACT to amend the Code of Virginia by adding thereto a new section numbered 3813-c, authorizing purchasers of real estate, and their successors in title, purchased from certain dissolved corporations, to maintain suits to quiet title to such real estate and to remove clouds therefrom, prescribing the jurisdiction of such suits, authorizing the appointment of receivers, directing the defense of such suits by such receivers, and providing that no stockholders, officers or directors of such dissolved corporations formerly owning said real estate, need be defendants thereto.
An ACT to amend and re-enact Sections 4250, 4256 and 4257 of the Code of Virginia, and to repeal Section 4258 of the Code of Virginia, all of which sections relate to legal reserve life insurance companies.
