An ACT to amend the Code of Virginia, by adding thereto a new section to be numbered section 5216-d, relating to the recordation of orders approving the bonds of trustees in bankruptcy.
An ACT to legalize, regulate and control the manufacture, bottling, sale, distribution, transportation, handling, advertising, possession, dispensing, drinking and use of alcohol, brandy, rum, whiskey, gin, wine, beer, lager beer, ale, porter, stout, and all liquids, beverages and articles containing alcohol obtained by distillation, fermentation or otherwise; to create a Department of Alcoholic Beverage Control and a Virginia Alcoholic Beverage Control Board and to define and provide for the functions, duties and powers thereof; to provide for the appointment, suspension, removal, compensation, costs, and expenses of such Board and its members, officers, agents and employees; to provide for licensing and taxing manufacturers, bottlers, wholesalers and retailers of alcohol, brandy, rum, whiskey, gin, wine, beer, lager beer, ale, porter, stout, and all liquids, beverages and articles containing alcohol, by the State and the counties, cities, and towns thereof; to impose excise taxes on such liquids, beverages and articles; to appropriate money for the administration of the act and to provide for the disposition of revenues collected under the act; to provide for the confiscation and disposition of articles declared contraband hereunder; to authorize the dismissal and termination of pending warrants, indictments, charges and prosecutions involving violations of laws, ordinances and by-laws pertaining to liquids, beverages and articles containing alcohol, to authorize the restoration of certain property seized in connection therewith, and to authorize the suspension of sentences imposed for violations of such laws, ordinances and by-laws; to make provision whereby the penalties for the violation of acts repealed by this act may be the same as those provided in this act; to impose penalties for violations of the act; to repeal all acts and parts of acts in conflict herewith, and to provide that this act shall constitute and be designated and cited as “The Alcoholic Beverage Control Act.”
An ACT to amend and re-enact section 4 of chapter 385 of the Acts of Assembly of 1932, entitled an act to provide for the licensing of chauffeurs, and other motor vehicle operators, and for the suspension and revocation of such licenses for certain causes; to fix liability on certain persons for negligence in the operation of motor vehicles on the public highways; and to prescribe penalties for violations of certain provisions of this act
An ACT to prohibit sheriffs, sergeants, constables and high constables or any of their deputies from purchasing effects sold by them under writs and to prohibit any such officers from acting as an auctioneer or common crier unless he first obtains a license to act as such.
An ACT to amend and re-enact section 203 of the Tax Code of Virginia, in relation to the license taxation of vendors of patent, proprietary or domestic medicines, salves, liniments or compounds of like kind, spices, extracts, toilet articles and other articles of like kind.

An ACT to amend and re-enact section 191 of the Tax Code of Virginia in relation to pawn-brokers.
An ACT to authorize and empower the Medical College of Virginia, through its board of visitors to provide from time to time for the extension, renewal or payment of its existing obligations, and for that purpose to borrow money to refund a present bonded indebtedness, to execute evidences of debt and secure same by deed of trust or mortgage.
An ACT to prohibit the sale or receipt of second hand heating or plumbing fixtures or supplies, electrical fixtures or wiring, gas fixtures or appliances, water faucets, pipes, locks, bath tubs, or other second hand fixtures of whatever kind or description pertaining to a building without a permit; to require persons engaged in the buying and selling of such articles to keep permanent records of such transactions and the names and descriptions of the persons participating in the same; to require junk dealers and dealers in such second hand personal property to make reports of such transactions; to exempt certain persons from the provisions of this act; to require the books and premises of all persons affected by this act to be open to police inspection; and to prescribe penalties for the violation of the provisions of this act; and to define dealers within the meaning of this act.
An ACT to provide that motor vehicles used as service or wrecking cars shall, for the purpose of licensing and registration pursuant to the provisions of chapter 342 of the Acts of the General Assembly of 1932, approved March 26, 1932, and known, designated and cited as the Motor Vehicle Code of Virginia, and amendments thereof, be treated as other similar motor vehicles and not as motor vehicles operated for compensation or for hire.
An ACT to provide for the supervision, regulation and control of the production, processing, transportation, storage, distribution, and sale of milk and cream; to create a Milk Commission and local milk boards and to define and provide for the functions, duties and powers thereof; to provide for the appointment, suspension, removal, compensation, costs, and expenses of such commission and boards and the members, officers, agents and employees thereof; to provide for licensing processors, bottlers, wholesalers, distributors, and retailers of milk and cream, or either; to provide for the raising of funds for the administration of this act and to provide for the disposition of revenue collected hereunder and to impose penalties for violations of the provisions of this act.
An ACT to amend and re-enact section 199 of the Tax Code of Virginia, in relation to license taxes on manufacturers of bottled carbonated beverages.
An ACT to authorize and empower counties, cities and towns to pledge all or any part of fees, rents, tolls, charges and other revenues and receipts from projects, improvements and undertakings, and extensions, additions, improvements and betterments, thereto to secure payment of their bonds, interim certificates and other obligations.
