An ACT to amend the Code of Virginia by adding thereto fourteen new sections numbered 3775-a to 3775-n, both inclusive, providing for the safety of aircraft passengers; for the licensing and inspection of aircraft and of aircraft pilots; authorizing the State corporation commission to promulgate rules and regulations governing the operation of aircrafts; providing for the issuance of permits for the establishment of air ports; providing for the supervision of said air ports; fixing penalties for violation of the sections embraced in this bill, and to repeal chapter 463 of the acts of 1928.

An ACT to amend and re-enact section 9-a of an act known as the Virginia banking act, being chapter 507 of the acts of 1928, approved March 27, 1928, so as to provide how State banks may be merged or consolidated with other State banks or national banks; by what laws such mergers and consolidations are governed and vote required; the effect upon fiduciary offices; the effect of such consolidations with national banks; the extent to which the property rights and benefits of such State banks, when so consolidated or merged into a national bank, or of a State bank converted into a national bank, may be transferred; to provide that, in case said State bank be acting as administrator, co-administrator, executor, co-executor, trustee or co-trustee of or in respect to any estate or trust administered under the laws of this State, such relation, as well as any other or similar fiduciary relations, and all rights, privileges, duties and obligations connected therewith shall remain unimpaired and shall continue into said national bank.
An ACT to amend the Code of Virginia of 1919, by adding thereto a new section, to be numbered thirty-eight hundred and twenty-a, which new section relates to the sale, conveyance and transfer by corporations, with certain exceptions, of the whole of their property, including good will, to any person, or corporation authorized to acquire the same.

An ACT to amend and re-enact section 53 of an act entitled an act to revise, collate and codify into one act the general statutes of the Commonwealth, relating to banks and banking, known as the Virginia banking act, which was amended by an act approved March 24, 1930.
An Act to amend and re-enact an act entitled “an act concerning trustees, their qualification, sales made by trustees under order or decree of court, their compensation in such cases,” approved March 19, 1920, and to enlarge said act so as to validate sales, and deeds made in pursuance thereof, by trustees who were stockholders, officers or directors of corporations, under deeds of trust given to secure debts due to such corporations.

An ACT for the relief of the Seaboard Citizens National Company, Incorporated.
An ACT requiring persons, firms, corporations and associations owning, controlling, operating or managing motor vehicles used as common carriers for the transportation of persons and/or property for compensation on the public highways of this State to obtain registration plates or markers, and prescribing and imposing certain taxes and/or license fees and/or charges and providing for the collection, payment and disposition of the same, and providing for the enforcement of this act and for punishment of violations thereof.
An ACT to amend and re-enact section 192 of the Tax Code of Virginia, in relation to the license tax of peddlers.
An ACT to amend and re-enact sections 2 and 3 of an act entitled "an act to encourage thrift and savings amongst industrial classes similar to the encouragement afforded by building and loan associations and to authorize the incorporation of industrial loan associations for the purpose of making small loans to industrial classes on security and at a low rate of interest," approved February 21, 1920, as heretofore amended, and to further amend the said act by adding thereto four new sections, numbered 13, 14, 15 and 16, respectively.
An ACT to amend and re-enact section 4 of an act entitled an act to incorporate the town of Falls Church, in the county of Fairfax, approved March 30, 1875, as heretofore amended, said section being in relation to the town council.
An ACT to amend the Code of Virginia by adding thereto six new sections, numbered 2702-a to 2702-f, both inclusive, in relation to giving two or more counties the right to employ, appoint, or elect conjointly ministerial and executive officers, after the conjoint employment, appointment, or election of such officers has been adopted, in accordance with section 110 of the Constitution of Virginia, by a majority of the qualified voters of each such counties voting in an election held for that purpose, and prescribing penalties.
An ACT to amend and re-enact section 176 of the Tax Code of Virginia, in relation to the license taxation of contractors, plumbers and steam fitters.

An ACT to amend and re-enact section 1 of an act entitled an act to authorize the board of supervisors of counties having a density of population of more than five hundred per square mile according to the last United States census, to divide the area of said counties into one or more districts and in such districts to regulate the use of land and of buildings or other structures, and the height thereof, and also to establish building lines and to regulate and restrict the construction and location of buildings and other structures in said counties; to authorize such boards of supervisors to adopt all necessary regulations for carrying into effect the purposes of this act; to provide for zoning commissioners and boards of zoning appeals in such counties, their powers and duties; to provide for appeals from such zoning commissioners and boards of appeal and the effect thereof; to authorize such boards of supervisors to appoint administrative officers; to prescribe the powers and duties of such administrative officers; to provide for the enforcement of this act and to prescribe penalties for the violation thereof, approved April 11, 1927, as amended by an act approved March 24, 1930, extending said act to cover every county of the Commonwealth adjoining a city having a population of 170,000 or more, as shown by the last United States census, so as to further extend said act to include every county having a population of over 25,000 inhabitants and which adjoins two cities, both of which are located in this State and have an aggregate population of not less than 165,000 nor more than 185,000 inhabitants.
An ACT requiring nonresident persons, associations, partnerships and corporations establishing and/or maintaining a place of business in this State for the advertising, offering and/or sale of securities to appoint, by written power of attorney, the secretary of the Commonwealth and his successors in office, as the agents of such nonresidents, upon whom may be served an process against, or notice to such nonresident; to provide for the admissibility in evidence of certified copies of the power of attorney provided for; to empower the State corporation commission to enjoin or restrain the advertising, offering and/or sale of securities by such nonresidents, and their agents and employees and to prescribe penalties.
An ACT to amend and re-enact section 5429 of the Code of Virginia, relating to confirmation of reports of fiduciaries.
An ACT to provide for the licensing of chauffeurs, and other motor vehicle operators, and for the suspension and revocation of such licenses for certain causes; to fix liability on certain persons for negligence in the operation of motor vehicles on the public highways; and to prescribe penalties for violations of certain provisions of this act.
An ACT to amend the Tax Code of Virginia by adding thereto a new section numbered section 192-b, imposing a State license tax on peddlers of goods, wares or merchandise who sell to licensed dealers or retailers.
