An ACT to amend and re-enact Sections 4222, as heretofore amended, 4226-a, and 4235, as heretofore amended, of the Code of Virginia relating to insurance; to amend the Code of Virginia by adding thereto a new section numbered 4221-a defining certain terms as used in certain sections of the Code of Virginia and a new section numbered 4235-b, requiring registration of solicitors and a new section numbered 4235-c; and to repeal Section 168 of the Tax Code of Virginia.

An ACT to amend and re-enact Sections 40 and 41 of Chapter 94 of the Acts of the General Assembly of 1934, approved March 7, 1934, and known, designated and cited as the Alcoholic Beverage Control Act, so as, among other things to provide that certain sales of alcoholic beverages shall be unlawful, to provide penalties for the violation of the provisions of such sections, and to provide that when such penalties shall have been imposed that such sentences shall not be suspended; and to amend and re-enact Section 50 of Chapter 255 of the Acts of the General Assembly of 1936, approved March 25, 1936, and known, designated and cited as the Alcoholic Beverage Control Act, so as, among other things to provide under certain conditions that it shall be unlawful to have, possess, keep, carry, ship or transport alcoholic beverages, to provide penalties for the violation of the provisions of such section.
An ACT to amend and re-enact Section 3780 of the Code of Virginia, as heretofore amended, in relation to amendment of charters of corporations.
An ACT to amend chapter 67 of the Code of Virginia by adding thereto a new section numbered 1607-a, providing for the inspection under the applicable provisions of said chapter, of all tourist camps, and all filling stations and other premises in connection with which shall be maintained water closets or rest-rooms for the convenience of the traveling public, and for punishment for obstructing officers.
An ACT to authorize boards of supervisors or other governing bodies in counties to divide the area of counties in the unincorporated portions thereof into one or more districts; to regulate the use of lands and of buildings and other structures; to provide the locations of those areas which may be used as places of residence or in which agriculture, forestry, trade, industry or other specific uses, may be conducted, the height, bulk and size of buildings or other structures, the percentage of land area which may be occupied, and the minimum sizes of yards, courts or other open spaces; to provide for amendments and changes therein; to require county planning commissions to perform certain duties with reference thereto; to permit cooperation between political subdivisions, State and Federal agencies and officials thereof; to permit the appointment and prescribe the powers and duties of county boards of zoning appeals; to provide that this act shall not apply to certain counties heretofore authorized to regulate the use of land and the construction and use of buildings and structures therein; to provide for the enforcement of this act; and to provide penalties for violation of this act.
An ACT to create a planning board to be known as the Virginia State Planning Board; to provide for the appointment thereof, and the filling of vacancies therein; to prescribe its powers and duties; to provide for its organization, meetings, and personnel; and to provide for the acceptance by the board of any funds given it.

An ACT to control and regulate the keeping, maintenance and operation of tourist camps, to this end to provide for the keeping of certain records and for the making of certain inspections, and to prescribe penalties for violations.
An ACT to amend and re-enact Section 20 of Chapter 94 of the Acts of the General Assembly of 1934, approved March 7, 1934, as heretofore amended, and known, designated and cited as the Alcoholic Beverage Control Act, so as, among other things, to provide when the Board may refuse to grant licenses; and to require of wholesale wine distributors a bond in the penal sum of Ten Thousand Dollars, ($10,000.00).
An ACT to amend and re-enact Section 4204 of the Code of Virginia, relating to capital and surplus of insurance companies and deposits of bonds and securities by such companies.
An ACT to amend and re-enact Section 262 of the Tax Code of Virginia, as heretofore amended, in relation to permits for the construction, repair and improvement of buildings and structures in certain counties.
An Act to amend an act concerning weights and measures; and to repeal certain sections of the Code of Virginia relating to livestock auction markets.
An ACT to amend and re-enact Section 8-a of an Act entitled, ‘‘An Act requiring persons, firms, corporations and associations owning, controlling, operating or managing motor vehicles used as common carriers for the transportation of persons and/or property for compensation on the public highways of this State to obtain registration plates or markers, and prescribing and imposing certain taxes and/or license fees and/or charges and providing for the collection, payment and disposition of the same, and providing for the enforcement of this act and for punishment of violations thereof,’’ approved March 26, 1932.
An ACT to amend and re-enact Section 5189 of the Code of Virginia, as heretofore amended, relating to docketing conditional sales contracts, and certain other contracts.
An ACT to fix the number of terms of the circuit courts of the Thirty-third judicial circuit, and to authorize the judge of such courts to fix the days for the commencement of the said terms.
An ACT to amend the Code of Virginia by adding thereto a new Section to be numbered 4204-a, relating to the investment of the minimum capital and surplus of insurance companies other than life.
An ACT to amend and re-enact Section 153 of the Tax Code of Virginia, as heretofore amended, relating to carnivals, shows, circuses, menageries, and other like amusements, so as to require their registration and the giving of an appropriate bond.
An ACT to amend and re-enact Section 3820-a of the Code of Virginia, as heretofore amended, relating to the sale, conveyance and transfer by corporations of their property and assets.
An ACT to validate certain pay-roll checks of the State Department of Highways which were fraudulently obtained and used by M. S. De Huff, an Engineer employed by the said Department, and transferred by him without notice and for value to certain persons, firms, associations and corporations.
An ACT to make it unlawful to operate fraudulently any coin-box telephone, parking meter, vending machine or other machine that operates on the coin-in-the-slot principle, or to obtain fraudulently from any such coin-box telephone, parking meter, vending machine or other machine the use and enjoyment of telephone or telegraph service, parking privileges, merchandise or other service or property, or to manufacture, sell or give away, with intent to defraud, or knowing the same is intended for any unlawful use, any slug, device or substance whatsoever, designed and intended for the operation of any such coin-box telephone, parking meter, vending machine or other machine, and providing a penalty for its violation; and to repeal all acts and parts of acts inconsistent herewith.
An ACT to amend and re-enact Section 2 of Chapter 94 of the Acts of the General Assembly of 1934, approved March 7, 1934, and known, designated and cited as the Alcoholic Beverage Control Act, so as, among other things, to provide definitions for the various terms and words contained in the Alcoholic Beverage Control Act.
An ACT to amend and re-enact Section 3216 of the Code of Virginia, a heretofore amended, relating to inspection, measurement and loading of, and tax on oysters, and prescribing penalties.
An ACT to amend and re-enact section 230 of the Tax Code of Virginia, as heretofore amended, relating to special taxes on certain classes of public service companies and others for rate-making and other purposes.
An ACT to provide a new charter for the town of Wise, in the county of Wise; to validate all contracts heretofore or hereafter made by the present council and government while in office, not inconsistent with this new charter or the Constitution and general laws of this State; and to repeal all acts, or parts of acts, in conflict with this act.

An ACT to amend and re-enact Section 3 of an act entitled ‘An act to authorize and provide for a voluntary inspection service for agricultural products; to constitute certificates issued under this act or under authority of the Congress of the United States prima facie evidence in courts of this Commonwealth; and to repeal Section 1471 of the Code of Virginia, as amended by an Act approved March 15, 1920.’
An ACT to provide for the sterilization of all bottles, jugs, cans, barrels and containers used in the packing, bottling, storage, distribution and sale of non-alcoholic beverage and drink products
An ACT to provide for the regulation and control of the manufacture, sale, advertising of and traffic in, certain dog food; to define adulterated, misbranded and unlabeled dog food, and to prohibit the manufacture, and sale of and traffic in such dog food; to confer upon the Commissioner of Agriculture and Immigration certain powers and duties with respect to certain dog food; and to provide penalties for the violation of certain provisions of this act.
An ACT to amend and re-enact Section 211 of the Tax Code relating to franchise taxes on certain corporations and others
An ACT to amend and re-enact Section 22, as heretofore amended, 24, and 58, as heretofore amended, of Chapter 94 of the Acts of the General Assembly of 1934, approved March 7, 1934, and known, designated and cited as the Alcoholic Beverage Control Act
An ACT to amend and re-enact Section 401 of the Code of Virginia, relating to the sale and distribution of State publications, so as to provide for the distribution of certain publications to subscribers.
An ACT to amend and re-enact Section 20 of Chapter 402 of the Acts of the General Assembly of Virginia of 1918, approved March 23, 1918, as heretofore amended, relating to the business of making small loans.
An ACT to provide for the regulation and control of the manufacture, sale, advertising of and traffic in certain foods; to define adulterated or misbranded food, and to prohibit the manufacture and sale of and traffic in such food; to confer upon the Commissioner of Agriculture and Immigration and the Board of Agriculture and Immigration certain powers and duties with respect to certain foods, and to authorize certain injunctive relief to restrain, and to provide penalties for, violations of certain provisions of this act.
An ACT to amend and re-enact an act entitled ‘‘An Act to define vinegar; to prohibit the manufacture or sale of adulterated or misbranded vinegar; and to prescribe penalties.’”
AN ACT TO AMEND AND RE-ENACT SECTIONS 1, 2, 3, 7, 9, 14, 19, 21 AND 30 OF AN ACT ENTITLED 'AN ACT TO ENCOURAGE THE COOPERATIVE MARKETING OF FARM PRODUCTS IN VIRGINIA, TO PROVIDE FOR AND AUTHORIZE THE INCORPORATION OF COOPERATIVE MARKETING ASSOCIATIONS OR EXCHANGES AND THE LICENSING TO DO BUSINESS IN VIRGINIA OF SIMILAR CORPORATIONS CREATED IN OTHER STATES UNDER SIMILAR LAWS.'
An ACT to amend the Code of Virginia by adding to Chapter 109 thereof 13 new sections numbered 2726-m to 2726-y both inclusive, vesting in Boards of Supervisors power to cause county buildings to be insured, to provide suitable rooms for county purposes and to determine what allowances payable out of county treasuries shall be made to sheriffs and clerks, and to repeal Sections 2726 and 2726-a to 2726-1, both inclusive, of the Code of Virginia, relating to the same matters.
An ACT to amend and re-enact Sections 22, 27 and 28 of Chapter 94 of the Acts of the General Assembly of 1934, approved March 7, 1934, as here- tofore amended, which act is known, designated and cited as “The Alcoholic Beverage Control Act’’, said sections relating to license and excise taxes, and to further amend the said act by adding thereto a new section numbered 17-a, levying a State tax upon alcoholic beverages, as defined in the said act, providing for the collection of the said State tax, and providing for the payment of all moneys so collected into the State treasury.
An ACT to require all motor carriers holding certificates and/or permits issued by the State Corporation Commission to purchase motor fuel in Virginia commensurate with the mileage traveled in this State; to require such motor carriers to make reports to the State Corporation Commission; to provide for the revocation or suspension of such certificate and permit and to prescribe for the punishment for violation thereof.
An ACT to authorize the Virginia Conservation Commission, with the approval of the Governor and subject to certain conditions and restrictions, to lease to any responsible organization or group of individuals all or any part of certain lands, with improvements and appurtenances, in Fairfax County, Virginia, known as Washington’s Old Mill.
An ACT to amend the Tax Code of Virginia by adding a new section thereto, to be numbered Section 216-b, in relation to the taxation of persons, firms, associations and corporations engaged in the business of operating motor vehicles for the transportation of persons or property, or both, over fixed routes within the limits of any city or town within this State.
An ACT to amend and re-enact Sections 1, 8, 10 and 15-a of an act entitled ‘‘An Act to regulate the practice of general contracting in Virginia; to establish a State Registration Board for Contractors and to define its powers and duties; to provide the method of obtaining a certificate of registration to engage in the practice of general contracting, and to fix fees for such certificate; to dispose of the monies raised; to provide the method of suspension and cancellation of such certificate of registration ; and to prescribe the punishment for violation of the provisions of this act.’
An ACT to amend and re-enact an act entitled 'An Act to make it unlawful for any person to drive or operate any automobile or other motor vehicle, engine or train while under the influence of alcohol, brandy, rum, whiskey, gin, wine, beer, lager beer, ale, porter, stout, or any other liquid, beverage or article containing alcohol, or under the influence of any narcotic drug, or any other self-administered intoxicant or drug of whatsoever nature; to prescribe penalties for violations thereof, and to require convictions thereunder to be reported to the Director of the Division of Motor Vehicles.'

An ACT to amend and re-enact Sections.353, 354. and.355 of the Code of Virginia, relating to the deposit of certain public records in the State Library
An ACT to provide for service of process, or notice, in proceedings before, and render binding the actions of, the State Corporation Commission, in its administration of the provisions of Chapter 433, Acts of the General Assembly, 1928, pertaining to rates, etc., of fire insurance underwriters doing business in Virginia, as same has been, or shall be, amended, and otherwise pertaining to procedure in the administration of said Act.
An ACT to amend and re-enact Section 35, as heretofore amended, of Chapter 342 of the Acts of the General Assembly of 1932, approved March 26, 1932, and known, designated and cited as the Motor Vehicle Code of Virginia, in relation to registration, license and other fees, and to add a new Section 35-a, relating to the cooperation by the State Highway Commission with the Public Roads Administration and the American Association of State Highway Officials.
An ACT to amend and re-enact Section 39-a, of an act entitled “An act to provide a new charter for the town of Pocahontas, in the county of Tazewell, and to repeal all other acts or parts of acts in conflict therewith.”
An ACT to validate acknowledgments to deeds of trust, taken by persons who are trustees therein and who are also officers authorized by law to take acknowledgments.
An ACT to amend and re-enact Section 12 of an Act entitled, ‘An Act to revise, collate and codify into one Act the General Statutes of the Commonwealth, relating to banks and banking, which act shall constitute and be designated and cited as the Virginia Banking Act, and to repeal all Code Sections and all Acts and parts of Acts inconsistent therewith and to provide penalties for the violation thereof,”

An ACT to amend and re-enact Section 5553 of the Code of Virginia, relating to loans by, and the rate of interest allowed to bankers, brokers and certain other corporations and associations.
An ACT to amend and re-enact Section 2 of an act entitled ‘An Act to define motor vehicle carriers and transportation brokers; to provide for the regulation, supervision, and control of persons, firms, corporations, and associations, owning, controlling, operating, or managing motor vehicles used for the transportation of persons or property for compensation on the public highways of this State, and of transportation brokers; to provide for the regulation of the rates thereof; to provide for and/or regulate and/or control the operation of, and the charges, rates, or services imposed by any person, firm, or corporation operating motor vehicles for compensation over the highways of this State; to provide for the enforcement of this act, and for the punishment of violations thereof; and to repeal Chapter 359 of the Acts of 1932, and all statutes and/or acts, or parts of statutes and/or acts, in conflict with the provisions of this act,’ approved March 9, 1936, as heretofore amended.
An ACT to amend and re-enact Section 13 of an act entitled ‘An act to incorporate the town of Pennington Gap, in the county of Lee.’
An ACT to provide a new charter for the town of Iron Gate, Alleghany County, Virginia; to repeal all acts, or parts of acts in conflict therewith: and to validate all contracts heretofore or hereafter made by the present council and government while in office not inconsistent with this charter or the Constitution and general laws of this State; and to repeal all former charters of the town of Iron Gate.
An ACT to amend and re-enact Section 48, as heretofore amended, of an Act entitled, ‘‘An Act to revise, collate and codify into one Act the General Statutes of the Commonwealth, relating to banks and banking, which act shall constitute and be designated and cited as the Virginia Banking Act, and to repeal all Code Sections and all Acts and parts of Acts inconsistent therewith and to provide penalties for the violations thereof.’’
An Act to amend and re-enact Sections 1, 3, 4, 6, 9, 13 and 14 of an act entitled ‘An Act to regulate outdoor advertising outside of the corporate limits of cities and incorporated towns in sight of public highways; to provide for licensing persons engaged in the business of outdoor advertising and for the issuance of permits for advertisements and advertising structures; to prohibit certain advertisements and advertising structures and to provide for the removal of advertisements and advertising structures illegally posted, displayed, erected, used or maintained; to prescribe the powers and duties of certain officers relating thereto; and to prescribe penalties for violations of this act.’

An ACT to amend and re-enact Section 4226-a of the Code of Virginia, relating to the collection of insurance premiums, to the allowance of commissions thereon in certain cases, and to the licensing and regulation of non-resident insurance brokers.
An ACT to amend and re-enact Section 35, as heretofore amended, of Chapter 342 of the Acts of the General Assembly of 1932, approved March 26, 1932, and known, designated and cited as the Motor Vehicle Code of Virginia, said section relating to the registration fees.
An ACT to amend an act entitled ‘‘An act to provide a new charter for the town of Herndon, in the county of Fairfax, and to repeal an act entitled ‘An act to incorporate the town of Herndon, in the county of Fairfax’
An ACT to amend the Code of Virginia by adding thereto a new section numbered 5202-a prescribing how valid liens may be obtained on certain livestock and poultry, providing for the method of filing and docketing such liens, and validating certain mortgages, chattel mortgages and deeds of trust, heretofore executed, embracing livestock and poultry, or either.
An ACT to authorize the use of an outline map of the State of Virginia on agricultural and other food products; to prescribe its use; to vest certain powers with reference thereto in the Commissioner of Agriculture and Immigration and the Director of the Division of Markets; and to prescribe penalties for the violation of this act.
An ACT to amend and re-enact Section 1, as heretofore amended, of an act entitled ‘“‘An act to encourage thrift and savings amongst industrial classes similar to the encouragement afforded by building and loan associations and to authorize the incorporation of industrial loan associations for the purpose of making small loans to industrial classes on security and at a low rate of interest.”’
An ACT to amend and re-enact Section 6564 of the Code of Virginia, as amended, relating to the taking of chattel mortgages on property, provided by Section 6552 of the Code of Virginia to be exempt from execution, to secure loans made for the purchase of the said property.
An ACT to amend and re-enact Section 12 of an act approved February 12, 1894, as heretofore amended, incorporating the Town of Tappahannock in The County of Essex.
An ACT to amend and re-enact section 394 of the Code of Virginia, relating to the printing and distribution of the reports of State departments and agencies, so as to provide that the same, with certain exceptions, shall be edited and condensed, and printed and distributed bi-ennially in consolidated form.
An ACT to provide for the creation of produce market authorities in certain cities; to prescribe the rights, powers, functions and duties of such authorities and of the officers, agents and employees of such authorities; to prescribe with reference to such authorities certain exceptions and limitations with respect to licenses and taxes; and to prescribe the powers and duties of certain officers with respect to such authorities.
An ACT to amend and re-enact Section 1 of an act entitled ‘‘An Act to amend and re-enact an act entitled an act to secure to operatives and laborers engaged in and about railroad shops, coal mines, manufacturies of iron and steel, and all other manufacturies, and railroad clerks the payment of wages at regular intervals, and in lawful money of the United States approved May 23rd, 1887, as amended and re-enacted by an act approved March 11th, 1912.”
An ACT to amend the Code of Virginia by adding thereto a new section to be numbered 5216-a, authorizing the filing with clerks of State courts of notices of Federal tax liens, and providing for the recording and indexing of such liens and the clerks’ fees therefor; and to repeal an act entitled ‘An Act to authorize the filing of notices of Federal tax liens with clerks of State courts, and to provide for the recordation and indexing thereof.’
An ACT to amend and re-enact Section 17, as amended, of Chapter 342 of the Acts of the General Assembly of 1932, approved March 26, 1932, and known, designated and cited as the Motor Vehicle Code of Virginia, said section relating to registration cards and certificates of title, so as to give priority to certain repair liens over liens shown on certificate of title.
An ACT to amend the Code of Virginia by adding thereto a new section numbered 3875-a, authorizing any stock corporation organized to operate an educational institution to amend its charter so as to become a corporation not organized for profit and without capital stock.

An ACT to amend and re-enact Section 1 of an act entitled ‘‘An Act to protect trade-mark owners, distributors and the public against injurious and uneconomic practices in the distribution of articles under a distinguishing trade-mark, brand or name; to authorize certain provisions to be included in contracts relative to the sale or resale thereof; and to provide remedies.”

An ACT to prohibit the purchase of livestock when delivered to the purchaser in motor vehicles in certain cases, to require purchasers of such livestock to keep certain records, and to prescribe penalties for violations.

An ACT to authorize the sale at public auction of unclaimed baggage and other personal property in possession of a hotel under certain conditions and after certain notice, to require the payment of any surplus proceeds of such sale into the literary fund of the Commonwealth when the owner fails to apply therefor, and to provide under certain conditions for the recovery of such surplus proceeds by the former owner.
