An ACT to amend and re-enact Section 6 of an act entitled ‘An act tc provide for the supervision, regulation and control of the production, processing transportation, storage, distribution, and sale of milk and cream; to create a Milk Commission and local milk boards and to define and provide for the functions, duties and powers thereof: to provide for the appointment, suspension. removal, compensation, costs, and expenses of such commission and boards and the members, officers, agents and employees thereof; to provide for licensing processors, bottlers, wholesalers, distributors, and retailers of milk and cream, or either; to provide for the raising of funds for the administration of this act and to provide for the disposition of revenue collected hereunder and to impose penalties for violations of the provisions of this act,' approved March 29, 1934, so as to provide for appeals to certain courts of the Commonwealth from the orders and decisions of the Milk Commission in certain cases, and to prescribe the procedure therefor and the incidents thereof.
An ACT to amend and re-enact an act entitled ‘‘An act to regulate investments of domestic life insurance companies.’’
An ACT to amend and re-enact Section 2 of Chapter 441 of the Acts of the General Assembly of 1938, approved April 1, 1938, and known, designated and cited as the ‘Unfair Sales Act’’, relating to definitions.
An ACT to amend the Code of Virginia by adding thereto a new section numbered 6555-b, prescribing the requirements for valid assignments of wages and salaries due or to become due from employers, and making certain partial assignments of wages and salaries unenforceable.

An ACT to amend and re-enact Section 213 of the Tax Code of Virginia, relating to necessity for payment, by corporations, of certain taxes, fees and dues, assessed by the State Corporation Commission, as prerequisite to taking certain steps before, and securing certain actions by, the Commission, and relating to relief therefrom under certain circumstances; so as to except, from necessity of such prepayment, corporations whose incorporators make voluntary surrender of corporate rights and franchises.
An ACT to amend and re-enact Sections 7, 16 and 21 of an act entitled “An act to provide a new charter for the town of Occoquan and to repeal all other acts inconsistent with this act.”, approved March 22, 1930, relating to meetings of the town council ; and to further amend the said act by adding a new section numbered 18-a, authorizing the town to levy license taxes on certain motor vehicles.
An ACT to relieve the owners and operators of motor vehicles, trailers and semi-trailers used for agricultural or horticultural purposes from certain requirements of law with respect to registering and licensing such vehicles, under certain conditions, to prescribe the rights and duties of the owners, lessees and operators of such vehicles with respect to fuel tax refunds, and to repeal provisions of law inconsistent with this act.
An ACT to amend the Code of Virginia by adding to Chapter 253 thereof a new section numbered 6064-a, to provide who shall be included in the term “agent”, for the purpose of service of any attachment or garnishment process, or notice of judgment, upon a foreign corporation, and to provide that service upon any such agent shall be sufficient service of such process.
An ACT to amend and re-enact Section 13 of an act entitled “An Act to revise, collate and codify into one act the general statutes of the Commonwealth relating to banks and banking, which act shall constitute and be designated and cited as the Virginia banking act, and to repeal all Code Sections and all acts and parts of acts inconsistent therewith, and to provide penalties for the violations thereof,” approved March 27, 1928, as subsequently amended, relating to the establishment and operation of branch banks.
An ACT to amend and re-enact Section 3751 of the Code of Virginia, relating to reports of the State Corporation Commission, to eliminate requirements of publication of certain statistical data.
An ACT to amend, as heretofore amended, and to re-enact Sections 1 and 15 of an act entitled “An act to provide for the organization, maintenance and supervision of a fire, windstorm, lightning, tornado, hail, and automobile fire and theft insurance rate making bureau; to provide for the making and filing of such rates by the bureau, insurance companies and other insurers; whether stock, mutual, reciprocal or inter-insurer; to generally regulate rate making agreements; to prohibit discrimination, and to empower the State Corporation Commission to fix, approve, alter or reduce such rates; providing penalties for violations, and to repeal all acts and parts of acts in conflict herewith.”
An ACT to define and regulate the sale of used and second-hand watches, and to prescribe penalties for violations of this act.
An ACT to provide for refunds of portions of registration and license fees for motor vehicles, trailers and semi-trailers when such vehicles cannot be operated for lack of tires and tubes.
An ACT to amend the Tax Code of Virginia by adding thereto a new section, to be numbered 188-a, in relation to computing sales of motor vehicles and motor vehicle tires, or either, for the purpose of measuring the State license tax on retail merchants for the license year 1942.

An ACT to amend and re-enact Section 567 of the Code of Virginia, as heretofore amended, relating to who may become certified public accountants.
An ACT to amend and re-enact Section 3876 of the Code of Virginia, as heretofore amended, the said section providing how corporations not organized for profit and in which no capital stock is required may dispose of or encumber property, so as to prescribe how deeds and other instruments shall be executed by such corporations and to validate certain deeds and other instruments heretofore executed by them.
An ACT to revise and clarify certain provisions of law relating to the registration, taxing and licensing of motor vehicles, trailers and semi-trailers, and to arrange such provisions in orderly sequence; to provide a system of registering, taxing and licensing motor vehicles, trailers and semi-trailers not designed and used for the transportation of passengers, based on the gross weight of such vehicles when loaded; to impose a road tax on the gross receipts of persons operating certain motor vehicles, trailers and semi-trailers for compensation, under certain conditions and with certain exemptions; to provide a system for the registration of certain motor vehicles, trailers and semi-trailers not otherwise required by law to be registered in Virginia.
An ACT to provide a new charter for the Town of Chatham, in the County of Pittsylvania; to validate all contracts heretofore or hereafter made by the present governing body and council while in office, not inconsistent with this new charter or the Constitution and general laws of this State; and to repeal all acts or parts of acts in conflict with this act.
An ACT to amend and re-enact Section 156 of the Tax Code of Virginia, as heretofore amended, relating to moving picture shows.

An ACT to amend and re-enact Section 879 of the Code of Virginia, relating to the inspection of certain plants and the issuance of certain inspection certificates, so as, among other things, to authorize, under certain conditions, certain plants to be shipped into Virginia under certificates not issued in Virginia and to authorize the Commissioner of Agriculture and Immigration to seize, treat or otherwise safely to dispose of, or to cause to be so seized, treated or disposed of, certain infected or infested plants and materials; and further to amend the Code of Virginia by adding thereto two new sections, numbered 870-a and 882-a, defining the terms “nursery” and “nursery stock”, heretofore defined by Rules and Regulations, and authorizing the Commissioner of Agriculture and Immigration to enter into certain reciprocal agreements.
An ACT to amend and re-enact Sections 2, 4, 4-a and 8 of Chapter 335 of the Acts of the General Assembly of 1938, approved March 31, 1938, and known, designated and cited as the “Sanitation Districts Law of nineteen hundred and thirty-eight” in relation to the establishment of sanitation districts and the creation thereof as bodies corporate and politic styled as sanitation district commissions, to withdrawals therefrom, and with regard to the corporate powers and duties of such sanitation district commissions. and the management and control thereof, and the exemptions from taxation appertaining thereto.
An ACT to amend and re-enact Sections 2 and 47, as heretofore amended, and Sections 29 and 48 of Chapter 473 of the Acts of the General Assembly of 1924, approved March 22, 1924, the said chapter providing a new charter for the City of Roanoke, and the said sections relating to the powers of the city, the issuing justice, and the issuance of bonds therein
An ACT to amend and re-enact Section 19 of Chapter 449 of the Acts of the General Assembly of 1922, approved March 27, 1922, relating to loans by credit unions.
An ACT to amend and re-enact Section 1, as amended, of “An Act requiring non-resident persons, associations, partnerships and corporations establishing and/or maintaining a place of business in this State for the advertising, offering and/or sale of securities to appoint, by written power of attorney, the secretary of the Commonwealth and his successors in office, as the agents of such non-residents, upon whom may be served any process against, or notice to such non-resident; to provide for the admissibility in evidence of certified copies of the power of attorney provided for; to empower the State Corporation Commission to enjoin or restrain the advertising, offering and/or sale of securities by such non-residents, and their agents and employees; and to prescribe penalties.”
An ACT to provide that certain corporations which were chartered to transact fire insurance on the mutual plan, and which have issued no capital stock although authorized by their charter so to do, shall be deemed fire insurance companies operating on the assessment plan and shall be assessed for taxation on the same basis as corporations without capital stock.
An ACT to amend and re-enact Section 5, as heretofore amended, of Chapter 385 of the Acts of the General Assembly of 1932, approved March 29, 1932, and therein designated as the Virginia Operators’ and Chauffeurs’ License Act, relating to persons to whom a license shall not be issued.
An ACT to amend and re-enact Section 3850 of the Code of Virginia, as amended, relating to what certificates of incorporation of corporations, other than public service corporations, to set forth, so as to require maximum amount of each class of stock to be stated.
An ACT to amend and re-enact Section 3 of an Act entitled “An Act to provide for the incorporation, establishment and operation of loan and savings institutions known as ‘credit unions’.”
An ACT to provide for continuing boards of real estate assessments in certain counties; to prescribe their powers, duties and qualifications, and to fix their compensation; to prohibit the members of such board from participating in primaries and elections, under certain conditions; and to provide certain remedies.
An ACT to amend the Code of Virginia by adding thereto a new section numbered 374-b, to authorize the Attorney General to investigate complaints of violations of Chapter 441 of the Acts of the General Assembly of 1938, approved April 1, 1938, and therein designated as the “Unfair Sales Act”, or cause such complaints to be investigated ; to provide for instituting and conducting proceed-ings against violators; and to provide for publishing and circulating the provisions of said Act, and the Attorney General’s interpretation thereof.
An ACT to amend and re-enact Section 5431 of the Code of Virginia, as amended, relating to securities in which fiduciaries may invest.

An ACT to amend Chapter 529, Acts of 1928, approved March 28, 1928, as amended, which amended and re-enacted, in its entirety, Chapter 408, Acts of 1918, approved March 23, 1918, pertaining to the offer, sale, et cetera, of securities, by adding a new section, numbered 5-a, defining certain terms, requiring any company proposing to sell, selling, or having sold certain kinds of securities, in Virginia, to make and maintain a deposit as security for the performance of the obligations assumed, or otherwise to provide security, as determined by the State Corporation Commission; providing for the appointment of a receiver for any such company under certain circumstances ; requiring certain steps to be taken, or certain conditions to exist, before application for a receiver for any such company by any person other than the State Corporation Commission as provided; providing for the custody, control, et cetera, of the deposit when made; and declaring an emergency.
An ACT to amend and re-enact Section 19, as amended, of Chapter 230 of the Acts of the General Assembly of 1920, approved March 16, 1920, to provide a charter and special form of government for the City of Hampton, et cetera, to increase the maximum of the school tax that may be levied, and to declare the existence of an emergency.

An ACT to amend and re-enact Sections 3821 and 3874 of the Code of Virginia so as to authorize the merger or consolidation of certain non-stock corporations, to prescribe the manner in which such merger or consolidation may be effected, and the rights, obligations, duties and powers of such merged or consolidated corporations, and to increase the amount of real estate which may be held by non-stock corporations operating as educational institutions.
An ACT to amend and re-enact Section 25, as amended, of Chapter 507 of the Acts of Assembly of 1928, approved March 27, 1928, and known as the Virginia Banking Act, so as to require examinations of banks once in each calendar year.
