An ACT to authorize and empower the board of supervisors of any county having authority to acquire, construct and operate a water supply system or systems under authority of chapter one hundred seventy-five of the Acts of Assembly of nineteen hundred forty-six, and as amended, and the board of supervisors of such counties when and if authorized and empowered by the Acts of the General Assembly of nineteen hundred forty-eight to acquire, construct, and operate a sewer system or sewer systems in any such county, to purchase any such systems from any sanitary district in any such county and to make just and commensurate payment to such sanitary district or districts by way of cash settlement and/or the assumption of any indebtedness against any such sanitary district by reason of any such system or systems; to authorize the board of supervisors to make loans, deposits or investments of any funds on hand to pay any such indebtedness until any such indebtedness may become callable.

AN ACT to amend and reenact § 3 of Chapter 64, of the Acts of Assembly of 1922, approved February 25, 1922, which provided a new charter for the city of Suffolk, so as to authorize the council to appoint advisory boards or commissions; and to further amend such act by adding a section numbered 2-j3, authorizing the establishment, construction, improvement, enlargement, maintenance and operation of places for the parking or storage of vehicles by the public and the acquisition of property for such purposes and a section numbered 2-n authorizing the establishment, construction, improvement, enlargement, maintenance and operation of a sewage disposal system and the acquisition of property for such purposes, the borrowing of money and the issuance of bonds therefor, and the collection of fees, rents and charges for the use thereof, and prescribing certain powers and duties of the city council.
AN ACT to validate all proceedings in the creation of any sanitary district in the State and all proceedings in connection with bond issues of such sanitary districts, and to make the bonds binding, legal, valid, and enforceable obligations of the sanitary district issuing the same.

AN ACT to amend and reenact §§ 58-266.1, 58-266.2 and 58-266.8 of the Code of 1950, relating to city, town and county license taxes, so as to prohibit cities, towns and counttes levying such taxes for radio or television broadcasting.

AN ACT to amend and reenact §§ 85 and 86 of Chapter 34 of the Acts of Assembly of 1918, approved February 7, 1918, as amended, which provided a new charter for the City of Norfolk, relating, respectively, to sinking fund commissioners and bond issues, and to amend the Chapter by adding a section numbered 2 (c), so as to permit the city to aid in the financing of the construction of bridges within the city constructed by the State or any public agency or political subdivision thereof.
AN ACT providing for the incorporation as bodies corporate and politic of "Authorities" for counties and municipalities; prescribing the rights, powers and duties of such Authorities; authorizing such Authorities to acquire, construct, reconstruct, improve and extend water systems, sewer systems, sewage disposal systems, and garbage and refuse collection and disposal systems, and prescribing the jurisdiction of the State Water Control Board in connection therewith; authorizing the issuance of revenue bonds of such Authorities, payable solely from earnings, to pay the cost of such systems; providing that no debt of any such county or municipality shall be incurred in the exercise of any of the powers granted by this act; providing for the collection of rates, fees and charges for the payment of such revenue bonds and for the cost of maintaining, repairing and operating such systems; providing for the execution of trust agreements to secure the payment of such bonds without mortgaging or encumbering such systems; authorizing the issuance of revenue refunding bonds; and exempting such systems, such revenue bonds and the income therefrom from taxation.
AN ACT to amend and reenact § 15-781 of the Code of 1950, relating to subdivisions of land.
AN ACT to provide that certain counties shall require water companies laying pipes or mains on highway rights of way to furnish water supply and hydrant connections adequate for fire protection.
AN ACT to amend and reenact § 3 as amended of Chapter 161 of the Acts of Assembly of 1926, approved March 17, 1926, which were continued in force by § 21-120 of the Code of 1950, relating to sanitary districts so as to provide that certain charges shall be a lien on the property served to provide for collection thereof; and to provide for other matters in relation thereto, in certain counties.
AN ACT to authorize the governing bodies of counties, cities and towns to establish, construct, improve, enlarge, maintain and operate sewage disposal systems, to borrow money and issue bonds therefor, to collect fees, rents and charges for the use thereof and to confer certain powers and duties upon such governing bodies.
AN ACT to provide a new charter for the city of Colonial Heights, Chesterfield County, Virginia; to repeal chapter 186 of the Acts of Assembly of 1930, approved March 21, 1980, as amended, which provided a ‘charter for the town of Colonial Heights, the existing charter of the city and amendments thereto; and to validate all contracts and obligations of the city.
An Act providing for the acquisition, construction, improvement, operation and maintenance of a turnpike to facilitate vehicular traffic between Virginia Beach and points on the coast of North Carolina; creating for said purpose the Coastal Turnpike Authority; conferring powers and imposing duties on said Authority; authorizing the issuance by said Authority of turnpike revenue bonds of said Authority, payable solely from earnings of said turnpike, to pay the cost of said turnpike and improvements thereof; providing that no debt of said Authority, of the State of Virginia, or of any county, city, district, or political subdivision thereof, shall be incurred in the exercise of any of the powers granted by this Act; providing for the collection of tolls for the payment of said bonds and for the cost of maintenance, operation and repair of said turnpike; providing for the execution of a trust indenture; to secure the payment of said bonds without mortgaging or encumbering said turnpike; authorizing the issuance of revenue refunding bonds; prescribing conditions upon which said turnpike shall become free from tolls; making such turnpike and such bonds exempt from taxation; providing for condemnation; and prohibiting, under certain conditions, the construction or maintenance of competing means of transit between Virginia Beach and points on the coast of North Carolina.
AN ACT to amend § 19 of Chapter 225 of the Acts of Assembly of 1934, approved March 27, 1934, as amended, which provided in the charter for the construction, maintenance and operation of publicly owned water works or sewerage by the town of Independence.

An Act to amend and reenact §§ 5, 6, 10,11, 18, 20, 21, 31, 88, 40, 41, 42, 44, 45, 50, 51, 60, 66 and 67 of Chapter 3 of the Acts of Assembly of 1948, approved February 11, 1948, which provided a new charter for the city of Waynesboro, the sections relating, respectively, to powers of the city; zoning; disqualification for office; regulation of meetings of the council; appointment of certain officials; appointment, term of office and removal of city manager; powers and duties of city manager; election, terms of office, powers and duties, and compensation of certain officers of the city; the annual budget; sinking fund; bond issues; appropriation ordinance and levy of taxes; unencumbered balances in treasury; how claims against the city are paid; how special assessments made; audit of accounts of city officers; conducting of investigations by the council; planning for future development for the city; and powers of city policemen; and to repeal §§ 22, 39 and 46 of such act relating, respectively, to assigning of administrative duties by the council; contracts for public improvements and certain limitations on contracts, agreements or other obligations.
AN ACT to provide a charter for the city of Falls Church, and to repeal Chapter 878 of the Acts of Assembly of 1946 entitled “‘An Act to provide a new charter for the Town of Falls Church in the county of Fairfax’’, as amended.
AN ACT to authorize the governing bodies of certain counties to provide that certain charges and taxes shall be a lien on property served thereby and to provide for the enforcement thereof.
AN ACT to provide a new charter for the Town of Parksley, Accomack County, Virginia; to repeal all acts, or parts of acts in conflict therewith; to validate all contracts heretofore or hereafter made by the present council and government while in office not inconsistent with this charter or the Constitution and general laws of this State; and to repeal all former charters of the town of Parksley, including Chapter 362 of the Acts of Assembly of 1916, approved March 20, 1916, as amended.
AN ACT providing for the formation of nonprofit corporations to be known as Telephone Cooperatives, for the purpose of promoting and encouraging the fullest possible use of telephone service in this State by making such service available at the lowest cost consistent with sound economy and prudent management of such cooperatives; prescribing the rights, powers and duties of such cooperatives; authorizing and regulating the issuance of bonds and other obligations by such cooperatives, and providing for the payment of such obligations and the rights of the holders thereof; and providing when the State Corporation Commission may require public telephone companies to make telephone service available to communities not now served.
AN ACT to amend the Code of 1950 by adding sections numbered 2-218.1 and 2-239.1, so as to provide concerning the annual report of the Comptroller on the Division of Purchase and Printing, and the editing, approval and printing of annual reports of departments, respectively; to amend and reenact §§ 2-221, 2-228, 2-232, 2-240, 2-246, and 2-247 of the Code of 1950; and, to repeal §§ 2-218, 2-289, and 2-241 of the Code of 1950; all of the above-mentioned sections relating to the printing, binding, distribution and sale of State publications.
An Act to amend and reenact § 26 of Chapter 809 of the Acts of Assembly of 1920, approved March 19, 1920, which provided a charter for the city of Bristol, the section relating to the city treasurer of the city; and to amend said act by adding a new section numbered 4-a, conferring power on the city of Bristol to require connection with the sewerage system and to impose and collect fees, rents and charges for water and sewer services.
