An ACT to amend and re-enact Section 35, as heretofore amended, of Chapter 342 of the Acts of the General Assembly of 1932, approved March 26, 1932, and known, designated and cited as the Motor Vehicle Code of Virginia, said section relating to the registration fees.
An ACT to authorize the Board of Supervisors of Chesterfield County, Virginia, to contract with any person, firm or corporation for the sale of water from its water supply system at the Court House of said County, at such rates and upon such conditions as to it may seem advisable.
An ACT to amend and re-enact Sections 7, 17 and 19 of Chapter 335 of the Acts of the General Assembly of 1938, approved March 31, 1938, and known, designated and cited as the ‘Sanitation Districts Law of 1938”

An ACT to authorize and empower the board of supervisors of any county having a population of less than 30,000 inhabitants and adjoining a city having a population of more than 100,000 but less than 150,000 inhabitants, to make provision for water supply systems for such county, to provide for the making of certain levies, the contracting of certain obligations and the issuance of certain bonds for the purpose, under certain conditions, and further to define the functions, powers and duties of such boards of supervisors with reference to the construction, maintenance, improvement and operation of such water supply systems.
An ACT to authorize and empower the Board of Supervisors of any county which adjoins three cities lying wholly within this State, one of which cities has a population of 170,000 or more as shown by the last preceding United States census, to construct, reconstruct, maintain, alter, improve, add to and operate water supply systems; to acquire by gift, condemnation, purchase, lease, or otherwise, water supply system or systems; to furnish water from any such system to any sanitary district, village, town, community, individuals, firm, corporation or partnership; to make such charge for the supply of water herein authorized as the board may from time to time determine upon; to lay a levy for the purpose of raising funds for the construction, maintenance, operation, improvement and reconstruction of any such water system or systems or to appropriate from the general county fund for such purposes; to contract for a loan and to issue bonds for the purpose of construction, acquisition, reconstruction, improvement, maintenance and operation of any such water system on the credit of the county, provided, that such borrowing power shall not exist, and the loan shall not be contracted for or bonds issued unless and until the action of the Board of Supervisors determining to construct, maintain and operate or acquire, reconstruct, improve such water system shall be certified to the judge of the Circuit Court of said county and petitioning the said judge to call an election for the purpose of obtaining the approval of such loan and bond issue by the qualified voters of the county, and prescribing the duties of the judge of the said Circuit Court of said county; prescribing the duties of the regular election officers, and prescribing the duties and powers of the Board of Supervisors.
An ACT to amend and re-enact section 230 of the Tax Code of Virginia, as heretofore amended, relating to special taxes on certain classes of public service companies and others for rate-making and other purposes.
An ACT to amend and re-enact Section 4, as heretofore amended, of an act entitled ‘‘An act to provide a new charter for the town of Woodstock and to repeal all acts or parts of acts in conflict therewith, and to declare all contracts and obligations heretofore or hereafter made by the present council and government of the town of Woodstock and all power heretofore or hereafter exercised by them, while in office, to be legal and valid.”’

An ACT to authorize, empower and direct the Board of Visitors of the Virginia School for the Deaf and Blind, to convey to the City of Staunton a right of way for certain sewer pipe lines heretofore laid by said city in connection with its sanitary sewerage system, through the lands of said school, together with the right to maintain, repair and relay said lines.
An ACT to provide for better sanitation in and around Hampton Roads; to provide for and create the Hampton Roads Sanitation District, in which shall function the Hampton Roads Sanitation Commission, and other sanitation districts and commissions in said area; to declare the necessity therefor and benefits thereof; to provide the boundaries of said districts; to appropriate $50,000.00 for each year of the biennium beginning July first, nineteen hundred and forty to the Hampton Roads Sanitation Commission for the purpose of carrying out the provisions of law applicable thereto and paying obligations of the Hampton Roads Sewage Disposal Commission; and to repeal an act approved March twenty-seventh, nineteen hundred and thirty-four, and an act approved March twenty-seventh, nineteen hundred and thirty-six, as amended, both with respect to Hampton Roads Sewage Disposal Commission, and an act approved March thirty-first, nineteen hundred and thirty-eight, with respect to Hampton Roads Sanitation District.
An ACT to authorize the Virginia Conservation Commission, with the approval of the Governor, and subject to certain conditions, restrictions and reservations, to lease to responsible organizations or groups of individuals certain lands or other properties held by it or under its supervision and control, and to grant certain easements over, upon and across such lands or other properties.
An ACT to amend the Code of Virginia by adding thereto a new section numbered 19-(d), relative to sites for post offices or for services incidental to postal work; to provide certain reservations; and to declare an emergency.
An ACT to authorize the board of supervisors or other governing body of any county adjoining a city having a population of more than 100,000 and less than 150,000, according to the last preceding United States census, to levy a special assessment in any magisterial district for fire protection, lights, drainage and other improvements, and to validate levies heretofore made for such purposes.

An ACT to authorize the State Highway Commissioner to convey, under certain circumstances, to the City of Richmond an easement for an alley over the property located on the south side of Broad Street, between Governor and Fourteenth Streets, within the City of Richmond, said property being acquired by the Commonwealth of Virginia for the erection of the Central Highway Office Building.

An Act to amend and re-enact an act entitled, ‘‘An Act to provide for the creation of a division of the State Corporation Commission, to be known as Division of Aeronautics, as a means for the administration, by the State Corporation Commission, of the functions hereby, heretofore, or which may hereafter be, conferred upon the commission for the licensing of airports, air pilots, et cetera, and for the promotion of aviation in the public interest; to impose taxes upon gasoline purchased in the State and used for propelling airplanes and other aircraft operated intrastate; to provide for payment into a special fund of all gasoline taxes, to the extent of the tax imposed by this law, collected under the general gasoline tax by the Motor Vehicle Division, which under the present, or any future, law would be refundable to the operators of airplanes and other aircraft if demand were made therefor; to provide for the expenditure of the special fund so accumulated by the State Corporation Commission for the administration by the commission, through the said division, of the laws pertaining to aviation, as now or as may be hereafter enacted and jurisdiction for the administration thereof conferred on the said commission; to provide for the expenditure by the said State Corporation Commission of the surplus of the fund so created, left after the expenses of administration, for the construction, maintenance and improvement of airports and landing fields, to which the public shall have access, with the cooperation of the State Highway Department, or otherwise as may be determined, and for the promotion of aviation in the interest of operators and in the interest of the public; and to appropriate funds for the aforesaid purposes,”’ approved March 31, 1938, so as to make the act apply to both intrastate and interstate commerce.

An ACT to authorize the Governor to execute a certain inter-State compact pursuant to congressional enactments providing for the establishment of the Atlantic States Marine Fisheries Commission, to provide for the appoint-<br />ment of commissioners to represent the Commonwealth on the said Commission, the Commissioner of Fisheries being designated as one of the same, and to appropriate certain funds for the purposes of this act.
creating the Elizabeth River Tunnel District; providing for the creation of the Elizabeth River Tunnel Commission as the governing body of said district; authorizing the construction, operation and maintenance by said commission of a project to provide a vehicular connection between the cities of Portsmouth and Norfolk, Virginia, and consisting of a tunnel or tunnels under the Elizabeth River or a bridge over and a tunnel under the south branch of the Elizabeth River and a tunnel under or a bridge over the east branch of the Elizabeth River, as determined by said commission, which project may include the existing Norfolk County Ferries if acquired as authorized herein; authorizing the county of Norfolk and the city of Portsmouth to sell and convey, and the commission to acquire, maintain, and operate, and to compensate the said county and city for loss of revenue from, the existing Norfolk County Ferries; conferring powers and imposing duties on said commission; authorizing the issuance by said commission of tunnel revenue bonds of said district, payable solely from earnings, to pay the cost of such project; providing that no debt of said district, of the State or of any county, city district or political subdivision thereof shall be incurred in the exercise of any of the powers granted by this act; providing for the collection of tolls for the payment of such bonds and for the cost of maintenance, operation and repair of such project; providing for the execution of a trust indenture to secure the payment of such bonds without mortgaging or encumbering such project; authorizing the issuance of revenue refunding bonds, prescribing the conditions upon which such project shall become free from tolls; making such project and such bonds exempt from taxation, and prohibiting, under certain conditions, the construction or maintenance of competing means of transit between the cities of Norfolk and Portsmouth.
An ACT to authorize and empower the State Hospital Board to grant and convey unto Virginia Electric and Power Company certain electric distribution lines and rights of way therefor on, over and across the property of the Petersburg State Colony in Prince George County, Virginia.
An ACT to amend Chapter 161 of the Acts of Assembly of 1926, approved March 17, 1926, as heretofore amended, relating to sanitary districts in certain counties of the State, by adding thereto two new sections numbered 2-a and 2-b, to provide for the enlargement of sanitary districts and the merger of two or more sanitary districts into one.
An ACT to authorize and empower the State Prison Board to grant to Virginia Electric and Power Company certain easements of right of way on, over and across the State Penitentiary Farm in Goochland County, Virginia.
An ACT to amend and re-enact Section 4 of Chapter 415, Acts of 1932, approved March 31, 1932, and relating to the establishment of the secondary system of State highways and providing for the maintenance and improvement thereof, so as to provide that all funds spent for the maintenance and improvement of the secondary system of State highways in any fiscal year shall not be less than 30% of the funds available for expenditure by the State Highway Commission in such fiscal year for the maintenance and improvement of both the primary and secondary systems.
An ACT to amend and re-enact Section 1789 of the Code of Virginia, relating to the control by the State Board of Health of the public water supply, so as to authorize said board to require changes in methods or processes of purification of water.
An ACT to authorize the governing bodies of certain counties to require and make reasonable charges for permits to place poles, wires and sub-surface structures under, along, in or across certain roads and streets, and to enforce such ordinances by appropriate penalties; and to prescribe what may be done when any such permit is refused or is granted conditionally.

An ACT to require certain motor carriers to purchase certain motor fuel in Virginia or, in lieu thereof, to make certain payments into the State treasury ; to require certain reports to be made by such carriers; to provide for the administration of this act by the State Corporation Commission ; to prescribe remedies for the enforcement of this act and penalties for violations; and to repeal Chapter 198 of the Acts of the General Assembly of 1940, approved March 13, 1940.
An ACT to amend and re-enact Sections 2, 4, 4-a and 8 of Chapter 335 of the Acts of the General Assembly of 1938, approved March 31, 1938, and known, designated and cited as the “Sanitation Districts Law of nineteen hundred and thirty-eight” in relation to the establishment of sanitation districts and the creation thereof as bodies corporate and politic styled as sanitation district commissions, to withdrawals therefrom, and with regard to the corporate powers and duties of such sanitation district commissions. and the management and control thereof, and the exemptions from taxation appertaining thereto.

An ACT to amend the Code of Virginia by adding thereto a new section numbered fifty-two hundred and twenty-four-a, defining the terms “factoring”, “factor” and “factors” and relating to the creation of liens upon goods or merchandise to provide for the recording of notice of such liens, their application, enforcement and discharge.

An ACT to provide a new charter for the town of Middleburg, in Loudoun County, Virginia; and to repeal all acts or parts of acts in conflict herewith.

An ACT to provide a new charter for the City of Radford and to repeal the existing charter of the said city and the several acts amendatory thereof and all other acts or parts of acts in conflict with this act so far as they relate to the said City of Radford.
An ACT to provide for the issuance of bonds to carry into effect the purposes for which any sanitary district has been or may hereafter be created.
An ACT to provide a new charter for the Town of Chase City, in the County of Mecklenburg, and to repeal the existing charter of the town, and all other acts inconsistent with this act.
An ACT to authorize and empower the board of supervisors of any county adjoining any city within or without this State having a population of more than one hundred twenty-five thousand according to the last preceding United States census to establish a department of public utilities, and to authorize any such Board to employ personnel and to make rules and regulations for the operation of such department.
An ACT to provide a new charter for the Town of Falls Church, in the County of Fairfax, and to repeal the existing charter of said town and all other acts or parts of acts in conflict therewith.
An ACT to amend and re-enact Sections 1110, 1111, 1112, as amended, 115, 1120, as amended, of the Code of Virginia, relating to the registration, branding, analysis and sale of fertilizers and plant foods and penalties for violations.
An ACT to amend Chapter 141 of the Acts of Assembly of 1906, approved March 10, 1906, as amended, which provided a charter for the Town of Cambria, by adding five new sections numbered 24-a through 24-e, so as to authorize the town to acquire, or construct, operate and maintain, a town water supply system and sewage disposal plant and system, to exercise certain powers in relation thereto both within and without the town, to apply for, obtain and expend grants, to issue certain bonds; to provide for certain elections; and to provide for charges for use of any system established.
An ACT to provide a new charter for the Town of Clintwood, in the County of Dickenson, and to repeal the charter provided for said town by Chapter 616 of the Acts of Assembly of 1893-4, approved March 3, cig and all acts amendatory thereof, or of any part thereof.
An ACT to provide a new charter and special form of government for the City of Charlottesville ; to provide for continuation of certain ordinances ; to repeal Chapters 109 and 411 of the Acts of Assembly of nineteen hundred twenty-two, approved, respectively, February 28 and March 24, 1922, and all acts amendatory thereof, to repeal Chapter 1012 of the Acts of Assembly of 1899-1900, approved March 3, 1900, and all acts amendatory thereof, all relating to the same matters; and to repeal certain other acts and parts of acts.
An ACT to authorize and empower the board of supervisors of any county adjoining any city within or without this State having a population of more than one hundred twenty-five thousand, according to the last preceding United States census, to construct, reconstruct, maintain, alter, improve, add to and operate water supply systems; to acquire by gift, condemnation, purchase, lease or otherwise, water supply and water supply system or systems; to furnish water from any such system to any sanitary district, village, town, community, individual, firm, corporation or partnership; to make charge for the supply of water herein authorized as the board may from time to time determine upon; to lay a levy for the purpose of raising funds for the construction, maintenance, operation, improvement, reconstruction and extension of any such water supply system or systems or to appropriate from the general county fund for such purposes; to contract for a loan and to issue bonds for the purpose of construction, acquisition, reconstruction, improvement, maintenance, extension and operation of any such water supply system on the credit of the county and/or on the basis of net returns from sale of water from such systems and without the credit of the county being pledged, provided that such borrowing power shall not exist, and the loan shall not be contracted for or bonds issued unless and until the action of the board of supervisors determining to construct, maintain and operate or acquire, reconstruct, improve or extend such water supply system shall be certified to the Judge of the Circuit Court of said county and petitioning the said Judge to call an election for the purpose of obtaining the sense of the qualified voters of the county on the question of such loan and bond issue, and prescribing the duties of the Judge of the said Circuit Court of said county; prescribing the duties of the County Electoral Board and the Judges of Election and other election officials and other public officers, and prescribing the duties and powers of the board of supervisors; exempting certain incorporated towns from the operation of this act; and to repeal Chapter 369 of the Acts of the General Assembly of Virginia of 1942, approved April 1, 1942.
An ACT to amend the Code of Virginia by adding in Title 37A entitled "Loan and Financing Organizations" (added to the Code by Chapter 370, Acts 1944), a new chapter numbered 166A 2 entitled "Virginia Building and Loan Law" consisting of 62 new sections numbered 4168-b 1 through 4168-b 61, to provide generally for the conduct of what is commonly known as building and loan business and for the authorization, regulation and supervision of everyone proposing to engage or engaging in such business; and to such end, to recodify the laws governing what are commonly known as building and loan associations; to provide for the administration of the laws governing the conduct of the business; to provide for punishment of, or penalties upon any person conducting such business without warrant of law, and also of or upon anyone for violations of certain provisions thereof or of lawful rules issued, orders entered or actions taken in the administration thereof; to provide for consolidation or merger of two or more such associations, for conversion from a State to a Federal association and vice versa, and for the respective rights, obligations and other consequences arising thereupon; to repeal certain specific designated act or acts relating to the same subject matter; and to repeal all other pertinent acts or parts of acts insofar as irreconcilably inconsistent.
An ACT authorizing and empowering the Governor to execute in the name of the Commonwealth of Virginia a deed conveying, subject to certain jurisdictional and other limitations, conditions and reservations, to the United States of America certain submerged lands containing 3,400 acres, more or less, situate in Hampton Roads, Western Branch Magisterial District, Norfolk County, Virginia.
An ACT to appropriate the public revenue for the two years ending respectively on the thirtieth day of June, 1947, and the thirtieth day of June, 1948.
An ACT to authorize State departments, agencies and institutions to dispose of certain electric and power lines under certain conditions.
An ACT to amend the Code of Virginia by adding a new section numbered 3573-a authorizing the leasing by the State of the beds of certain waters within the jurisdiction of the State, for certain purposes.
