An ACT to provide a charter and special form of government for the city of Norfolk and to repeal the existing charter of said city
An ACT to authorize the councils of the several cities or towns of the State to issue bonds for a supply of water or other specific under-taking from which the city or town may derive a revenue, pursuant to section one twenty-seven (127) B of the Constitution of Virginia.
An ACT to define ardent spirits and to prohibit the manufacture, use, sale, offering for sale, transportation, keeping for sale, and giving away of ardent spirits, or drugs, as herein defined, except as provided herein; declaring certain ardent spirits contraband, and prescribing procedure for search therefor and forfeiture thereof; to prohibit advertisement of such ardent spirits; to prescribe the jurisdiction for trial and appeals of cases arising under this act; to prescribe the force and effect of certain evidence and prosecutions for violation of this act; to create the office of commissioner of prohibition and to define his duties and powers and compensation; defining intoxication and who is a person of intemperate habits within the meaning of this act; prescribing a penalty for intoxication; prescribing certain rules of evidence in certain prosecutions under this act; defining soft drinks, providing how they may be sold, regulating the sale of toilet, antiseptic preparations, patent and proprietary medicines, and flavoring extracts; exempting certain counties and cities from certain provisions of this act and authorizing additional restrictions and limitations beyond the provisions of this act as to sale, manufacture or delivery of ardent spirits in certain counties and cities; to provide for the enforcement of this act and to prescribe penalties for the violation of this act; to appropriate out of the treasury of the State necessary moneys for the enforcement of this act; and to repeal chapter 146 of acts of assembly, 1916, approved March 10, 1916 and all other acts or parts of acts in conflict with this act.
An ACT to provide for the publication and distribution of the Code of Virginia.
An ACT to permit the transfer of the Valley Turnpike to the Commonwealth of Virginia, to fix the terms and conditions of such transfer and to provide for the maintenance of said turnpike.
An ACT to authorize the submission to the legal voters of the city of Winchester, Virginia, of the question whether or not they will favor the issuance by said city of not more than $75,000 of water improvement bonds and to authorize the issuance by said city of not more than $75,000 of said bonds, the proceeds whereof shall be used for improvement, enlargement and extension by the said city of its existing system of water works if a majority of those voting vote In favor of such issuance.
An ACT to authorize the board of supervisors of Rockbridge county to provide for the protection of sheep and other live stock by a license tax on dogs, the enforcement thereof, and the reimbursement of the owners of such animals, killed or injured by dogs, out of the proceeds of such tax.
An ACT to authorize and empower the council of the town of Chilhowie, in the county of Smyth, to borrow money and issue bonds for equipment of the fire department, and for the construction and improvement of water and sewerage systems of the said town.
An ACT to amend and re-enact section 1 of an act entitled an act imposing public duties on heat, light, power, water and telephone companies, and providing for the control and regulation of such companies by the State corporation commission
An ACT to declare Miry creek in Halifax county from Midley’s old mill dam to its mouth a highway and providing for clearing the same of obstructions and to authorize the board of supervisors of Halifax county to appoint an overseer to inspect the same.
An ACT to authorize the town council of the town of Lawrenceville, Brunswick county, Virginia, to issue and sell bonds to the amount of and not exceeding $25,000.00 for the purpose of borrowing money to repair and extend the water works system of the said town.
An ACT to provide a new charter for the town of Pocahontas, in the county of Tazewell, and to repeal all other acts or parts of acts in conflict therewith.
An ACT to appropriate the public revenue for the two fiscal years ending, respectively, on the 28th day of February, 1919, and the 29th day of February, 1920.
An ACT to authorize and empower the council of the town of Parksley, in the county of Accomac, to borrow money and issue bonds for the purchase, construction, repair and improvement of the water and lighting systems of said town.
An ACT to amend and reenact sections 21, 22, 59, 65, 72, 73 and 121 of an act to provide a new charter for the city of Bristol, as amended and to repeal all acts and parts of acts in conflict therewith, approved March 14, 1908, and to add a new and independent section 125-a thereto.
An ACT to authorize the submission to the legal voters of the city of Winchester, Virginia, of the question whether or not they will favor the issuance by said city of not more than $75,000 of sanitary sewage extension bonds; and authorize the issuance by said city of not more than $75,000 of said bonds, the proceeds whereof shall be used for the extension by said city of its existing sanitary system of sewers and sewage disposal plant if a majority of those voting vote in favor of such issuance.
An ACT to prohibit the sale of water by one city to the inhabitants, firms, corporations or industries of another city; and the right to occupy and use the streets, lanes, parks or other public places in the latter city without the consent of the council of said city.
An ACT to provide a new charter for the city of Clifton Forge,
An ACT to amend and reenact section 2 of an act of the general assembly of Virginia, entitled an act imposing public duties on heat, light, power, water and telephone companies and providing for the control and regulation of such companies by the State corporation commission, which was approved March 27, 1914.
An ACT to amend and reenact an act approved February 17 18980 (acts 1889-90), as amended by an act approved February 12, 189:(acts 1891-982) as amended by an act approved March 7, 1900 (acts 1899 1900), to protect the owners of bottles, siphons, siphon heads, tins, kegs crates and boxes, used in the manufacture and sale of soda waters, mineral or aerated waters, cider, ginger, ale, milk, cream, ice cream, soft drinks, or other beverages, medicine and perfumery, and to fix the punishment for unlawful buying, having, handling, using, trafficking in or disposing of such bottles, siphons, siphon heads, tins, kegs, crates, and boxes, and to provide when and how a search warrant may be issued to discover and obtain the same, and to declare and define what shall be deemed unlawful buying, having, handling, using, disposing of, dealings and trafficking in the same.
An ACT authorizing the board of directors of any public service corporation operating a gas, electric or water plant within the limits of any city or town, or within territory contiguous thereto, to sell or lease to said city or town the entire plant of said corporation, or any part thereof, including its franchises and easements, provided said action of the board of directors be authorized or ratified by an affirmative vote of a majority in interest of the stock issued and outstanding, unless a larger interest is provided by the charter or by-laws of said corporation.
An ACT to amend and re-enact an act approved March 14, 1908, and entitled an act giving to cities and towns upon leasing or purchasing gas, electric and water companies operating in territory contiguous to its corporate limits the right to continue to operate, maintain and extend same.

An ACT to amend and re-enact an act entitled an act to establish a State highway commission, to define its powers and duties; the term of office, salary and qualifications of the commissioner; to authorize the commissioner to call into consultation the professors of engineering in certain State institutions, and appropriating money to carry the provisions of this act into effect, approved March 6, 1906; to provide for the appointment of a commission, and fixing their term of office; to give to said commission the power of eminent domain: the power to make and enforce rules and regulations governing the traffic on and use of the State Highway System, not in conflict with the laws of this State, and to prescribe penalties for the violation of such rules and regulations.
An ACT to amend and re-enact section 7 of an act entitled an act to create the State convict road force; to authorize the working of certain prisoners on the public roads of this State; providing for the guarding, transportation, lodging, feeding, clothing and medical attention of the State convict road force; providing for an increase of the penitentiary guard not to exceed forty-five men, providing how a county may have the benefit of the labor of the State convict road force, and appropriating money from the public treasury to carry the provisions of this act into effect, approved March 6, 1906, as amended.
An ACT to authorize the Chincoteague Toll Road and Bridge Company, Incorporated, to cross, maintain and operate a public toll bridge and road across certain lowlands, marshes and meadows in the county of Accomac.
An ACT to amend and re-enact chapter 301 of acts of the general assembly of 1889-1890, entitled an act to provide for the drainage of low lands in Northampton and Accomac counties.
An ACT to amend and re-enact an act, approved March 2, 1888, entitled an act to provide for making, changing and working roads in the county of Rockingham, as heretofore amended.
An ACT to amend and re-enact sections 46, 9244 and 118% of an act entitled an act to raise revenue for the support of the government and public free schools, and to pay the interest, on the public debt, and to provide a special tax for pensions, as authorized by section 189 of the Constitution, approved April 16, 1908, and acts amendatory thereof, and to add thereto a new section to be known ao D ol 51%.

An ACT to authorize the mayor and council of the town of Bowling Green, in the county of Caroline, to issue bonds and borrow money for the purchase, or construction, and maintenance of lighting and water systems, or either, in said town.
An ACT to authorize the board of supervisors of Albemarle county to negotiate a loan and issue bonds of said county for the purpose of improving the public highways in Scottsville magisterial district and Charlottesville magisterial district of said county, and to levy a special district tax in said districts to pay said bonds and the interest thereon.
An ACT to provide for the issuing of bonds of Fauquier county for permanent road or bridge improvement in the magisterial districts of the said county.
An ACT to authorize the town of Coeburn, in the county of Wise, Virginia, to issue bonds not exceeding the sum of eighty thousand dollars, for the purpose of building and maintaining a sewerage and water system or either, as the council may determine; to allow the council of said town to issue bonds if the same shall be authorized by a majority of the qualified voters, and to levy and collect a special tax to pay the interest thereon, and create a sinking fund for the redemption thereof at maturity.
An ACT to authorize the city of Newport News to issue one hundred thousand dollars ($100,000.00) of bonds for the purchasing of necessary real estate and in erecting, constructing and installing incinerators in said city.
An Act to authorize the town of Front Royal to issue bonds in the sum of $36,000.00, and expend the proceeds arising from the sale thereof, or so much as may be necessary for the construction, erection and maintenance of a sewerage system for the said town, and to provide by proper tax levy or appropriation for the payment of interest on the bonds so issued and to create a sinking fund to retire said bonds at maturity.
An ACT to empower the State corporation commission to regulate the delivery of power, heat, light or water by public utility oe
An ACT to amend and re-enact an act entitled an act to authorize the board of supervisors of the county of Carroll to let to contract the roads of said county and levy a tax to keep the same in proper repair.
An ACT to authorize the mayor and council of Cape Charles, in the county of Northampton, and State of Virginia, to issue bonds and borrow money for the construction, repair, improvement, enlargement, extension and maintenance of the lighting system of the said town.
An ACT to authorize the submission to the legal voters of the city of Winchester the question whether or not they will favor the issuance of not more than $75,000.00 of bonds for the construction of a municipal electric light and power plant and to authorize the issuance of said bonds, if a majority of those voting vote in favor of such issuance.
An ACT to amend and re-enact an act of the general assembly of Virginia approved March 3, 1900, and in force from its passage, entitled an act to provide a new charter for the city of Charlottesville, and to repeal all acts inconsistent therewith; and also to amend and re-enact an act entitled an act to provide a new charter for the city of Charlottesville, approved March 14, 1908.
An ACT to authorize the submission to the legal voters of the city of Winchester, Virginia, of the question whether or not they will favor the issuance by said city of not more than $75,000.00 of sanitary sewage extension bonds; and to authorize the issuance by said city of not more than $75,000.00 of said bonds, the proceeds whereof shall be used for the extension of the existing sewer system and disposal plant if a majority of those voting vote in favor of such issuance.
An ACT to ratify, confirm and validate all elections, proceedings, acts or things heretofore held, done and performed in the city of Norfolk in reference to authorizing and issuing by the city of Norfolk, pursuant to chapter 122 of the Code of Virginia of 1919, of thirty-year, five per cent bonds of the city of Norfolk for the aggregate principal amount of six million dollars, for the purpose of enlarging and improving the water supply system of the city of Norfolk.
An ACT to authorize the town council of the town of Lawrenceville, Brunswick county, Virginia, to issue and sell bonds of the said town to an amount not in excess of twenty thousand dollars, for the purpose of raising money to repair, extend, enlarge and improve, the municipal light, water and sewerage system of said town.
An ACT to amend and re-enact sections 2591 and 2601 of the Code of Virginia, in relation to the settlement of the public debt, and to authorize the board of sinking fund commissioners to fund certain bonds of the Chesapeake and Ohio Canal Company, of the face value of $6,500.00.
An ACT to provide a special road law for the county of Fauquier; to provide for the working and keeping in repair of the public roads in said county and to create separate district road boards in each of the several magisterial districts of said county; to authorize the erection of toll gates and the collection of tolls upon certain public roads therein; and making certain provisions for the construction, working, maintenance, etc., of said roads, and to levy a tax for said purposes in said county and in the several magisterial districts thereof; and to repeal all special acts heretofore enacted in reference to the public roads of said county; and to validate the official acts of certain officers under laws heretofore in effect in said county.
An ACT to authorize, empower and require the board of supervisors of Grayson county to borrow the sum of $90,000.00 and to issue bonds therefor for the repair, improvement and construction of certain roads and bridges in Wilson, Elk Creek and Old Town magisterial districts of said county; to provide for the expenditure of the funds raised by such bond issue; to authorize the purchase of machinery and tools necessary therefor; to authorize the employment of civil engineers, road builders and labor; to specify the roads and parts thereof to be constructed and the amounts to be expended thereon; to provide for imposing a tax on all property, county and district, including property in any incorporated town situated within the above named districts, for the purpose of paying the interest and principal of such debt; to do all things necessary, needful or incidental to the main purposes of this act; and to declare an emergency.
An ACT to create a sanitary district of Alexandria county; providing for water and sewerage districts.
An ACT to authorize the mayor and council of the town of Cape Charles, in the county of Northampton, and State of Virginia, to issue bonds and borrow money for the enlargement, extension, repair, improvement and maintenance of the water and sewer systems of the said town.
An ACT to amend and re-enact section 36 of an act entitled an act to raise revenue for the support of the government and public free schools, and to pay interest on the public debt, and to provide a special tax for pensions as authorized by section 189 of the Constitution, approved April 16, 1903, as heretofore amended.
An ACT to amend and re-enact section 5189 of the Code of Virginia, as amended by an act approved September 5, 1919, [H B 203]
An ACT to amend and re-enact an act entitled an act to empower the council of the town of Wakefield, in the county of Sussex, to issue and sell bonds to the amount of and not exceeding $20,000.00, for the purpose of borrowing money to erect, equip and operate a plant for the manufacture, distribution and sale of electricity, or to contract for the manufacture of same; provided, that the question of such bond issue for the purpose named ta be first submitted to the qualified voters of said town, and to authorize said council to call an election for the submission of the same to the voters

An ACT to validate the issuance of $200,000 of bonds by the town of South Boston, Virginia, and to authorize the issuance of the same and to provide for the levy of a tax to pay the interest on said bonds and provide for a sinking fund.
An ACT to validate the issuance and sale of one hundred and sixteen thousand dollars water and light bonds of the town of Franklin, and to provide for payment thereof.
An ACT conferring upon the council of the city of Portsmouth
An ACT to amend and re-enact an act approved January 16, 1912, entitled an act to amend and re-enact section 21 of the charter of the town of Lexington, approved April 28, 1874, to validate and confirm all bonds heretofore issued by the town and to authorize the mayor and the council of the town to issue bonds to the amount of seventy-five thousand dollars for the purpose of supplying the town with water.
An ACT to amend and re-enact section 1, of chapter 8, of the charter of the city of Danville, Virginia, approved February 17, 1890, entitled an act to incorporate the city of Danville, relating to temporary loans, the borrowing of money, the limit of outstanding indebtedness, the issuing of certain bonds in serial form, to be made payable in annual instalments, to the right of the city council to create debts and to the maintenance of a sinking fund for certain bonds of said city; as amended and re-enacted by an act approved February 19, 1900, as amended and re-enacted by an act approved February 1, 1901, as amended and re-enacted by an act approved March 8, 1902, as amended and re-enacted by an act approved December 12, 1903, as amended and re-enacted by an act approved on the fifth day of February, 1916, as amended and re-enacted by an act approved March 16, 1916.

An ACT to provide a new charter for the town of Woodstock and

An ACT to prevent deception in the sale of paint, turpentine, linseed oil and any substitute therefor; to provide for true labels for the same; and providing for enforcement thereof; and providing penalty for the violation thereof.
An ACT to authorize, under certain conditions, the mayor and council of the town of Cape Charles, in the county of Northampton, to issue bands and borrow money for the enlargement, extension, repair, improvement and maintenance of the water and sewer systems of the said town, and to refund certain sewer and water bonds maturing in the year nineteen hundred and twenty-three.
An ACT to prevent the manufacture, sale, or transportation within the Commonwealth of adulterated or misbranded Paris greens, lead arsenates, lime-sulphur compounds, and other insecticides and fungicides, and regulating traffic therein; providing for inspection of such materials, and imposing penalties.
An ACT to amend and re-enact sections 5, 6, 15, 18-b, 19-h, 19-i, 29, 30, 40, 43, 44, 65 and 78 of the charter of the city of Richmond, as the same may have been heretofore amended.
An ACT to encourage the co-operative marketing of farm products in Virginia, to provide for and authorize the incorporation of co-operative marketing associations or exchanges and the licensing to do business in Virginia of similar corporations created in other States under similar laws.
An ACT to create Arlington sanitary district; conferring certain powers and imposing certain duties on the board of supervisors of Arlington county; granting to said board the power of eminent domain; authorizing the issuance of bonds upon certain conditions; to provide for the construction, maintenance and operation of water supply, drainage, sewerage and refuse disposal systems; and to repeal an act entitled an act to create a sanitary district of Alexandria county; providing for water and sewerage districts, approved March 25, 1920, and all other acts and parts of acts inconsistent with the provisions of this act.
An ACT to amend and re-enact section 5189 of the Code of Virginia as amended by an act approved September 5, 1919, and as further amended by an act approved March 19, 1920.
An ACT authorizing the convict lime board to borrow not exceeding fifteen thousand dollars on the lime grinding plant at Irvington; in case the said loan cannot be effected, to lease the said plant for not exceeding two years; also authorizing the said board to sell the lime now in storage at said plant in any way it may consider to be to the best interests of the State.
An ACT to amend and re-enact section 4067 of the Code of Virginia, and to repeal an act entitled an act to amend and re-enact section 2 of an act entitled an act, imposing public duties on heat, light, power, water and telephone companies and providing for the control and regulation of such companies by the State Corporation Commission, which was approved March 27, 1914, as heretofore amended, approved March 15, 1918.
An ACT to amend and re-enact sections 10, 22, 23, 56 and 65 of an act approved April 2, 1902, entitled an act to provide a new charter for the town of Covington, in the county of Alleghany, and to repeal all oon acts with reference thereto.

An ACT to amend and re-enact section 1 of chapter 8 of an act entitled an act to incorporate the city of Danville, approved.
An ACT to create a commission of roads and bridges of the county of Princess Anne, Virginia, for Lynnhaven magisterial district, and to prescribe the powers and duties of such commission, and to provide for controlling, constructing and keeping in repair the public roads and bridges within said magisterial district of said county, and for acquiring establishing, altering and vacating roads and bridges therein, and for obtaining and applying any and all State aid now and hereafter available for said purpose.
An ACT to validate and legalize an election for the issuance of bonds for the construction of a waterworks system for the town of Pennington Gap, and to validate bonds voted thereunder.
An ACT to validate, ratify, approve and confirm certain bonds to be issued by the city of Winchester for the purpose of enlarging and improving the water supply and sewer system thereof.
An ACT to appropriate the additional sum of not exceeding $350,000 to carry out the purposes of an act approved March 19, 1922, entitled 'An act to provide for the erection of a fireproof State office building, and the assignments of offices therein'; and also to make provision for the heating, lighting and power equipment of the said building, and sanitary improvements in the library building for the supreme court of appeals.

An Act to authorize the board of supervisors of the county of Henry to borrow the sum of $100,000.00 and to issue serial bonds or notes for the same running from one to ten years; to provide for the payment of the interest thereon and the principal thereof at maturity; to provide that the money so borrowed shall be used for the retirement or payment of any notes, bonds or warrants heretofore issued by said board; to repeal an act entitled an act to authorize the board of supervisors of Henry county to borrow the sum of $50,000.00 to be used for the construction and permanent improvement of roads and bridges in said county under the supervision of the State highway commissioner or the board of supervisors of said county and to provide for the payment of same and to provide for the retirement of any notes or bonds which may have been issued by said board pursuant to acts of the general assembly, approved March 9, 1918, and March 14, 1918, and to repeal all acts and parts of acts inconsistent with this act, approved September 5, 1919; and to provide that no bank, person, firm or corporation in the county of Henry shall hereafter receive any interest on any loan made to the board of supervisors of the county of Henry unless such loan shall have been authorized by the general assembly.
An ACT to amend and re-enact section 4362, chapter 176 of the Code of Virginia of 1919 in reference to the exercise of the power of eminent eels
An ACT to raise revenue for the support of the government.
An ACT to confer upon the State corporation commission jurisdiction and to impose upon it the duty to prescribe and enforce rates of pilotage and other charges to be observed in the business of pilotage and to prem the procedure.
An ACT to provide a new charter for the town of Salem, Virginia
