An Act to protect and further the public interest, economy, safety and convenience by means of the provision of transportation facilities, highways and other modes of transportation; to this end to provide for the creation of transportation districts and the powers and duties thereof and to declare the need for action in relation thereto and to certain facilities; to define terms; to provide for the incorporation and name of transportation districts, transportation commissions, and membership on the foregoing; to provide for the status of the State Highway Commissioner concerning such districts and commissions; to provide for the membership, and terms and compensation of members, of transportation commissions; to require certain meetings of commissions and how certain action may be taken; to prohibit conflicts of interest and provide penalties; to prescribe how monies and accounts shall be kept; to set forth the powers and functions of district commissions; to authorize component counties and cities to appropriate funds to such commissions and to set forth other matters concerning budgets, costs and expenditures; to set forth the powers and duties of counties and cities embraced within a transportation district; to provide for jurisdiction and venue in relation to certain proceedings; to provide for the acquisition of certain rights-of-way by the State Highway Commissioner; to provide how the liability of component counties and cities may be fixed; to provide for cooperation with certain agencies; to fix the non-liability of the State; to provide for certain relevant plans, processes and procedures, the adoption of transportation plans, and other matters in connection therewith; to provide for the enlargement or contraction of transportation districts and the effect thereof; to set forth the governmental nature of certain actions and civil liabilities in connection therewith; to provide for the construction of the act; and to repeal certain acts and portions thereof.
An Act to authorize the Governor, on behalf of the State of Virginia, to convey certain submerged and formerly submerged lands to the city of Norfolk.
An Act to amend the Code of Virginia by adding in Article 2.1 of Chapter 1 of Title 88 a section numbered 88-36.10, relating to relocation or removal of certain utility facilities.
An Act providing for the construction, maintenance, repair and operation of an airport to serve the need of the county of Fairfax, under certain conditions, including all facilities incidental to such project; creating a political subdivision of the Commonwealth to be known as the Fairfax County Airport Authority and defining its powers and duties; granting to the Authority power to acquire necessary real and personal property and to exercise the power of eminent domain; providing for financing the construction of such project by the issuance of revenue bonds of the Authority, payable solely from revenue of the Authority; authorizing the issuance of revenue refunding bonds; providing that no debt of the Commonwealth or of any county, city, district or political subdivision thereof shall be incurred in the exercise of any of the powers granted by this Act; providing for the collection of revenues to pay such bonds and the interest thereon and cost of maintenance, repair and operation of such project; exempting from taxes and assessments such project and such bonds and the income therefrom; providing for the execution of a trust agreement to secure the payment of such bonds without mortgaging or incumbering such project; and prescribing the powers and duties of the Authority in connection with the foregoing and the rights and remedies of the holders of bonds issued under the provisions of this Act.
An Act to amend and reenact § 11 of Chapter 187 of the Acts of Assembly of 1956, which chapter created the Chincoteague-Assateague Bridge and Beach Authority, and to amend said chapter by adding a section numbered 2-a, the amended and new sections relating, respectively, to the form of bonds to be issued by such Authority, and to powers of the Authority.

An Act to revise, rearrange, amend and recodify the general laws of Virginia relating to agriculture, horticulture and food; to that end to repeal Title 8 of the Code of Virginia, which title includes Chapters 1 to 31 and §§ 8-1 to 8-729, inclusive, of the Code of Virginia, as amended, which title relates to agriculture, horticulture and food; to amend the Code of Virginia by adding thereto, in lieu of the foregoing title, chapters and sections of the Code repealed by this act, a new title numbered 8.1, which title includes new chapters numbered 1 to 87, inclusive, and new sections numbered $8.1-1 to 8.1-1010, inclusive, relating to agriculture, horticulture and food; to prescribe when such revision and recodification shall become effective, and to repeal all acts and parts of acts in conflict with the provisions of this act.
An Act to amend the Code of Virginia by adding a section numbered 21-127.1, relating to borrowing by counties on behalf of sanitary districts in anticipation of bond issues.
An Act to provide for increased agricultural research, education and service; to state the policy of the General Assembly in relation thereto; to create the Virginia Agricultural Foundation and to set forth its powers, duties and functions; to create the Virginia Agricultural Foundation Fund and to provide for the management and expenditure thereof; to amend and reenact §§ 8-117.8, 3-117.32, 3-627, 8-628, 3-631, 58-715 and 58-780, as severally amended, of the Code of Virginia, relating, respectively, to inspection fees and taxes upon commercial feeds and fertilizers and refunds of the motor fuel tax; to provide for increases in such taxes and fees and to provide for the application of the proceeds of such fees and taxes; to provide for the disposition of such motor fuel tax refunds; and to repeal § 8-6.1 of the Code of Virginia relating to the Agricultural Research and Education Commission and the Agricultural Research and Education Fund, and all other acts and parts of acts in conflict; and to transfer certain moneys to the Virginia Agricultural Foundation Fund.

An Act to amend and reenact §§ 2, 4, 5, 6, 8, 28, 81, 84, 47 and 57, severally amended, of Chapter 216 of the "Acts of Assembly of 1952, approved March 7, 1952, which provided a new charter for the city of Roanoke, the sections relating to powers of the city, composition of council and vacancies, qualification of members and conduct of candidates, compensation of the mayor and councilmen, officers elective by council and its rules, clerk of the municipal court and deputy clerks, police department, the annual appropriation, bond issues, and courts and certain police power and jurisdiction beyond corporate limits; and to amend said chapter by adding a section numbered 21.1, relating to the appointment of an assistant city manager.
An Act to authorize The Visitors of Longwood College, subject to the approval of the Governor, to sell and convey certain real estate owned by Longwood College, and to provide for the application of the proceeds of such sale.
