An ACT to authorize the board of supervisors of Wise county to issue bonds or other obligations of said county on behalf of Gladeville magisterial district thereof for a sum not exceeding $50,000, for the purpose of providing funds to be loaned the State highway commission of Virginia, to be used in the construction of that section of road in the State highway system extending 1.6 miles westwardly from the town of Norton in said district; and to levy taxes to pay the interest thereon, and to create a sinking fund for the payment of the principal thereof at maturity; and to authorize the State highway commission of Virginia to borrow said funds to finance the work aforesaid and to repay the same to said board of supervisors as funds are available
An ACT to provide for the construction of overhead and underpass crossings of railroads by State highways, and for the elimination of existing grade crossings on State highways, and to provide for the payment of the costs thereof.

An ACT to authorize the board of supervisors of Culpeper county to borrow not over $30,000.00 on behalf of Jefferson magisterial district therein and to issue bonds of the county therefor, any sum so borrowed to be advanced to the State for the construction of a highway from Albee to Warrenton in said county, if such highway be included in the State highway system.

An ACT to authorize the board of supervisors of the county of Charlotte to lend out, upon real estate security, or to invest in bonds of the Commonwealth of Virginia, or bonds or interest-bearing notes, certificates, or other obligations of the United States, or deposit in bank at interest, all accumulations of money to the credit of any sinking fund which has been created, or which may be hereafter created, for the retirement of bonds issued by the said county for permanent road and bridge improvement in the magisterial districts thereof.
An ACT to establish the office of county road engineer for the county of Southampton; to provide for his appointment, compensation, and removal and to prescribe his powers and duties.
An ACT to amend and re-enact section 19-f of the charter of the city of Richmond, in relation to landings, wharves, docks and canals, as the same may have been heretofore amended.
An ACT to authorize the counties of Lancaster, Richmond, Northumberland, Westmoreland, and Essex, and the city ot Richmond, or any one or more of them, to enter into contracts for the construction of a toll bridge across the Rappahannock river; to authorize the issuance of bonds for the construction of such bridge; to authorize the State highway commission to take over and maintain such bridge as and for a part of the State highway system upon certain conditions; and to authorize the political sub-divisions aforesaid, instead of constructing such bridge themselves, to grant to any private person, firm or corporation the right to construct, operate, and maintain the same upon the conditions herein named.
An ACT to provide for the recordation of plats of subdivision of land located in or within five miles of cities of a population in excess of 150, according to the last United States census, for the vacation thereof, for the construction of public improvements therein and for the rights of such cities in connection therewith.
An ACT to repeal an act entitled an act to provide for the working of the public roads in the county of Charlotte, for the creation of district road boards in said county, and for the repeal of ‘all acts in conflict therewith, approved March 20, 1916, and all acts amendatory thereof, and to bring Charlotte county within the provisions of the general laws of the State Pa roads and highways, with certain exceptions.
An ACT to authorize the board of supervisors of Wise county to issue bonds, or other obligations of said county, on behalf of Lipps magisterial district thereof, for the purpose of financing the construction of certain sections of the State highway system in the said district; to levy taxes to pay the interest thereon, and to create a sinking fund for the payment of the principal of said bonds at maturity; and to authorize the State highway commission of Virginia to borrow said funds, without interest, from the board of supervisors of Wise county, to finance the said work, and to repay the same to said board of supervisors as the funds therefor are available and are apportioned.
An Act to authorize the board of supervisors of the county of Henry to borrow the sum of $100,000.00 and to issue serial bonds or notes for the same running from one to ten years; to provide for the payment of the interest thereon and the principal thereof at maturity; to provide that the money so borrowed shall be used for the retirement or payment of any notes, bonds or warrants heretofore issued by said board; to repeal an act entitled an act to authorize the board of supervisors of Henry county to borrow the sum of $50,000.00 to be used for the construction and permanent improvement of roads and bridges in said county under the supervision of the State highway commissioner or the board of supervisors of said county and to provide for the payment of same and to provide for the retirement of any notes or bonds which may have been issued by said board pursuant to acts of the general assembly, approved March 9, 1918, and March 14, 1918, and to repeal all acts and parts of acts inconsistent with this act, approved September 5, 1919; and to provide that no bank, person, firm or corporation in the county of Henry shall hereafter receive any interest on any loan made to the board of supervisors of the county of Henry unless such loan shall have been authorized by the general assembly.
An ACT to authorize the board of supervisors of Grayson county to borrow a sum not exceeding $75,000.00 and to issue bonds therefor for the construction and improvement of a public road in Old Town magisterial district of said county; to provide tor a tax to pay the principal and interest of said bonds; to appoint a commission to supervise the construction of the said road; and to provide tor submitting to the voters of the said district the ques-<br />tion of issuing the said bonds.

An ACT to define ardent spirits and to prohibit the manufacture, use, sale, offering for sale, transportation, keeping for sale, and giving away of ardent spirits, or drugs, as herein defined, except as provided herein; declaring certain ardent spirits contraband, and prescribing procedure for search there- for and forfeiture thereof; to prohibit advertisement of such ardent spirits; to prescribe the jurisdiction for trial and appeals of cases arising under this act; to prescribe the force and effect of certain evidence and prosecutions for violation of this act; defining intoxication and who is a person of intemperate habits within the meaning of this act; prescribing a penalty for intoxication; prescribing certain rules of evidence in certain prosecutions under this act; defining soft drinks, providing how they may be sold, regulating the sale of toilet, antiseptic preparations, patent and proprietary medicines, and flavoring extracts; exempting certain counties and cities from certain provisions of this act and authorizing additional restrictions and limitations beyond the provisions of this act as to sale, manufacture or delivery of ardent spirits in certain counties and cities; to provide for the enforcement of this act and to prescribe penalties for the violation of this act; to make it an offense to operate an automobile, engine, or other motor vehicle while intoxicated or under the influence of liquor, and to prescribe penalties therefor; to appropriate out of the treasury of the State necessary moneys for the enforcement of this act; and to repeal chapter 345 of acts of assembly, 1922, approved March 23, 1922, and all other acts or parts of acts in conflict with this act.
An ACT to validate, approve and confirm the transfer and conveyance from the county of Clarke to the Commonwealth of Virginia, heretofore made by resolutions of the board of supervisors of Clarke county, of the bridge over the Shenandoah river at Castleman’s ferry

An ACT to provide for the payment of $1,298.28, subject to a credit of $114.00 to John H. McClellan to satisfy a judgment obtained against one R. B. Whitten, an agent and servant of the Commonwealth of Virginia, and employed by the highway department, as provided by law.
An ACT to authorize the board of supervisors of Pittsylvania county, Virginia, to issue road bonds of Pittsylvania county in the aggregate amount of $100,000, and to provide for the payment of the interest thereon and the principal thereof at maturity.
An ACT to repeal an act of the general assembly of Virginia approved March 24, 1922, creating the Hampton Roads port commission, and to abolish the said commission; to create a State port authority of Virginia as an agency of the State, provide for the appointment of its members and for their compensation, and to define its powers and duties; to define the area of the port of Hampton Roads; to permit the council or other governing body of certain cities and towns within the State to appoint boards of municipal dock commissioners; to define and limit their powers; to regulate the construction, alteration, etc., of wharves, piers, etcetera, within the port area; to regulate dredging within the port area; to exempt the property and income of the port authority from taxation; to revoke all laws in conflict with this act; and to provide funds for carrying into effect the provisions of the act.
