An ACT to authorize the board of supervisors of Clarke county to borrow $35,000 for the purpose of refunding bonds issued by said board of supervisors June 1, 1904, for the purpose of building two bridges across the Shenandoah river in said county and to issue bonds of the said county therefor.

An ACT to authorize the counties of Lancaster, Richmond, Northumberland, Westmoreland, and Essex, and the city ot Richmond, or any one or more of them, to enter into contracts for the construction of a toll bridge across the Rappahannock river; to authorize the issuance of bonds for the construction of such bridge; to authorize the State highway commission to take over and maintain such bridge as and for a part of the State highway system upon certain conditions; and to authorize the political sub-divisions aforesaid, instead of constructing such bridge themselves, to grant to any private person, firm or corporation the right to construct, operate, and maintain the same upon the conditions herein named.

An ACT authorizing the county school board of Highland county to borrow money for the purpose of paying the existing indebtedness of Monterey school district of said county, and to issue its bonds therefor, and to require the board of supervisors to levy a tax to pay the interest thereon, and to create a sinking fund to redeem the principal thereof at maturity.
An ACT to authorize, empower and require the board of supervisors of Grayson county to borrow the sum of $23,000.00 and to issue bonds therefor for the repair, improvement and construction of certain roads and bridges in Wilson, Providence and Old Town magisterial districts of said county; to provide for the expenditure of the funds raised by such bond issues; to authorise the employment of civil engineers or men versed in road building, road builders and labor; to specify the roads and parts thereof to be constructed and the amounts to be expended thereon; to provide for imposing a tax on all property county and district, including property in any incorporated town situated within the above named districts, for the purpose of paying the interest and principal of such debt; to do all things necessary, needful or incidental to the main purpose of this act; and to declare an emergency.

An ACT to authorize the board of supervisors of the county of Culpeper to employ a superintendent of roads for the districts of Catalpa, Cedar Mountain, Jefferson and Stevensburg, in said county; to prescribe the powers and duties of such superintendent, and to authorize the levy of a tax in said districts to pay the expenses incident to the employment of such superintendent.
An ACT to amend and re-enact an act entitled an act to amend and re-enact section 12 of an act to incorporate the town of Claremont, in Surry county, which was approved March 3, 1894.
An ACT to amend and re-enact section five of an act entitled an act to provide for building and permanently improving the public roads and bridges in the magisterial districts of Washington county, Virginia, or any magisterial district therein; to authorize the board of supervisors of Washington county to issue bonds for permanent road and bridge improvement or construction in any or all of the magisterial districts in said county, on a petition signed by a majority of the qualified voters in such district or districts; and to provide a sinking fund for the redemption of the bonds; and a levy for maintenance of the sinking fund and maintenance and upkeep of said roads, and to provide for the construction or improvement of such roads and bridges approved March 4, 1922, in so far as the roads of the Glade Spring magisterial district are concerned.
An ACT to authorize the board of supervisors of Warren county to borrow not exceeding three thousand dollars, and issue bonds therefor, for the construction of a bridge in said county.
An ACT to authorize the board of sinking fund commissioners to accept seventy-four (74) shares of preferred stock and seventy-four (74) shares of common stock, (share trust certificates) of the New England Oil Refining Company, in full discharge of all claims of the Commonwealth of Virginia against the New England Oil Corporation, and to authorize the auditor of public accounts to issue to the receivers of the New England Oil Corporation a receipt in full discharge of such claims.

An ACT to authorize the board of supervisors of Franklin county to pay to C. P. Guilliams a sum not exceeding five hundred dollars to compensate him for certain losses.
An act to amend and re-enact section 1 of an act entitled, An act to provide a road commission for Franktown magisterial district, in Northampton county, and to repeal previous acts
An ACT to authorize the board of supervisors of the county of Charlotte to lend out, upon real estate security, or to invest in bonds of the Commonwealth of Virginia, or bonds or interest-bearing notes, certificates, or other obligations of the United States, or deposit in bank at interest, all accumulations of money to the credit of any sinking fund which has been created, or which may be hereafter created, for the retirement of bonds issued by the said county for permanent road and bridge improvement in the magisterial districts thereof.
An ACT to provide a new charter for the town of Edinburg and to repeal all acts or parts of acts in conflict therewith, and to declare all contracts and obligations heretofore or hereafter made by the present council and government of the town of Edinburg and all power heretofore or hereafter exercised by them, while in office, to be legal and valid.
An ACT to authorize and empower the council of the town of Wise, formerly Gladeville, in the county of Wise, to borrow not in excess of $125,000.00, and to issue bonds of the town therefor, for the purpose of installing and maintaining water works and sewerage systems, providing adequate fire protection, and refunding existing indebtedness, or for either or all of said purposes;
An ACT to authorize the county school board of Lee county to issue and sell bonds for the purpose of erecting a high school building in White Shoals district of said county; and to levy a tax for the retirement of the same; and to provide for the submission of the question of the issuance of said bonds to a vote of the people of said district.
An ACT to amend ana re-enact section 6 of an act entitled an act to raise revenue for the support of the government and public free schools, and to pay the interest on the public debt and to provide a special tax for pensions as authorized by section 189 of the Constitution, approved April 16, 1903, and acts amendatory thereof.
An ACT to appropriate the sum of $18,000.00 to the Thompson Voting Machine Company, Incorporated, in full payment of the voting machine now installed in the hall of the house of delegates, the said sum not to be paid, however, unless and until the governor, speaker of the house of delegates, and clerk of the house of delegates, shall certify to the auditor of public accounts and the State treasurer that, in their opinion, the machine afore-sald is satisfactory in all respects.

An ACT to amend and re-enact sections 2, 3, 5, 7 and 10 of an act entitled an act to create a State highway commission; to provide for a chairman thereof; and to prescribe the powers, duties and the compensation of the commission and chairman; and to provide for a State highway commissioner; to create road construction districts; to provide for the apportionment among them of road construction funds, and to provide for road construction, improvement, maintenance and preservation, also to repeal sections 1962, 1963, 1964, 1965, 1966, 1967, 1968, 1969, 1974 and 1975 of the Code of Virginia, and to repeal an act entitled an act to amend and re-enact an act entitled an act to establish a State highway commission; to define its powers and duties; the term of office, salary and qualifications of the commissioner; to authorize the commission to call into consultation the professors of engineering in certain State institutions, and appropriating money to carry the provisions of this act into effect, approved March 6, 1906; to provide for the appointment of a commission, and fixing their term of office; to give to said commission the power of eminent domain, the power to make and enforce rules and regulations governing the traffic and use of the State highway system, not in conflict with the laws of this State and to prescribe penalties for the violation of such rules and regulations, approved September 5, 1919, and to repeal all other sections of the Code and acts or parts of acts inconsistent with this act, approved Maren 7B Me

An ACT to enable the town of Virginia Beach, in Princess Anne county, Virginia, to contract with the city of Norfolk for an adequate water supply authorizing said town and said city to sell water to consumers in the county of Princess Anne, and authorizing the said town to levy a special tax on real estate and personal property for a period of ten years for the purpose of raising funds to pay interest upon the cost of constructing a pipe line from Moore’s bridge, in Princess Anne county, to the corporate limits of the town of Virginia Beach.
An ACT authorizing the council of the town of Virginia Beach, Princess Anne county, Virginia, to issue bonds in accordance with the provisions of section 127 (b) of the Constitution of Virginia, to acquire, maintain or establish a system of water works or other specific undertaking from which said town may derive a revenue.

An ACT to authorize the county school board of Isle of Wight county to borrow money not in excess of $20,000.00, and to issue its bonds therefor, for the purpose of defraying expenses incurred and to be incurred in erecting and furnishing a new public school building at Carrsville in Windsor school district; and to provide for the payment of the interest thereon and the principal thereat maturity.
