An ACT to regulate the payment and adjustment by common carriers of claims for loss or damage in transit, for storage, demurrage, and car service, and to permit evidence to be shown by affidavits in the trial of certain cases; and to repeal chapter 291 of Acts 1918.

An ACT to amend and re-enact an act entitled an act to amend and re-enact an act approved February 20, 1896, entitled an act to provide for the working and keeping in repair the public roads of Buchanan and Dickenson counties, as amended by an act approved February 9, 1916, so as to provide how the board of supervisors of Buchanan county may establish, change and relocate roads in that county and contract for the construction of same on terms and conditions, which was approved March 16, 1918, by adding additional sections to said act authorizing the board of supervisors of Dickenson county to issue bonds or other obligations of said county on behalf of said county or on behalf of any one or more of the magisterial districts thereof, either or both, for a sum not exceeding in the aggregate four hundred thousand dollars, for the purpose of financing the construction of sections of the secondary line of route numbered eleven of the State highway system in the county of Dickenson, and to levy taxes to pay the interest thereon and to create a sinking fund for the payment of the principal of such bonds at maturity.
An ACT to accept the provisions of an act of the Congress of the United States, approved November 23, 1921, entitled an act for the promotion of the welfare and hygiene of maternity and infancy, and for other purposes.
An ACT authorizing the board of supervisors of Tazewell county to borrow $15,000.00 for the purpose of permanently improving and re-surfacing and maintaining certain roads in Jeffersonville magisterial district in said county.

An ACT to authorize, empower and direct the board of supervisors of the county of Princess Anne to borrow money by the issue of bonds in the aggregate sum of five hundred thousand dollars ($500,000), for the purpose of purchasing, building and improving roads and bridges in Scaboard magisterial district in said county; to sell the said bonds; to provide for the payment of interest thereon and principal thereof and to authorize the commission of roads and bridges of Princess Anne county, for Scaboard magisterial district, to dispense the funds so obtained.
An ACT to provide for the appointment of trial justices in counties adjoining one or more cities having a population of thirty thousand or more in the aggregate; to prescribe the terms of office, jurisdiction, duties and compensation of such trial justices.
An ACT to amend and re-enact sections 6, 9, 19 and 21 of an act entitled an act to amend and re-enact the charter of the town of Culpeper, approved January 11, 1898, as heretofore amended, and to repeal sections 7 and 8 of said charter.

An ACT to amend and re-enact an act approved March 10, 1920, entitled an act to authorize and empower the board of supervisors of the county of Dickenson, Virginia, to lay a special county levy to raise money for the purpose of providing for the construction of a county memorial, industrial and high school building, to be built in the town of Clintwood, in Dickenson county, Virginia, and providing for th~ securing of land upon which to erect said building, and to erect and equip said building, and to authorize and empower the said board of supervisors of said county to lay a special district levy in the Clintwood district in said county to raise money for the purpose of supplementing said special county levy, and also to authorize and empower the town council of the said town of Clintwood, to lay a special town levy in said town to raise money for the purpose of also supplementing said special county levy.

An ACT to authorize the district road board of Scott magisterial district, Fauquier county, Virginia, to pay off and discharge certain certificates of indebtedness issued by it November 15, 1916, in order to borrow money to resurface and otherwise improve the macadam road in said district, from The Plains to Middleburg.
An ACT repealing an act to authorize the board of super-visors of Madison county to borrow $15,000.00, and issue bonds therefor, for the permanent improvement and construction of roads and bridges in said county, approved March 19, 1920.
An ACT providing how the lands in Lower Chuckatuck and Sleepy Hole magisterial districts of Nansemond county donated for the benefit of the poor of said districts shall be held, how trustees therefor may be appointed and removed, the duties of said trustees, how the incomes therefrom shall be used and how the said lands may be sold and the proceeds arising from the sale reinvested, counsel may be employed, etc.
An ACT to authorize the county school board of Dinwiddie county to borrow money for the purpose of paying the existing indebtedness of said school board and for erecting, equipping and repairing school buildings, and to issue bonds therefor not to exceed the sum of ninety-five thousand dollars in amount.
An ACT to authorize and empower the council of the city of Richmond and the board of supervisors of Henrico county to enter into binding contracts for the maintenance of the poor of said county by said city.
An ACT to amend and re-enact an act approved March 20, 1920, entitled an act in relation to local school taxes; and repealing sections 740 and 2721 of the Code of Virginia, as relates to the county of Wise.
An ACT to authorize the board of supervisors of Wise county, Virginia, to borrow money and issue bonds therefor for the purpcse of carrying out the provisions of an act of the general assembly of Virginia, approved February 25, 1922, entitled an act to authorize the board of supervisors of Wise county to establish a home for women and girls convicted of certain offenses.
An ACT to validate, ratify, approve and confirm bonds heretofore and hereafter issued on or under elections heretofore held authorizing the issuance of such bonds by the county of Fairfax or by any magisterial district therein for the purpose of macadamizing or otherwise improving public roads or bridges of said county or of any magisterial district or districts therein, or for the purpose of lending the proceeds of such bond issues to the State highway commission or to the State under the terms of chapter 184 of the acts of assembly of 1920.
An ACT to authorize the board of supervisors of the county of Tazewell to issue county bonds to an amount not exceeding one hundred thousand dollars, the proceeds of which shall be expended in macadamizing or otherwise permanently improving or grading certain public roads in Jeffersonville magisterial district in said county, and in constructing bridges thereon.
An ACT authorizing the county school board of Clarke county to borrow money, not in excess of $25,000, and to issue its notes therefor, for the purpose of acquiring land, erecting and equipping an addition to the public school building at Berryville, and authorizing the board of supervisors of the said county to provide for the payment of the interest thereon, and to create a sinking fund for the payment of the principal thereof at maturity.
An ACT authorizing the county school board of Nansemond county to borrow money for the purpose of paying the existing indebtedness cf said board; and to provide funds to carry out the school building program and to require the board of supervisors to levy a tax to pay the interest thereon, and to create a sinking fund to re- deem the principal thereof at maturity.
An ACT to enable the county school board of the county of Prince Edward to borrow money not to exceed $15,000.00 to be used for erecting a high school building at Prospect in said county.
An ACT to authorize the holding of an election in Dranesville magisterial district of the county of Fairfax before the expiration of one year from a former election held in said magisterial district, on the question of the issuance of bonds for road construction and improvement.
An ACT to amend and re-enact sections one (i), eight (8) and nine (9) of an act entitled an act to incorporate the town of Dublin, in Pulaski county, Virginia, approved March 14, 1906.
An ACT to establish highway construction camps.
An ACT to authorize and empower the county school board of Wise county to issue and sell bonds to an amount not exceeding $100,000.00, for the purpose of funding the floating indebtedness of Gladeville school district of Wise county, and for erecting and furnishing, and enlarging and repairing, school buildings in said school district; and to provide for the payment of the interest thereon and the principal thereof at maturity.
An ACT to authorize the board of supervisors of Henry county to borrow $60,000 to be used for the purpose of retiring $60,000 of Roanoke and Southern Railroad subscription bonds, and to issue new bonds for the payment thereof at a rate of interest not exceeding 6 per cent. per annum, and to provide for the payment of principal and interest of said new bonds out of money derived from the general county levy, and to repeal all acts and parts of acts inconsistent with this act.
An ACT to authorize the State board of public welfare to sell and convey certain lots, pieces or parcels of ground situated in the city of Newport News, and to use the proceeds of sale to purchase other property more suitable for a detention home for the cities of Newport News and Hampton.
An ACT to authorize the treasurer of the State of Virginia to pay into the general fund of the State treasury monies which have been received by him since February 1st, 1922, in pursuance of section 4211 of the Code of Virginia.
An ACT to amend the charter of the town of Pocahontas so as to amend and re-enact section 20 of an act approved March 13, 1918, entitled an act to provide a new charter for the town of Pocahontas in the county of Tazewell, to repeal all other acts or parts of acts in conflict therewith.
An ACT to authorize and empower the board of supervisors of Lunenburg county, Virginia, to levy a special tax of fifty cents on the one hundred dollars in the school districts of Plymouth, Brown’s Store and Lochleven in said county to pay the existing indebtedness of said school districts.
An ACT to authorize the county school board of James City county to borrow money and to issue bonds therefor, for the purpose of paying local indebtedness, for general equipment for the improvements, addition and erection of school buildings and to provide for means of transportation, and providing for the submission of the issuance of bonds for these purposes to the qualified voters of the said county.
An ACT to authorize the board of supervisors of the county of Tazewell, to issue county bonds to an amount not exceeding one hundred and twenty-five thousand dollars, the proceeds of which shall be expended in constructing, macadamizing or otherwise permanently improving certain public roads in Maiden Spring magisterial district in said county.
An ACT to provide how the school board of the town of Salem, district No. 5, of the county of Roanoke may issue bonds of the said district not exceeding the sum of $36,000.00 to pay off the existing temporary indebtedness of the said district, and to complete the high school building of the said district, and to provide for the purchase of an additional site for additional school buildings, and how the said bonds shall be issued and made payable, and to provide that the said bonds shall be a lien on all the school property of the said district, and to authorize the council of the said town of Salem to levy a tax not to exceed twenty-five cents on the one hundred dollars’ worth of taxable property of the said district as now provided for by chapter three hundred and ninety-eight of the acts of the general assembly of Virginia, approved March 20, 1920, to pay the interest on the said bonds and to create a sinking fund to discharge the same at maturity.
An ACT to amend and re-enact an act entitled “An act to amend and re-enact section twenty-eight hundred and seventy-two of the Code of Virginia,” approved March eleventh, nineteen hundred and twenty-two.
An ACT to authorize, empower and direct the board of supervisors of the county of Princess Anne to borrow money by the issue of bonds in the aggregate sum of two hundred and fifty thousand ($250,000.00) dollars, for the purpose of purchasing, building and improving roads and bridges in Lynnhaven magisterial district in said county; to sell the said bonds; to provide for the payment of interest thereon and principal thereof and to authorize the commission of roads and bridges of Princess Anne county, for Lynnhaven magisterial district, to dispense the funds so obtained.
An ACT to authorize the board of supervisors of Botetourt county to reconstruct and resurface that portion of the macadam road, or so much thereof as may be necessary, between the town of Fincastle, Virginia, and Trinity and between Trinity and Troutville on its present location, said road to be so reconstructed and resurfaced to the north side of what is known as Main street in the said town of Fincastle, using what is known as Roanoke street in the said town; and also to authorize said board to issue and sell certain warrants on the county treasurer to provide for the cost of such road improvement and to make provision for the payment of the interest on said warrants and the retirement of the principal thereof at maturity.
An ACT to appropriate $15,000 to the secretary of the Commonwealth, payable out of the State highway maintenance and construction fund, to enable him to employ six additional inspectors to aid in the enforcement of the laws relating to motor vehicles.
An ACT to amend and re-enact section 4211 of the Code of Virginia as amended by an act approved March 25, 1920, relative to deposit of bonds with treasurer.
An ACT to submit to the qualified voters of the State and the several counties and cities thereof for their approval or rejection, the question of whether State bonds for roads shall be authorized by the general assembly of 1924, and providing for the certification of the result of such election in the State at large and by house and senatorial districts.

An ACT to authorize the board of supervisors of Warren county, Virginia, to borrow certain sums of money, not exceeding $30,000.00 and issue bonds thereof for the permanent improvement and construction of certain roads in the Cedarville magisterial district of said county.

An ACT to authorize the board of supervisors of Fairfax county to levy county license taxes and fees on motor vehicles operated in the said county for the carriage of passengers or freight for hire or compensation on or over the public roads of the same.

An ACT to authorize the board of supervisors of Surry county to borrow a sum of money not in excess of $10,000, and to issue bonds of said county therefor, the proceeds of said bond issue to be used for the reconstruction of a certain bridge in said county.

An ACT to authorize the board of supervisors of Greene county, Virginia, to levy a tax, not in conflict with general law, on all property subject to local school taxation in Ruckersville school district in ‘said county, to discharge the existing indebtedness of said school district.
An ACT to provide for the designation by the board of super- visors of Henrico county, under certain conditions, of a depository or depositories for public funds other than State, now in or coming into the hands of the treasurer of said county, and to authorize and re- quire the county treasurer to deposit such funds therein pending their disbursement according to law.

An ACT to repeal, insofar as it relates to the county of Grayson, an act entitled an act to provide for keeping the paupers in the counties of Scott, Lee, Grayson, Carroll, Floyd, Goochland, Bedford, Mathews, Rockbridge, and Amherst, and to repeal an act approved March 29, 1877, for keeping the paupers in the counties of Scott, Lee, and Grayson approved March 12, 1878, as heretofore amended.
An ACT authorizing the council of the town of Phoebus in the county of Elizabeth City annually to levy an additional tax on property in Phoebus school district of not exceeding fifty cents on the one hundred dollars of the assessed value of property in said district in order to provide for the payment of the interest on, and the creation of a sinking fund for, the bonded indebtedness of said district.
An ACT to amend and re-enact section 2546 of the Code of Virginia, as amended by an act approved March 27, 1922, in relation to official receipts for fines.
An ACT authorizing the mayor and council of the town of Purcellville, in Loudoun county, Virginia, to borrow money not exceeding $5,000.00, and to issue bonds therefor, for the purpose of purchasing fire-fighting equipment; and authorizing the said council to make annual appropriations out of the revenue and to levy a tax on the property subject to local taxation in the said town to pay the interest on, and provide a sinking fund for, the payment of the principal of said bonds at maturity.
An ACT to regulate highway contractors’ association.
An ACT to create a commission of roads and bridges of the county of Princess Anne, Virginia, for Lynnhaven magisterial district, and to prescribe the powers and duties of such commission, and to provide for controlling, constructing and keeping in repair the public roads and bridges within said magisterial district of said county, and for acquiring establishing, altering and vacating roads and bridges therein, and for obtaining and applying any and all State aid now and hereafter available for said purpose.
An ACT to appropriate the additional sum of not exceeding $350,000 to carry out the purposes of an act approved March 19, 1922, entitled 'An act to provide for the erection of a fireproof State office building, and the assignments of offices therein'; and also to make provision for the heating, lighting and power equipment of the said building, and sanitary improvements in the library building for the supreme court of appeals.
An ACT authorizing the county school board of Princess Anne county to borrow money, not in excess of $40,000, and to issue bonds therefor, for the purpose of purchasing land upon which to construct a high school building and to construct and equip the same, or for making additions to the present high school building in Kempsville school district and to equip the same; and requiring the board of supervisors of the said county annually to levy a tax to pay the interest thereon, and to create a sinking fund to redeem the principal thereof at maturity.
An ACT to amend and re-enact section 4 of an act entitled an act to amend and re-enact an act approved March 4, 1896, entitled an act providing for the working, opening and keeping in repair the roads of the county of Lunenburg, and for building and keeping in repair the bridges of said county, except that an amendment to said act known as section 14-a, providing for submitting to the qualified voters of the several magisterial districts in Lunenburg county the question as to the issuance of bonds by such magisterial district for the construction and repair of public roads in said magisterial district, which said amendment was approved March 12, 1912, is not to be affected hereby, approved March 21, 1914.
An ACT to authorize the board of supervisors of Rockingham county to borrow money by short time loans to enable it to meet the expense of destroying cedar trees for the eradication of cedar rust as provided by statute and to authorize said board to provide for the payment of the principal and interest by special levies.
An ACT to amend and re-enact section 648 of the Code of Virginia, in relation to property vested in and managed by county school boards.
An ACT to authorize the board of supervisors of Wise county to issue bonds, or other obligations of said county on behalf of Richmond magisterial district thereof, for a sum not exceeding $210,000, for the purpose of financing the construction of that section road from a point near Laura commissary to the top of Black mountain in said district, known as the Appalachia-Lynch highway, if and when it shall become a part of the State highway system, and for the purpose of constructing or reconstructing that section of the State highway system from the town of Big Stone Gap toward Natural Tunnel, a distance of approximately eight miles, in said district, known as the Wildeat route; and to levy taxes to pay the interest thereon, and to create a sinking fund for the payment of the principal of said bonds at maturity; and to authorize the State highway commission of Virginia to borrow said funds, without interest, from the board of supervisors of Wise county, to finance the work aforesaid, and to repay the same to said board of supervisors as the funds are available and are apportioned for such work until the amount so advanced or borrowed has been repaid.

An ACT to amend and re-enact section 25 of the charter of the city of Richmond, as the same may have been heretofore amended.
An ACT authorizing the Manassas Battlefield Confederate Park, Incorporated, to issue bonds to be paid, with interest thereon, in ten years in annual installments by this State.
An ACT authorizing the council of the city of Portsmouth and the board of supervisors of the county of Norfolk to sell and convey the present courthouse property in said city, the clerk’s office site and the land in the rear of said clerk’s office site of said county, adjoining said courthouse property on the west, and the land in the rear of the municipal building of said city, adjoining said courthouse property on the north; or, in lieu thereof, to authorize the said board to convey to the said city the county’s interest in said property, and if so conveyed, to authorize the said council to sell said property at public auction; also to authorize the said council to acquire land in said city and erect thereon a courthouse, and office building and to convey to the said county for its courthouse, clerk’s office, and other office purposes, a one-half interest in said land and buildings.
An ACT to validate and legalize an election for the issuance of bonds for the construction of a waterworks system for the town of Pennington Gap, and to validate bonds voted thereunder.
