An ACT to restrict the issuance of school warrants and the creation of school indebtedness by the county school board and other school officials of the county of Washington; to require the division superintendent of schools for said county to countersign all school warrants; to require such superintendent to give bond and to prescribe the liability of himself and his sureties under certain conditions; to authorize the board of supervisors of said county to provide for the payment of certain floating indebtedness of the said county school board by the issuance of new obligations therefor; to provide for certain levies for the final payment of such obligations; to limit the purposes for which the board of supervisors may make certain levies and the amount of such levies, and to provide for a referendum thereon in certain cases; to provide for the refund of certain school funds to the town of Abingdon; and to repeal an act of the general assembly entitled, an act to require the approval of the qualified voters of the county of Washington on certain local questions; to prohibit the board of supervisors of the said county from appropriating the county levy for certain purposes, to require the division superintendent of schools and members of the board of supervisors of the said county to be bonded, and to make them liable on their official bonds in certain cases; and to limit the rates of levy in the said county ; also, to authorize and direct the county school board of Washington county to borrow a sum not in excess of two hundred and fifty thousand dollars and to issue its notes therefor, the proceeds to be used to pay the existing school indebtedness of the school districts of the county and to replace funds expended during the present year for indebtedness incurred during the last preceding year or years; and providing for the levy and collection of a tax for the payment of the interest thereon and the principal thereof at maturity

An ACT to validate the authorization of one hundred and ten thousand arp ($110,000) school bonds of the city of Hampton, Virginia, and provide for their issuance and sale and the payment thereof by an annual tax on taxable property in the city.

An ACT to provide a new charter for the town of Lexington, Rockbridge county, Virginia, and to repeal all acts or parts of acts in conflict therewith.
An ACT to authorize the county school board of any county to include in its budget an amount for the re-building and re-construction of any high school building heretofore destroyed by fire prior to July 1, 1930, and necessary in such county for proper school facilities, and at the same time furnish plans and specifications furnished by the superintendent of public instruction or State board of education, with the necessary levy to raise the said amount for re-building and equipping of said high school building not to exceed the sum of fifty cents on the one hundred dollars assessed valuation of real and personal property subject to local levy, and it shall not be levied for more than four years, commencing with the year 1932, and covering the years of 1932, 1933, 1934 and 1935, if deemed necessary by the county school board to re-build and equip said school building, and it shall be mandatory upon the said board of supervisors to levy such levy as recommended by the said county school board not to exceed the sum of fifty cents, and not to extend over a period not to exceed four years, and there need not be any publication of notice or public hearing upon the laying or imposing of this levy.
An ACT to amend and re-enact section 698 of the Code of Virginia
An ACT to amend and re-enact sections 35 and 65, as heretofore amended, of an act entitled “an act to provide a new charter for the town of Covington, in the county of Alleghany, and to repeal all other acts with reference thereto,” approved April 2, 1902, the sections here amended being in relation to the town council, and to repeal all acts and parts of acts in conflict.
An ACT to empower the council of the city of Martinsville to provide certain limited compensation to members of the council and to members of certain committees thereof, for specified services; and to empower said council to appoint a committee or board to make purchases for said city and to audit and authorize the payment of accounts against the city within limitations and under regulations as prescribed by said council, and to perform other functions in regard to the conduct of the municipal affairs of said city.
An ACT to limit and reduce the fees, allowances, commissions, salaries and other emoluments of office, which certain officers named in section 3516 o of the Code of Virginia may receive for and during the year beginning January 1, 1933, and ending December 31, 1933; to require such officers to make statements and reports of their collections and expenses; and to require such officers to pay a portion of the fees, allowances, commissions, salaries, and other emoluments of office collected and received by them during the said year into the treasury of the State and/or of the counties and cities thereof.

An ACT to authorize and empower educational institutions of the State to erect buildings and to make other improvements to their plants and for such purpose to borrow or accept money under the provisions of an act of the Congress of the United States, known as the National Industrial Recovery Act, approved June 16, 1933, and any acts amendatory thereof, and any acts supplemental thereto and revisions thereof, and any further act of the Congress of the United States, and to issue bonds and certificates of indebtedness and other obligations; to provide funds for the payment of the principal of and the interest on the same and to secure such payment; and to authorize and empower said institutions to lease with or without the privilege of purchase buildings and projects constructed pursuant to the provisions of said National Industrial Recovery Act and any acts amendatory thereof and any acts supplemental thereto and revisions thereof, and any further act of the Congress of the United States, and to acquire and convey such real estate or other property as shall be required for such buildings
An ACT to amend and re-enact a portion of an act entitled 'An act to appropriate the public revenue for the two years ending, respectively, on the thirtieth day of June, 1933, and the thirtieth day of June, 1934,' approved March 18, 1932, the portion amended and re-enacted being a part of the said act making an appropriation to the State Commission on Conservation and Development for acquisition of area for the Shenandoah National Park.
An ACT to authorize and empower the State Board of Education to waive or modify certain statutory limitations and restrictions on making loans from the literary fund to county and city school boards, and to confer on the State Board of Education discretionary powers in lending money from the literary fund to school boards, for the purpose of enabling school boards to meet, to comply with and to take advantage of the provisions of an act of the Congress of the United States, known as the National Industrial Recovery Act, approved June 16, 1933.
An ACT to amend and re-enact section 30 of an act entitled an act to appropriate the public revenue for the two years ending, respectively, on the thirtieth day of June, 1933, and the thirtieth day of June, 1934
An ACT to secure for the people of Virginia benefits under Title II of the National Industrial Recovery Act, relating to public works and construction projects, thereby co-operating with the President in national recovery; to provide for receiving, on behalf of the Commonwealth of Virginia, of grants and advances from the United States under the National Industrial Recovery Act for projects for construction, repair and improvement of public highways and bridges, and for the expenditure of same; and for the repayment of advances from the motor vehicle fuel tax.

An ACT to make it unlawful for any person to drive or operate any automobile or other motor vehicle, engine or train while under the influence of alcohol, brandy, rum, whiskey, gin, wine, beer, lager beer, ale, porter, stout, or any other liquid, beverage or article containing alcohol, or under the influence of any narcotic drug, or any other self-administered intoxicant or drug of whatsoever nature; to prescribe penalties for violations thereof, and to require convictions thereunder to be reported to the Director of the Division of Motor Vehicles.
An ACT to amend the Code of Virginia by adding thereto a new section numbered section 2769-a fixing the pay of supervisors of counties; and to repeal section 2769 of the Code of Virginia, as heretofore amended.

An ACT to provide for a police commission for any county having a population of over 25,000, which adjoins two cities in this State having an aggregate population of not less than 165,000 and not more than 185,000 according to the United States census of 1930; to provide for the appointment, supervision and control of a police force for such county; to prescribe the powers and duties of such commission and police force and provide for their compensation; and to repeal an act entitled an act to provide for a special police force in certain counties, prescribing the manner of their appointment and removal, providing for their compensation and defining their powers and duties, approved March 24, 1922, and all acts amendatory thereof.
An ACT to provide for the refunding of certain certificates of indebtedness of the par value of $2,000,000.00, issued under an act entitled an act to repeal an act entitled an act to anticipate by counties, or otherwise, the construction of the State highway system, approved March 15, 1920, as amended and re-enacted by an act entitled an act to amend and re-enact an act entitled an act to anticipate by counties or otherwise the construction of the State highway system, approved March 15, 1920, approved March 21, 1924; to provide for the issue and sale of certificates of indebtedness of the Commonwealth of Virginia to repay the sums advanced to the State under the provisions of the aforesaid acts and to provide a sinking fund for the payment of the interest on the said certificates of indebtedness and the principal thereof at maturity, approved March 19, 1926, by authorizing and directing the issuance and sale of $2,000,000.00 par value certificates of indebtedness and/or notes of the Commonwealth of Virginia; and to provide for the payment of interest on such certificates of indebtedness and/or notes, and the principal thereof at maturity.
An ACT to make effective the Constitutional provision to the effect that the General Assembly shall establish and maintain an efficient system of public free schools throughout the State, and to repeal all acts and parts of acts inconsistent with this act.
An ACT to make an additional appropriation for the expenses of the General Assembly.
An ACT to amend and re-enact section 580 of the Code of Virginia, relating to Division of Statutory Research and Drafting.
An ACT to authorize the board of supervisors or other governing body of any county which alone constitutes a judicial circuit, to issue new bonds for the purpose of refunding and/or funding certain outstanding county and district bonds of such county, in which the full faith and credit of the county is pledged for the payment thereof, and to exchange such new bonds for bonds to be so retired.
An ACT to authorize and empower any two or more of the counties, cities and towns through their respective governing bodies to contract with each other for any public improvement and to provide in such contracts for appropriations of such moneys as may be deemed necessary for such purposes.
An ACT to authorize and empower counties, cities and towns to pledge all or any part of fees, rents, tolls, charges and other revenues and receipts from projects, improvements and undertakings, and extensions, additions, improvements and betterments, thereto to secure payment of their bonds, interim certificates and other obligations.
