An ACT to amend and re-enact Section 2 of Article X of Chapter 446 of the Acts of the General Assembly of 1930, relating to the appropriation of money by counties, cities and towns to the national guard and naval militia.
An ACT to amend and re-enact Section 350 of the Tax Code of Virginia, as heretofore amended, relating to county finance board and depositories for county funds.
An Act to amend and re-enact an act entitled, ‘‘An Act to provide for the creation of a division of the State Corporation Commission, to be known as Division of Aeronautics, as a means for the administration, by the State Corporation Commission, of the functions hereby, heretofore, or which may hereafter be, conferred upon the commission for the licensing of airports, air pilots, et cetera, and for the promotion of aviation in the public interest; to impose taxes upon gasoline purchased in the State and used for propelling airplanes and other aircraft operated intrastate; to provide for payment into a special fund of all gasoline taxes, to the extent of the tax imposed by this law, collected under the general gasoline tax by the Motor Vehicle Division, which under the present, or any future, law would be refundable to the operators of airplanes and other aircraft if demand were made therefor; to provide for the expenditure of the special fund so accumulated by the State Corporation Commission for the administration by the commission, through the said division, of the laws pertaining to aviation, as now or as may be hereafter enacted and jurisdiction for the administration thereof conferred on the said commission; to provide for the expenditure by the said State Corporation Commission of the surplus of the fund so created, left after the expenses of administration, for the construction, maintenance and improvement of airports and landing fields, to which the public shall have access, with the cooperation of the State Highway Department, or otherwise as may be determined, and for the promotion of aviation in the interest of operators and in the interest of the public; and to appropriate funds for the aforesaid purposes,”’ approved March 31, 1938, so as to make the act apply to both intrastate and interstate commerce.
An ACT to appropriate the sum of $5,000.00, or so much thereof as may be necessary, to be used by the Virginia Conservation Commission in connection with the proposed establishment by the United States in Tennessee, Kentucky and Virginia of the ‘Cumberland Gap National Historical Park’, and to confer upon the said commission certain powers in connection with such proposed park.
An ACT to amend the Code of Virginia by adding to Chapter 109 thereof 13 new sections numbered 2726-m to 2726-y both inclusive, vesting in Boards of Supervisors power to cause county buildings to be insured, to provide suitable rooms for county purposes and to determine what allowances payable out of county treasuries shall be made to sheriffs and clerks, and to repeal Sections 2726 and 2726-a to 2726-1, both inclusive, of the Code of Virginia, relating to the same matters.
An ACT to ratify and validate, for all purposes, an issue of $750,000 of certificates of indebtedness of the Virginia Agricultural and Mechanical College and Polytechnic Institute, at Blacksburg, issued pursuant to the provisions of Section 58 of Chapter 428 (the Appropriation Act) of the Acts of 1938, which are now owned and held as a part of the State Literary Fund, to authorize the sale of same to the general public by the State Board of Education, and to validate and re-enact all of the provisions of said Section 58.
An ACT validating certain outstanding indebtedness of the City of Hampton, Virginia, incurred for the dredging of Hampton Harbor and certain outstanding indebtedness of the City of Hampton, Virginia, incurred for the purchase of a site for a City Hall and the building of a City Hall in the City of Hampton, Virginia, and authorizing said city to borrow money and issue bonds for the purpose of refunding such indebtedness and certain funds to the general fund of the said city, and to require the council of said city annually to levy taxes to pay the interest thereon and the principal thereof at maturity.
An ACT to validate certain bonded indebtedness of the school board of the city of Hampton, Virginia, and to authorize the said school board of Hampton, Virginia, to issue bonds for the purpose of refunding such indebtedness and to require the council of the said city of Hampton, Virginia, annually to levy taxes to pay the interest on, and the principal of, the said bonds herein authorized to be issued.
An ACT to amend and re-enact an act entitled 'An Act to make it unlawful for any person to drive or operate any automobile or other motor vehicle, engine or train while under the influence of alcohol, brandy, rum, whiskey, gin, wine, beer, lager beer, ale, porter, stout, or any other liquid, beverage or article containing alcohol, or under the influence of any narcotic drug, or any other self-administered intoxicant or drug of whatsoever nature; to prescribe penalties for violations thereof, and to require convictions thereunder to be reported to the Director of the Division of Motor Vehicles.'
An ACT to amend and re-enact Section 13 of an Act entitled ‘‘An Act to provide for the compensation of attorneys for the Commonwealth in the counties and cities, county and city treasurers, and county and city commissioners of the revenue, and officers and employees performing the duties of such officers in counties which adopt optional forms of county organization and government; to prescribe the method of fixing and paying their salaries and the expenses of the operation of their offices; to provide for the payment of such salaries and expenses; to provide for the disposition of the fees collected by such officers; to provide for a Compensation Board to administer this act; to provide for the powers, duties and functions of such board; to abolish the State Fee Commission; to appropriate funds for the payment of salaries and expenses and for the administration of this act; and to repeal all acts and parts of acts inconsistent with this act,’’ approved March 29, 1934, as heretofore amended, in relation to the salaries and expenses of commissioners of the revenue in cities containing more than 175,000 inhabitants.
An ACT validating certain outstanding indebtedness of the Town of Phoebus, Virginia, and authorizing said Town of Phoebus, Virginia, to borrow money and issue bonds for the purpose of refunding such indebtedness and to require the council of said town annually to levy taxes to pay the interest on the said new bonds and to create a sinking fund to redeem the principal thereof at maturity.
An ACT to amend and re-enact Section 2 of Chapter 441 of the Acts of the General Assembly of 1938, approved April 1, 1938, and known, designated and cited as the ‘Unfair Sales Act’’, relating to definitions.
An ACT to amend and re-enact Section 14, as heretofore amended, and Section 43 of an act entitled ‘‘An act to amend and re-enact an act entitled an act to incorporate the town of South Norfolk, in the county of Norfolk, approved September 11, 1919, as heretofore amended, which town has since become the city of South Norfolk; and to provide a charter for the city of South Norfolk,’’ approved March 20, 1924, Section 14 relating to the trial justice of the city and his jurisdiction, Section 43 to the budget for the fiscal year; and to further amend said act by adding thereto a new section numbered 28-a, providing for liens on real estate for taxes.
An ACT to permit the State Board of Education to except certain counties from the requirement of paying the minimum of twenty per centum of total teachers’ salaries for the school year 1939-40, in order to receive certain State appropriations, and to approve and ratify the action of the said State board in distributing State school funds to said counties for previous years.
An ACT to provide a new charter for the town of Iron Gate, Alleghany County, Virginia; to repeal all acts, or parts of acts in conflict therewith: and to validate all contracts heretofore or hereafter made by the present council and government while in office not inconsistent with this charter or the Constitution and general laws of this State; and to repeal all former charters of the town of Iron Gate.
An ACT to validate certain pay-roll checks of the State Department of Highways which were fraudulently obtained and used by M. S. De Huff, an Engineer employed by the said Department, and transferred by him without notice and for value to certain persons, firms, associations and corporations.
An ACT to authorize school boards of counties to anticipate the payment, in whole or in part, of loans obtained from the literary fund.
An ACT to amend and re-enact Section 1 of Chapter IX of an act entitled ‘‘An act to incorporate the City of Danville’
An ACT to enable counties, cities and towns to borrow money and issue bonds therefor; prescribing the mode of procedure for, and regulating the issuance of such bonds, and providing for the payment thereof; authorizing agreements with the holders of such bonds and providing for the remedies of such holders; also to secure the benefits of any agency of the United States of America, now or hereafter created, delegating powers to contract debts; and repealing inconsistent provisions of all laws, general or special, of the Commonwealth.
An ACT to amend and re-enact Section 675 of the Code of Virginia, relating to temporary loans to school boards and expenditures of funds for school purposes.
An ACT to amend and re-enact an act entitled 'An act to authorize and empower the board of supervisors of counties adjacent to counties having a density of population in excess of five hundred inhabitants per square mile, to lay a special levy annually, for fire protection'
An ACT to amend and re-enact section 394 of the Code of Virginia, relating to the printing and distribution of the reports of State departments and agencies, so as to provide that the same, with certain exceptions, shall be edited and condensed, and printed and distributed bi-ennially in consolidated form.
An ACT to amend and re-enact Section 13 of an act entitled ‘An act to incorporate the town of Pennington Gap, in the county of Lee.’
An ACT to authorize the city of Norfolk to issue bonds, notes or other obligations of said city in exchange for bonds, notes or other obligations held in the sinking funds of said city in order to assure a more uniform annual debt service charge for the retirement of outstanding bonded indebtedness, and to regulate the annual contributions to such sinking funds and the maturities of serial bonds hereafter issued by said city of Norfolk.
An ACT validating certain outstanding indebtedness of the Town of Phoebus, Virginia, and authorizing the school board of the said Town of Phoebus, Virginia, to borrow money and issue bonds for the purpose of refunding such indebtedness, and requiring the council of said town annually to levy taxes to pay the interest on the said new bonds and to create a sinking fund to redeem the principal thereof at maturity; and repealing certain acts inconsistent with the provisions of this act.

An Act to appropriate the public revenue for the two years ending respectively on the thirtieth day of June, 1941, and the thirtieth day of June, 1942, to prescribe the provisos, terms, conditions and provisions with respect to the items of appropriation, and their payment, and to repeal all acts wholly in conflict with this act, and all parts of all acts inconsistent with this act to the extent of such inconsistency.
An ACT to amend and re-enact Section 8 of an act entitled ‘‘An act creating a sanitary district in Henrico County, Virginia, to provide for the construction, acquisition, maintenance and operation by said district of water supply, sewerage, light and power and gas systems by such district; to provide for the issuance of county bonds on behalf of such district for said purposes, and to provide funds for establishing and operating such public utilities therein.”

An ACT to amend the Code of Virginia by adding to Chapter 33 thereof a new section numbered 698-a, providing for the levying of taxes and appropriating money in counties, cities and towns for public school purposes, and to repeal Chapters 43 and 220, Acts of 1940, approved February 15, and March 16, 1940, respectively, and both entitled Section 698 of the Code of Virginia, relating to the same matters.
An ACT to amend and re-enact Section 10 of Chapter 3 of the Acts of Assembly, Extra Session 1933, known as the 3.2 Beverage Act, as heretofore amended, in relation to excise taxes.
An ACT to amend and re-enact Section 37 of the Motor Vehicle Code
An ACT to amend the Code of Virginia by adding a new section numbered 645-a, to provide that county school boards may anticipate the payment of loans obtained from the literary fund; to provide for borrowing money for such purpose by the issuance and sale of refunding bonds; to validate such literary fund loans; to provide for levying taxes to raise money for the payment of such bonds ; and to repeal Chapter 385 of the Acts of 1940, approved April 1, 1940.
An ACT to amend the Code of Virginia by adding to Chapter 109 thereof two new Sections numbered 2726 and 2726-a
An ACT to repeal Sections 665, 668, 781 and 782 of the Code of Virginia, relating respectively, to the duties of public school boards with reference to meetings of teachers, to certain other general duties of public school boards, to the levying of certain taxes by the councils of cities and to the budgets of public school boards of cities.
An ACT to authorize the councils or other governing bodies of certain cities to provide for the annual assessment and equalization of assessments of real estate in such cities.
An ACT to amend and re-enact Sections 2, 4, 4-a and 8 of Chapter 335 of the Acts of the General Assembly of 1938, approved March 31, 1938, and known, designated and cited as the “Sanitation Districts Law of nineteen hundred and thirty-eight” in relation to the establishment of sanitation districts and the creation thereof as bodies corporate and politic styled as sanitation district commissions, to withdrawals therefrom, and with regard to the corporate powers and duties of such sanitation district commissions. and the management and control thereof, and the exemptions from taxation appertaining thereto.
An ACT to amend and re-enact an act entitled “An act to regulate investments of domestic life insurance companies.”
An ACT to amend and re-enact Section 4 of Chapter 415, Acts of 1932, approved March 31, 1932, and relating to the establishment of the secondary system of State highways and providing for the maintenance and improvement thereof, so as to provide that all funds spent for the maintenance and improvement of the secondary system of State highways in any fiscal year shall not be less than 30% of the funds available for expenditure by the State Highway Commission in such fiscal year for the maintenance and improvement of both the primary and secondary systems.
An ACT to provide for a temporary addition to the regular cash compensation of State officers and employees, and to prescribe how such additional cash compensation shall be computed and paid; to appropriate funds to carry out the provisions of this act; and to authorize the Governor by executive order to terminate all such payments.

An ACT to authorize the State Highway Commission to purchase, out of funds apportioned to the Fredericksburg construction district for highway construction purposes, the James Madison Bridge across the Rappahannock River.
An ACT to amend and re-enact Section 2724 of the Code of Virginia, as heretofore amended, relating to duties of boards of supervisors as to audit and allowance of claims against counties.
An ACT to amend and re-enact Sections 1, 6, and 8, as amended, of Chapter 379, Acts 1938, approved March 31, 1938, of which the short title is “Virginia Public Assistance Act of 1938”, said sections relating, respectively, to definitions, to local boards and to local superintendents and employees.
An ACT to amend the Code of Virginia by adding thereto a new section to be numbered Section 3516-b-1, so as to require the filing of certain officers’ reports with the Compensation Board instead of with the Auditor of Public Accounts or the Comptroller, and to impose on the Compensation Board all duties now imposed on the Auditor of Public Accounts or the Comptroller as such by Sections 3516 and 3516-a of the Code of Virginia.
An ACT for the relief of the Town of Phoebus, with respect to certain taxes paid into the State treasury, and to appropriate funds for this purpose.
An ACT to authorize the council of the town of South Boston to issue bonds of the town of South Boston in an amount not exceeding seventy-five thousand dollars ($75,000) for general street improvement, and to provide for the levy of a tax to pay interest on said bonds and retire the same as they mature.
An ACT to amend and re-enact Section 2, as heretofore amended, of Article II of an act entitled "An act to incorporate the town of Phoebus, in Elizabeth City County."
An ACT to amend and re-enact Sections 1, 9, and 11 of Chapter 396 of the Acts of the General Assembly of 1940, approved April 1, 1940, relating to an optional form of county organization and government, so as to permit the adoption of such form by any county in the State having a density of population of 600 or more inhabitants per square mile of highland, and to permit certain changes in the composition of the school board and the compensation of its members provided for in said act.
An ACT to amend and re-enact Section 6, as heretofore amended, of an act entitled “An act to amend and re-enact the charter of the town of Culpeper.”
An ACT to prescribe the powers and duties of the Governor and of other State officers, agents and employees with respect to the purchase, use, storage, maintenance and repair of State-owned motor vehicles, and means for the enforcement of rules and regulations prescribed with respect thereto; to ratify certain actions heretofore taken under certain executive orders and regulations; and to appropriate certain funds for the purposes of this act.
An ACT to appropriate the public revenue for the two years ending respectively on the thirtieth day of June, 1943, and the thirtieth day of June, 1944, to prescribe the provisos, terms, conditions and provisions with respect to the items of appropriation and their payment, and to repeal all acts wholly in conflict with this bill, and all parts of all acts inconsistent with this bill to the extent of such inconsistency.
An ACT to require certain motor carriers to purchase certain motor fuel in Virginia or, in lieu thereof, to make certain payments into the State treasury ; to require certain reports to be made by such carriers; to provide for the administration of this act by the State Corporation Commission ; to prescribe remedies for the enforcement of this act and penalties for violations; and to repeal Chapter 198 of the Acts of the General Assembly of 1940, approved March 13, 1940.
An ACT to amend and re-enact Section 11, as heretofore amended, of Chapter 527 of the Acts of the General Assembly of 1891-92, approved March 1, 1892, which chapter incorporated the town of Gate City (formerly Estillville), in the county of Scott, relating to levying taxes, and to repeal Chapter 7 of the Acts of the General Assembly of 1912, approved January 30, 1912, relating to the same matter.
An ACT to provide a new charter for the Town of Chatham, in the County of Pittsylvania; to validate all contracts heretofore or hereafter made by the present governing body and council while in office, not inconsistent with this new charter or the Constitution and general laws of this State; and to repeal all acts or parts of acts in conflict with this act.
An ACT to provide a new charter for the Town of North Tazewell, in the County of Tazewell, and to repeal all acts or parts of acts in conflict therewith.
An ACT to amend and re-enact Section 394 of the Code of Virginia, as amended, relating to the printing and distribution of the reports of State departments and agencies.
An ACT to amend and re-enact Sections 2 and 47, as heretofore amended, and Sections 29 and 48 of Chapter 473 of the Acts of the General Assembly of 1924, approved March 22, 1924, the said chapter providing a new charter for the City of Roanoke, and the said sections relating to the powers of the city, the issuing justice, and the issuance of bonds therein
An ACT to authorize the boards of supervisors or other governing bodies of certain counties to establish and operate retirement systems for certain employees of such counties, to prescribe the powers and duties of the said governing bodies with respect to such systems, and to provide for certain exemptions from legal process in connection therewith.
An ACT to amend and re-enact Section 29 of an act to provide a new charter for the city of Richmond, approved March 24, 1926.
An ACT to validate certain indebtedness of the school board of the City of Hampton, Virginia, and to authorize the said school board of the City of Hampton, Virginia, to issue bonds for the purpose of refunding such indebtedness and to require the council of the said city of Hampton, Virginia, annually to levy taxes to pay the interest on and the principal of the said bonds herein authorized to be issued.
An ACT to amend and re-enact sections 19b, 28, 28a, 80 and 105 of an act entitled an act to provide a new charter for the city of Richmond, approved March 24, 1926, as heretofore amended, and to amend said act by adding thereto seven new sections numbered 63a, 63b, 63c, 63d, 63e, 96a and 96b so as to provide for leave of absence for officers and employees of the city of Richmond serving: in the military and naval forces of the United States of America, the production of books and records of taxpayers for examination by assessing officers of the city of Richmond for the purpose of enforcing the tax and revenue laws of the State and ordinances of the City of Richmond, the refund of taxes and charges erroneously assessed by the city of Richmond and paid and the exoneration from the payment of unpaid erroneous assessments and the assessment of omitted taxes, penalties and interest, the creation of a separate department of the government of the city of Richmond to secure and promote public health and sanitation and to prescribe its powers and duties.
An ACT to provide that bonds and other obligations issued by a housing authority pursuant to the housing authorities law and any amendment thereto of the Commonwealth of Virginia or issued by any other public housing authority or agency in the United States, when secured by a pledge of annual contributions to be paid by the United States Government, shall be security for all public deposits and negotiable and legal investments for the Commonwealth and public officers, municipal corporations, political subdivisions, and public bodies, all banks, bankers, trust companies, savings banks and institutions, building and loan associations, savings and loan associations, investment companies and other persons carrying on a banking business, all insurance companies, insurance associations and other persons carrying on an insurance business.
An ACT to amend an act entitled “an act to incorporate the town of Virginia Beach, in the county of Princess Anne, Virginia.”, approved March 6, 1906, as heretofore amended, by adding thereto a new section numbered 6-a, providing for setting up and maintaining a debt fund for the payment of the interest on and principal of certain bonded indebtedness of said town.
An ACT to amend the Tax Code of Virginia by adding thereto a new section numbered 350-b, authorizing depositories of funds of certain county treasurers to deposit with the State Treasurer securities to protect such deposits, and to prescribe how controversies with respect to such securities shall be heard and determined.
An ACT to amend the Code of Virginia by adding thereto a new section numbered 2769-a, relating to compensation of supervisors; and to repeal Section 2769 of the Code of Virginia, relating to the same matters.
An ACT to amend and re-enact Section 52, as heretofore amended, of an act entitled “An act to provide a new charter for the city of Radford, and to repeal all other acts or parts of acts in conflict therewith.”, approved March 15, 1910, relating to borrowing money and letting certain contracts.
An ACT to amend and re-enact Section 3090-a of the Code of Virginia, relating to cities and towns issuing new bonds for the purpose of funding or refunding outstanding bonds and other obligations.
An ACT to amend and re-enact Section 643, as heretofore amended, of the Code of Virginia, relating to loans to county and city and town school boards from the literary fund, so as to reduce the interest rate on such loans.
An ACT to amend Chapter 415, Acts 1932, approved March 31, 1932, as heretofore amended, relating to the establishment of the secondary system of State highways and providing for the maintenance and improvement thereof, by adding thereto a new section designated Section 11-d, providing for a reduction in the funds to be received by the counties which have withdrawn from the operation of said chapter, under certain conditions.

An ACT to appropriate the sum of $10,000,000 to the “Sinking Fund”
An ACT to amend and re-enact Section 52 as heretofore amended of an act entitled “An Act to provide a new charter for the City of Radford, and to repeal all other acts or parts of acts in conflict therewith.”, approved March 15, 1910, relating to borrowing money and letting certain contracts.
An ACT to authorize and empower the Governor and State Treasurer, jointly, to make certain investments of current funds in the State Treasury, the expenditure of which is not required for the current needs of the State.
An ACT to authorize any county, city, or town to purchase bonds or other evidences of indebtedness of the United States of America, or of the State or any political subdivision or institution thereof, out of money available in the general fund or in any sinking fund or in any special fund during the period defined in this Act; to dispose of such bonds or other evidences of debt so purchased; to validate any ordinances which have been enacted for the purchase of same, and any purchases of same which have been made out of any such funds, and to declare the existence of an emergency.
An ACT to appropriate, out of the special highway fund, in addition to the amount appropriated in the general Appropriation Act for the biennium, July 1, 1942 to June 30, 1944, the sum of $150,000 to the “Highway Sinking Fund” provided for by this act, so as to provide sufficient funds to liquidate, discharge, and pay off, principal and interest, all of the highway certificates of indebtedness outstanding; to provide for the payment of these obligations by the “Commissioners of the Sinking Fund”, and for investment and management by them of all moneys in the “Highway Sinking Fund”, and of the securities therein, and to provide for the revision of all existing highway sinking funds.
An ACT to provide for the compensation, and allowances, for the presiding officers and members of the General Assembly in attendance upon the extra session of 1942; and to declare the existence of an emergency.
An ACT to amend and re-enact Section 19, as amended, of Chapter 230 of the Acts of the General Assembly of 1920, approved March 16, 1920, to provide a charter and special form of government for the City of Hampton, et cetera, to increase the maximum of the school tax that may be levied, and to declare the existence of an emergency.

An ACT to authorize the Attorney General to institute mandamus proceedings in the Supreme Court of Appeals in certain cases and under certain circumstances to secure an adjudication by said Court respecting the construction, interpretation or constitutionality of Acts of the General Assembly which direct or require the payment of appropriations of the State Treasury, and to empower said Court to render a final adjudication of said questions.
An ACT to amend the Virginia Retirement Act by adding thereto a new section to be numbered 6-a, in relation to persons in the armed forces of the United States; and to amend and re-enact Sections 10, 13 and 20 of the Virginia Retirement Act, in relation to withdrawal before retirement, and death benefits; employee annuity savings fund, and payroll deduction; and collection of State contributions, respectively.
An ACT to authorize the governing bodies of counties, cities, and towns to establish and maintain post-war public works reserve funds, and to expend same; to formulate, develop and revise capital budgets and schedules for long range, post-war programs of public works projects.
An ACT to authorize depositories of county funds of Charlotte County to deposit with the State Treasurer securities to protect such deposits, and to prescribe how controversies with respect to such securities shall be heard and determined.
An ACT to amend and re-enact Section 11, as amended, of Chapter 527 of the Acts of Assembly of 1891-92, approved March 1, 1892, which provided a charter for the Town of Gate City (formerly Estillville), in the County of Scott, Section 11 relating to levying taxes.
An ACT to amend the Code of Virginia by adding a new section numbered 2769, relating to compensation and mileage of members of boards of supervisors of counties, and to repeal Section 2769-a of the Code, relating to the same subject.

An ACT to appropriate to the City of Martinsville the sum of $5,201.60, to reimburse such city for certain taxes on bank stock.
