An ACT to amend an act entitled “An act to incorporate the town of Virginia Beach, in the county of Princess Anne, Virginia”, approved March 6, 1906, by adding a new section numbered 4-a which section relates to the appointment of a town manager, and the powers, duties and functions of the manager when appointed.
An ACT to amend and reenact Section 414 of Chapter 545, as amended, of the Acts of Assembly of 1926, approved March 26, 1926, the Biante and section relating, respectively, to county budgets and publication

An ACT to amend and reenact Section 18 of Chapter 396 of the Acts of Assembly of 1940, approved April 1, 1940, relating to bonds of county officers and employees in certain counties.
An ACT to amend and reenact section 9 of Chapter 415 of the Acts of 1932 as amended and reenacted by Chapter 135 of the Acts of 1946 entitled "An act to relieve counties of Virginia of, and to assist certain cities and towns in, the maintenance and improvement, including construction and reconstruction, of certain roads, causeways, streets, baiiges, landings and wharves; to establish a secondary system of State highways; for such purpose to prescribe the rights, powers, duties, and authority of the local road authorities, the State Department of Highways, the State Highway Commission, and the State Highway Commissioner; to prohibit certain local levies; to appropriate and allocate funds for the purpose of this act; to provide for elections in counties for withdrawal from the provisions of this act; and to repeal acts and parts of acts in conflict, herewith, approved March 31, 1932, as heretofore amended," and to amend and reenact section 9 of said Act, approved March 9, 1946, so as to increase the amount of money, to provide the manner and terms of payment and how the money shall be expended.
An ACT to amend Chapter 34, Acts of Assembly of 1918, approved February 7, 1918, as amended, which provided a charter and special form of government for the city of Norfolk, by adding a new section numbered 69-a, to empower the city of Norfolk to adopt a budget on a 6 months’ or 18 months’ basis and to make appropriations and levy and impose taxes accordingly or on a calendar year basis.
An ACT to amend Chapter 576, as amended, of the Acts of Assembly of 1896, approved March 3, 1896, and being the charter of the city of Harrisonburg, Virginia, by amending and reenacting section 23 so as to reduce the council majority requisite to approve appropriations and borrowings and by adding sections 65-a and 65-b so as to authorize the council to construct sewerage, water and electrical systems and to issue bonds to provide funds therefor and by adding section 65-c authorizing the imposition and collection of an amusement tax and by repealing section 37 relating to payments from the treasury.

AN ACT to provide a new charter for the Town of Amherst; and to repeal the existing charter and amendments
AN ACT to provide a new charter for the town of Purcellville, in the County of Loudoun, and to repeal chapter 391 of the Acts of Assembly of 1908, entitled “An Act to incorporate the town of Purcellville, in the County of Loudoun”, approved March 14, 1908, and acts amendatory thereto.
AN ACT to provide for State aid to counties and cities in the construction of public school buildings; to appropriate funds therefor; and to provide the terms and conditions for the expenditure of the funds appropriated.
AN ACT to amend and reenact § 15-481 of the Code of 1950, relating to bonds of city treasurers so as to lower the minimum which may be prescribed.

AN ACT to amend and reenact §§ 11 and 31 of Chapter 289 of the Acts of Assembly of 1934, approved March 27, 1934, so as to broaden the powers of the Council of the City of Staunton respecting real estate, and the board of health and department of public welfare, to restrict the requirement that ordinances be published, to empower the Council to levy certain taxes, and to make permissive a certain provision as to public ways.
AN ACT to authorize the City of Hampton to borrow the sum of $225,000.00 and to issue bonds therefor, to provide for the levy of additional taxes under certain circumstances; and to validate certain actions.
AN ACT to amend and reenact § 3, as amended, § 18, and § 14, as amended, of Chapter 145 of the Acts of Assembly of 1887-8, which incorporated the town of Rocky Mount, and which sections related to administration, taxes, and powers of the mayor; and to add to such chapter a section numbered 3-a, providing under certain conditions for the adoption of the town manager form of government in such town.
An Act to amend and reenact §§ 88-897, 38-898 and 88-412 of the Code of Virginia of 1950, relating to investment of funds by domestic life insurance companies.
AN ACT to amend and reenact §§ 2.08, 3.05, 5.05, 5.09, 5.11, 6.19, 6.20, 7.05, 8.08, 9.14, 9.15, 12.05, 12.06, 17.12, 19.10 and 20.06 of Chapter 116 of the Acts of the General Assembly of Virginia of 1948 providing a new charter for the City of Richmond concerning the powers of the Council of the City of Richmond relating to public works, utilities and properties; the nomination and election of clerks of courts of record in said city; the duties of the city manager; the functions of the bureau of purchasing; the sale of property by the purchasing agent; the capital budget; the certification of funds; the authentication of bonds; the powers and duties of the director of finance; residence of officers and employees; the preference allowed in the employment of war veterans and promotions thereof; the grading of streets; the assessment of the cost of certain public improvements against abutting landowners; the changing of district boundaries established by zoning regulations; the jurisdiction of the traffic court; and the interest of city officers and employees in contracts with the city.
AN ACT to provide a new charter for the town of Abingdon; and repealing all former charters and all acts and parts of acts in conflict with the new charter.

AN ACT to amend and reenact § 2-128 of the Code of 1950 relating to bookkeeping and accounting for State and local offices and duties of Auditor of Public Accounts in relation thereto.
AN ACT to authorize the governing bodies of certain counties to require certain purchasing and equipment maintenance practices on the part of all departments of county government; to provide for certain practices in relation thereto; and to repeal certain acts.
AN ACT to amend the Code of 1950 by adding a section numbered 15-274.1, providing that zoning ordinances shall not become effective in certain counties unless and until approved by the voters in an election; and prescribing the procedure for calling and holding such elections.
AN ACT to appropriate funds for payment of the salaries of the judges of certain courts.
An Act to amend and reenact § 46-165 of the Code of 1950, relating to the fees for registration of combinations of tractor truck and trailer or semitrailer.
AN ACT to prescribe the compensation of clerks of courts in cities of this Commonwealth having a population of not less than 85,000 inhabitants nor more than 40,000 inhabitants, according to the United States census of 1940; to provide for the payment of such compensation and the expenses of office of such officers, and to impose certain duties on the State Compensation Board.
AN ACT to amend and reenact § 58-897 of the Code of 1950, relating to boards of equalization of real estate assessments in certain counties.
AN ACT to provide a charter for the Town of Montross, in the county of Westmoreland, Virginia.
AN ACT to authorize the Governor to appoint an executive assistant charged with making certain surveys and recommendations for the promotion of efficiency and economy; to impose certain duties on such officer and to provide for assistance to be rendered him in the performance of his duties; and to provide for the payment of certain expenses.
AN ACT to authorize the State Treasurer and the Comptroller to make refund to the Veterans’ Administration of certain moneys in the custody of the State Treasurer, and to prohibit the payment of certain outstanding checks.
AN ACT to amend and reenact §§ 85 and 86 of Chapter 34 of the Acts of Assembly of 1918, approved February 7, 1918, as amended, which provided a new charter for the City of Norfolk, relating, respectively, to sinking fund commissioners and bond issues, and to amend the Chapter by adding a section numbered 2 (c), so as to permit the city to aid in the financing of the construction of bridges within the city constructed by the State or any public agency or political subdivision thereof.
AN ACT to appropriate funds to the State Oil and Gas Board.
An Act to amend and reenact §§ 5, 6, 10,11, 18, 20, 21, 31, 88, 40, 41, 42, 44, 45, 50, 51, 60, 66 and 67 of Chapter 3 of the Acts of Assembly of 1948, approved February 11, 1948, which provided a new charter for the city of Waynesboro, the sections relating, respectively, to powers of the city; zoning; disqualification for office; regulation of meetings of the council; appointment of certain officials; appointment, term of office and removal of city manager; powers and duties of city manager; election, terms of office, powers and duties, and compensation of certain officers of the city; the annual budget; sinking fund; bond issues; appropriation ordinance and levy of taxes; unencumbered balances in treasury; how claims against the city are paid; how special assessments made; audit of accounts of city officers; conducting of investigations by the council; planning for future development for the city; and powers of city policemen; and to repeal §§ 22, 39 and 46 of such act relating, respectively, to assigning of administrative duties by the council; contracts for public improvements and certain limitations on contracts, agreements or other obligations.
AN ACT to amend and reenact § 22-175 of the Code of 1950 relating to bond issues for construction of public school buildings.
AN ACT to amend and reenact § 9, as amended and § 36 of Chapter 217 of the Acts of Assembly of 1918, relating, respectively, to election of mayor and the levying of license tares, in the city of Clifton Forge.
An Act to appropriate the sum of eleven million dollars from the “Sinking Fund” to the Literary Fund and to provide that annual installments totaling said sum shall thereafter be transferred to the Virginia Retirement System.
AN ACT to provide a new charter for the city of Martinsville, Virginia; and to repeal Chapter 69 of the Acts of Assembly of 1942, approved February 25, 1942, which provided a charter for such city.

AN ACT to amend and reenact §§ 3 and 12-a, as amended, of Chapter 161 of the Acts of Assembly of 1926, approved March 17, 1926, which chapter was continued in effect by § 21-120 of the Code of Virginia, relating to sanitary districts in certain counties so as to authorize the provisions of motor vehicle parking lots in traffic congested areas.
AN ACT to provide a charter for the city of Falls Church, and to repeal Chapter 878 of the Acts of Assembly of 1946 entitled “‘An Act to provide a new charter for the Town of Falls Church in the county of Fairfax’’, as amended.
AN ACT to amend the Code of 1950 by adding sections numbered 2-218.1 and 2-239.1, so as to provide concerning the annual report of the Comptroller on the Division of Purchase and Printing, and the editing, approval and printing of annual reports of departments, respectively; to amend and reenact §§ 2-221, 2-228, 2-232, 2-240, 2-246, and 2-247 of the Code of 1950; and, to repeal §§ 2-218, 2-289, and 2-241 of the Code of 1950; all of the above-mentioned sections relating to the printing, binding, distribution and sale of State publications.

AN ACT to provide that, upon certain contingencies, certain credits shall be allowed upon the State income taxes of individuals, fiduciaries and corporations, and to provide the method of taking such credits.
AN ACT to amend and reenact § 14-57 of the Code of 1950 relating to compensation and mileage of members of governing bodies of certain counties.
AN ACT to provide a new charter for the Town of Parksley, Accomack County, Virginia; to repeal all acts, or parts of acts in conflict therewith; to validate all contracts heretofore or hereafter made by the present council and government while in office not inconsistent with this charter or the Constitution and general laws of this State; and to repeal all former charters of the town of Parksley, including Chapter 362 of the Acts of Assembly of 1916, approved March 20, 1916, as amended.
