An Act to amend Chapter 157 of the Acts of Assembly of 1908, approved March 10, 1908, which provided a new charter for the city of Portsmouth, by adding a section numbered 28-f, to empower the city of Portsmouth to acquire title to property or any interest or estate therein by condemnation proceedings upon the deposit in the court having jurisdiction for each parcel the funds necessary to compensate owners thereof for such property to be acquired or damaged.

AN ACT to amend and reenact § 14-155, as amended, of the Code of Virginia, relating to maximum compensation for court clerks, high constables and certain city sergeants.
AN ACT to authorize the counties of Wise, Dickenson, Lee and Russell and the city of Norton, and the towns of Appalachia, Big Stone Gap, Wise, Pound, Coeburn, St. Paul, Clintwood, Haysi, Jonesville, Pennington Gap, Ewing, Rose Hill and Lebanon, or any two or more of them, to create a commission, to be known as “The Cumberlands Airport Commission”, for the purpose of establishing and operating airports and air navigation facilities for such counties, city and towns; and to prescribe the rights, powers, duties and functions of such commission when so formed, and of the counties, city and towns for which such commission is created.

An Act to amend and reenact § 1 of Chapter 716 of the Acts of Assembly of 1956, approved March 81, 1956, relating to the appropriation of the public revenue for the two years ending, respectively, on the thirtieth day of June, 1957, and the thirtieth day of June, 1958, so as to provide that the sums appropriated in Items 188, 184, 187, 188 and 148 shall be for the maintenance of an efficient system of elementary and secondary schools, respectively; to establish and define an elementary and secondary public school system; to prohibit the expenditure of any of the funds appropriated by such items in support of any system of public schools which is not efficient; and to provide for and prescribe the conditions under which such funds may be expended for educational purposes in furtherance of education of Virginia students in elementary and secondary nonsectarian private schools.

An Act to create a political subdivision within Bath County, to be known as the Airport District of Bath County, with the powers conferred upon cities and counties by Articles 1 and 2, Chapter 8 of Title 5 of the Code of Virginia; to authorize the governing body of such county to issue bonds of such district, subject to a referendum, for the acquisition and construction of an airport and to levy taxes for their payment; and to authorize the board of supervisors of said county to transfer to such district all funds donated to the county for the acquisition and construction of an airport; and to declare an emergency exists.

An Act creating, subject to certain conditions, a political subdivision of the Commonwealth to be known as the Peninsula Civic Recreation Center Authority and defining its powers and duties; granting to the Authority power to acquire necessary real and personal property; providing for financing the construction of such project by the issuance of revenue bonds of the Authority, payable solely from rents, rates and fees and other revenues; authorizing the issuance of revenue refunding bonds; providing that no debt of the Commonwealth or of any county, city, district or political subdivision thereof shall be incurred in the exercise of any of the powers granted by this Act; providing for the collection of rents, rates and fees and other revenues to pay such bonds and the interest thereon and the cost of maintenance, repair and operation of such project; exempting from taxes and assessments such project and such bonds and the income therefrom; providing for the execution of a trust agreement to secure the payment of such bonds without mortgaging or encumbering such project; and prescribing the powers and duties of the Authority in connection with the foregoing and the rights and remedies of the holders of bonds issued under the provisions of this Act.
An Act to create the Rudee Inlet Authority; to provide for the composition, government, powers, duties and liabilities thereof and other matters pertaining thereto; and to provide for the issuance of certain bonds thereby, and the terms and conditions of such issuance.
