An Act to amend and reenact § 33-32, as amended, of the Code of Virginia, relating to construction districts and allocation of funds for the primary system.
An Act to amend and reenact § 38-188 of the Code of Virginia, relating to levies by governing bodies of counties for highways.
An Act to protect and further the public interest, economy, safety and convenience by means of the provision of transportation facilities, highways and other modes of transportation; to this end to provide for the creation of transportation districts and the powers and duties thereof and to declare the need for action in relation thereto and to certain facilities; to define terms; to provide for the incorporation and name of transportation districts, transportation commissions, and membership on the foregoing; to provide for the status of the State Highway Commissioner concerning such districts and commissions; to provide for the membership, and terms and compensation of members, of transportation commissions; to require certain meetings of commissions and how certain action may be taken; to prohibit conflicts of interest and provide penalties; to prescribe how monies and accounts shall be kept; to set forth the powers and functions of district commissions; to authorize component counties and cities to appropriate funds to such commissions and to set forth other matters concerning budgets, costs and expenditures; to set forth the powers and duties of counties and cities embraced within a transportation district; to provide for jurisdiction and venue in relation to certain proceedings; to provide for the acquisition of certain rights-of-way by the State Highway Commissioner; to provide how the liability of component counties and cities may be fixed; to provide for cooperation with certain agencies; to fix the non-liability of the State; to provide for certain relevant plans, processes and procedures, the adoption of transportation plans, and other matters in connection therewith; to provide for the enlargement or contraction of transportation districts and the effect thereof; to set forth the governmental nature of certain actions and civil liabilities in connection therewith; to provide for the construction of the act; and to repeal certain acts and portions thereof.
An Act to amend and reenact § 65-58 of the Code of Virginia, relating to incapacity for certain injuries and the amount of compensation therefor.
An Act to provide a Highway Right-of-Way Fund, to provide the manner and purposes for which such fund is to be expended, and to appropriate the necessary funds therefor.
An Act to require the Division of Parks of the Department of Conservation and Economic Development to determine the advisability of a State park; and to appropriate funds.
An Act to amend and reenact §§ 28-14, as amended, 28-15, 28-19, as amended, 28-21, as amended, 28-22, as amended, and 28-26, as amended of the Code of Virginia, 1950, classifying certain educational institutions of the Commonwealth, defining the projects which may be ed and erected by such educational institutions and authorizing such educational institutions to charge and collect rents, fees and charges for the use of such projects and any existing facilities, to charge and collect student building fees and other student fees and to pledge the same and any other available funds of such educational institutions to pay the principal of and the interest on bonds issued to pay the cost of any project and the cost of maintenance and operation of any such project and any such existing facilities the revenues of which are pledged in whole or in part to such bonds.
An Act to amend and reenact §§ 4.10, 4.16, 7.06 and 10.04 of Chapter 116 of the Acts of the General Assembly of 1948, providing a charter for the City of Richmond, and §§ 4.01, 5-1.4, 6.19, 12.07 and 19.22 of said chapter as subsequently amended, 'relating to procedure for passing ordinances, including ordinances authorizing bond issues; power of investigation; restrictions on actions for damages against the city; salaries and allowances for members of the council; competitive bidding for purchases of and contracts for supplies, materials and equipment and construction of capital improvement projects; and quarters for and sessions of municipal courts; and to add a section to said chapter relating to the use of buildings or structures acquired or constructed for municipal purposes, numbered 2.08.2.
An Act to amend and reenact §§ 8, 8-a and 7 as severally amended, of chapter 22 of the Acts of Assembly of 1946, approved February 18, 1946, which chapter created the “Peninsula Airport Commission,” and to amend said chapter by adding thereto new sections numbered 15 to 28, inclusive, the amended and new sections relating, respectively, to general powers of the Commission and to the issuance of revenue bonds by the Commission; and to repeal §§ 6-A and 18 of Chap 22 of the Acts of Assembly of 1946, relating to the same matters.

An Act authorizing the issuance of State of Virginia Higher Educational Institutions Bonds in an amount not exceeding sixty-seven million two hundred thirty thousand dollars ($67,230,000) for the purpose of providing funds with any other available funds, for paying the cost of acquiring or constructing capital improvements at institutions of higher education in the State; authorizing the Treasury Board, by and with the consent of the Governor, to fix the details of such bonds and to provide for the sale of such bonds at public or private sale: providing for the pledge of the full faith, credit and taxing power of the State for the payment of the interest on such bonds and the principal thereof and further providing that such bonds shall be exempt from all taxation within the State; and providing that this act shall not become effective and that no bonds shall be issued hereunder unless this act, as supplemented as provided therein, shall be approved by a majority of the qualified voters of the State voting thereon at an election to be held on Tuesday, November 5, 1968, as required by Section 184a of the Constitution of Virginia.

An Act to amend the Code of Virginia by adding a section numbered 58-441.49:1, so as to provide that certain towns may participate in the Virginia Retail Sales and Use Tax.
An Act to provide a new charter for the city of Emporia and to repeal Chapter 590 of the Acts of Assembly of 1952, approved April 8, 1952, as amended, which provided a new charter for the town of Emporia.
An Act to repeal §§ 22, 26, 27 and 48, in Chapter 5 of Chapter 398, Acts of Assembly of 1932, approved March 29, 1932, as amended, which provided a charter for the city of Williamsburg; to amend such chapter by amending §§ 23 and 25, in Chapter 5, and §8§ 49 and 50, m Chapter 6, and § 62 in Chapter 8, and to further amend Chap. 398 by adding in Chapter 5, sections numbered 22.1 and 22.2; the repealed, amended and added sections relating to, respectively, the council’s power of control and management of fiscal and municipal affairs; prohibition against city’s taking private property without compensation in certain instances; the counctl’s power over encroachments on city property and power to levy taxes; the power of the city council to acquire land for burial of the dead, to prescribe fines and penalties for violation of ordinances; and to organize a fire department and enact fire zoning ordinances; to enact zoning ordinances generally and to adopt certain provisions relating thereto of Title 15.1 of the Code of Virginia; and the enumeration of the powers of city council.
An Act to amend and reenact §§ 7.02, 16.06 and 20.02, as amended, of Chapter 828, Acts of Assembly, 1950, approved April 4, 1950, which provided a Charter for the City of Falls Church, Virginia, relating to purposes for which bonds and notes may be issued; advisory board of recreation and parks; and providing for a school board for said city.
An Act to amend the Code of Virginia by adding in Chapter 8 of Title 38 a section numbered 38-255.44:15:1, authorizing the State Highway Commission to use certain construction district funds to provide for the operation, maintenance and repair of toll facilities of the Richmond Metropolitan Authority.
An Act to amend Chapter 116 of the Acts of the General Assembly of 1948 approved March 5, 1948, providing a charter for the City of Richmond, by adding sections numbered 17.87:1 and 17.87:2 granting the Council authority to create a Department of Planning and Community Development and prescribing the functions of the said department and the qualifications of the director thereof, and to amend and reenact §§ 2.04, 4.01, 5.08, 5.1.1, 7.02, 9.08, 9.07, 9.08, 17.02, 17.08, 17.11, 18.08, 19.02 and 19.04, as severally amended, of said Chapter concerning the removal of inoperative or unlicensed motor vehicles or parts thereof from public or private property; salaries and allowances for members of the Council; the title of the head of the Budget Bureau and the classification of such person; the classification and qualifications of the Director of General Services; the purposes for which bonds or notes may be issued; the employment of trainees; the classification of the Budget Officer; notice to be given by persons desiring a hearing before the Personnel Board and the time within which such hearing shall be held; the composition of the Planning Commission; the employment of the Director of Planning and employees by the Planning Commission; special permits for the use of land, buildings and structures; eminent domain proceedings; the appointment of judges of the municipal courts, and the filling of vacancies in the offices of judges of the municipal courts.
An Act to provide for the assessment and equalization of assessments of real estate in certain counties; to authorize the transfer to the assessor appointed pursuant to this act of certain duties of the commissioner of the revenue in respect to the assessment of real estate in such counties; to provide for the appointment of boards of equalization in such counties and to prescribe their powers and duties; and to repeal certain acts.
