An ACT to amend and re-enact Section 4 of Chapter 386 of the Acts of the General Assembly of Virginia of 1942, approved April 2, 1942, relating to the payment of salaries of sheriffs of counties, and with certain exceptions, sergeants of cities, and to their full time deputies, and for the payment of expenses incurred by such officers; to abolish the fee system as a method of compensating such officers, etc., so as to provide for mileage to police officers in certain counties when the police officer acts in place of the sheriff.
An ACT to validate certain pay-roll checks of the Department of Highways, fraudulently obtained and used by William E. Cocke, a foreman on certain highway work, which were cashed and are now held by The Farmers National Bank of Salem.
An ACT to amend Chapter 325 of the Acts of the General Assembly of 1942, approved March 31, 1942, relating to the establishment of a contributory retirement system for certain State employees and for public school teachers and certain other employees of local public school boards, by inserting a new section numbered 24-a, providing for the voluntary participation in such system of such political subdivisions of the Commonwealth as shall elect to have their employees covered by such system, the expense on account thereof being’ paid by the political subdivisions so electing.

An ACT to amend and re-enact Chapter 364 of the Acts of 1944, approved March 31, 1944, relating to the expenditure by the Virginia Conservation Commission of moneys received from the United States as a result of the condemnation of certain lands in the Seashore State Park for use as a part of Fort Story.
An ACT to appropriate funds for the construction of an agricultural building at the Virginia Polytechnic Institute.

An ACT to amend and re-enact Sections 6, 15, and 18 as amended, of Chapter 69 of the Acts of Assembly of 1922, approved February 25, 1922, which provided a new charter for the town of Strasburg, the sections relating, respectively, to mayor and council of town, their powers and duties, plats of streets and ways, and election, salaries and compensation of certain officers.
An ACT to amend and re-enact Section 17, as amended, of an act entitled ‘““An act to incorporate the town of Franklin, Southampton County.”, approved March 15, 1876, and to amend said act by adding a new section numbered 17-a, relating to borrowing money, issuing bonds, and levying and collecting taxes.
An ACT to amend and re-enact Sections 656 and 2724 of the Code of Virginia, as amended, relating to the authority and duty of school boards and boards of supervisors, to provide for the use of certain warrant-checks in paying obligations, and to authorize governing bodies of counties to provide petty cash funds for certain purposes.
An ACT to authorize the counties of Warwick, Elizabeth City and York, the Cities of Newport News and Hampton, and the Town of Phoebus, or any two or more of them, to create a commission, to be known as the “Grandview State Park Commission” for the purpose of establishing and operating a State Park and park facilities for public use, for such counties, cities and towns and the general public at large until such park and facilities shall be transferred to the Virginia Conservation Commission for operation; and to prescribe the rights, powers, duties and functions of such commission when so formed and of the counties, cities and towns for which such commission is created.
An ACT to authorize any county to assume and pay any outstanding indebtedness of any magisterial district or districts thereof, incurred for the purpose of constructing public roads which were subsequently taken over by the State, provided such assumption be approved by the qualified voters of the county; to provide for a referendum thereon; and to provide for the levying of taxes for the payment of such obligations.
An ACT to amend and re-enact Section 403 of the Tax Code of Virginia, as amended, relating to additional remedies for the collection of taxes, State, county and municipal, and the payment of attorneys’ fees for services heretofore or hereafter rendered in the collection of certain taxes.

An ACT to amend and re-enact Section 1, as amended, of Chapter 377 of the Acts of Assembly of 1938, approved March 31, 1938, relating to support and maintenance of the public free schools, minimum terms thereof and the apportionment of the State appropriation for such purposes.
An ACT to amend and re-enact Sections 11 and 12-a of Chapter 364 of the Acts of Assembly of 1934, approved March 29, 1934, relating to fixing of salaries and allowance to certain county and city officers by the Compensation Board, and the giving of notices of hearings by the board
An ACT to amend and re-enact Sections 5, 12, 19, 30, 31, 32, 33, 33-a, 34, 35, 41, 42 and 65 of Chapter 382 of the Acts of Assembly of 1934, approved March 29, 1934, which chapter provided a new charter for the City of Hopewell, said sections relating to the planning and park commissions, city council, and various city officers and their duties and compensation.
An ACT to amend and re-enact Section 9 of an act entitled ‘An act to relieve counties of Virginia of, and to assist certain cities and towns in, the maintenance and improvement, including construction and reconstruction, of certain roads, causeways, streets, bridges, landings and wharves; to establish a secondary system of State highways; for such purpose to prescribe the rights, powers, duties, and authority of the local road authorities, the State Department of Highways, the State Highway Commission, and the State Highway Commissioner; to prohibit certain local levies; to appropriate and allocate funds for the purpose of this act; to provide for elections in counties for withdrawal from the provisions of this act; and to repeal acts and parts of acts in conflict herewith.”
